Long Beach, CA 90802 . 562.570.6615 . rda.longbeach.gov ACKNOWLEDGEMENTS For over 45 years, the Long Beach Redevelopment Agency’s mission has been to enhance the quality of life by improving blighted areas of Long Beach, revitalizing neighborhoods, promoting economic development, creating jobs, providing affordable housing and encouraging citizen participation. There are many individuals and organizations that play a critical role in our success. We would not be able to fulfill our mission without the visionary leadership of the Agency Board, who lend their invaluable time and expertise to our cause. Each month the dedicated citizens who comprise our Project Area Committees gather to discuss ways we can improve our neighborhoods. Our elected representatives on the City Council provide guidance and support for our projects, and our numerous partnerships with public and private entities help us achieve the many milestones we have reached. Finally, the dedicated men and women who make up the Agency’s diverse and talented staff work tirelessly to bring our grand visions to fruition. We are Building a Better Long Beach, and the community is taking notice. By promoting and leveraging our partnerships, we have kept pace with our growing economy while respecting and preserving Long Beach’s rich heritage as one of the most diverse cities in the nation. In 2007, the Agency invested $34.8 million in the revitalization of our neighborhoods in order to achieve an enhanced quality of life. We also worked hard to meet the most basic needs of area residents, with over $8.5 million for new streets, medians, sidewalks and other public facilities. In order to create a healthier environment for our children and families to play and thrive, we spent $7.9 million on new and expanded parks and open spaces. In addition, the Agency contributed $17.6 million towards building high-quality, safe and affordable housing developments. I am proud of the progress that we made this year. The pages of this report reflect how much we have accomplished and the great strides we have taken towards revitalizing our communities. We established tremendous momentum in 2007, and look forward to building on that momentum in 2008. He has written commercials and advertising for such clients as Nissan, Chevrolet, Toyota, Evian, Burger King, California Angels and Prudential. Thomas has long been active as a volunteer in the City of Long Beach and is former Chair of the Long Beach Planning Commission. WILLIAM BAKER, VICE CHAIR William Baker is a Long Beach native and graduate of Long Beach public schools. He served in the U.S. Navy from 1943 to 1946; when he came home, he got married and raised two children. Bill lives in the same house he bought in 1948 and is a 60-year member with the Building Trade Union. In 1955 he started Bestell Company, a design and engineering business that fabricated structural steel and metal buildings and grew to a national firm with plants in California, South Carolina and Texas. Bill has been an active volunteer in the City of Long Beach, serving on a variety of committees and commissions since the 1970s. DIANE ARNOLD Diane Arnold is a Long Beach native, mother of six and owner for more than 40 years of a family-owned beauty supply business on Pine Avenue. A graduate of Long Beach schools, Diane attended Poly High and Long Beach City College. Diane has been a longtime volunteer in the city, involved in the Downtown Long Beach Associates, Central PAC and a number of other civic and school organizations. Diane retired in 2005 and has been devoting her time to the Redevelopment Agency Board and other community activities. JOHN THOMAS, AICP Born and raised in Fullerton, John considers Long Beach to be his adopted home. After moving to Long Beach in 1990, he became active in many community organizations, serving on the Boards of the Historical Society of Long Beach and the Bluff Heights Neighborhood Association. He is a passionate collector of art deco and a period enthusiast and is co-author of Long Beach Art Deco. He is currently a Manager in the Community Development Department at the City of Rancho Cucamonga, and a member of the American Institute of Certified Planners. John has owned and operated two small businesses in Long Beach for over 10 years, and was appointed to the RDA Board after serving 7 years on the Community Development Advisory Commission. JOHN CROSS John Cross has lived in Long Beach since 