Celebrating Over 90 Years of Progress 2012 Village of Westmont Calendar & Information Directory VILLAGE CELEBRATES 90th ANNIVERSARY " I Love Westmont Because . . . " Nov. 10, 2011 was the Village of Westmont’s 90th Anniversary of incorporation with the State of Illinois. To help celebrate 90 years of progress, the Village organized several anniversary activities for the community. One of the activities was a 90-question Westmont Trivia Quiz. The quiz was launched on Nov. 10 and residents were challenged to answer as many questions as they could within the first 24 hours. Many residents gave it a try, but only 15 actually submitted their answers to compete in the contest. Longtime resident Joe Hrncirik had the best score and won the contest. Congratulations Joe! The quiz is still on-line at www.westmont.il.gov and everyone is invited to test their knowledge of our community. Another activity was the "I Love Westmont Because . . ." essay contest. More than 100 residents submitted essays expressing their pride and devotion for the community. After reading all of the entries, it was decided that EVERYONE who participated was a WINNER. Several writers attended a Village Board meeting and read their heartfelt essays in person. On behalf of the Village of Westmont, we want to thank everyone who participated in our 90th Anniversary events. Congratulations to all and HAPPY BIRTHDAY WESTMONT! Westmont Auto Mile The Village of Westmont, Westmont Chamber of Commerce, Westmont Park District and Westmont Special Events Corporation have joined forces with area car dealerships to create the Westmont Auto Mile. The goal of the group is to collectively promote Westmont car dealerships as the premiere car buying destination in the Chicagoland area. Additionally, funds from the group help to sponsor various community events including the 4th of July Fireworks, the Taste of Westmont, Westmont Holly Days, Red-White & BBQ Fest, Race to the Flag 5K, Relay for Life, and more. The governing and policy-making body of the Village consists of a Village Mayor and six Trustees elected on an at-large basis for overlapping terms. The Mayor and Board appoint a full-time Village Manager to supervise the operations of Village Departments. The Mayor also serves as the Village Liquor Commissioner. In addition to appointing the Manager, the Board is responsible for the approval of an annual budget and the adoption of ordinances to provide for the peace, health, safety, and general welfare of the community and all of its citizens. The Village Board meets for its twice-monthly Board Meeting on the first and third Monday of each month. The Board also typically meets on Thursdays prior to Monday Board Meetings. These Thursday night workshops are called Committee of the Whole meetings and no voting takes place on these nights. When appropriate, Committee of the Whole meetings will be consolidated with the Monday Village Board meetings. Meetings are held at the Westmont Village Hall, 31 W. Quincy Street, and begin at 7:00 p.m. Meeting schedules are always subject to change. Village Manager The Village Manager provides the administrative management for the Village Government. The Manager’s Office translates policy as determined by the Village Board into operating programs for the various municipal departments. The Manager assists the Board in the development of policy through research and other data sources. The Village Manager’s Office also provides personnel, risk management, and insurance services for all Village Departments. Village Clerk The Office of the Village Clerk is responsible for a host of record keeping and licensing programs. On a routine basis, the Village Clerk’s office records the official minutes of Village Board Meetings, acts as secretary to the Mayor and the Village Board, provides for the publishing of all new Village ordinances and their systematic inclusion in the Municipal Code Book, and maintains other official Village records. Village Boards & Commissions Following are three of Westmont's advisory bodies, each consisting of appointed resident volunteers, which meet regularly to carry out their mission of making recommendations to the Village Board. Here is a listing of each group, a synopsis of their objectives, and meeting information. All Village meeting dates and times are subject to change. Meetings are held at the Village Hall on the second Wednesday of each month. Planning and Zoning Commission meetings begin at 7 p.m. Fire & Police Commission Chair - Robert Kovanda Joe Hrncirik Vince Musial This commission conducts testing for appointments and promotions of sworn officers as well as holds hearings and makes recommendations regarding rule violations. The commission meets at the Police/Fire Facility on the third Tuesday of each month. Police Pension Board President - Craig Grember Paul Bartuch Tom Conidi Scott Opelt Stephen Thompson This board makes pension fund investments and determines eligible participants in the pension program. Meetings are held at the Police/Fire Facility on the third Tuesday of every third month beginning in January at 7 p.m. How Well Do You Know WESTMONT? As part of the Village's 90th Anniversary Celebration, a 90-question trivia quiz was created to test the knowledge of Westmont residents. Following is a sample