T 16 September 2015 FIFTEEN ILLEGAL DRIVERS PROSECUTED FOR TAXI AND PRIVATE HIRE OFFENCES ransport for London (TfL) has successfully prosecuted a fifteen drivers in July and August as part of its on-going crack-down on illegal taxi and private hire (TPH) activity in the Capital. Ian Vassell, 46, from Dagenham, was convicted at Westminster Magistrates’ Court on 21 August 2015. He was caught on Charterhouse Street illegally plying for hire, accepting a private hire (PH) booking without a PH operator’s licence and for using a car for PH use on a public road without the correct insurance, PH vehicle licence or PH driver’s licence. Vassell was found guilty of all five offences, fined a total of £330 and ordered to pay TfL’s legal costs of £500. He was also disqualified from driving for 12 months. Peter Emeka, 39, from Dagenham, was convicted at City of London Magistrates’ Court on 12 August 2015. He was caught on Charterhouse Street illegally accepting a PH booking without a PH operator’s licence, illegally plying for hire, using a car for PH use without a PH vehicle licence or PH driver’s licence, and using a car for PH use on a public road without the correct insurance. Emeka was found guilty of all five offences, fined a total of £800 and ordered to pay TfL’s legal costs of £360 . He was also disqualified from driving for six months. Kwaku Yamoah Kesse, 59, from South East London, was convicted at Westminster Magistrates’ Court on 8 August 2015. He was caught on Clapham High Street illegally plying for hire, illegally accepting PH bookings and using a car for PH use on a public road without the correct insurance. He was found guilty of all three offences, fined a total of £1,210 and ordered to pay TfL’s legal costs of £500. He was also disqualified from driving for three months. Dosso Costea, 55, a taxi driver from East London, was convicted at Westminster Magistrates’ court on 22 July 2015. He was caught in central London working after the expiry of his driver’s licence and using a vehicle for passenger hire on a public road without the correct insurance. He was found guilty of both offences, fined a total of £550 and ordered to pay TfL’s legal costs of £150. His DVLA licence was also endorsed with six penalty points. Steve Burton, TfL’s Director of Enforcement and On-Street Operations, said: “These results show our commitment to help rid the Capital’s streets of illegal and unsafe Taxi and Private Hire activity. The public’s safety is our primary focus and we will continue to work with our policing partners to catch and prosecute anyone who puts the public at risk, and who undermines the legitimate, licensed Taxi and Private Hire trade.” These cases led by TfL’s TPH Compliance and Legal teams, are in addition to prosecutions which are put forward by London’s policing agencies for touting and other cab-related offences, through the criminal justice system, to improve taxi and private hire safety across the Capital. ANGER AT CITY HALL QUESTION TIME T axis drivers were in attendance at Mayor’s Question Time at City Hall recently, ready to state their case for fairer licensing rules. Due to the large numbers of drivers in attendance they could not all be admitted into the room and so a separate demonstration was also held along Tooley Street.But they found themselves referred to by the Mayor as “Luddites”. The comment caused a good deal of anger and then the meeting was suspended. Drivers at the key public meeting also objected to London Assembly deputy chair Tony Arbour calling them “those people”. Tony Arbour described the disruption as “unnecessary and unfortunate” and said: “The Assembly is fully aware of the depth of feeling within the licenced taxi industry – but this kind of disruption is unhelpful to the fight for their livelihoods.” Police were called in and City hall was cleared. Following on from its purchase of a new fleet of TX4 and Mercedes Benz taxis just a few weeks ago, Sherbet has acquired renowned taxi fleet operator Lee Drinkwater’s fleet of licensed taxis for an undisclosed sum. Many drivers are at the point where they need a new vehicle, but with so much uncertainty around the age limits and vehicle emissions rules, many are understandably cautious. The countdown ribbon cutting took place after the Big Breakfast Send Off inside the East Wintergarden; this event marks the beginning of the trip and is attended each year attended by a number of the trip’s sponsors and dignitaries. The Chairman of the Organising Committee, Phil Davis, is extremely grateful to everyone who helps in making the trip possible, from the larger corporate sponsors all the way through to those making donations through JustGiving via the website. The Marriot Hotel Canary Wharf provided everyone with packed lunches and the London Taxi Company donated the spending money for the children. Ampersand sponsored the breakfast itself. This year the ribbon was cut by the Lord Mayor Locum Tenens Alderman Sir David Howard and the Master of The Worshipful Company of Hackney Carriage Drivers, Colin Evans, and then the convoy of almost 100 taxis, around 400 people set off on the trip, taking children with life limiting illnesses on this magical journey. The long line of taxis was escorted by City of London Police and the Gendarmerie Nationale, as well as support vehicles, including the AA, medical teams from the hospitals where the children are patients and London Ambulance Service. Heading off down to Dover, the magical journey had begun. Boarding a P&O ferry to Calais was quick and easy and the ferry trips are donated kindly by P&O. The car deck full of London taxis is quite a surprising sight to fellow travellers on the ferry. Once in Calais, the convoy reassembles and the journey down towards Paris and the Disneyland resort commences. A fuel stop at the Aire