1961. He has served the City as Chair of the Citizen Police Complaint Commission, and has also served on the Code Enforcement Team for West Long Beach, the Mayor's Task Force on Commissions, Senator Lowenthal's Environmental Advisory Group and as President of the West Long Beach Association. Mr. Cross is retired from ARCO, and has been an active Member of the Westside PAC for many years. VIVIAN TOBIAS Vivian Tobias was born and raised in Long Beach and is a graduate of Poly High School, Stanford University and UCLA. Currently an analyst and representative for a large insurance company, Vivian has long been active in community and political organizations. She has served on numerous committees including the Mayor’s Multi-Cultural Advisory Committee, the Long Beach Affordable Housing Coalition and the Fair Housing Foundation of Los Angeles. She has also served on the Los Angeles County Democratic Central Committee and is a longtime advocate in Central Long Beach, serving on the Central Project Area Committee since 2000. Three historic homes were saved and relocated to Drake Park/Willmore City Historic Landmark District in 1st Quarter 2007. This district is unique for having the highest concentration of early 1900’s housing in the city. A Request for Proposals will be released in early 2008 for the purchase and rehabilitation of the homes. Budget: $1,000,000 Location: Three vacant parcels in the Willmore District - 226 W. 10th Street - 734 Maine Avenue - 539 Daisy Avenue EXISTING CONDITIONS Important Dates: Move Houses 1st Quarter 2007 RFP Release 1st Quarter 2008 01 Central Long Beach – Redevelopment Project Area 11 WRIGLEY VILLAGE STREETSCAPE ENHANCEMENT MASTER PLAN The Wrigley Village Streetscape Enhancement Master Plan lays out a broad scope of streetscape improvements such as landscaping, pedestrian street lighting, median landscaping, and façade improvements. In 2nd Quarter 2007, the Agency entered into a contract with Katherine Spitz and Associates for the development of this project. On April 19, 2007, the consulting team conducted a needs assessment with the community to create a baseline for potential improvements. The project kick-off meeting was conducted on June 21, 2007 with key residential and business stakeholders. To date, three conceptual design options have been presented and the community supported a "Green Street" design that incorporates sustainable practices in all aspects of the street. Other ideas included street furniture made from recycled materials, lighting that prevents light pollution into the dark night sky, and small public parks with demonstration gardens of native and drought tolerant plants. Budget: $500,000 (design and Phase 1 improvements) EXISTING CONDITIONS Developer: RDA Consultant: Katherine Spitz Associates Location: Pacific Avenue between Pacific Coast Highway and Willow Street 01 Central Long Beach – Redevelopment Project Area 12 PINE AVENUE AND PCH LAND DEVELOPMENT SITE The Northeast corner of Pine Avenue and Pacific Coast Highway has long been blighted and in need of upgrades. The Agency acquired and demolished the properties located at 1814 Pine Avenue and 101 East Pacific Coast Highway in order to facilitate a new development. A Request for Proposals will be released for the disposition of the property in 1st Quarter 2008. Budget: $2,200,000 (acquisition only) Location: Northeast corner of Pine Avenue and Pacific Coast Highway 01 Central Long Beach – Redevelopment Project Area DEMOLITION DAY 13 LONG BEACH SENIOR HOUSING DEVELOPMENT On October 10, 2007, the Agency broke ground on a 66-unit, affordable housing project in collaboration with the Long Beach Housing Development Company, U.S. Housing and Urban Development, and Menorah Housing Foundation. The units will be restricted to very lowincome senior citizens, and are expected to open in 1st Quarter 2009. Located near public transportation, shopping areas, the Long Beach Memorial Hospital, Veterans Memorial Park and the Burnett Branch Library, the development is designed to allow seniors to enjoy an active and enhanced quality of life. Long Beach was one of only eight California cities in 2007 to receive HUD Section 202 funding to build low-income senior housing. GROUND BREAKING Budget: $13 million Developer: Menorah Housing Foundation Location: Corner of Atlantic Avenue and Vernon Street PROPOSED CONCEPT Important Dates: Ground Breaking Oct 10, 2007 Completion Date 1st Quarter 2009 01 