of the questions in the quiz: What was the name of the rock and roll club located at the corner of Cass and Burlington in the late 60's and early 70's? Who was Mary Egan? Naperville Road used to be an Indian Trail. What was the name of that trail? Where was the original Village Hall located? How did Westmont adopt the name "The Progressive Village"? If you would like to take the quiz, go to the Village Website at www.westmont.il.gov, click on the Village News link, and then click on the feature titled "Westmont 90th Anniversary Trivia Contest". GOOD LUCK! Village Committees Village Committees are designed to improve communication between the Village Board and the various Village Departments, Commissions, and other governmental bodies. Each committee, chaired by a Village elected official, has a specific area of interest. In 2012, the meeting schedule for Village Committees will be slightly different compared to last year. The Public Works and Engineering Committee will meet on the second Tuesday of each month. Also new in 2012, the Building/Zoning Committee and the Code Enforcement Committee will each hold separate quarterly meetings. All meetings are open to the public. Following is a list of the Village Committees and their meeting dates. Most Committee Meetings occur on the same night as Village Board voting meetings. All meeting dates are subject to change. Please contact the Village at (630) 981-6220 for current meeting information or visit the Village Website at www.westmont.il.gov Administration/ Finance Committee Chair - Ellen Emery This committee reviews topics including the personnel policy, administrative and financial issues, Clerk's Office activity, technology concerns, and remodeling of Village Buildings. It is also a liaison to other taxing bodies in the community. Meetings are typically scheduled on the first Monday of every other month starting in January: Jan. 3, March 5, May 7, July 2, Sept. 4, Nov. 5. Building/Zoning Committee Chair - Pat Klebenow The Building/Zoning Committee is a liaison to the Planning & Zoning Commission as well as oversees the rewriting of the Village Master Plan, Zoning Ordinance and Subdivision/ Improvement Ordinance. Building/ Zoning meetings are held quarterly: March 19, June 18, Sept. 17, and Dec. 17. Public Works & Engineering Committee Chair - Lee Fleming This committee deals with issues regarding the Village’s Streets and Public Ways, Water System and Engineering aspects of the aforementioned. This committee typically meets on the second Tuesday of each month: Jan. 10, Feb. 14, March 13, April 10, May 8, June 12, July 10, Aug. 14, Sept. 11, Oct. 9, Nov. 13, Dec. 11. Code Enforcement Committee Public Safety Committee Chair - Sue Senicka This Public Safety Committee interacts with the Police and Fire Departments as well as other Departments and staff to discuss issues involving Village emergency services as well as other issues relating to public safety. 2012 meeting dates: Jan. 16, April 16, July 16, and Oct. 15. Public Information Committee Chair - Steve Nero Chair - Jinny Szymski This committee promotes, protects and improves the health, safety and welfare of our citizens by providing an equitable, expeditious, effective and inexpensive method of enforcing Village codes. This committee meets to review and make recommendations regarding new and existing codes: Feb. 6, June 4, Aug. 6, Dec. 3. This committee assists with the scheduling and coordination of community special events as well as serves as a liaison with Village organizations. The committee works with staff regarding Village communication with the public. Meeting dates: Feb. 21, May 21, Aug. 20, and Nov. 19. Economic Development Committee Chair - Bob Scott The EDC is an advisory group that provides developers, builders and community investors with an opportunity for initial project feedback before an applicant files for any type of formal approval consideration and incurs various application, permitting and development costs. The EDC strives to provide constructive criticism that is in concert with the Villages planning, zoning and code related policies and directives. The EDC meets on the first Wednesday of each month. Meetings are typically held at Westmont Centre at 9 a.m., however, select meetings will be scheduled in the evening. Westmont's public agencies and various non-profit organizations thrive from volunteer participation. In addition, the Village Police and Fire Departments as well as the Village Hall occasionally have duties that can be performed by volunteers. Other volunteer opportunities include the local homedelivered meals program, various school PTOs, and more. Volunteers Make It Happen In Westmont! Village of Westmont Citizen of the Year Award Each year, the Village of Westmont presents the Westmont Citizen of the Year award to a resident who has demonstrated excellence in community volunteerism. Nomination forms for the Citizen of the Year Award are available during the month of January and must be turned in to the Chamber of Commerce in February. The nominations are reviewed and a winner is selected. The award is presented at the Chamber of Commerce's Annual Westmont Awards Banquet. The entire process is coordinated by the Westmont Tourism Committee, which consists of community leaders and