Greetings in the languages of the realm of New Zealand, in English, Māori, Cook Island Māori, Niuean and Tokelauan: Greetings, Kia ora, Kia orana, Fakalofa lahi atu, Taloha ni. This is the last time I will introduce the Yearbook as Prior. While serving in this role, since August 2006, my wife Susan and I have been delighted to attend more than 70 St John events. These have provided different opportunities to meet and congratulate a great many St John members being presented with St John honours and awards, or who may have given many years of service to St John and their communities. Members who have received honours and awards in the last year are acknowledged in this Yearbook. A particular highlight of my last five years as Prior has been to present more than 300 young St John members with the Grand Prior’s Award. This is an important milestone that recognises significant effort by our youngest members and the most recent recipients are named in this Yearbook. In late February, we visited St John members working in Christchurch following the devastating earthquake. We were able to witness the huge commitment of St John members and the selfless contribution made by our people. As St John Prior and GovernorGeneral, I thank all St John members for their outstanding work for the community. I also want to acknowledge their families, whose support often makes this contribution possible. This commitment takes place every day of the year right across New Zealand. In my time as Prior, I have never ceased to admire the passion, dedication, skill and empathy of more than 16,000 St John members, with nearly 80 % volunteering their time, providing high quality service and care. His Excellency The Right Honourable Sir Anand Satyanand GNZM QSO KStJ St John Prior and Governor-General of New Zealand Sir Anand Satyanand presents the Grand Prior’s Award to Northern Region’s Corey McCallum. –|1 2 > report of the Chairman St John continues to respond to community needs and builds on community support. St John responds to community need The past year has been eventful for St John in New Zealand. Every day in every way St John people are out in the community helping people in need. That is what we do. This year has seen a surfeit of tragedies with the heart-wrenching Canterbury earthquakes, the Pike River mining tragedy and the Albany tornado challenging so many. St John responded superbly to the year’s tragedies. The ability of our people to undertake their roles and react with agility and resilience through severe crises is truly commendable. It was stressful and difficult and I am enormously proud of the teams who provide first aid and emergency care to others in trauma situations throughout the country. Community strength St John operates in communities only because of the great support we receive from our communities. As Chancellor, I travel the country and I delight in the strength and breadth of St John support. The strength of community support for St John throughout the country is unbelievable. Strengthening governance In St John we are constantly looking for improvement and that includes our organisational governance and structure. On 1 December 2010 the new Central Region was created by amalgamating the former Central and Midland Regions. During the year we also merged the two South Island Regions to form one new region, with one management team. Organisational excellence The Priory Trust Board and Executive Leadership Group are continuing to ensure that St John tries to do everything better. The approach to organisational excellence is being progressively woven into St John culture and practices. This year providing improved governance training programmes for the Priory Trust Board and the three Regional Trust Boards will be part of our organisational excellence effort. Already we have improved our financial monitoring and reporting activities and begun to introduce a balanced scorecard approach to management reporting. Both Sir Anand and Lady Susan have supported St John in many ways, taking special interest in encouraging achievement among our young people. I congratulate and thank Sir Anand for so ably chairing meetings of Priory Chapter, our highest governing body. This year a number of Chapter members and Priory Officers retired from service. I extend to them all my warmest thanks for their valuable contributions. I also acknowledge the valuable contribution over the past three years of the outgoing office bearers of St John Area Committees and welcome the incoming members. The ongoing contribution that Area Committee members make, and the many voluntary hours they give, is much appreciated. Gratitude for support It’s my great pleasure to sincerely thank our retiring Prior and Governor-General of New Zealand, His Excellency The Right Honourable Sir Anand Satyanand and his wife Lady Susan for the tremendous support they have given St John during the past five years. Garry Wilson Chancellor St John yearbook 2011 > report of the chief executive St John plays an increasingly important role in health, satisfying the needs of the communities we serve, while helping to maximise impact from the health budget. A challenging year The financial year A series of unplanned events turned what was an already very full year into the busiest year our organisation has seen. We met the challenges that we faced and are very proud of our team’s achievements. Events that unfolded during the year made it challenging from a financial perspective. This year we continued to refine our strategy and our four strategic goals. We are also developing our strategic intentions so our plans fit with Government, particularly the Better, Sooner, More Convenient primary healthcare approach. Our people St John was recently recognised in the Reader’s Digest survey – being voted most trusted iconic New Zealand brand and ambulance officers were again included high on the list of the most trusted professions. We