Central Long Beach – Redevelopment Project Area 14 MARK TWAIN LIBRARY Touted as the first new library in Long Beach this century, the Mark Twain Library, owned and operated by the City of Long Beach Library Services, is Long Beach’s first “Green” public building certified by the U.S. Green Building Council as a Leadership in Energy and Environment Design (LEED). The Agency partnered with the City of Long Beach Library Services to rebuild the old 2,000 square foot library into a new, state of the art 16,000square-foot facility, and also contributed $50,000 toward the creation of on-site public art. Mark Twain opened in August 2007 with a grand opening ceremony attended by the Mayor of Long Beach, city council members, and many excited community members. Budget: $11,700,000 NEW LIBRARY Developer: City of Long Beach Library Services Location: Corner of Anaheim St & Gundry Avenue 01 Central Long Beach – Redevelopment Project Area 15 MAGNOLIA INDUSTRIAL DISTRICT STREET ENHANCEMENT PROGRAM The Agency plans to improve infrastructure deficiencies in the Magnolia Industrial District in collaboration with the Department of Public Works, and has facilitated an initial field survey and infrastructure assessment. The RDA will use project area funds to support improvements of the streets, sidewalks, curbs and gutters. Design documents for Daisy and Oregon Avenues are anticipated to be completed Winter 2007. Construction is estimated to begin Spring 2008. Budget: $3,000,000 EXISTING CONDITIONS Developer: RDA Location: Pacific Coast Highway, Anaheim Street, Magnolia & San Francisco Avenues 01 Central Long Beach – Redevelopment Project Area 16 MARTIN LUTHER KING JR. AVENUE MEDIAN ISLAND PROJECT The Martin Luther King Jr. median project consists of the development of a landscaped median island along Martin Luther King Jr. Avenue between 20th street and Pacific Coast Highway. On February 5, 2007, the Agency approved a contract with SHE Engineering to construct the Martin Luther King Jr. Avenue Median Island Project. Construction is expected to be completed 4th Quarter 2007. Budget: $800,000 EXISTING CONDITIONS Developer: RDA and The City of Long Beach Location: Martin Luther King Jr. Avenue between Pacific Coast Highway and 20th Street Important Dates: Start Date 1st Quarter 2007 PROPOSED CONCEPT Completion Date 4th Quarter 2007 f ‘07 01 Central Long Beach – Redevelopment Project Area 17 WILLOW STREET AND CASPIAN AVENUE COMMERCIAL CENTER IMPROVEMENTS (THE WILLOW) The Central Long Beach Strategic Guide for Development has identified the neighborhood near Willow Street and Santa Fe Avenue (Neighborhood Center) as a focal area for concentrated redevelopment activity. The community envisions the Neighborhood Center to be a vibrant, active center with a multitude of services including neighborhood retail, localserving offices and upgraded community facilities. Currently, the Neighborhood Center is anchored by a shopping center with a grocery store and five in-line shops. The goal is to enhance and update the exterior of the center’s outdated facades. The scope of work includes installing new exterior materials, metal panel canopies, signage, landscaping, irrigation, and lighting. The Willow Center will remain open during construction, which began in 3rd Quarter 2007 and is expected to last 6 months. Budget: $950,000 CONSTRUCTION UNDERWAY Location: 1500 West Willow Street Developer: RDA and Willow Landmark, LLC Important Dates: Construction began 3rd Quarter 2007 PROPOSED CONCEPT Project to be completed 1st Quarter 2008 01 Central Long Beach – Redevelopment Project Area 18 SHORELINE GATEWAY The Agency is developing exciting plans for Shoreline Gateway, a 35-story condominium tower to be built on a 1-acre site at the northwest corner of Ocean Boulevard and Alamitos Avenue in the East Village. Shoreline Gateway will be comprised of 221 for-sale condominium units and 13,000 square feet of retail space. The Central Project Area Committee has reviewed presentations of the planned design. To date, the Agency has approved an Owner Participation Agreement with Shoreline Gateway, LLC to develop the site. The Supplemental EIR was certified and design was approved on November 5, 2007. The Planning Commission approved project entitlements on November 15, 2007. Budget: $180,000,000 EXISTING CONDITIONS Developer: Shoreline Gateway, LLC PROPOSED CONCEPT 01 Central Long Beach – Redevelopment Project Area 19 ATLANTIC AVENUE AND