CEO Notes
Telkom for Indonesia
Assalamu’alaikum Warahmatullahi Wabarakatuh,
The success of a company can be evaluated from the financial
report and the best quality service that it gives. Its success
can also be seen from the GCG (Good Corporate Governance)
implementation. Furthermore, the company success can be
seen from its responsibility to the society around it.
For us, the success of fulfilling the GCG and dedicating ourselves
to the society has equal importance with the success of financial
performance. This is in line with the awareness of ‘Telkom for
Indonesia’. Telkom will only be able to grow continually if the
people around us can be more prosperous and self-financed.
To fulfil the above-mentioned responsibility, Telkom has
implemented a program called PKBL (Partnership and
Community Development Program). This program is done
consistently and continually so that it can give contributions to
the improvement of Indonesian prosperity and economy.
the social problems by providing and improving health and
educational facilities, building and repairing religious facilities,
public facilities, natural conservation, poverty alleviation, and
aid fund for handling and supporting disaster victims recovery.
Due to our commitment in socializing the broadband internet
utilization, through our Community Development Program
we succeeded to launch our masterpiece named Broadband
Learning Center Merah Putih (BLC Merah Putih). We believe
that the presence of this broadband facility -- especially in
rural areas -- will not only be able to improve the people’s
understanding of ICT utilization but also will alleviate the
people’s economic activities and accelerate people’s economic
independency as well as reducing the digital gap.
PKBL Realization in 2013
Through the partnership program, in 2013, Telkom had
disbursed Rp 118.19 billion. This fund had been used by
3,975 foster partners widespread all over Indonesia. The lines
of business were quite various: trade, industry, agriculture,
livestock, fisheries, plantation, service, and other services.
The Focus of PKBL in 2014
The implementation of PKBL in 2014 will still be in accordance
with the Company’s commitment to give positive feedback to
the environment. In the future, PKBL will be aimed at creating
tough, global-minded, and independent small-medium
enterprise (SME) on ICT basis as well as developing creative
industry society by supporting the establishment of Creative
Center and Creative Camp.
To support the fund distribution of this Partnership Program, we
also conducted several trainings such as Taxation, Accountancy,
Entrepreneurship, Motivation, Customer Service as well as
Export Procedure.
Finally, we really hope that this 2013 PKBL Annual Report can
be used as a guidance for all stakeholders to let them know that
we keep improving our PKBL implementation and to remind us
that we always care to the society.
To help developing the foster partners, we also provided the
promotion support in forms of exhibitions, alongside with
monetary support. During 2013, we had been able to involve
some foster partners to participate in several exhibitions both
in national and international scale.
As for Community Development Program 2013, we had disbursed
Rp. 55.76 billion. The Community Development Program was
conducted to accommodate the needs of the people in solving

Pioneers The Indonesian Digital Society
Telkom is a State Owned Enterprise (SOE)
that runs its business in telecommunication
service and network in Indonesia. Therefore
Telkom must obey the rules and regulation
implemented in Indonesia. Having a status as
SOE whose stocks are traded in stock market,
Telkom is owned by Indonesian Government.
Indonesian Government holds the most of
Telkom’s stocks and the rests of the stocks are
publicly shared. Telkom’s stocks are traded in
BEI, NYSE, LSE and Public Offering Without
Listing (POWL) in Japan.
Broadband based advance technology is able to juxtapose its
users. Broadband technology provides choices to community
to set communication with its partner or other people in other
countries effectively and cost-efficient comparing to ordinary
telecommunication service.
PT. Telekomunikasi Indonesia Tbk (Telkom) reaps those
opportunities by expanding its broadband telecommunication
infrastructures to support innovative telecommunication
products and services which lead to Information, Media, and
Edutainment & Services (IMES). Focusing on IMES, Telkom not
only provides income resources for other companies, but
also gives contributions to economy advances and national
intelligence.
Telkom for Indonesia
Coincided with the commemoration day of our
national independence on 17 August 2013,
Telkom introduced the make-over of its logo
color from blue-yellow to red-white. This new
appearance represents Telkom’s commitment
to provide the best performance for the nation
and the new Telkom spirit as a national and
international telecommunication company.
The new appearance was changed comprehensively and
integrated to four main aspects of the company which are
business transformation, infrastructure, operation model
and system, and human capital.
The Philosophy of the Logo Color
Red – brave, love, energy, hard work: Reflects Telkom’s spirit
to always be optimistic and brave in facing challenges
and changes. White – holiness, peace, light, unity: Reflects
Telkom’s spirit to always give the best for the nation; Black
– basic color: Reflects determination and Grey – transition
color: Reflects technology.

