Principal Linda Sutton announced last Thursday that the school received its accreditation from New England Association of Schools and Colleges, Inc. (NEASC). A NEASC peer review team visited the school last September and interviewed the staff in addition to collecting evidence to evaluate the school’s self-study. The Energizer Bunny has been transformed into the body of George Arvanetaki, volunteer extraordinaire who spent most of his time last weekend single-handedly cleaning Grimes Field during the Balloon Fest. Constantly on the go at a rapid pace, committee members marveled at his contribution and visitors commented that the field had never been cleaner during an event. Thanks George. Not bad for an 83-year-old. Another $260,000 Weare settles another Police Department lawsuit Former Police Chief John Velleca is long gone, but his legacy continues to haunt the Town of Weare. Last week, it was announced that the town and its insurance carrier had settled a suit brought by former police sergeant Joe Kelley, who claimed he was wrongfully terminated by Velleca. Kelley was fired amid allegations that he falsified documents after a bust, which ended with two officers shooting an unarmed man. He later sued the town, claiming the dismissal was retribution for self-reporting post-traumatic stress disorder. Kelley’s $260,000 payout includes $156,000 in compensatory damages and $90,000 in attorney fees, which is $40,000 less than the sum paid to the family of the bust victim. Weare has agreed to rescind his dismissal and remove any mention of “events giving rise to this lawsuit and any disciplinary action imposed by the Town as a result,” from his personnel file His departure will now be classified as "retirement." Bow's Public Safety Committee extends bid deadline Bids for a consultant to assist Bow's Public Safety Building Committee were due on July 6, but the Town received only one bid. Some members know a few people on the bidder’s reference list and will reach out to those references for input. There was discussion on the bidder’s qualifications. Town Manager David Stack told the Committee that they haven’t opened the bid/price quoted and that it remains sealed. The Committee agreed the bidder seemed very qualified, but wondered about experience in designing space needs for the departments. The Committee decided to ask the bidder to come to their July 13, 2015 meeting for an interview, and also decided to extend the RFP until July 17, in anticipation of receiving other bid proposals. They received the Heart Saver Hero Awards for two incidents. Because of the crew's efforts and treat- 'Newc' Eldridge WWII hero, Newport businessman passes Newport lost a WWII hero and long time resident. H.Newcomb “Newc” Eldredge passed away last Saturday. Newc received two Bronze Stars while serving in 10th Mountain Division, the skiing soldiers of World War II. Eldredge was awarded two Bronze Stars for bravery in the bloody battle for Mount Belvedere where he helped take out two German machine gun nests, and was one of the first American forces to capture the strategic summit. Eldredge married Sally McCrillis on August 31, 1950, and moved to Newport in 1957 were he served as president of his own company, McCrillis and Eldredge Insurance, Inc. of Newport, New Hampshire. Eldredge held several elective and appointive leadership positions with the South Congregational Church of Newport. He is a past president of the Newport, New Hampshire Rotary Club and former district chair of the Daniel Webster Council, Boy Scouts of America. Newcomb leaves his wife Sally Eldredge, sons Christopher and John and daughter Sandra and numerous grandchildren. There will be a church service in his honor on August 1, 2015 at 2:00 pm at the South Congregational Church in Newport. ment, both survived. Two Antrim accidents, one minor - one major On July 10th, Antrim Patrolman John F. Giffin II responded to a single vehicle motor vehicle crash with minor injuries on the Keene Road. The vehicle was well off the road and down a steep hillside completely blocked from view from the road. Passing motorists called it in as it happened. The single occupant, Gail Marvin of Hillsborough was transported to Monadnock Community Hospital with minor injuries. The next day, Giffin responded to a dispatch call to advise a motorist had crashed her motorcycle into the ditch at the end of Pleasant St. The operator Kathy Johnson of Antrim was extricated by the Antrim Fire and Rescue. BY SARAH CHAPIN Cimetidine has been shown to have positive effects in colorectal and gastric cancer, melanoma, and renal cell carcinoma. • • • The U.S. Food and Drug Administration has approved Gardasil 9 (Human Papillomavirus 9-valent Vaccine, Recombinant) for the prevention of certain diseases caused by nine types of Human Papillomavirus (HPV). Covering nine HPV types, five more HPV types than Gardasil (previously approved by the FDA), Gardasil 9 has the potential to prevent approximately 90 percent of cervical, vulvar, vaginal and anal cancers. Gardasil 9 is a vaccine approved for use in females ages 9 through 26 and males ages 9 through 15. • • • The U.S. Food and Drug Administration has approved the anti-clotting drug Savaysa (edoxaban tablets) to reduce the risk of stroke and dangerous blood clots (systemic embolism) in patients with atrial fibrillation that is not caused by a heart valve problem. Atrial fibrillation is one of the most common types of abnormal heart rhythm. It occurs when the heart’s two upper chambers (atria) do not contract properly, allowing blood clots to form, which can break off and travel to the brain or other parts of the body. Blanchette named Hopkinton PW Director The Town of Hopkinton has hired a new public works director. Dan Blanchette, who spent four years at the town’s transfer station before working for the public works the last 15 years, is now in charge of the department. Town Administrator Neal Cass said that Blanchette was well qualified for the position, as he also has experience working at the community well and sewer plant. Francestown needs a Town Administrator The Town of Francestown is seeking qualified applicants to serve as Town