Gleason’s Executive Order, dated April 25, 1974, establishing the official awards program in cooperation with the Montgomery County Chamber of Commerce. This program originally provided official recognition to Montgomery County Police Officers and Firefighter/Rescuers and Emergency Medical personnel who have performed heroic acts and community service, which go beyond the call of duty. In December 2000, the Public Safety Awards Committee welcomed the Montgomery County Sheriff’s Office and the Maryland-National Capital Park Police, Montgomery County Division. In January 2003, they welcomed the Montgomery County Department of Correction and Rehabilitation as part of the public safety awards program. Nominations for the awards come from field supervisors through official channels to respective department administrations: Administrator, Montgomery County Fire & Rescue Service; Chief, Montgomery County Department of Police; Sheriff, Montgomery County Sheriff’s Office; Chief, Maryland-National Capital Park Police, Montgomery County Division; and Director, Montgomery County Department of Correction and Rehabilitation. The department leaders then present the nominations to the Public Safety Awards Selection Committee for final determination. 11 42nd ANNUAL PUBLIC SAFETY AWARDS Awards Criteria Gold Medal of Valor - This premier award recognizes an act of bravery involving extreme personal risk that is clearly above and beyond the call of duty or an incident of valor that results in serious injury or death. Except in the most unusual circumstances, not more than one gold medal shall be awarded annually to each service. Silver Medal of Valor - This award recognizes acts of bravery involving great personal risk beyond the call of duty. Bronze Medal of Valor - This award recognizes acts of bravery involving unusual personal risk beyond expectation while performing the usual responsibility. Bronze medals may also be awarded to a member who demonstrates unusual judgment, zeal, or ingenuity during an emergency situation when such an act is beyond that normally expected in the performance of duty. Honorable Mention of Valor - This award recognizes acts of valor and acts that involve personal risk, unusual demonstration of judgment, zeal, or ingenuity not normally involved in the performance of duties. Unit Citation - This award recognizes the outstanding collective performances of a unit or units whose professionalism and actions demonstrate excellence in response to a public safety incident. Community Service - This special award is presented for volunteer dedication and initiative above and beyond the call of duty over a period of time that has affected and benefited the citizens of Montgomery County and beyond. Public Safety Corporate Vital Link - This award recognizes a commercial enterprise that transforms and advances the mission of public safety agencies in Montgomery County, Maryland, to better able one or more agencies to meet the 21st century challenges that impact the National Capital region. Unfortunately, each year members of our public safety community are seriously injured and die in the line of duty. The Montgomery County Public Safety Memorial – the first memorial of its kind in the County – recognizes the courage and sacrifice of our fallen public safety personnel. It also provides visitors to the memorial an opportunity to learn about the manner in which each of the Montgomery County Public Safety Departments work together. The Memorial honors all of the Montgomery County public safety agencies including Correction and Rehabilitation, Police, Fire & Rescue Service, Park Police, and the Sheriff’s Office. The effort to create this memorial began in 1995 with a dedicated joint public-private partnership. Visit the Public Safety Memorial adjacent to the lake at the following address: Public Safety Headquarters | 100 Edison Park Drive | Gaithersburg, MD 20878 14 Police Officer Noah Leotta 1991 - 2015 The Public Safety Memorial in Gaithersburg recognizes the courage and sacrifice of our fallen Public Safety Personnel. The names engraved on the memorial remind us of the supreme sacrifice each officer has made for us. Today, we remember 24-yearold fallen officer Noah Leotta. Police Officer Leotta succumbed to injuries sustained on December 3, 2015 when he was struck by a drunk driver near the intersection of Rockville Pike and Edmonston Drive. He was conducting a traffic stop on Rockville Pike at approximately 9:45 pm while working a special assignment on the agency’s Holiday Alcohol Task Force. He had contacted the driver and was getting back into his patrol car when a second vehicle struck his patrol car and then struck him. Officer Leotta was transported to Suburban Hospital where he remained on life support until passing away on December 10. The driver of the vehicle that struck him was held on suspicion of drunk driving. He has subsequently been charged with manslaughter by automobile and additional charges. Officer Leotta served with the Montgomery