A “Foundation in Transition” is an excellent description of The Greater
Kanawha Valley Foundation during 2013. The Board of Trustees, Staff,
and Community Stakeholders have been working throughout the year
with Thomas Watson, Rural Support Partners, on an extensive strategic
planning process. Building on the 2012 adoption of the seven forms
of wealth framework for community investment, the Foundation has
undertaken an analysis of its vision, mission, and goals. The results of
the planning process were adopted in mid 2014 with implementation
completed by the beginning of 2015.
This past year has been one of reflection and long range thinking. Like
most transitions, the Foundation has had to let go and mark the ending
of certain old perspectives. In doing so, it has always been respectful
of the past, always keeping in mind that the new innovations are built
on the past and the past has provided the potential for the Foundation
to create a dynamic future. Without the leadership that created and has
sustained the Foundation, the current renewal would not be possible.
Organizational arrangements and strategies designed to deal with old
realities must be redesigned to cope with new challenges.
Transitions begin with an ending. The second phase is the neutral
zone. The neutral zone is the time in-between the old and the new.
The third phase is a new beginning. Much of 2013 was spent in the
neutral zone. This phase is the gap between the old and the new when
innovation is most possible and when the organization can most easily
be revitalized. It is the very core of the transition process.
The Greater Kanawha Valley Foundation is not seeking change for its
own sake. We know that various events will occur over which we have
no control, and change will happen. The question is, “Will it be the kind
of change that will preserve our deepest values, enhance our ability to
serve the community, and ensure the Foundation’s future?”
An organization that isn’t continuously examining alternatives is not
likely to evolve creatively. The Board of Trustees and Staff of The
Greater Kanawha Valley Foundation are determined to be “shapers of
what might be” rather than “servants of what is.”

As most of you know, The Greater Kanawha Valley Foundation is in
the midst of a Strategic Planning Process. That process will mark a
transition from the philosophy of “making grants” to “investing” in the
community. This new philosophy embraces the concept of gaining a
return on that investment. That return is focused on creating new wealth
— wealth that stays in our community and improves the quality of life
for all its residents.
Like individuals, organizations, if they are successful, go through
numerous transitions. The Foundation has completed many transitions
successfully in the past. These transitions have allowed the Foundation
to thrive and grow over its 50-year history.
Also like individuals in transition, organizational relationships are
affected by the transition. As children mature and leave home, families
are faced with a change in relationships. When individuals retire, not
only are their lives impacted, but so are the lives of those around them.
In all cases, the relationships will need to be renegotiated and a new
chapter of life begins. So it will be with The Greater Kanawha Valley
Foundation. The Foundation will need to renegotiate its relationship with
its stakeholders and the community.
The Greater Kanawha Valley Foundation is excited about this time of
transition. We are excited about working with all of you — our donors,
grantees, volunteers and community members — to make our time
of transition a time of renewal and transformation. With your help and
guidance, we will come out of it stronger and better adapted to serve
our community and its residents than we were when we went in!

Introduction: How did
we get here?
Over the past year, The Greater Kanawha Valley Foundation has taken
substantial steps to refocus its community investment strategy to
deepen its impact in the greater Kanawha Valley area. The process
began when TGKVF adopted a collective vision to make grants that
use the Wealth Creation approach to build multiple forms of wealth; it
trained grantees to improve projects and measure success; it revised
the grant application evaluation tool; and it developed a grantmaking
framework to guide its investment strategy. The diagram below
situates each step TGKVF took throughout the strategic planning
process.
This report presents the activities and outcomes from the TGKVF
Strategic Thinking Retreat in August 2013. The core objectives
were to narrow the Foundation’s goals through a common analysis
of the challenges to overcome and make preliminary vision,
mission, and values statements.

About the AAPA
A giving circle is formed
when a group of people
come together to pool their
money, decide where to give
that money and learn about
needs in their community.
In addition to pooling
money, members contribute
their time and talents to
significantly contribute to
the causes they care about.
Created in August of 2013, the AAPA is a giving circle that is comprised of
individuals and businesses committed to addressing the societal ills facing the
African American community in West Virginia. It will serve as an important venue to:
• Help increase the awareness and significance of giving circles, and
• Provide a vehicle for making charitable contributions via a collaborative effort,
hereby making a greater impact in the Black community.
The AAPA will provide grants for organizations serving African American children, youth and families in West Virginia.

Some common elements of giving
circles are:
The amounts of money contributed are generally
the same from each member and are given at
least annually;
Advantages of forming a giving circle:
Pooled dollars can have a far greater impact than
smaller individual gifts;
The money is pooled;
Creating partnerships with a small number of
nonprofits allows a deeper level of involvement to
better gauge the return on investment;
The money is used to help address specific
community or institutional needs.
Participating in a giving circle is an excellent
way to learn in-depth about issues of importance.

Why Donors Give
Professional Fund Management
From the time of its creation in 1962, many contributions have
been made to The Greater Kanawha Valley Foundation. Small and
large, memorial gifts, honorary gifts, undesignated and with specific
charitable purposes, donors have expressed their wish to help one
another, help the community, bring relief to a cause, and to be part of
a caring connected community.
Additionally, each Fund’s assets are managed by investment
professionals using established guidelines set by the Foundation’s
Board of Trustees. All receipts and expenditures are independently
audited and fully disclosed to the public annually.
Benefits of Giving to
The Greater Kanawha Valley Foundation
Administrative expenses are covered by a modest charge against
the income of each Fund and by donations made to help meet such