De Repos Assevillers Ouest services gave the opportunity for a taste of the fun to come at Disneyland. As the taxis arrived, a band was playing and characters were on hand to greet the children. With refreshments all laid out ready in welcome, face painting opportunities – not to mention the chance to enjoy some candy floss, everyone was refreshed and ready for the remainder of the journey. In recognition of the Award made to the service area for their warm welcome each year, the Worshipful Company of Hackney Carriage Drivers had made an Award last year to the staff at the service area and a short speech was made by Kevin Deneux and Mickael Bruder welcoming everyone once again. The weather on the journey through France was punctuated by some very heavy rain and so it was a welcome sight when the Hotel Cheyenne car park was finally reached a little later than usual. Everyone checked in to their hotel room and then headed of the Chuck Wagon for an evening meal. Then it was time for sleep before a busy day in the Disneyland Park and the Studios. Once in the Park the children have fast track passes to ensure they do not have wait in long queues for the rides and experiences. Walking round the park and seeing the excitement and delight on the faces of the children it is clear to see how worthwhile this trip is for them. It is a wonderful day away from the rigours of their treatments in the magical environment that Disneyland provokes. As well as a chance for the taxis to take a rest in the car park of the hotel being admired by the guests who wonder quite why so many London taxis are parked in there! Following the day in the park, there is a Gala Dinner where the guests are joined by some very famous characters; Mickey and Minnie Mouse, Goofy, Pluto The Chipmunks, Donald and Daisy Duck to name just some. These characters were Remember – You saw it first in the Globe! kept busy all evening signing autographs and posing for photos with the children before joining in the disco dancing. Not too many people can say they have been dancing with Mickey Mouse and his pals at a Saturday night disco. The following morning saw the convoy regroup and head off back to Calais. There was a fuel stop on the return journey at Assevillers, somewhat quieter than the outgoing visit, but thanks to some lovely sunshine the children were enjoying their packed lunches out on the grassed rest areas. Soon the convoy was back in Calais where the ferry was waiting for them to board. A calm crossing soon saw the ferry docking in Dover where everyone said their goodbyes and headed off in different directions taking the children back to their hospitals and homes. Page 7 This was the 22nd annual trip that had been organised by the WCHCD; it is a testament to the kindness of the drivers and all the support services and their generosity in giving their time and vehicles freely. Throughout the trip people were telling the committee what a great time they were having which is what makes all the hard work preparing for the trip and fund raising so worthwhile. This year one of the drivers had set up a Facebook page for the trip and regular images and updates were published throughout the weekend. This has proved very popular and following the trip many of the parents and carers had commented on how much the children had enjoyed the trip. Speaking in Parliament on 21st September 2015, she called on TfL to re-examine the unbalanced weight of regulation between Black Cabs and minicabs. Criticising the burdensome levels of regulation placed upon Black Cabs relative to the minicab industry, Victoria has called on all vehicles licensed by TfL for the public, “to provide disabled access, take credit cards and alternative methods of payment, and be tracked and trackable, to continue to provide that level of safety that is unique to our traditional taxi drivers.” She added: “In the longer term, when we have proven technology, we should support the trade to move to more environmentally friendly vehicles.” She called for the restrictions that have been placed on Black Cabs over the years to be reduced, stating: “Transport for London allow the competitors to charge what they wish and use any booking and charging methods. But over the years restrictions have been placed on our taxi drivers and they should be lifted. There are now over 90,000 minicab drivers in London, and only 25,000 black cab licences.” She commended the Black Cab drivers’ commitment to their trade, highlighting that they are required to undertake “two to four years training unpaid, and then purchase or lease their own vehicle.” The former Deputy Mayor stressed that: “If we want to have our gold standard licensed taxi drivers then we need to have a level playing field, the regulations cannot be all on one side. We make the drivers and the vehicles go through hoops and meet very high standards and those standards must apply across the board, both to other vehicles and to their drivers.” She called upon Transport for London to “look at their regulations, and how they promote the licensed taxi trade.” SENIOR MASTER TECHNICIAN REQUIRED The London Taxi Company are seeking to recruit a Senior Master Technician, you will be fully competent in the servicing and repairing of vehicles to the highest manufacturer standards. MOTORING MATTERS 16 September 2015 by Anthony Goodwin PERFECT FOR FAMILY LIFE – THE NEW VW TOURAN Since its launch in 2003 the VW Touran compact MPV has been bought by 1.9 million people. VW’s all new model has been redesigned and is longer, wider and lower than previous models. With redesigned front wings, bonnet and a front bumper, joined by new wing mirrors, rear lights and a restyled tailgate and bumper, the car offers a sportier and lighter drive. I really like the exterior look of the new Touran with long