volunteers. Organizations There are many ways to get involved in your community. The following is a list of non-profit service clubs and organizations. Each has its own mission and criteria for membership. These organizations provide various services for the community as well as social opportunities for its members. For more information, you can contact each service club directly. Westmont Lions American Legion Post 338 The American Legion focuses its energies on raising funds for schools, needs of veterans, and senior citizens. The Westmont American Legion also works with the Westmont Park District in the coordination of various community events including the Memorial Day Parade on Cass Avenue and the Veterans Day Ceremony at Ty Warner Park. Members are wartime veterans of the U.S. Armed Services. They meet on the first Friday of each month at 7 p.m. at the Senior Center, 55 E. Richmond, Linden Avenue entrance. The Westmont Lions Club raises money for issues regarding persons who are blind, hearing impaired, or have diabetes and host several fundraisers throughout the year to meet their goals. The Lions Club are also involved with various community events including the Red, White & BBQ Fest held Memorial Day Weekend. The Lions Club meets on the first and third Tuesday of each month at 7 p.m. Meetings are held at the Park District Senior Center, 55 E. Richmond. The Lions President is Ron Gunter. The Lions are active with various events throughout the year including the Red-White & BBQ, Taste of Westmont and Holly Days. Westmont Fire Chief Frank Trout is an Army Veteran who served in Vietnam. Frank is a volunteer and is active with local veteran activities. VFW Post 503 In 2008, the Veterans of Foreign War Post 9267 disbanded after being active for many years in the Village of Westmont. Persons interested in being involved with the VFW are now being referred to Post 503 located at 5101 Belmont Road in Downers Grove. Led by Commander Rich Dahlman, the Post meets on the third Thursday of each month at 7 p.m. The VFW Ladies Auxiliary meets on the second Wednesday of each month at 6:30 p.m. and is led by President Kim Zerbe. Westmont Knights of Columbus The Knights of Columbus is a men's Catholic service organization that focuses its energies on fundraising for issues regarding mentally handicapped persons. The Westmont/Downers Grove KCs meet on the second Tuesday of each month at 7:30 p.m. at the KC Hall, 25 N. Cass Avenue. The KC Grand Knight is Rick Vath. The Rotarians perform community service, offer a foreign exchange student program, and work for various humanitarian causes. Meetings are every Tuesday at Vincitori's on Cass Avenue. Meetings are typically scheduled at noon, except for the fourth Tuesday of each month when meetings start at 5:30 p.m. Nancy Martens is the President. The WSEC coordinates or assists with Cruisin' Nights, Concerts in the Park, the Taste of Westmont, Holly Days and more. The President of the WSEC is Larry McIntyre. The WSEC typically meets on the first Wednesday of each month at 6:30 p.m. at Westmont Centre. The WSEC office is located in Westmont Centre, One South Cass Avenue, Suite 102, which is also home to the Muddy Waters Historical Exhibit. As a result, the Village and Waste Management will continue to provide recycling and waste hauling services for a reasonable cost while trying to encourage greater recycling in the community. Residents continue to be billed for recycling and garbage service on their water bills. Program updates will be announced in the Village Newsletter and on the Village Website, www.westmont.il.gov. SENIOR DISCOUNT PROGRAM Responding to the needs of senior citizens, the Village has created a Senior Discount Program for garbage service. The discount offers a 25% reduction in garbage pick up fees for residents who are 65 and older. A valid driver’s license or State ID is needed to apply. Residents may sign up in person at the Village Hall, 31 W. Quincy, or send in the form and appropriate information in the mail. SOLID WASTE STICKERS The Westmont Recycling & Waste Hauling Program allows residents to put out up to two cans or bags of garbage each week. The cost for each additional can of garbage beyond the first two is the responsibility of the homeowner. Each additional can/bag of garbage requires a Westmont Refuse Sticker to be placed upon it. Westmont Refuse Stickers are burgundy in color. Following are the current locations that sell Westmont Refuse Stickers: Bales Hardware, 20 E. Quincy; Jewel-Osco, Cass & Ogden, Cass & 75th, Holmes & 55th; Village Hall, 31 W. Quincy. Pickup Zones Northwest Zone Monday Cass Avenue Recycling & Waste Hauling Service Northeast Zone Thursday BNSF/Metra Railroad Tracks Southwest Zone Friday Southeast Zone Tuesday Pickup Zones Holiday Schedule The Village of Westmont contracts with Waste Management to provide weekly garbage pickup. The pickup zones are listed above. Recycling is picked up every other week. Each pickup zone is divided into two sections for recycling with one section being picked up the first week and the other section being picked up the next week. To determine which week you should put out recyclables, contact Waste Management at 800-796-9696 or visit www.wm.com. Residents should place their recyclables and garbage out for