Clayton County Emergency
Management has received a
donation of equipment totaling
$20,000. The equipment includes
two 9,000 watt mobile generators,
an industrial compressor, a power
pressure washer, a trash pump and
two wheel kits.
Midwest Equipment, Glencoe,
MN, a distributor for Eagle
Equipment of Travelers Rest,
SC, donated the equipment.
Representative Justin Parker said
the company had surplus equipment
and decided to donate some of it to
help out one of the smaller counties
in the area.
“My boss heard that a lot of
smaller counties are under budget
restraints and have to purchase
equipment piecemeal when
the money is available,” Parker
said. He heard about this area in
northeast Iowa and thought it would
be a perfect place to give some
of the surplus that we had instead
of paying to ship it across the
country. It’s a win-win situation for
everyone.”
Clayton County Emergency
Management Director Joel Biggs
said that the equipment will be
centralized and stored. For use
during a disaster “It will be
available for other agencies, mainly
fire departments, to use during a
disaster and will come in handy
during events like we had a couple
of weeks ago.”
Luana Council approves and adopts revenue purpose statement
At its regular monthly meeting,
the Luana City Council approved
and adopted a revenue purpose
statement for the use or expenditure
of fee and revenues from electric,
gas and natural gas franchise fees.
The full text of the resolution is
available for review at the Luana
City Hall.
Council members then set a
public hearing for August 6, 2015
at 7 pm, on a proposed adoption of
ordinances granting to Interstate
Power and Light Company (Alliant
Energy) a 25 year non-exclusive
electric franchise and to Black
Hills Energy Corporation a 25 year
non-exclusive natural gas franchise.
Also included will be provisions
for the collection of a one percent
franchise fee to replace the Local
Option Sales Tax on Alliant Energy
electric bills and Black Hills Energy
natural gas bills of customers
located in the City of Luana.
The first reading of Ord.201503
establishing a one percent (1%)
franchise fee on every natural gas
or electric company and every other
person, firm or corporation, their
successors and assigns, owning,
operating, controlling, leasing or
managing a natural gas or electric
plant or system and/or generating,
manufacturing, selling, distributing
or transporting natural gas or electric
within the corporate limits of the
City was approved by the Council.
It was motioned to table a
second reading of Ord. 201502
granting to Interstate Power and
Light Company, its successors and
assigns, the right and non-exclusive
franchise to acquire, construct,
reconstruct, erect, maintain and
operate in the City of Luana and
imposing a franchise fee of one
percent upon the gross revenue