WILLOW STREET – RONALD MCDONALD HOUSE Land acquisition has been completed and the site has been cleared of all structures. Ronald McDonald House Charities of Southern California has created a local board to oversee fundraising activities that will support the construction of the project. Studioneeleven has prepared the conceptual design of the building pro bono. Budget: $3,300,000 (acquisition only) PROPOSED DEVELOPMENT SITE Developer: TBD Location: South side of Vernon Street West of Atlantic Avenue PROPOSED CONCEPT 01 Central Long Beach – Redevelopment Project Area 20 ATLANTIC AVENUE AND WILLOW STREET PHASE III This project entails the acquisition of property for the new construction of a mixed-use development with uses to support Memorial Hospital. The Agency currently owns property at 530 East Willow Street, which has been demolished, and 552-558 East Willow Street. Once assembled, the properties will be disposed and developed through a Request for Proposals process. Budget: $3,000,000 (acquisition only) Developer: TBD Location: Southwest corner of Willow Street and Atlantic Avenue EXISTING CONDITIONS 01 Central Long Beach – Redevelopment Project Area 21 ATLANTIC AVENUE AND ANAHEIM STREET The Atlantic Avenue and Anaheim Street project consists of the adaptive reuse of a vacant Art Deco building and the addition of a vibrant commercial use on an existing vacant site. The Planning Department has approved the Site Plan Review for a contemporary commercial building at 602 E. Anaheim, and the Agency has completed land assembly of the development site containing the Art Deco Building. The Agency-owned property will be disposed and developed through a Request for Proposals, which was released in 4th Quarter 2007. Budget: $1,300,000 (acquisition of hotel site) EXISTING CONDITIONS Developer: Contos Family - South East corner of Atlantic and Anaheim TBD - South West corner of Anaheim and Lime Location: South East corner of Atlantic and Anaheim South West corner of Anaheim and Lime 01 Central Long Beach – Redevelopment Project Area 22 ORIZABA PARK EXPANSION PROJECT The Orizaba Park Expansion Project consists of the acquisition of three targeted properties to allow for the one-acre expansion of the park and the building of new playground equipment. Budget: $3,700,000 (acquisition only) PROPOSED DEVELOPMENT SITE Developer: RDA and the Department of Parks, Recreation and Marine Location: Orizaba Avenue and 14th Street EXISTING CONDITIONS 01 Central Long Beach – Redevelopment Project Area 23 DRAKE/CHAVEZ PARK EXPANSION The Agency, in collaboration with the Department of Parks, Recreation and Marine and the Department of Public Works is developing new and expanding existing open space opportunities in the Drake/Chavez Park. City Council approval was received on August 8, 2006 for the purchase of the MTA portion (5.05 Acres) of the 14 acres of land. The MTA purchase and sale agreement is being executed, with escrow closing in 2nd Quarter 2007. Acquisition of the remaining portion, owned by Union Pacific Railroad, should be completed by 4th Quarter 2007. Budget: $10,500,000 – Total Project Budget Developer: RDA Department of Parks, Recreation and Marine, and Department of Public Works PROPOSED CONCEPT PROPOSED CONCEPT Location: 14 acres of land along the lower Los Angeles River 01 Central Long Beach – Redevelopment Project Area 24 PACIFIC RIGHT-OF-WAY BIKE TRAIL DEVELOPMENT This project will provide new open space along the right-of-way from Martin Luther King Jr. Avenue to Walnut Avenue. Sixty percent of the site has been acquired to date. Agency staff is in negotiations for the final element. Budget: $1,800,000 Developer: RDA Department of Parks, Recreation and Marine, and Department of Public Works PROPOSED CONCEPT Location: Martin Luther King Jr. Avenue to Walnut Avenue 01 Central Long Beach – Redevelopment Project Area 25 15TH STREET AND ALAMITOS AVENUE OPEN SPACE DEVELOPMENT AND INTERSECTION IMPROVEMENTS The Agency, in collaboration with the Department of Parks, Recreation and Marine and the Department of Public Works has acquired property located on the Northeast corner of 15th Street and Alamitos Avenue for the purpose of development of open space and intersection improvements. The billboard that was standing on the property has been demolished and removed from the site and the Department of Public Works is working on plans for intersection improvements and open space components. Budget: $500,000 (acquisition only) EXISTING CONDITIONS Developer: RDA Department of Parks, Recreation and Marine, and the Department of Public Works Location: The Northeast corner of 15th Street And Alamitos Avenue PROPOSED DEVELOPMENT SITE 01 Central Long Beach – Redevelopment Project Area 26 CALIFORNIA RECREATION SENIOR CENTER The Agency, in collaboration with the Department of Parks, Recreation and Marine and the Department of Public Works has acquired property located at 1044 East 16th Street to allow for expansion of an existing park and the development of a senior center. The Agency is in the process of conveying the properties to the City for the development of the park. Budget: $1,000,000(acquisition only) EXISTING CONDITIONS Developer: RDA Department of Parks, Recreation and Marine, and Department of Public Works Location: 1044 East 16th Street PROPOSED CONCEPT 01 Central Long Beach – Redevelopment Project Area 27 PACIFIC COAST HIGHWAY AND MARTIN LUTHER KING JR. – OPEN SPACE PROJECT The Agency has removed a blighted commercial property on the Southwest corner of Pacific Coast Highway and Martin Luther King Jr. Avenue and has plans for the development of passive open space. The project architect has been contracted and the conceptual plan has been created. Construction to begin in 3rd Quarter 2008. Budget: $25,000 Design $75,000 Construction EXISTING CONDITIONS Developer: RDA Department of Parks, Recreation and Marine, and Department of Public Works Location: Southwest corner of Pacific Coast Highway & Martin Luther King Jr. Avenue 01 Central Long Beach – Redevelopment Project Area EXISTING CONDITIONS 28 SANTA FE MEDIAN ISLAND The Agency and the Department of Parks, Recreation and Marine are working together to refurbish and replant existing medians on Santa Fe Avenue between Pacific Coast Highway and Wardlow Road. AFTER Important Dates: Start Construction 3rd Quarter 2006 Completed 1st Quarter 2007 01 Central Long Beach – Redevelopment Project Area 29 DOWNTOWN LONG BEACH Redevelopment Project Area Map DOWNTOWN PROJECT AREA FY 2007 EXPENDITURES Housing Set-Aside $539,000 $275,000 $7,268,000 $3,826,000 Neighborhood Revitalization Open Space & Public Art Infrastructure 02 HOTEL ESTEREL The Hotel Esterel, a charming, seven-story, 165-room hotel, will be located on Promenade at Broadway, and will include 8,875 square feet of retail space and 3,000 square feet of meeting space. The hotel will feature sleek, contemporary architecture and will be a place for people to meet, eat and shop. Through the successful partnership of the Agency and Long Beach Plaza Associates, this high profile project is a valuable investment in the city of Long Beach and will attract many tourists and area residents to the downtown area. Budget: $48,000,000 EXISTING CONDITIONS Developer: Long Beach Plaza Associates Location: 201 Promenade (Broadway and Promenade) Important Dates: Start Construction 1st Quarter 2008 PROPOSED CONCEPT Complete Project 4th Quarter 2009 02 Downtown Long Beach – Redevelopment Project Area 31 133 PROMENADE WALK – THE OLSON COMPANY In keeping with a strong drive to increase the number of downtown Long Beach living options, 133 Promenade Walk, a 97-unit condominium project, was completed in Fall 2007. The project also includes 12,870 square feet of retail space, scheduled for completion in Spring 2008. Construction of the project began in April 2005; Phase 1 was completed in Spring 2007, and Phase 2 was completed in Fall 2007. This promenade residential development is an essential contribution to the urban real estate revitalization of Downtown Long Beach and is drawing an increasing number of homeowners interested in downtown living. The Promenade extends from Shoreline Drive, south of the Long Beach Convention Center, to the northern terminus at 5th street. The Master Plan encompasses the gateways, hardscape, landscape, furniture, lighting and public art plazas along the three blocks between Ocean Blvd. and 3rd Street, as well as renovation of the ampitheater. As one of the city’s main visitor attractions, the Promenade will highlight the work of the Agency for years to come. The site has been acquired by the Agency and is being cleared for development. The Environmental Impact Report was certified in July 2005 and the Disposition and Development Agreement was approved by the City Council on July 10, 2007. The developer expects to break ground in January 2008. Phase 1 will consist of a 