pickup on the evening before their collection day. Over the next year, there will be six holidays on which there will be no recycling or garbage pickup. This will affect collection services during the week on which the holiday occurs. These holidays are as follows: Memorial Day • Mon., May 28 4th of July • Wed., July 4 Labor Day • Mon., Sept. 3 Thanksgiving • Thur., Nov. 22 Christmas Day • Tues., Dec. 25 New Years Day • Tues., Jan. 1 During these weeks, collections will be made one day late from the observed holiday through the end of the week, with the final pickup day being Saturday. Recycling Information Residential Program In 2011, the Village of Westmont entered into a new contract with Waste Management for recycling and waste hauling service. The new program provides weekly garbage pickup, however, recycling is picked up every other week. Each single-family residence was provided with a new 96-gallon recycling cart to encourage greater recycling at home. To determine your recycling pickup schedule, contact Waste Management at www.wm.com or 800-796-9696. Preparation and pickup information is listed at right. REMEMBER To Incorporate The 3 Rs In Your Daily Routine REDUCE REUSE RECYCLE Commercial Program The Village of Westmont works with Waste Management to provide a Westmont Commercial Recycling Program. This program offers a limited free recyclable program for businesses in Westmont. For more information, contact Waste Management at 800-796-9696 to discuss recycling options. Multi-Unit Program VILLAGE ORDINANCE REQUIRES MULTI-UNIT RESIDENCES TO PROVIDE RECYCLING Village of Westmont Ordinance ensures that landlords must provide a recycling program for residents who live in townhomes, condominiums, apartments, and other multi-unit residences. If your building does not offer recycling, please contact your property manager to alert them of this Village Ordinance. For more information, contact Code Enforcement at 630-981-6262 or [email protected]. RECYCLABLE MATERIALS The Westmont Recycling Program accepts various paper and non-paper recyclable materials. All recycling items should be placed in the 96-gallon recycling carts and placed out for pickup on the appropriate day. All materials must be rinsed out and free of contamination. The Village Newsletter helps keep residents abreast of local happenings, recent government actions, and helpful seasonal information. Limited print copies of the calendar will be available for residents to pick up at the Village Hall and other public agency facilities. A downloadable PDF version of the publication will be available on the Village Website. Our first priority is to keep all main streets open for emergency vehicles and residential use. Once this has been accomplished, our Street Division then plows residential streets, followed by dead-end streets and cul-de-sacs, and finally alleyways. After an accumulation of two or more inches of snow, parking is prohibited on any street for a period of eight hours after the snow has stopped falling. If snow removal is still needed after the eight hour period, parking is prohibited until operations are completed. We ask all residents to help in the effort and not clear their driveways by returning snow to the street. Our objective is to maintain a safe and snow-free road system. Trees should be put out along with your garbage on your regular garbage pick-up day. Trees left at the curb or alley after this timeframe will be considered litter and subject to a fine. The Park District Community Center, 75 E. Richmond, serves as information central for Park events and activities. The Westmont Fitness Club, 424 Plaza Drive, offers residents a complete workout facility. Bellerive Skate Park, on 63rd Street, provides opportunities for use of bikes, rollerblades and skateboards. At 400 W. 59th Street is the Twin Lakes Golf Club, a beautifully landscaped 9-hole course. The Twin Lakes Learning Center, 200 W. 59th Street, is home to the Park District's preschool program. Ty Warner Park, located at Blackhawk and Plaza Drive, offers residents many exciting opportunities including the Splash Pad, sports fields, walking paths and more. The park is also home to the Red-White & BBQ Festival, Race to the Flag 5K, Relay For Life, the annual 4th of July Celebration, and more. Westmont residents have a unique opportunity to get involved with our Police Department through their Citizens Police Academy Programs. This month-long academy is available to 6th-8th grade students. Parent or legal guardian permission is required. The Adult Citizens Police Academy will begin on Wednesday, March 14 and meet weekly through its graduation in May. All academy classes are held from 6:30-9:00 p.m. at the Police Station. The Adult Citizens Police Academy offers an alumni association program for graduates who wish to continue their training. Two of these popular events are coordinated with the assistance of the Village of Westmont. The annual WESTMONT COMMUNITY AWARDS DINNER is a truly inspiring event that honors businesses and citizens for their commitment to the community. One of the highlights of the evening is the Citizen of the Year Award, which is given to a resident who has demonstrated exemplary volunteer service to the community. In 2012, this event will be held on Thursday, April 