TELKOM PKBL
Empowering The Socio-Economic
and Environmental Community
The Partnership and Community Development Program (PKBL) is
a medium for Telkom to participate and encourage the activities
and economic growth of Indonesian people. The contribution of
PKBL can be observed from the programs that were conducted
and the distribution of fostering fund.
The role of State Owned Enterprise (SOE) in developing community program is explicitly regulated
in general explanation of Indonesian Law No. 19 Year 2003 concerning the State Owned Enterprise.
This law has been the driving force for the SOE to operate like any other companies which have the
orientation to profits gaining. The management and supervision of the SOE compliance refer to the
principles of Good Corporate Governance (GCG).
Furthermore, the article 88 of Law No. 19 Year 2003 stated that the SOE can set aside some of its
profits to foster small enterprise and cooperatives and for the community development around the
SOE work areas.
The Ministry of SOE followed up the article 88 of Law No. 19 Year 2003 with SOE Minister Regulation
(PERMEN) No. PER-05/MBU/2007 on April 27, 2007 about the Partnership Program of the State
Owned Enterprise with Small Enterprise and Community Development Program (PKBL) which was
improved by the PERMEN No.PER-08/MBU/2013 on September 10, 2013.

PKBL Distribution Methods
The distribution method of partnership program was
accomplished through CDA (Community Development Area)
which referred to Telkom CDC organization structure along
with the types of the programs. The distribution of partnership
program was executed based on two methods: active
distribution and proactive distribution.
The active distribution based on the selection of proposals
delivered by foster partner candidates. On the other hand, the
proactive distribution based on the Telkom inquiries for the
appropriate candidates.
As for Community Development program, either through CDC
or CDA, the distribution is provided through proactive, active
and responsive distribution. The proactive distribution based
on Company’s 5 years plan and thematic. The active distribution
based on evaluation and inquiry on the offered proposals from
the community or aid recipient candidates. The responsive
distribution initiated as emergency rescue and quick response
for disaster/force majeure.
CDC Strategic Plan
CDC Strategic Plan is a long term program plan within 5 years
period in accordance with BoD Decree No. KD.74/BL100/CA20/2006 on December 18, 2006 concerning the Corporate
Planning System. Strategic Plan in CDC is described in CDC
Blue Print which refers to corporate policy which is enlisted
in Corporate Strategic Scenario (CSS) in Good Corporate
Citizenship.
Work Plan and Budget of PKBL
In accordance with the Regulation of State Owned Enterprise
No. PER-05/MBU/2007 on April 27, 2007, as a company which
conducts partnership and community development program,
in the end of each year Telkom has to make its budget and
work plan for the following year which is authorized by The
Ministry of State Owned Enterprise. By the issuing of Minister
Regulation No. PER-08/MBU/2013 on September 10, 2013, the
authorization of Work plan and budget was handled over to
Commissioner Board. This is implemented in making the Work
plan and Budget for 2014.
PKBL Risk Management
The risk management in CDC unit refers to BoD Decree No.
KD.13/HK00/COP-D0051000/2009 on April 20, 2009, concerning
the Policy Management of SOX Section 302 & Section 404. This