Administrator. The Town Administrator works with the Board of Selectmen and the Town's departments to create and oversee the Town's $1.62 million operating budget and other warrant articles. Under the supervision of the Board of Selectmen, the Town Administrator manages the day-to-day operations of the Town, coordinates with and serves as the point of contact for Town departments and other governmental and non-governmental entities, and supervises the Town's administrative team to ensure a high level of customer service. The position requires a Bachelor's Degree in business, public administration, or related field plus three year's municipal experience, or any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities. Ed Thorson asked about solar lights being used and was told the plan is in five years to go solar because by then the solar should be better and more advanced than they are today and that will be when they begin the new safety service building. Marty Newell talked to Eversource and they will do the work for $2000 instead of the regular $3600 if the work is done by the end of July. Eversource is charging because this is cosmetic instead of functional. Newell is good to go after Old Home Day, and said we will start ASAP. Sunapee man injured in Wilmot crash A Sunapee man received minor contusions after his Dodge Neon collided with a phone pole last night on North Wilmot Road in Wilmot. Speed was a contributing factor. The Dodge Neon had to be towed from the scene. The driver was taken to the hospital for his injuries and released. www.granitequill.com | july 17, 2015 | The Messenger | Page 5 Greater Hillsborough Senior Services wants control over town funds Things got a little heated at Tuesday's Hillsborough Selectmen's meeting as two groups formed to provide services to the town's senior citizens faced off. The Board had invited representatives of both the Greater Hillsborough Senior Services (GHSS) and the Senior Advisory Council (SAC) to discuss the recent letter from GHSS asking that SAC be abolished and all senior services be funded and run through GHSS. The letter signed by GHSS President Pat Mathison labeled SAC as "a major roadblock to the ability of GHSS to promote and develop services and programs for seniors." It claims SAC "has arbitrarily, based solely on personal wishes, feelings, or perceptions, rather than on objective facts, reasons, or principle, refused without any rationale to honor the budget that was presented." It goes on to claim that "GHSS has no operating funds of its own," although earlier in the letter it asserts that "Seniors in our area have repeatedly, enthusiastically, and financially demonstrated their support of the activities of GHSS." Representatives who claimed that "SAC exerts unreasonable control over the funds that were voted for GHSS at the Hillsborough Town Meeting" were quickly corrected by Chair Wendy Brien-Baker, who reminded them that voters had firmly rejected funding the GHSS budget, insisting that all funds be allocated to SAC. The Senior Advisory Committee shall work cooperatively with all responsible groups or individuals who promote services of programs designed for senior citizens of Hillsborough and surrounding towns. The committee shall submit a request for funds along with a justifying budget each year in time for approval by the Board of Selectmen and the annual Budget Hearing, as well as write a report of the past year's programs and future proposals for inclusion in the Annual Town Report." Groups join to preserve Goffstown acres Home & Garden Decor • Antiques Folk Art • Jewelry • Candles The Piscataquog Land Conservancy has purchased a 101-acre parcel near Black Brook which will be preserved and open to the public through a partnership with the Goffstown Conservation Commission. PLC closed on the property in March and is currently in the process of fundraising to pay back the loan, which is due early next year. Between the loan and other fees, PLC is looking to raise $260,000. The Town of Goffstown has committed to fund up to $150,000. The rest will be paid potentially with grants – PLC has applied for grants through the Land and Community Heritage Investment Program and the State Department of Environmental Services – and private fundraising if need be. Wilmot woman sues the town 2nd time Two years after a federal judge ruled that her case did not justify a due process violation and dismissed her case, Monica Banerjee of Wilmot, has filed a new lawsuit in NH Superior Court, requesting more than twice the $20.7 million she initially sued for. In 2013 she sued, claiming officials had arbitrarily enforced a 35-foot height ordinance while leading her to believe that the home was within legal limits, by issuing her multiple building permits. Banerjee's new suit, filed pro se, asks for an award of $49 million. www.granitequill.com | july 17, 2015 | The Messenger | Page 7 High speed Internet Service proposed for New Boston Dr. Alexander R. Tambascia and his colleague Robert Brown presented the New Boston Selectmen with a proposal for the formation of a Community Internet Service for the Town. The proposal was to establish a community internet service to provide economical high speed internet access to residents and small businesses. The system would be designed to use profits from the internet service to reduce property taxes for residents. They proposed using two key Federal grants to establish a community internet service and reduce the tax obligation from the public. Joe Constance asked what the number of households in town amounted to and Christine thought it was about 1100. Once established and fully operational within New Boston the next step would be to create a regional expansion to include Goffstown and Milford to create a larger community of users. They presented a packet that referred to various resources relating the subject at hand that also included several pages of communities throughout the country that already have established such a service. By consensus the Board asked Town Administrator Peter Flynn to further communicate with the presenters and told them that they would take their request under advisement. New