5 at the Oak Brook Hills Marriott. Another important community event hosted by the Chamber is the annual STATE OF THE VILLAGE ADDRESS. Each year, the Village of Westmont gives a presentation regarding the Village's current state of affairs including accomplishments during the past year and perspective regarding the future of the community. In 2011, Village Staff reported the success of new commercial development in Westmont in spite of the continuing national economic downturn. Private development invested millions of dollars in Westmont over the past year. Some of these projects included the construction and opening of the new Walgreen's on North Cass and the Standard Market grocery store on Ogden. Additionally, several dealerships in the Westmont Auto Mile completed significant remodeling and expansion projects. In 2012, the State of the Village is scheduled for Wednesday, October 10. April 8, May 13 June 10, Sept. 9 Last Pickup 2012 October 14 The Yard Waste Program runs from April 1 through Nov. 30. The program requires residents to use a Westmont Yard Waste Sticker, which must be affixed to generic yard waste paper bags, or through the handles of regular garbage cans and waste receptacles. Garbage cans and waste containers up to 33 gallons are acceptable. Plastic bags are not acceptable. This method of identifying yard waste is easy for pickups, uncomplicated and nonrestrictive for residents who are able to use their regular garbage containers, and convenient for merchants who sell the yard waste stickers. Following are the locations that sell Westmont Yard Waste Stickers: Bales Lumber, 20 E. Quincy; Jewel-Osco, Cass & Ogden; 75th & Cass, Darien; 55th & Holmes, CH; and Westmont Village Hall, 31 W. Quincy. South Side Brush Pickup SINGLE FAMILY RESIDENCES SOUTH OF BNSF TRACKS April 15, May 20 June 17, Sept. 16 Last Pickup 2012 October 21 In 2012, Oct. 14 will be the final date for north side residents to put out brush and Oct. 21 will be the final date for south side residents to put out brush. The Westmont Brush Pickup Program divides the community in half with the BNSF railroad tracks being the divider between north and south districts. The program will run April through October. During this time, the north side of the community will be picked up one week and the south side will be picked up the next week. The dates for the Brush Pickup Program schedule are listed at left. This Brush Pickup Program is for single family residential properties. Collection is not provided for business, commercial, multiunit dwellings or other income properties. Brush should be cut to 6-foot lengths and either stacked neatly on the parkway with the thick ends closest to the street or in medium-sized bundles tied with rope or string. Do not use wire. Brush stacks should be no larger than 4 feet high and 15 feet wide. Logs not exceeding 6 inches in diameter and under 3 feet in length will also be picked up. Stumps, leaves, grass, lawn clippings, and building materials are examples of items that will not be picked up by the brush pickup program. Brush pickup regulations are strictly enforced to reduce the risk of injury to Village workers. Brush should be placed on the parkway in front of your residence on Sunday evening prior to your sections scheduled pickup. During scheduled pickups on which Monday is an observed Village holiday, brush pickup will begin on the next business day. Brush on the parkway at times other than during your scheduled pickup time will be considered litter and is subject to a fine. There will be no special pickups. On the second Friday of each month, residents can drop off various unwanted electronics at the Ty Warner Park south parking lot at Blackhawk and Plaza Drive. September 8 August 10 & 11 Westmont Community Garage Sale August 17 & 18 Each year, the Village of Westmont and the Westmont Special Events Corporation organizes a Community-Wide Garage Sale, which encourages residents to hold their garage sales during the same weekend to bring out the bargain hunters en masse. Last year we had over 100 garage sale participants. In 2012, the Community Garage Sale event will be held on Friday and Saturday, August 17 & 18. Cass Ave. The Westmont Police Department consists of sworn officers and civilian personnel. The civilian personnel staff the Communication Center and answer all emergency calls. The Department participates in the National Volunteers In Police Service (VIPS) program. Volunteers assist in various clerical and nonenforcement duties. The Department is nationally accredited and is recognized as being a outstanding professional law enforcement agency. Fire Department The Westmont Fire Department consists of two stations located on the north and south sides of the community. Station #2, which is part of the Police/ Fire Facility at 500 N. Cass, is staffed with five firefighters/paramedics. The Fire Department Headquarters is located at 6015 S. Cass and is staffed with eight firefighters/paramedics and one duty officer. HQ also provides offices for Westmont's Emergency Management Agency. The Fire Dept. has earned international accreditation, which certifies Westmont's firefighting/ paramedic service as having achieved the highest of standards of emergency readiness. Patriot Day Ceremony In 2011, the Village