side windows and crease lines that run from the front to the back. The proportions are pleasing to the eye and I think it looks more like an estate car than a traditional MPV. The front gets the new VW family face with slimmer headlights, which have a really interesting interior design which looks great when lit up, full LED headlights too. Round the back the character line runs from the headlights at the front, passing along the sides where the door handles are found and finishes at the rear light clusters. In the centre you get the VW roundel, LED rear lights are also available. Inside you get the multivariable fold flat seat system, which means seats fold flat into the floor of the Touran, creating a flat load area which is the largest in its class. I can confirm that the seats are easy to fold away and get back up. The main thing I noticed in the new Touran was space! Being tall I could easily sit in comfort in all three rows of the 7 seat version. Interior trim and finishes have been brought up to all other new VW models and the dashboard is clean and easy to navigate, even the entry level model gets a touchscreen infotainment system. Maximum connectivity in this new Touran with MirrorLink, App connect now integrates CarPlay (Apple) and Android Auto (Google) which means you can control certain apps, music, messaging and more via the multifunction steering wheel and touch screen. Another new feature is being able to connect two mobile phones to the system. There are four trim levels to choose from with even the entry level S model coming with a raft of standard equipment, air conditioning, electric heated and adjustable door mirrors and DAB radio. The SE trim level gets 16” Alloy wheels, Auto lights and rain sensor wipers and front and rear parking sensors. Next is the SE Family model which gets Adaptive cruise control, Panoramic Sunroof, Discover Navigation system and PreCrash preventative occuapant protection. The range topping SEL model comes with 3Zone climate control, Ambiant lighting, 17” Alloy wheels and Driver alert system, I also like the Fabric on the SEL mode which is called micro fibre, which is a suede effect. You can of course upgrade to a full leather interior too. Some extras you may find useful include a Kayak holder, hydraulic bicycle lift and holder and of course for those really outdoor adventure types rubber floor mats! Engine wise there are five to choose from two petrols are either a 1.2 TSi 110 PSI with a 6 speed manual which gets fuel figures of 52.3mpg road fund is £110 per year or 1.4TSi 150 PSI with either a 6 Speed manual which gets 49.6 mpg and £110 road tax. Page 13 NEW WCHCD MASTER INSTALLED n 9th September 2015, The Worshipful Company of Hackney Carriage Drivers held a Court Meeting at which they installed Colin Evans as their Master for the ensuing year. Handing over the tenure at the Court Meeting was Malcolm Paice, now Deputy Master. During the same meeting, Alan Roughan was installed as Upper Warden, Dave Cannell as Renter Warden and Lower Warden for the year is Rick Alford. The Master and his Wardens are all working cab drivers who have a passion for the City and its Livery companies. Colin thanked the Court of Assistants for their support in electing him as Master and is looking forward to beginning his year as Master – particularly the Magical Taxi Tour which he has driven families on for several years. He said that it was a great honour to be chosen as Master for the year and he is looking forward to carrying out his duties. Four new Court Assistants were also sworn in; namely they are Wendy Sorrell, Gavin Cooper, Tony O’Brien and Dean Thomas. The Court of Assistants support the Master and his Wardens in the day to day decisions of running the Court and it is through being a Court Assistant that Liverymen can be elected to the position of Master. One of Master & Sheriff New Master Freeman Colin’s first duties as Master was to admit the latest new Freemen to the WCHCD. Mr David Hyatt-Mailes, Mr Stephen Newson, Mr Vincent O’Malley, Mr Simon Pancutt, Mr Eugene Parete, Mr Danny Sivanesan, Mr Steve Vare and Mr Jon Wheeler all joined the WCHCD as Freemen. They were given a warm welcome and joined the WCHCD at dinner. INSTALLATION DINNER AT DRAPERS’ HALL At the end of the Court Meeting and admitting the Freemen, the latest 104 Club prizes were drawn. The first two winners were Phil Davis and Malcolm Linskey, who both immediately donated their prize money to the Disney charity fund. The third prize went to Liveryman Dan Heath, who is an active member of the WCHCD. He is the current Liaison Officer for the WCHCD affiliation with 20 Transport Squadron. This was followed by the Installation Dinner at the Drapers’ Hall. Founded over 600 years ago, the Drapers’ Company is incorporated by Royal Charter and is one of the Twelve Great Livery Companies in the City of London. Their stunning Hall, richly decorated and containing many wonderful works of art, is often used by film makers, with one of the most famous being the setting for the film The Kings Speech, dinner was enjoyed in the magnificent Court Room, where the gold and silver collection of The Honourable Prize Draw Company of Master Mariners, along with works of art, is housed. The Master welcomed the new Liverymen and Freemen and introduced his guest speaker, Sheriff Fiona Adler. He said how honoured he was to have Fiona as his speaker. Fiona was the first female to be a Freeman, Trustee of the Benevolent Fund and subsequently Master, of the Worshipful Company of Tobacco Pipe Makers and Tobacco Blenders, in the Company’s history. On her installation as Master, she was following in the footsteps of her Father and Grandfather. She gave a very entertaining speech and said she will also be at Canary Wharf to watch the departure of the Magical Taxi Tour.