5-story residential project with 175 living units and 7,280 square feet of retail space. Phase 2 is slated as a 12-story mid-rise residential development with 186 units and 18,670 square feet of retail. The Agency entered into an Agreement to Negotiate Exclusively with the developer team for development of the site on December 7, 2006. The active neighborhoods for 2007 were the De Forest Park neighborhood, which opened on July 1, 2006; California-Cherry neighborhood, which opened on January 1, 2007; McKinley neighborhood, which opened on February 1, 2007; and Ramona Park, which opened in 2nd Quarter 2007. Residents of active neighborhoods have a one-year period to apply for grant certificates and another 12 months to redeem the certificates. As of 2nd Quarter 2007, over 2,600 certificates have been paid totaling more than $3.6 million. In 2008, the program will be re-offered to previously served neighborhoods on a rotating basis in order to allow new residents to participate. Neighborhood Services staff works with designated block captains in four active community code enforcement areas. In the commercial areas, businesses that have excessive or inappropriate signage, trash, and graffiti are cited. In residential areas, citations are given for violations such as deteriorated paint and roofs, weeds, and trash. Two southern blocks have already undergone complete façade improvements and streetscape enhancements. Agency staff is working with a development team on the conceptual designs for a new mixed-use development, which will also include a new north branch library for the northern blocks. The first block – shown below – was completed this year. Currently, seven property owners and their tenants on three additional blocks, representing eight buildings and nineteen business facades have also agreed to proceed with façade improvements. Of these, five buildings are currently in plan check and architectural plans are being finalized for the other three buildings. Once the plans are approved, bid packages will be issued. Construction is expected to begin on five buildings in 1st Quarter 2008. For the remaining three buildings, plans were submitted in 4th Quarter 2007 with construction expected to begin during 2nd Quarter 2008. Design work has been completed for most streetscapes and several paving projects. New gateway medians on Atlantic and Cherry Avenues, and Paramount Boulevard have been completed, as well as all alley work and the replanting of existing gateway medians on Artesia and Del Amo Boulevards. Long Beach Boulevard repaving from Wardlow Road to the northern City boundary is underway and repaving and new medians are planned for the section of Long Beach Boulevard between San Antonio Drive and Artesia Boulevard. Additional paving projects and median replantings will be undertaken on an annual basis. The City of Long Beach was recently honored by the American Public Works Association for its implementation of this project. The development will retain three current employees and create two additional jobs in the Westside Project Area. The developer is currently working with the builder to plan construction of the site, which is scheduled to begin 1st Quarter 2008. The delays resulted in an amended Disposition and Development Agreement that was Approved by the Agency Board and City Council in 4th Quarter 2007. Due to current oil operations on the site and recent changes in the ownership of underground lease rights, a Phase II Environmental Report was conducted, in addition to site analysis to identify existing oil rights and easements on the site. The developer has initiated the conceptual design review process with the city and will modify their proposed site plan pursuant to feedback from the city. An executed DDA is anticipated for 1st Quarter 2008. Originally built in 1921, the tower was restored to its original condition through collaboration between the Agency, the Westside Project Area Committee, JBD Partnership and Snug Top. Visible from the 710 freeway to motorists entering and departing Long Beach, the structure was enclosed in scaffolding and protective cover for several months as crews performed the restoration. Currently the Agency is working with WILLDAN Consultants to design the improvements and research easement, drainage and property ownership data for the corridor. The streetscape improvement design has been approved by city staff and will be reviewed by Caltrans.