Dean of Students at Henniker School SAU 24 Superintendent of Schools Dr. Lorraine Tacconi-Moore has announced the appointment of Matt Colby as Dean of Students at the Henniker Community School. Colby comes to HCS from John Stark Regional High School, where he has been a social studies teacher since 2002. While at John Stark he also held positions in addition to teaching, including substitute assistant principal, summer school director, Title 1 summer coordinator and curriculum coordinator. A graduate of the Saint Michael’s College in Vermont, Colby also holds a Master’s degree from the University of NH in History and a Master of Education in Leadership, School Principal, from New England College. Levine is currently the Manager of Sullivan County. www.granitequill.com | july 17, 2015 | The Messenger | Page 9 Elkins Fish & Game host Archery and Duck Box programs Children attending New London Recreation's summer programs learned about archery and duck boxes through a partnering with a local outdoor organization. Elkins Fish & Game Club members gave a lecture, describing how placing nesting boxes in wood duck and merganser habitats in the area have helped the birds to increase their populations. EF&GC also hosted another group of children at the club’s archery range on Pine Hill Road in Wilmot. The duck box presentation was given to about 30 children, attending the Sun ‘n Fun Day Camp. They heard EF&GC President Mike Gelcius describe the plight of the wood duck, which was hunted to near extinction in the early 20th Century. The club, among others, has taken an active role in keeping the colorful waterfowl off of the endangered species list. Gelcius told the children his club has 15 boxes on Beaver Pond at the Esther Courier Wildlife Management Area, 12 at the marsh on the Kidder property off Mountain Road, and three more in Turtle Cove on Pleasant Lake. The final part of the presentation en- tailed assembly of a bird-nesting box, with the children helping to drive the screws needed to firmly attach all the box’s sections. Once assembled, the campers autographed the box to commemorate their part in the wood duck restoration program. The box will be used this winter. Arnett said he was pleased the Sunapee Riverway agreed to become the new owner to pursue redevelopment and improvement to the Harbor area. The Sunapee Harbor Riverway Corporation was founded in 1992 to preserve and protect the unique lakeside harbor and owns ten properties in the harbor. He explained that this generator is going to be used also as part of the town’s Emergency Management service in order to provide power for the shelter use. An amount of approximately $3,000 was suggested as a value from Flynn but School Board member Glenn Dickey felt it would be much more value considering the amount of dirt to be moved around from one place to another. The selectmen directed Flynn to further pursue how a larger % of funding through ‘in kind’ services, as stated by Glenn Dickey, could be obtained. The Board did agree with Mr. Flynn in that funding from a warrant article for the 2016 budget would be most advisable and probable. Crash victims' names are still not released Nearly two weeks after the death of 17-year-old Trevor Gonyer of Dunbarton in a car crash that severely injured two others, authorities still have not identified the other two teens injured in the crash. Siting a continuing investigation, State Police Sgt. Steven Wheeler in refusing to name any of the occupants, would only say “You don’t know what I know.”The crash occurred on July 3, when a New Boston police officer, who also has not been named, attempted to stop a 1997 GMC pickup carrying three “occupants” for operating the vehicle without tail lights. The truck, heading northbound on Route 114, did not stop for the officer and crashed off the southbound shoulder of the road, police said. All three occupants were ejected. New London issues $20,075 zoning fine The Town of New London is cracking down on lake dwellers who commit zoning violations. At a recent meeting, the board approved sending David Breed, owner of the property at 47 Moyahs Lane, a certified letter informing him that the town is seeking legal advice on its ability to issue a $20,075 fine against him. The letter states, "We are pursuing legal advice as to fining you the maximum of our zoning which would be $20,075. We don't do this lightly but it appears there's been a wanton disregard for town zoning and negotiations and talks we had with you." Henniker accepts Highway Garage bids At a special meeting of the Henniker Selectmen on Monday night, the board accepted two bids for the replacement of the highway garage destroyed in a fire. Groen Builders, Inc. and Budel Construction Corp. were awarded the contract for atonal of $977,480. In a related matter, the controversy over the sale of some of the fire damaged equipment took another turn when it was learned that a Henniker contractor and Vehicle Replacement Subcommittee member, Tim McComish, had purchased the old grader from the insurance company, repaired it and is now operating it as part of his business. Several residents are upset, remembering it was McComish who at Town Meeting argued strongly that the grader was unsafe and unrepairable, and should not be repurchased from the insurance company. As a result, the town voted to accept the $116,250 insurance payout and not repurchase the grader for $8,000. Adding fuel to the fire, McComish is apparently telling anyone who will listen what a great deal he got. Yet another suit against Weare police Will it ever end? On page one readers will find the story outlining the latex settlement of suits against the Town of Weare and its police department. Now, The Messenger has learned that Jennifer Posteraro, the former administrative assistant who claimed she was assaulted by former Weare police chief John Velleca is now suing the town. In her suit, Posteraro claims that members of the police department conducted two separate internal investigations into her conduct, both after she filed protective orders against Velleca. Posteraro and her attorney say these investigations violated the department’s own policies.