County Police Department for almost three years. He is survived by his parents and sister. A bill has been introduced in the Maryland General Assembly notably referred to as Noah’s Law. This bill expands on existing Maryland law that requires first-time and repeat offenders to use an ignition interlock devise to avoid having their licenses suspended. An ignition interlock devise prevents a driver from starting the vehicle if a breathalyzer result registers a higher blood-alcohol level than allowed. The current Blood Alcohol (BAC) Level is .15, the proposed legislation lowers the BAC to .08. We urge you to contact your elected officials to support Noah’s Law as it makes its way through the legislative process and ultimately to the Governor’s desk for signature. Visit mcccmd.com/advocacy for more information. 15 42nd ANNUAL PUBLIC SAFETY AWARDS Public Safety Government Partner of the Year National Institute of Standards and Technology (NIST) F or over a decade, the National Institute of Standards and Technology (NIST) has been a steadfast federal public safety partner as an advocate for the research and training of the fire and rescue service and law enforcement communities. Montgomery County’s Department of Police and the Sheriffs’ Office have utilized the NIST campus for the purposes of conducting canine training: basic patrol, explosives searches, tracking, agility skills, maintenance training, and routine certifications. For the Montgomery County Fire and Rescue Service and beyond, NIST has driven revolutionary changes in standards applicable to structural firefighting gear and electronic safety equipment. The unwavering and unconditional support of NIST in supporting public safety initiatives at a local, regional, and national level is unparalleled. Sponsored by: 16 42nd ANNUAL PUBLIC SAFETY AWARDS Public Safety Corporate Vital Link Lee Development Group E ver since the suicide bomber and hostage situation at the Discovery Communications headquarters in Silver Spring on September 2010, the Montgomery County Department of Police has been working in close cooperation with the Lee Development Group. The Lee Development Group has generously given the police free access to their building located in Aspen Hill for simulated emergency training for SWAT, K9 and patrol units. In fact, almost every law enforcement agency in the area at the federal, state, and local levels with a SWAT team has used the location for this purpose over the last few years. Montgomery County Department of Fire and Rescue Services and the Montgomery County Sheriff’s Office have also been able to use the building as a training site. By allowing public safety agencies to use their building free of cost, the Lee Development Group has provided a realistic setting to train and practice life saving techniques and allowed our first responders to become better equipped to respond to emerging threats. Sponsored by: 17 42nd ANNUAL PUBLIC SAFETY AWARDS 18 { } The following Valor Awards incidents and photos are presented in order of the highest medal of valor. 19 42nd ANNUAL PUBLIC SAFETY AWARDS Car Fire on the Beltway O n September 1, 2015 at midnight, a call was dispatched for a personal injury car collision on I-495 between Georgia and Connecticut Avenue. As officers responded, the dispatcher provided updates that smoke was coming from the two-door vehicle with a passenger inside. Police Officer 1 Cody Fields arrived within three minutes and observed the driver’s side of the car crashed against the Jersey barrier on the left shoulder of the Beltway. The engine was on fire and the passenger compartment was filling with smoke. Officer Fields rushed to the passenger side where he observed the driver alone and unconscious. Officer Fields used his protective instrument and broke the window. Immediately, a large amount of smoke exited the passenger compartment. Police Officer 3 Brian Nesbitt arrived as Officer Fields opened the passenger door. Both officers realized it was going to be difficult to pull the 5’8” 160 lbs. unconscious man from his small car. Without hesitation and in complete disregard for their own safety, Officer Nesbitt climbed into 20 Police Officer 3 Brian Nesbitt Gold Police Officer 1 Cody Fields Gold the rear of the burning vehicle to try to gain leverage to help get the driver over to the passenger side door. Officer Fields reached in from the passenger side and grabbed the driver. Working together, both officers were able to extract the driver through the passenger door. Capital Beltway was rescued. This merits recognition of the highest medal of valor. The Montgomery County Chamber of Commerce is highly honored to present the Gold Medal of Valor to Police Officer 1 Cody Fields and Police Officer 3 Brian Nesbitt. The fire spread from the engine to the passenger compartment. The officers recognized the danger presented by the fire. They carried the driver to the safety of the shoulder of the Beltway. Immediately, Officer Nesbitt and Fields began medically assessing the