and control based on accurate and comprehensive information.
PKBL Annual Report 2013 | PT Telekomunikasi Indonesia Tbk
AR_CDC_2014_Ina_Finale.indd 21
Nowadays, the system that we have is the best information
system owned by executor of state owned enterprise
partnership and community development program. The
system will be continually improved in accordance to the needs
of distribution acceleration and data accuracy of PKBL program
administration.
The development of partnership and community development
program system application is divided into several program
modules which are based on the operational needs of the
program. There are three program modules: Partnership
Program Module, Community Development Module and SAP
Financial Module.
The Development SIM PKBL
In 2013, Telkom had developed Management Information
System of Partnership and Community Development Program
based on information technology which was integrated with
other Telkom management information systems. This program
is aimed at helping administration system, evaluation and
providing the data of Partnership and Community Development
Program accurately.
In terms of application, Telkom CDC has implemented two
applications which will guarantee the certainty of business
process as previously planned. The two applications are:
1. Management Information System of CDC is a tool of CDC
operation management standard in accordance with the
acknowledged business process. The utilization of this
application gives real time information to the users so that it
can accelerate the flow of information speed for the decision
making. Furthermore, this management information
system has a data control to maintain the accuracy of the
control and plan management report based on accurate
and comprehensive information.
2. SAP Module Financial is an application which has best
practice in managing the financial business of CDC based
on international standard. Telkom CDC uses SAP Module
Financial as an application to manage the financial data
integration. The integration of these two applications is the
main things in the management information system usage.

Corporate Governance
Telkom’s
Good Corporate
Governance
The trend towards digital society is reflected in the rapid pace of
changes in various areas starting from the changes in consumer
behavior, rapidly evolving technology to the aspects of formal
regulation. This in turn requires organizations to develop the
capabilities necessary to properly manage the risk of changes,
which eventually is reflected on the ability to ”think fast and act
fast” as well as in managing the unknown.
Since 2004 till now, Telkom has persisted in developing and
strengthening aspects of knowledge management as a
vehicle for organizational and employee learning. Our aim
is to position Telkom as a center of excellence by focusing on
the management of human resources and knowledge towards
creating competences that contribute directly on business
success (from competence to commerce). This serves as the
pillars of the practice of Good Corporate Governance (“GCG”)
towards the sustainable existence of the Company into the
future.
Concept and Foundation of Telkom GCG
The commitment to create a Company that is managed in
a professional, transparent, efficient, accountable, trusted,
24
AR_CDC_2014_Ina_Finale.indd 24
free from conflict of interest, and fair manner provides the
foundation for the implementation of GCG practices at Telkom.
Beyond compliance to prevailing rules and regulations at the
capital markets, GCG is seen as a key element for the successful
achievement of an effective, efficient and sustainable business
performance needed to win the competition, and thus ensures
that the Company could properly fulfil its obligations to its
shareholders, customers, employees, business partners, the
general public, and other company’s stakeholders.
As Telkom’s shares are listed and traded at the BEI as well as
NYSE, not only is the implementation of GCG shall conform to
stipulations set out in the Law for Limited Liability Company
and the Indonesian Code of GCG as published by National
Committee on Governance Policies (“KNKG”) in Indonesia, but
the effective practice of GCG shall also conform to the provisions
of SarbanesOxley Act of 2002 (“SOA”) and other applicable rules
of the US SEC.
There are several provisions of SOA that apply to us, in particular,
those under: (i) SOA Section 404 that require our management
to be responsible for the creation and maintenance of adequate