of Westmont held its annual Patriot Day ceremony in honor of emergency services personnel who lost their lives in the call of duty and to remember the people who perished during the tragedy of Sept. 11, 2001. Last year was the 10th anniversary of the tragedy and more than 300 people attended the Patriot Day event. In 2012, the ceremony will continue to take place on Sept. 11 at the Police and Fire Facility at 500 N. Cass Avenue. The open house is scheduled for Tuesday, Oct.9 at the Fire Dept. Headquarters, 6015 S. Cass Avenue. This is an event for the entire family to learn more about your Fire Department and fire safety. Fire safety activities, informational displays and refreshments will be featured. Halloween Special Events Each year, the Trick-or-Treat Trail event is attended by hundreds of little ghosts, superheroes, and fair maidens. This year's event will take place on Friday, Oct. 12, approximately 7 p.m. The parade features a silent, solemn procession of fire department vehicles traveling along Chicago Avenue and Naperville Road. Join us for our annual Westmont Holly Days, which offers activities and fun for the whole family from late November through the end of December. "Wherever he went all over the world, he was proud to tell people that he was from Westmont," says Muddy's former manager Scott Cameron. "He loved this town." In honor of the legendary blues artist, the Westmont Special Events Corporation and the Westmont Historical Society has created a unique, one-of-a-kind exhibit at Westmont Centre. ComEd is normally aware of power losses when they occur and does everything possible to bring power back as soon as possible. During power outages, the Police and Fire Departments receive numerous calls of inquiry, but they do not have any answers since they don't control the power. Tornados are one of the most furious and destructive forces of nature. By learning a few simple facts, you can keep disaster from catching you unprepared. The entrance to the Senior Center is on the west side of the building off of Linden. Community Chore Days is a program that offers free help to seniors on limited incomes who need assistance with seasonal projects such as yard work. For more info, call (630) 620-9794. Building/Zoning Variances If a resident or builder wants to file for a building/zoning variance, they must do the following: contact the Economic Development Department regarding the variance, fill out a variance application request (which costs $250 or $500 depending on the zoning district), and then make a presentation regarding the variance to the Planning & Zoning Commission. The Planning & Zoning Commission is an advisory body that makes recommendations to the Village Board regarding variances. Ultimately, the Village Board is responsible for granting all building and zoning variances. Also, building permits are required for nearly all types of construction including home additions, garages, air-conditioning units, fences, decks, sheds, driveways, re-roofing, electrical alterations, and plumbing changes. Code Enforcement The Village Code Enforcement Officer is responsible for identifying and responding to code violations in the community. Many of the issues addressed by our Code Enforcement Officer relate to nuisances. Some of the common complaints received include issues regarding trash (both residential and commercial), placing of private property in the public right of way, weeds, building without permits, building permit expiration, abandoned vehicles, health and safety issues, sign ordinance violations (both commercial and residential), brush pickup program violations, fence violations, and other property maintenance issues. Code enforcement concerns should be directed to the Economic Development Department at (630) 981-6250. At that time, a service request is made and forwarded to the Code Enforcement Officer who will then make arrangements to investigate the complaint. Calls regarding code enforcement can be made anonymously. Mosquito Abatement The Village contracts the services of Clarke Environmental Management to help control mosquito nuisance. The objectives of the program are to reduce the potential of mosquito-borne disease transmission and provide a comfortable and healthy atmosphere for residents. Environmentally sensitive and effective mosquito control is accomplished through larval site and adult mosquito monitoring, biological control (such as the utilization of specific fish species), and the careful use of Federal E.P.A. pesticides. Residents are encouraged to report standing water that could develop larvae and excessive mosquito annoyance conditions. To report a mosquito problem, call the Clarke Hotline at 1-800-942-2555. Sewer Bills The Village of Westmont is served by two sanitary districts: Westmont residents east of Cass Avenue are served by the Flagg Creek Water Reclamation (formerly Hinsdale Sanitary District); Residents west of Cass are served by the Downers Grove Sanitary District. The Downers Grove Sanitary District has a gray drop box for residents to make their sewer bill payments. The drop box is located near the Commuter Train Station. Flagg Creek also has a drop box at their office location. Bills can also be paid by mailing them directly to the appropriate sanitary district office.