driver who was still unconscious but breathing. Officer Nesbitt began administering sternum rubs which seemed to have little effect. Leaning down to put his ear to the mouth of the driver, Officer Nesbitt finally heard a short gasp of air. Fire and Rescue arrived and took over care of the driver. This was a highly dangerous and potentially explosive situation. With extraordinary bravery and at great personal risk without regard for personal safety, a victim trapped inside a car on fire on the 21 42nd ANNUAL PUBLIC SAFETY AWARDS O Murder/Suicide at Germantown Gas Station n August 4, 2015 at 12:30 in the afternoon, Police Officer 2 Andrew Bock was off-duty, in plain clothes, operating his marked Montgomery County Police vehicle. Officer Bock had just exited the Germantown Auto Spa when he heard what he believed was a gunshot. Seconds later, he observed a female running towards him hysterically screaming. He noticed she ran from a black SUV that was parked at a pump in the adjacent gas station. The station is located at major intersection and had multiple patrons inside the store and at the gas pumps. Officer Bock using sound tactics of cover and concealment, and without the aid of his ballistic vest or portable radio, advanced on the SUV using a van for protection. He noticed one occupant inside the SUV, immediately identified himself as a Montgomery County Police Officer and ordered the subject out of vehicle. The male exited the SUV armed with a handgun and was startled by the Officer’s presence. The subject turned away then abruptly turned back towards Officer Bock. The man raised the gun to his own head and fired. Officer Bock cautiously approached the suspect and the SUV where he observed a female in the driver’s seat who was deceased. A citizen approached and did not heed the order of Officer Bock to stay back. He told the citizen to dial 9-1-1 and then took the phone away to speak with the Emergency Communications 22 Center. Officer Bock remained calm as he provided information. He requested Fire Rescue units to respond even though both subjects appeared deceased. He requested multiple units since there were many witnesses on the scene. Police Officer 2 Andrew Bock Silver It was later learned that while the daughter was in the store, the couple argued and he shot his wife. The daughter was the one who frantically approached Officer Bock for help. The suspect was a convicted felon who chose to end his life rather than be charged with murder. For acting quickly and cautiously in a life-threatening situation, in an active, public place with a clear and present danger, the Montgomery County Chamber of Commerce is honored to present the Silver Medal of Valor to Police Officer 2 Andrew Bock. 42nd ANNUAL PUBLIC SAFETY AWARDS Car Crushed by Tree In Takoma Park O n a Sunday afternoon on September 13, 2015 at approximately 1:00, Lieutenant Shibu Philipose was off-duty on his way home from church in Takoma Park with his three children. They were approaching Sligo Creek Parkway Overpass on Carroll Avenue when they noticed several cars making U-turns. As Lieutenant Philipose moved closer, he saw that a tree had fallen on top of an SUV and severely crushed the car roof above the driver and front passenger seats. He turned on his emergency lights as he approached the scene, noticing a person waving for him to come forward. He called out on his radio, left his children in the car, and ran to the SUV. The person said that there was a man trapped inside. Lieutenant Philipose was surprised to see that the driver was alive and was trying unsuccessfully to open his door. Lieutenant Philipose was able to pull open the rear door and speak to the man who was uninjured. The Lieutenant assured the man that he would stay with him until Fire and Rescue arrived. As they spoke, they heard several loud clunks on the roof. Also, live electrical wires had come down igniting a fire in the woods adjacent to the SUV. Assessing the dangers of a roof collapse and fire, Lieutenant Shibu Philipose Silver Lieutenant Philipose told the driver they had to get out of the car. Since the back door was the only way out, the driver was directed to recline his seat, tilt up the steering wheel and push with his legs. Lieutenant Philipose was able to pull the driver from the backseat door. The man was transported by ambulance with nonthreatening injuries. Lt. Philipose then went to check on an occupant of a second vehicle that was slightly damaged by the tree. That occupant was fine but shaken. For taking action to save a person from a very perilous situation at great personal risk, off-duty, and beyond the call of duty, the Montgomery County Chamber of Commerce is honored to present the Silver Medal of Valor to Lieutenant Shibu Philipose. 