internal control over financial reporting (“ICOFR”) to ensure the
reliability of our financial statements and that they are prepared
according to the applicable accounting standards under
Indonesia’s Statements of Financial Accounting Standards and/
or the IFRS; and (ii) those under SOA section 302 that require our
management to be responsible for formulating, maintaining
and evaluating the effectiveness of our disclosure procedures
and controls to ensure that information disclosed in reports is in
compliance with the Exchange Act and is recorded, processed,
summarized and reported within the period provided and
then accumulated and communicated to our management,
including the President Director and Director of Finance, so that
they can take decisions related to required disclosures.
In line with the transformation of Telkom business portfolios into
TIMES (Telecommunications, Information, Media, Edutainment
and Services) businesses managed by Telkom and subsidiaries,
the implementation of GCG has been further strengthened
and developed within a group GCG framework, or subsidiary
governance, involving all entities under the Telkom Group.
The commitment to create subsidiary governance is indicated
at the top-level of management through the issuance and
signing of a Pact of Integrity as a testament of full commitment
to the implementation of GCG the Company.
Telkom accomplishes the strengthening of GCG across the
entire business group (subsidiary governance). The objective
is to ensure that GCG implementation is undertaken as part of
and in harmony with, evolving business demands and changes
in the industry, to which the Company has responded with its
business portfolio and organizational transformation. Through
the Business Effectiveness Sub-Directorate, the strengthening
of GCG at Telkom Group is expanded throughout the business
group towards the creation of ethical business practices
(GCG as ethics) and the practice of proven GCG principles
as an inseparable part of day-to-day work activities (GCG as
knowledge).
Telkom’s GCG Framework
Our commitment to apply GCG is articulated in an operational
framework in accordance with our GCG policy as set forth in
BoD Decree No.602/2011 concerning Telkom Group Guidance
on GCG Implementation.
This framework integrates certain management systems that
are prerequisites for GCG application in the company to provide
assurance that GCG is being implemented effectively at the
operational level, ensuring that every transaction, whether
internal or external, is conducted in an ethical manner and in
accordance with good corporate governance practices.
The various systems involved include: Business Ethics,
Policies and Procedures, Risk Management, Internal Control
and Supervision, Leadership, Management of Duties and
Responsibilities, Empowerment of Management and Employee
Competences, Performance Evaluation, and Award and
Recognition.
Over time, the GCG framework continued to be enhanced and
strengthened, particularly with new
Initiatives to integrate the management of Governance Risk
and Compliance (“GRC”) through the management of business
performance, GCG, risk management and legal compliance.
Corporate Governance Structure
In enhancing our GCG practices, we aim to improve both the
structure and the implementation process and ensure that the
principles of transparency, accountability, responsibility, independence and fairness are applied at each level of the Company. This is aimed at mitigating the risk of conflict of interest
in the execution of the duties, functions and responsibilities of
our BoC, BoD, management and employees.
Internally, our policy on GCG is articulated in BoD Decree
No.602/2011, which sets out an integrated operational
framework for GCG. This incorporates certain management
systems that are prerequisites for the Company to ensure that

small companies and create new entrepreneurs.

The Realization of PKBL in 2013
The philosophy of Telkom PKBL was not philanthropy or just
giving bait to people. The activity was designed to give the
hook in order that they can be empowered, evolving and
independent. It is hoped several years later, such as the target
program, they will not depend on the existence of the company
anymore.
The PKBL was also designed, monitored, and evaluated well.
It was intended that every cent of Rupiah Telkom fund can be
right on target and implemented program can give the positive
effect to both of the society and company.
Generally in 2013, Telkom CDC has funded donation in the
amount of Rp180.21 billion. Rp118.2 billion was distributed
for Partnership Program, Rp 55.76 billion was distributed for
Community Development program and Rp 6.25 billion for
supporting the foster partners. The channelled fund realization
for Community Development program in 2013 was lower than
in 2012 Rp 94.31 billion since Telkom no longer dispense BUMN
Peduli donation as The State Owned Enterprise Regulation
No.PER-20/MBU/2012 on December 27, 2012 stated.