Flexibility
A number of options are available to help you, as a donor, realize
your philanthropic goals – and the future philanthropic goals of
your family. Whether you would like to focus your contributions on
a specific charity, or would rather help several different causes, The
Greater Kanawha Valley Foundation has a fund to meet your personal
needs. In establishing a fund, you will have the right to name the
Fund, determine the property to be given and select the type of
Fund that best suits your purpose(s). Funds may be established for
smaller amounts if there is a true commitment to bringing the balance
up to the required minimum for that fund type. You may also give
anonymously and let the Foundation act on your behalf.
Simplicity
Our donors also enjoy a number of benefits from making a gift to
a community foundation. For instance, a gift to the Foundation will
simplify your charitable giving. One contribution may address a
number of different needs and benefit many charitable organizations
in the community/region. You are relieved of the problem of identifying
those agencies which address your specific purposes because the
Foundation has already done so.
Maximum Tax Benefits
Another consideration is the tax benefits. The Greater Kanawha Valley
Foundation is a public foundation under federal tax law and your
contribution qualifies for maximum deductibility for income, gift and
estate tax purposes.

Economical
Permanence
The fact that your gift to the community is administered by the
Foundation and becomes part of a perpetual trust is a very important
benefit to consider. Your gift will never lapse, unless you designate
otherwise. Income will continue growing through the years to satisfy
your philanthropic purposes. At the same time, the Foundation has
the ability to address the changing charitable needs of the community
as they arise. If the original purpose of your gift becomes obsolete or
impractical, the Board of Trustees is empowered to redirect your gift to
other related purposes or programs, without the expense or delay of
court action.
Personal Philanthropic Services
The Foundation has expertise in working with donors to design
philanthropic funds, and unique grantmaking programs, tailored to
donors’ particular charitable values and interests.
Types of Funds
Administrative
With a gift of $10,000 or more, you
can create a Fund with its own name and
charitable purpose(s).
In creating an administrative fund, you help ensure maximum benefit
to the community by defraying the costs of services provided by the
Foundation. Your contribution will support, in perpetuity, the work of
the Foundation and serve as a lasting tribute for a better community.

Scholarships
This type of fund gives the Foundation the opportunity to respond
to the changing needs of the community, assist in emergency relief
and to support innovative responses to community problems. Your
contribution will join with various funds created by a history of
visionary philanthropists. The choice of this type of fund will allow you
to make a lasting impact on our community. An unrestricted fund can
be named for a person, or a cause, allowing others to contribute to the
fund.
Many individuals and organizations find great reward in helping deserving students accomplish their educational goals. Scholarship
funds may contain field of interest, residence, financial need
requirements or they can be set up with broad criteria. The fund can
be named for an individual, a family or an organization and is a lasting
way to memorialize a friend or loved one.
Field of Interest
Agency Endowments
You can show your support for organizations that focus on issues that
concern you such as the arts, education, health, human services, land
use and/or recreation through the creation of a field of interest fund.
The Greater Kanawha Valley Foundation strives to seek out valuable
projects in these areas and, as a donor, you may enjoy participating
with us as we go through the process of identifying and selecting
these projects.
For a non-profit organization that wishes to transfer all, or part, of
its endowment to a designated Fund within The Greater Kanawha
Valley Foundation, agency funds can help reduce administrative
challenges. Individual donors may also establish agency endowments
to help support the ongoing mission of a charitable organization of
their choosing. The Foundation considers the management of agency
endowments a service. This partnership truly brings economies
of scale, expertise and reduced Fund management costs to other
charitable organizations. It will also protect the individual agency’s
hard-earned endowment and ensure it is always available to support
its charitable mission.
Donor Advised
Donor advised funds are for those who wish to remain active in
the giving process. As a donor, you reserve the right to make grant
(giving) recommendations to specific charitable organizations that
have meaning for you. The flexibility of this type of fund allows you to
vary your charitable contributions from year to year, and encourages
philanthropy of future generations. Investments, paperwork and
grantee monitoring are all handled by the Foundation, with recognition
to the donor for the gift.
Designated
For donors who want to give specifically to one or more charitable
organizations for years to come we recommend a designated fund.
With this fund type, grants are made from the fund as long as the
organization(s) designated remain in operation and remain consistent

Charles and Geraldine Jeffery Funds
Charles and Gerry Jeffrey were both very mindful of the special
needs of the community where they were brought up as youth. They
left a large donation to two local churches in Clay County and a large
donation to TGKVF for different needs, as well as scholarships for
Clay County High School students.
Charles H. James II & Lucia Bacote James Scholarship Fund
I established our TGKVF Fund because my late husband, Charles H. James
II and I were third-generation college and university graduates and have
grandchildren who are fifth-generation graduates. As an African American
parent, educator and counselor, I see educational support as a vital need
of many youth in my church.
Community giving is a carryover from my upbringing in Atlanta: “Service is
the rent you pay for living on earth.” When I give to my community, I grow
along with its enhancements; thus, my service on many boards, giving
time, talent and treasure.

Tamplin Scholarship Fund
Clarence and Mary Tamplin were Boone County educators, having taught
in the three high schools. Clarence served as Superintendent for 16
years, and Mary continued to substitute for another 10 years following her
retirement. They truly loved Boone County and wanted the best education

West Virginia Chapter of The Nature

Councilman and a former Chairman

Becky Ceperley serves on the Board of
Directors of Philanthropy West Virginia,
Vision Shared and is a member of the
Visiting Committee of the West Virginia
University’s Division of Diversity, Equity
& Inclusion. She is a member of the
Steering Committee of the Appalachian
Funders Network and Chair of the
Public Policy Committee of Philanthropy
West Virginia. Locally, she serves on the
Executive Committee of the Council on
Philanthropy and is a Board Member
of the Charleston Convention & Visitors
Bureau. She is past President of the