23 42nd ANNUAL PUBLIC SAFETY AWARDS Safeway Suicide Response O n February 1, 2015 at 6:30 at night, police officers were dispatched in response to a report of a woman stabbing herself in a Safeway in Silver Spring. Within minutes, Police Officer 3 Nathan Kane arrived on the scene. Originally waiting for backup, Officer Kane entered the store when he learned from frantic shoppers that the woman was severely injured. As he approached the aisle where the woman was located, he noticed several citizens standing nearby. Passing through them, he reached the victim. There was significant blood on the floor and around her neck. A knife was held in her right hand. Officer Kane ordered her to drop the knife, but she continued to cut herself. Sensing that the people around her were in danger, Officer Kane grabbed her arm and was able to take the knife away. The female then dropped to the ground and Officer Kane immediately transitioned to providing first aid. At this point, other officers arrived. Given the large volume of blood, Office Kane instructed a fellow officer to grab paper towels to restrict the blood flow. Together, the officers tried to save her life by applying pressure to her wounds. Despite their efforts, she succumbed to her self-inflicted injuries. 24 For the demonstration of bravery and quick thinking in a chaotic situation to save a life and protect others from danger, the Montgomery County Chamber of Commerce is honored to present the Bronze Medal of Valor to Police Officer 3 Nathan Kane. Police Officer 3 Nathan Kane Bronze 42nd ANNUAL PUBLIC SAFETY AWARDS Ocean City Water Rescue O n August 28, 2015, Master Fire Fighter Rescuer Timothy Beatty was vacationing in Ocean City, Maryland. At approximately 5:00 pm, while bodysurfing, Master Fire Fighter Beatty observed two beach patrons standing knee deep in the water. As they stood, a large wave broke on the beach and both patrons were pulled under and subsequently drawn into a rip current. distance of approximately 150-200 yards. Once on shore, Master Fire Fighter Beatty assessed the victim, initiated CPR, and assisted with the application of an Automated External Defibrillator. Emergency Medical Services arrived shortly thereafter and patient care was turned over to them. Master Fire Fighter Beatty observed this and having previously noted the closest Swiftwater Rescue Technicians (SRT) were not in close proximity, immediately and without hesitation, swam out to the two swimmers who were now in distress. After reaching the first victim, Master Fire Fighter Beatty began to calm and reassure her and assured that she was transferred to the safety of an arriving SRT. Diverting his attention back to the second victim, he noticed a second arriving SRT had begun a rescue attempt but was being dragged under water by the victim. Again, without hesitation, Master Fire Fighter Beatty assisted the struggling SRT and the second victim. Master Fire Fighter Beatty was able to successfully assume control of the flailing victim and began to tow him to shore. Another arriving SRT then assisted Master Fire Fighter Beatty and this second victim, now approaching unconsciousness, to the shore - a Master Fire Fighter/Rescuer Timothy Beatty Bronze Without regard for his own safety, Master Fire Fighter Rescuer Beatty quickly and expertly assisted two individuals in distress and another rescuer who was in peril far out in a treacherous ocean. For his demonstration of zeal in an emergency situation, the Montgomery County Chamber of Commerce is honored to present the Bronze Medal of Valor to Master Fire Fighter Rescuer Timothy Beatty. 25 42nd ANNUAL PUBLIC SAFETY AWARDS Collision on I-495 Split at I-270 O n February 14, 2015, at midnight on Valentine’s Day, units from the Montgomery County Fire and Rescue Service were dispatched for a reported personal injury collision on the split between I-270 and I-495. It had been snowing all evening and the roads were covered in ice and partially frozen. The four-member crew of Ambulance 711 arrived on the scene of the two vehicle collision and began to assess three individuals in one of the vehicles. While assessments of the patients were underway, a pick-up truck, attempting to pass the scene of the collision, lost control and struck this vehicle. Both accident vehicles then struck the back of the ambulance. Two of the crew members of Ambulance 711 were thrown by the force of the impact from the truck. Fire Fighter Rescuer II Wyatt Smith had been retrieving additional equipment from behind the ambulance and was able to narrowly escape the path of the careening vehicles. The ambulance driver, Fire Fighter Rescuer III Meghan Quinn immediately requested assistance by radio and began to assess both victims. Fire Fighter Rescuer II Smith engaged in patient care of one of the injured crew members. Fire Fighter Rescuer III Meghan Quinn then assessed and treated the other more seriously injured crew member until other units arrived on the scene. She stabilized both crew members and provided safe transport to an area hospital. In this chaotic and dangerous incident, 26 Fire Fighter Rescuer III Meghan Quinn Honorable Mention Fire Fighter Rescuer II Wyatt Smith Honorable Mention MCFRS responders became victims of circumstances beyond their control. The quick action and clear thinking of the Fire Fighter III Meghan Quinn and Fire Fighter II Wyatt Smith by quickly evaluating conditions and providing immediate care to their fellow crew members, under extremely difficult surroundings is courageous. The Montgomery County Chamber of Commerce is honored to present the Honorable Mention Medal of Valor to Fire Fighter Rescuer II Wyatt Smith and Fire Fighter Rescuer III Meghan Quinn. 