The existence of internet nowadays has already become a life
need because everything related to information in people life
is available there. Its existence was increasingly familiar in our
daily life. It cannot be denied that the flat picture of the world is
in front ofBLC
the eyes.
Kapuas Hulu Kalimantan Selatan
The benefits and the use were so big and gave positive effect to
the touched field, including interaction within society. This kind
of condition shows the existence of discrepancy in our society
when there are some of us who not “internet literate” are. In fact,
some of educators don’t understand the use of internet
Telkom as the pioneer of internet operator in Indonesia was
called to be involved in minimizing that kind of discrepancy.
By means of Broadband Learning Center (BLC) Merah Putih,
Telkom presented BLC in SD Tanah Grogot, Balikpapan, and
East Kalimantan. In those places, Telkom provided 10 units of
computers.
The teachers and students stated that the existence of BLC in
the schools really support the teaching and learning process.
The internet has become so familiar for the teacher and the
students, and they already know the benefits of it.

Kapuas if there was network trouble. As a lesson media ad
online library, BLC also became a solution for students and
teachers in adding information and getting learning materials.
“After putting up the BLC banners in front of the school, lots of
foreign students from other schools and students college visited
us. They used wifi@id to access internet from cellular phone and
laptop. The benefit of the existence of BLC Merah Putih in Kuala
Kapuas can be felt by the surrounding community because

Kapuas had been appointed in dealing with student admission
of the entire Kapuas Regency,” H. Patir said.
To maintain the device and the teachers, school officer had
already pointed Hartomas (age 45) and Hero Verdian (age

of Telkom. The Kapuas Health Department has already
committed to do that.
According to Ahmad Murtado, twelfth grader of SMK
Muhammadiyah, he stated that BLC Merah Putih really
helped him to get the great article from the teachers. He
also stated that it would be better if the speed of internet
could be upgraded. If all of the computers are used,
the speed was felt decreased. However, he remained
to express his gratitude to Telkom who has given the
internet facility to his school and people surrounding
Kuala Kapuas.
Furthermore, the existence of wifi has also got the
positive response from the community surrounding the
school. It can be seen on Saturdays and Sundays. “On
Saturdays and Sundays, since the setting up of BLC, SMK
Muhammadiyah has become a city park. Lots of people
including students who visit us to get the wifi@id service
from BLC Merah Putih” Patir said.

Interview
Senior General Manager CDC
Nur Hassim Rusdi
PKBL
A MANDATE TO
LOOK AFTER
What are PKBL flagship program of Telkom?
In partnership program, Telkom both provides assistances
revolving fund for potential partners and some training. The
trainings are intended to improve professionalism among the
partners so that they can develop their own business. Coaching
and training programs conducted throughout 2013 showing
encouraging results were on air and off air training cooperated
with K-Lite Radio and Zora Bandung Radio.
The trainings are implemented not only in Bandung but
also throughout the CD area, such as Solo, Jakarta, Malang,
Palembang, Medan, Balikpapan, Makassar and Ambon. Topics
that we have provided ranging from accounting, marketing,
management, motivation and production (packaging) with
some successful academics, practitioners or Micro and Small
Companies resources.
What is the role of PKBL towards the company?
Directly or indirectly, a Partnership Program (PK) provides
supports to the company. When we are able to deliver the
partners to pursue a more prosperous condition, we create a
multiplier effect that will ultimately have a positive impact for
the company. As well as the Community Development Program (BL), it may
build awareness, a relationship and a sense of belonging
among the companies and the communities in the company.
It is very important to have good relationship with surrounding
communities, moreover Telkom offices and assets are not only
limited to big cities but also to some remote areas. As an example, there are many Telkom telecommunications
infrastructures or offices located or intersect with residents.
This program develops caring and belongings of the society
of the residents that Telkom is a part of their environment
where they live.
44
AR_CDC_2014_Ina_Finale.indd 44
As for the Community Development Program, we assist people
to recognize and take advantage of information technology
through the Merah Putih Broadband Learning Center (BLC).
There are some BLC location ranged in cities and remote
areas such as in border states, leading island and remote
villages. The program is one of the Telkom CDC masterpieces.
Thus, we believe the availability of broadband will encourage
accelerating the welfare of the community.
Availability of information technology is believed to encourage
the development of the digital networked economy. In the era
of the digital networked economy, accelerated development of
broadband infrastructure can be a driver of economic growth
transformation in Indonesia. According to World Bank report,
any increase in broadband penetration of 10% would increase
GDP by 1.21% in developed countries and 1.38% in developing
countries.
How Telkom PKBL implementation at this time?
During the implementation, Telkom PKBL goes well. Based
on the survey we did, PKBL turned out to be a very helpful in
establishing partners business. Meanwhile, the Community
Development program, in addition to helping the availability
of public facilities and infrastructure, has also increased the
emotional relationship between the company and the people
in the company’s operations site.