are proud to say that all of our people have contributed to our work that is recognised in this way. To develop our capacity to face the challenges ahead we continually aim to provide appropriate leadership across our organisation and to create a culture of collaboration. Encouraging fresh ideas and initiatives will continue to make us a successful healthcare organisation and create an environment for our people to achieve success. Our revenue totalled $223 million, including government funding of $127 million for services, with the balance coming from our commercial activities, fundraising, training and donations. Ambulance integral to health Our position within the health sector is as the emergency arm of the sector. The ambulance delivery model we have been using for many years is now unsustainable and the big challenge we need to confront is how to meet the increasing demand with insufficient resources. Patient numbers increased by over 24,000 in the last year – 6.6%. We have begun work on a plan for transforming the ambulance service delivery model. We have also started developing the future shape of our non-emergency patient transport services and this will be increasingly important as the health system seeks to provide more services for patients closer to home. We are beginning to work with the Government to ensure a more strategic and integrated view of our healthcare service offering, in contrast to the traditional and simple transactional approaches to purchasing our ambulance services. We expect new innovative approaches to service development will see new projects introduced with broad sector involvement that can help to achieve improvements for the whole-of-health system. Community engagement New Zealanders are generous in recognising and supporting St John. Our staff and volunteers work hard every day to gain and maintain the respect of all New Zealanders. Support from communities – encouraged by our partner ASB and all their staff – contributed to fundraising income of $20.3 million in the past year. We are very grateful for this support and our engagement with the communities of New Zealand is critical to our continuing success. Jaimes Wood Chief Executive – |3 4 > hospitaller’s report 2010 was an exceptional year for the St John Eye Hospital Group. Staff saw 11% more patients and undertook 15% more operations than the previous year. This growth has continued at even higher levels in the first half of 2011. This expansion of patient activity increases the demands for services provided by the Eye Hospital. with the United Nations Relief and Works Agency they are exploring opportunities to work together on a refugee camp-based screening project focused on diabetes. One challenge faced this year is the unexpected loss of funding from the European Community Humanitarian Aid Organisation (ECHO). This impacted the Eye Hospital in several ways and highlighted the need for alternative funding sources. Consequently, Outreach Clinics have been reduced and there has been a small reduction in staff. St John New Zealand continues to maintain an advocacy programme for the Eye Hospital through a regional network. The network highlights the work and achievements of the Eye Hospital and supports fundraising initiatives, such as the ‘Luminis’ St John rose project. Cancellation of The Ellerslie Flower Show, following the devastating Christchurch earthquakes, impacted this project and it has required greater support from all regions. Many years ago Palestinian leader Yasser Arafat promised land to St John for a hospital in Gaza City. The present Hamas Government has honoured this pledge this year. A search for land is under way and preliminary plans for a hospital are being developed. The Sir Stephen Miller School, which continues to train Eye Hospital nurses, is now led by Nasraleh Khalileh. Nasraleh was an early graduate of a programme for nurses developed by New Zealander Dorothy Finlay and is run at the Eye Hospital. Eye disease is one of the most devastating complications of diabetes. It is particularly prevalent where diabetes is poorly controlled and is associated with high blood pressure. The Eye Hospital has not traditionally been involved in public health education but through a relationship established Financial assistance from the New Zealand Priory for the work of the Eye Hospital continues to play an important role in the care and support given to over 100,000 patients every year. We were particularly pleased that two St John members from New Zealand, Harmen Van Weerden and John Gallagher, visited Samia this year. St John yearbook 2011 > priory dean’s report It is pleasing to have a team of more than fifty St John chaplains serving and supporting St John members across all three regions. Our chaplaincy team is diverse and inclusive, comprising Catholic and Protestant, lay and ordained, women and men. The chaplains are all volunteers and many assist St John alongside other demanding ministry responsibilities. Many bring valuable experience and other expertise to St John, in areas such as education, counselling, and management of staff and programmes in not-for-profit settings. A surprising number of chaplains had previous engagement with St John – as Cadets or in Operations as ambulance officers or events volunteers. For example, the Reverend Laurie Ennor, who was inducted in Christchurch on the eve of the February earthquake, had over twenty years service in youth, events and ambulance officer roles in St John before ordination. All chaplains become St John members through the same induction process as other members. Doubling the number of chaplains in the last three years has meant that a ‘functional’ chaplaincy is now in place. Chaplains work alongside the other teams to provide support to St John members and their families. This development began six years ago with the vision of the previous Priory Dean, Dr Warren Limbrick, and was a little ahead of