42nd ANNUAL PUBLIC SAFETY AWARDS Suicide Response in Damascus O n September 11, 2015 at approximately 9:00 at night, a call was dispatched for a suicide in progress in Damascus. Deputy Sheriff 3 Robert Balser responded that he was two miles away and enroute to the incident. Montgomery County Police responded, too. The 9-1-1 call was received from a wife who said that after their argument, her husband threatened to kill himself. She escorted Deputy Balser to the end of the hall where her husband had threatened to hang himself in a room. Deputy Balser’s calls to him were unanswered. At this time, off-duty Montgomery County Police Officer 1 John D. Durham arrived to assist. They attempted to force the door open but realized that the man’s body was bouncing off the other side of it. Finally able to open the door, the man hit the floor blocking the entrance. Deputy Balser and Police Officer Durham were able to force their way in. The husband was unresponsive with a leather belt around his neck, looped through a buckle. Deputy Balser was able to find a pulse. Officer Durham completed the sternum rub, and the man started to breathe and awaken. Deputy Balser requested Montgomery County Fire and Rescue Services to respond while he kept the man alert. The man was transported by Montgomery County Fire and Rescue to the hospital to recover. For responding off-duty to call for help and assisting in the rescue of a suicidal man, the Montgomery County Police Officer 1 John D. Durham Honorable Mention Sheriff Deputy 3 Robert Balser Honorable Mention Chamber of Commerce is honored to present the Honorable Mention Medal of Valor to Police Officer 1 John D. Durham. For responding without hesitation beyond his normal training, the Montgomery County Chamber of Commerce is honored to present the Honorable Mention Medal of Valor to Sheriff Deputy 3 Robert Balser. 27 42nd ANNUAL PUBLIC SAFETY AWARDS Murder in Germantown O n the morning of March 11, 2015, a dramatic series of events began to unfold at a residence in Germantown. A young man had suffered a psychotic episode and viciously murdered the homeowner. Following the attack, he menaced a female resident. Fearing for her life, she attempted to lock him out of the house. He became enraged and started to damage property and thrash at individuals with a shovel. When the police arrived, the murderer fled back into the residence. An entry team consisting of Sergeant Ray Moran, Corporal Frank Corn and Police Officers Dawn Wenner, Robert Hunt and Lawrence Caldwell entered the house. Sergeant Moran located the suspect near the bottom of the basement stairway and immediately called for backup. Noticing Sergeant Moran, the man fled to an adjacent room and broke a window attempting to escape. Outside the residence, additional officers established an exterior perimeter to prevent escape. The entry team wrestled with the delusional man bloodied by the shattered glass. Officer Wenner deployed her Taser and he was taken down to be handcuffed. He battled the officers on the basement floor. At this time, the perimeter team entered to assist. Officers Hunt and Russo administered CPR while other officers searched for more victims. Finding none, they rejoined the officers in an attempt to restrain the man as safely as possible. 28 Sergeant Ray Moran Honorable Mention Police Officer 3 Dawn Wenner Honorable Mention Fire Department personnel arrived and took over CPR efforts. For their demonstration of resourcefulness, determination and investigative skills to bring a violent criminal to justice and eliminating risk from the community, the Montgomery County Chamber of Commerce is honored to present the Honorable Mention Medal of Valor to Sergeant Ray Moran, Corporal Frank Corn and Police Officer 3 Dawn Wenner. 42nd ANNUAL PUBLIC SAFETY AWARDS { MCCC Public Safety Unit Citations } 29 42nd ANNUAL PUBLIC SAFETY AWARDS Sexual Assault in Rockville O n June 12, 2015 at 11:30 at night, Montgomery County Sheriff Deputies assigned to the Criminal Section were in their terrace level office in the Circuit Court Building in downtown Rockville. On-duty Security Officer Jose Melara was monitoring 300 cameras aimed in and around the Court building. He contacted the deputies altering them about something disturbing he noticed on one camera. On the left side of the Maryland Avenue entrance to the Court, a man appeared to be sexually assaulting a female. The Deputies were immediately able to find the scene on their monitors. Deputies Alan Summers, Douglas Orr, Keith Brubacher, Christopher Moxley, Nelson Rosales and Donghae