I realize that the PKBL activities undertaken still have many
challenges. We concern on high expectations of society against
Telkom’s role to improve the society welfare. Meanwhile, Telkom
still has the limited ability in funding and providing human
resources. To overcome these conditions, in implementing the
PKBL particularly the Community Development Program, we
conducted some priorities gradually.
a number of new entrepreneurs through education and
training programs which are oriented to the creation of new
entrepreneurs.
What are Telkom CDC plans for 2014?
In 2014, as a business with its TIMES business portfolio, we will
focus more to develop starting-up companies in digital creative
industries. To support this, we have established a creative
What principles to be emphasized in implementing PKBL?
PKBL is a mandate to run and manage funds reliably. We have
to make sure the person or group that is being targeted by
the programs fit to the criteria. The purpose of the PKBL is to
reduce poverty, so it should always be monitored. We prioritise
assistances to those natives living in the closest company’s
work environment. Are there any PKBL implementation constraints, especially
for Partnership Program (PK)?
So far, there are no significant barriers, in fact, it is difficult
to find prospective foster partner candidates or Micro and
Small Companies which have feasibility in accordance with
requirements. The solution to overcome this is to develop
center that serves as an incubator of the industries. Currently,
the creative centers are located in Bandung and Yogyakarta,
namely Bandung Digital Valley, Jogja Digital Valley and a
following planned in Jakarta and other cities, hopefully in 2014
there will be 20 locations.
In general, Partnership Program funding allocation by 40% is
for the start-up company associated with ICT and the rest for
other business sectors. While Community Development funds
will be focused on assistance to improve the quality of ICT
based education 40%, religious facilities 30%, environmental
preservation and disaster alert 20%. The rest 10% will be
allocated for other sectors.
PKBL is a mandate to run and
manage funds reliably. We have to
make sure the person or group that
is being targeted by the programs
fit to the criteria.

Telkom PKBL 2013 Testimony
Mrs. Yandri Noza:
Producing Moslem Wear, Empowering Environment
I was doing my job as a free time activity. Once I paid attention
to what surrounding people wear, I had to do something to
create better design of their looks. In particular, as a Moslem, I
was thinking of how to make women comfortably dressed, neat,
and with updated designs. My mission is to produce trendy and
syar’i based Moslem wears. In addition to provide the updated clothes, I also intend to
empower local people - especially housewives - to work
and have extra income for their families. In 2000 I started my
business with three employees. With them, I develop my ideas,
and thank God my friends very welcomed to order them. The
order was very limited at that time, because I haven’t maximized
personnel, yet I did not give up, because of the support of a
husband who always helped me to continuously improve.
My trademark, Zieta, taken from the name of my youngest
daughter as an expression of my gratitude to God for His
gift, that I have been given a family who always support me
wholeheartedly, in difficult and happy, lucky and unlucky
conditions.
Alhamdulillah, in 2008 I was given the opportunity to join a
Telkom partnership program in Madiun. As a result, my business
has been growing since then, it is especially because of the
facilitation of Telkom CDC for the development of my business
by encouraging me to join routine exhibitions like in Jakarta
Convention Center.
Moreover, I have been facilitated by the advertisements
in several magazines with their distributors and the agent
supports spread all over Indonesia. Therefore, the sales network
of Zieta Collection is growing rapidly.
Today, with the development of Zieta Collection market,
employees employed are also growing from three employees
becoming twenty four employees.