the initiatives of St John internationally. Progress has been due to the combined efforts of the Principal Chaplain, the Reverend Bob Tremewan, and the regional chaplains. Traditional chaplaincy continues, and through this the chaplains affirm the Order’s Christian foundation. Chaplains participate in many activities, including Youth enrolments, regional services and our Investiture Services. A clear structure has been developed to give chaplains a firm place to function and a pattern of accountability in St John in New Zealand. The appointment of a new Priory Dean, the Venerable Monty Black, and Regional Principal Chaplains means the chaplaincy team has strong leadership going forward. Chaplaincy has entered a new era in St John and I wish the team all the best as they continue and develop this valuable work. Simon Rae Priory Dean Rev Neale Troon speaks at the opening of the National Youth Festival in Hamilton. – |5 6 > librarian’s report The Librarian position was reestablished in 2005 with two main areas of focus in mind. I have seen great progress in both areas over the last six years. The two main areas of focus that were identified were to: provide advice to the team that had oversight of First to Care – 125 Years of the Order of St John in New Zealand – the book released during the 125th anniversary of St John in New Zealand in 2010 oversee the development and implementation of a Heritage policy for St John in New Zealand. A hightlight from my time as Librarian was well-known New Zealand historian, the late Graeme Hunt writing our history. He embraced the project with passion and enthusiasm. An Historical Advisory Committee made up of Senior Order Members (Russell Martin, Simon Rae and Peter Wood) was established and they provided expert advice to Graeme on the organisation, history, structure and available resources. First to Care – 125 Years of the Order of St John in New Zealand became a central part of the 125 years celebration of our work in New Zealand in 2010. Graeme Hunt’s enthusiasm for our organisation led to the development of the principles of a Heritage Policy. These principles underpin the professional work of our archives volunteers. Guidelines to assist members on how to look after heritage material have been developed by the Auckland team and are available on the Hub. The earthquakes in Christchurch have highlighted the importance of having a digital record of all heritage material. Electronic inventories of the Auckland Archives and the Christchurch Historical Unit are now available on the Hub (under Activity Sites > St John History) where they can be accessed by all members. Recent changes to Chapter mean the role of Librarian is not being filled in the next Triennium. Future development of our Heritage Policy, and the future care of our heritage material, rests in the hands of the teams of enthusiasts who will make sure our stories are never lost. Ann Greenaway Librarian The archives area in Northern Region Headquarters has many items on display, including banners depicting St John history (such as the one above) and old first aid kits (below). St John yearbook 2011 > registrar’s report The Order Roll had 1,663 members as at 30 June 2011. This includes 88 members admitted or promoted to the Order of St John in the last twelve months. Two Investiture Services were held in the last twelve months. One was in Tauranga in November 2010, with a second Service in Wellington in June 2011. This was the final Investiture Service to be presided over by our Prior, His Excellency The Right Honourable Sir Anand Satyanand. In June 2011 a special Investiture Service was held in London where the incoming Prior and New Zealand Governor-General Lieutenant General (Retd) Sir Jerry Mateparae was admitted to the Order as Knight of Justice. His wife, Lady Janine was admitted as a Commander. The Grand Prior, His Royal Highness The Duke of Gloucester, presided at this ceremony. In addition to mentioning the incoming Prior I want to acknowledge Sir Randal Elliott who passed away in July 2010. Sir Randal was Chancellor from 1981 to 1987. Sir Randal and Lady Pauline also spent time working at the St John Eye Hospital in Jerusalem. He was promoted to Bailiff Grand Cross in 1987 in recognition of his significant contribution to St John. As I conclude my term as Registrar I look back and see that much has been achieved in the last 12 years. One task that the Registrar has responsibility for is making sure the Order Roll is maintained and correct. This has taken many hundreds of hours. I want to recognise the support I have had from senior Order Member John Strachan and Order Matters Administrator Lesleigh Olsen. I wish to acknowledge and thank all Order members who continue to pay an annual Oblation, used to support the St John Eye Hospital Group in Jerusalem. As Registrar there have been times that Order members have asked for an exemption from paying their Oblation. I have felt very humbled that people have felt they can tell me, a complete stranger, about their personal situations, and reasons for needing an exemption. I wish John Wills, the new Registrar, all the best in this important position. Sir Randal played a huge role in St John. His legacy is a national unified organisation running an ambulance service with the highest standards of first aid, patient care, training and event management. Sir Randal was a prominent Wellington eye surgeon and campaigner for safety glass. He was knighted in 1977 and made Bailiff Grand Cross, the highest honour within St John, in 1987. It was first awarded in New Zealand in 1908. The Service Medal is awarded for efficient service after 12 years, with a Bar to the Medal available for every subsequent five years of service. The Gilt Laurel Leaf was instituted in 2004 and is awarded after 52 years of service. The Service Medal is accorded a place in the New Zealand Order of Wear: Orders, Decorations and Medals, approved by The Queen.