Thompson quickly ran out of the building towards Maryland Avenue. They found a 16-year-old man sexually assaulting a 19-yearold woman. The male attempted to back away but the deputies took him to the ground and handcuffed him. Rockville City and Montgomery County Police arrived to assist and process the scene. Understanding that they had just witnessed a violent sexual assault on a defenseless young lady, deputies immediately tended to her significant physical injuries and notified Fire Rescue to have an ambulance respond to the scene. Deputies later learned that the victim’s mother was waiting for her in front of the movie theatres and were able to reunite her with her daughter. Tragically, en-route to Shady Grove Hospital for treatment and a forensic exam, the victim suffered an apparent heart attack and died. Over the course of several days, more than 200 hundred specially trained members of the Montgomery County Police, Park Police and the Sheriff’s office responded to a request for assistance from the Baltimore Police Department. Baltimore Police needed public safety experts to respond to planned protests surrounding the death of Freddie Gray, who died in police custody. It was an intense and dangerous situation as they responded to protect the lives and property in a city in crisis. Over several days of riots, public safety officials faced angry crowds who destroyed property and stores, and assaulted officers and citizens. The riots were shown on TV screens and the internet around the world. Montgomery County Police played a significant role in restoring order by using expert and coordinated tactics, intelligence and support. The Montgomery County Division of the Maryland-National Capital Park Police sent riders and their horses that provided vital and prominent crowd control. Eleven Deputies of the Montgomery County Office Sheriff Office who were specially trained in crowd control tactics were deployed to great effect. The positive impact of these many Montgomery County Public Safety responders helped Baltimore restore peace after days of dangerous acts of anger and violence. Thompson Community Service Award O Fire and Rescue Chief John W. Hartley ver the course of 66 years, Life Member and past Fire and Rescue Chief John W. Hartley has faithfully served the Bethesda-Chevy Chase Rescue Squad and the Montgomery County Fire and Rescue Service, and, most notably the Bethesda-Chevy Chase communities at-large. During his extraordinary length of volunteer service, Chief Hartley assumed many operational ranks and elected positions, chaired and served on numerous committees, acted as a delegate to the Maryland State Firemen’s Association and the Montgomery County Volunteer Fire-Rescue Association. Since 1949, Chief Hartley has overseen both the design and maintenance of the Bethesda-Chevy Chase headquarters and its apparatus fleet of rescue squads and ambulances. He served over 30 years on its Board of Directors. For many years, he selflessly assisted neighboring fire and rescue departments with mechanical knowledge and volunteering to work on heavy duty apparatus. His lifelong devotion to the fire and rescue community is unparalleled and epitomizes the term “continuous and faithful service.” The Montgomery County Chamber of Commerce is honored to present the Chief Leslie B. Thompson Community Service Award to Chief John W. Hartley. 34 42nd ANNUAL PUBLIC SAFETY AWARDS I Chief Bernard D. Crooke Jr. Community Service Award Police Officer 1 Amber Richard n December, Police Officer 1 Amber Richard met a child in need and made a positive impact at her own expense, on her own time. In response to a child abuse call, Officer Richard met a 7-year old boy admitted to the hospital. She learned that the boy had been brought to the hospital by his father and step-mother. He had numerous bruises and cuts on his body and his arms were swollen. The parents admitted and rationalized that they caused these injuries to their son. The child was flown to Children’s Hospital in serious condition. After multiple skin graphs and surgeries, he became stabilized and started to speak about the horror he endured. Police Officer Richard became very involved in his welfare. She visited him at Children’s Hospital on her own time, over two dozen times in excess of 40 hours. She used her own money to buy him clothes and food. With Christmas approaching, the boy shared that he never received a gift. Officer Richard sprang into action to request donations from fellow officers. Toys arrived from several districts. Officer Richard and fellow officers wrapped the gifts. On Christmas Eve, she and fellow officer Michael Zito drove down to Children’s Hospital with a truck-load of toys. The boy woke up on Christmas Day to see that Santa Claus had finally arrived. Officer Richard remains committed to the health and happiness of this child. For her acts of kindness on her own time, and at her own expense, the Montgomery County Chamber of Commerce is honored to present the Chief Bernard D.