Bungkul Park as A Pride of Surabaya
Telkom initiated to
revitalize the Bungkul
Park Surabaya. At first,
the park was rundown
and shunned by society.
Now Bungkul Park
becomes the social
rendezvous for the people
of the “crocodile city”.
Visiting Surabaya is not complete without visiting the Bungkul
Park. The park is located on Jalan Raya Darmo. It is often as a
destination for tourists, both domestic and foreign, among the
elderly, adolescents, and children. Because the garden not only
offers beautiful plants and religious tours, but also culinary
tourism.
Bungkul Park itself used to be known as slums. The park was
later renovated in 2007, using funds from the Community
Development Program of Telkom amounting Rp 1.2 billion; so,
no wonder some people call Bungkul Park as Telkom Park.
An area of 1,400 m2 is equipped with skateboard and BMX bike
track, jogging track, open stage area commonly used for live
performance, and a green park area. In addition, Telkom has
facilitated this park with the public telephone network and
Indonesian free wifi. The existence of such facilities makes this
park crowded by visitors, even at night though.
Kongkow and refreshing with colleagues or family will be more
perfect if accompanied by coffee or hot tea and snacks offered
by food vendors crowded in the night. Besides hot drinks and
snacks, a variety of goods and services are also sold there, such

as temporary tattoos, live painting, children toys, and knick
knack accessories sellers.
The park located in the middle of the city, has won numerous
awards. In last August 2013 Bungkul Park won the Asian
Town Scapes Sector Award 2013, one of the annual awards
townscape Asian Award (ATA).The awards event was hold by
four international organizations such as the UN Habitat Regional
Office for the Asia Society and the Pacific, Asian Habitat Society,
Fukuoka Asian Urban Research Center, and the Asia Townscape
Design Society.
The Bungkul Park indeed is not only beautiful but also enabling
surrounding communities to be prosperous, because it can
accommodate employment by providing a food stall center
on the back side. The Bungkul Park can also foster relationships
between local government, communities and Telkom.
The Bungkul Park also represents wealth and religious heritage.
It meets entertainment element because there are all full of joy,
playground for children, recreation area for teenagers, and car
free day facility.

Opinion
PKBL Handling Paradigm
Need to be Changed
Fadjar Judisiawan
Deputy Assistant Partnership and Community Development , Ministry of SOE.
C
arrying out PKBL by SOE has not been effective yet. It is
still below the expectation. There are still some problems
to solve, for example loan collectability is still not optimal
, the effect of economically independent society program is still
low and the coordination among SOE and other institutions
is weak. It seems that generally PKBL BUMN is spontaneous
and unplanned and without clear purpose. However, there are
some SOE which have already accomplished clear and effective
program. One of them is Telkom.
In my opinion, PKBL SOE has not effectively and optimally given
contribution to the companies. It may happen not because of
merely mismanagement of PKBL but it happens because SOE
has not effectively capitalized PKBL and created plus value for
the companies.
In addition, PKBL SOE has not been effectively contributed to
the companies yet because SOE has not yet thought about
the follow up of a particular program. Re-education of small
enterprises will succeed if the empowerment of economic
community is carried out systematically and seriously. The
small enterprises should be helped until the company can
independently run its business. Surely, it needs commitment
from all involved institution including government institution
and its SOE.
Empowering the economy of community can be done by
creating clusters of business in a particular area. The first step is
by identifying the potency of which business clusters that can
be developed. Next, the cluster should be selected based on
the condition of the area and the community. Of course, before
carrying out the program, PKBL should make a plan, its schema
and indicator to measure the affectivity of the program.
The indicator of program affectivity should be created so that
effectiveness can be clearly measured. PKBL program can be
capitalized to improve the image of the company. This thing is
often forgotten by most of SOEs.
One of the examples of the effective PKBL program in Telkom
is the program of empowering economy of community in Desa
Koto Mesjid, Kampar Regency, Riau. With commitment and
systematic program for 10 years, Telkom through ikan patin
business cluster is able to continually empower the economy
of the society so that the living standard of the community is
increasing. The continuation of the program (last for 10 years)
is the thing that the society needs and not the spontaneous
program. It does really need relatively big funds but the result
is meaningful. I remember Telkom spent about Rp. 9 million for
the program. That is the reason why setting priority and synergy
is important especially for those SOEs which have limited funds.
“... getting profit for the sake of humanity and natural
preservation is the key to the company success in the future.”
The paradigm, which views that handling PKBL SOE is not
important, should be changed. SOE should think that handling
PKBL is valuable. The change of the paradigm goes along with
triple bottom line concept which views that there are three
factors that are essential for the company’s lives, profit, people,
and planet. It means getting profit for the sake of humanity and
natural preservation is the key to the company success in the
future.
Another key to the success of handling PKBL SOE is willingness
and the ability of an SOE to synergize a program with other
SOEs so that the influence and the outcome of the program
will be more meaningful. As we have known that Indonesian
geography with its multicultural community is the largest in the
world. The condition demands the priority in empowering the
economy of community. For example, if SOE with the profit of
Rp. 1,25 trillion provides 50 billion for PKBL fund annually and
PKBL distributes the fund evenly in all regencies in Indonesia
(about 511 regencies) so each regency will accept about Rp.97.8
million. That amount of money will not be enough to effectively
carry out a program of empowering economy of community.
The best way to solve the problem is an SOE should synergize
with other SOEs to increase the leverage.
PKBL Annual Report 2013 | PT Telekomunikasi Indonesia Tbk
AR_CDC_2014_Ina_Finale.indd 51
Another thing that can be made as benchmarking of the success
of Telkom is the ability to convince other institutions about its
success by presenting indicator of effectiveness and good
documentation. IT supports the idea that without indicator and
good documentation, a program will not be meaningful and
valuable.
Apparently, the way Telkom managing PKBL is better than
any other SOEs and other private companies. Websites and
informatics system management of PKBL Telkom are a good
initiative that should be imitated. As the use of information
technology in managing PKBL can improve the administration
and its effectiveness.
However, in all strength owned by Telkom, there is still
something that needs improvement in the future. Mainly it is
about synergy with other SOEs. The synergy should not only
about how to carry out a program but also sharing knowledge
among SOEs.
Coordination and sharing information should be initiated with no
need to wait for the instructions from SOEs. It can be done through
more relaxing activity such as success story gathering and etc. with
a good synergy it is expected that the leverage of empowering
the economy of society in Indonesia can be improved.

Desa Sukaregang, Kota Garut, West Java is known as the
center of leather industry. The goods range from shoes,

made of leather. Almost all Sukaregang people are involved
in the process of the leather industry from tannery until
becoming beautiful product.
One of the Sukaregang occupants who is able to develop
product made of leather is Dodi Mariahadi, SH. The owner
of Alsa ’29 Leather Jacket Store, or known as Alsa ’29 is a
foster partner of Telkom CD Area III West Java.
According to this 52 year-old man, after he joined
partnership with Telkom his business has been improving.
Previously he has only 3 employees but now he employs 6
people in production division and 3 people in marketing.
Talking about his experience with Telkom, the man with 2

Dodi admits that he often receives order not only from all
parts of Indonesia but also from other countries. However,
he cannot fulfil all the orders because of the limitation
of the raw materials. At present Alsa ’29 average profit
approximately Rp130 million a month, gained only from
leather jackets sales; excluded any other products.
The number of the employees has been increasing along
with the addition of the leather jacket orders. In the past,
he was able only to sell 1 to 2 leather jackets per day, now
he can sell 3 to 5 leather jacket a day. Another benefit of
becoming Telkom foster partner is Dodi gets online training
on financial management.
“Telkom also helps us to market our product by asking
its partners to take part in either national exhibition or