Submit a Nomination for Farm
Service Agency Committee
The Clayton County Farm
Service Agency is seeking
nominees for the FSA Committee
election that will be held later this
year. Area farmers are eligible to
be nominated if they reside in one
of the townships that are located
in Local Administrative Area 1. Those townships include:
Grand Meadow,
Monona, Giard, Marion, Wagner,
Farmersburg and Mendon
To be eligible to serve on the
FSA committee, a person must
participate or cooperate in a
program administered by FSA, be
eligible to vote and currently resides
in the administrative area that is
up for election. Eligible candidates
may nominate themselves or
others. Beginning farmers, women
and minorities are encouraged to
consider being a nominee. Committee members make
decisions on USDA programs that
involve conservation, emergency,
commodity price support and other
agriculturally related programs.
Current members of the FSA
Committee include:
Kevin Baumgartner, Strawberry Point
Joshua Schoulte, McGregor
Vernon Cherne, Guttenberg
Bonnie Tuecke, Garnavillo
generated from sales of electricity
by the Company within the
corporate limits of the City. The
motion carried.
A citizen approached the
Council and requested curb and
gutter along north side of Highway
18&52 on east side of Luana. It
was the consensus of the Council
to bring in rock to help with water
runoff issue until a decision about
curb and gutter could be made.
The nomination form, FSA669A, is available at the FSA Office
located in the Elkader USDA
Service Center or by going to www.
fsa.usda.gov/elections. Nomination
forms must be received by close of
business August 3, 2015.
The Council also discussed the
need of seal coating north end of
Church Street.
County clocktower gets a facelift
By Molly Moser
The wooden clock tower that
chimes above the Clayton County
Courthouse is undergoing a
complex restoration organizers
hope will be complete by 2017. In
April, Clayton County Historic
Preservation Commission (CCHPC)
applied for a second Historic
Resource Development Project
(HRDP) grant which, if received,
will provide funding for beginning
phase two of the clock tower repair
scheduled for this summer.
The original Clayton County
Courthouse was located in
Guttenberg (then known as Prairie
LaPorte) at 510 N. 1st Street.
Between 1840 and 1865, the county
seat was relocated six times before
finally being situated in Elkader
as we know it today. In 1877 an
addition made the building larger,
and a wooden clock tower was
added to the courthouse in Elkader
in 1896, paid for with contributions
from the county government,
senator Fred Bayless, and pledges
from the citizens of the county
– who also paid by donation for
half of the 1877 addition to the
courthouse itself. The impressive
tower added 45 feet to the height of
the courthouse.
Fast forward to 2012, 116 years
after it was built, and find the clock
tower with severe deterioration,
failing paint, possible leaks in
the roof, and other deferred
maintenance. While gathering
information on the general
condition of the clock tower in 2013,
a sudden unexpected failure of the
clock winding mechanism showered
shards of metal into its gears
and injured county maintenance
superintendent Myron Phelps.
Following that event, the
CCHPC applied for and received an
HRDP grant for $32,700 ($16,433
matched by the county government)
to repair the clock mechanism
(at 116 years old, still with all its
original parts save for the new
winding mechanism), as well as the
tower base and windows repaired
with salvaged glass from the
original courthouse windows that
were replaced in 1992.
“The county government has
been supportive in matching funds
for grants, and that support is
anticipated to continue through
completion of the project,” said
Gary Goyette, a restoration and
preservation consultant from
Guttenberg who has worked
extensively on the project. (Goyette
was incorrectly attributed with
a master’s degree in a recent
issue of The Guttenberg Press.
To clarify, he says, “I do not
have a masters degree; but I have
over 30 years experience in the
field of architectural restoration,
rehabilitation, and conservation of
historic structures.”)
The next phase in the project,
which will continue if funding
is received, includes restoration
of the four clock faces to their
original appearance. The original
dials were made using a binding
coat and ground black glass for
the weathering surface, and were
completed with hands, bronze
numerals, and minute marks coated
in gold leaf. Those were later
replaced by wooden faces and hands.
There is still much to be done to
restore the county clock tower to its
original condition. When all is said
and done, the project will have cost
about $400,000. That may sound
like a big number to some, but pales
in comparison to smaller counties
like Davis: With a population half
the size of Clayton County’s, Davis
County spent $899,000 to repair
their county clock tower.
According to Goyette,
approximately 43 courthouses in
Iowa have clock towers. Clayton
County boasts the only wooden
tower among those.

hands by Rory Demesy of Mechanical Watch Supply in Minneapolis,
Minn. The hands are gold leafed redwood, salvaged from a 125-year-old
structure. (Photo submitted)

Fundraising to assist in the
restoration is anticipated to begin
later this year. In July, a series
of informational powerpoint
presentations and discussions about
clocktower renovations will be held
around the county.
The Iowa State University
campus was the location again
this year for the 2015 American

14-19 for a week where they
experienced government coming
alive through a hands-on process.
The girls attending this event
were Bailey Boland, daughter of
Marcie Boland and the late Bob
Boland of McGregor, and Emily
Kinley, daughter of Jeff and
Tammy Kinley of McGregor. Emily

Field day shows off vegetable farm with 14 cover crops
Farmers curious how/why to
grow cover crops will want to
attend a free field day July 21 near
Gays Mills, Wis., organized by the
Midwest Organic & Sustainable
Education Service (MOSES). The
event shows how Sweet Springs
Farm, 43199 Patton Road, grows 14
different cover crops in its vegetable
fields.
Farm hosts, Harriet Behar and
her husband, Aaron Brin, have a
216-acre certified organic farm
where they grow a variety of
vegetables and medicinal herbs for
the wholesale and retail markets.
They currently grow “living”
mulches—chickling vetch between
tomato and squash rows, and Dutch
white clover under cabbage—and a
wide selection of other cover crops,
including barley, rye, spring wheat,
oats, field peas, yellow blossom
sweet clover, red clover, crimson
clover, buckwheat, sorghum sudan
grass, tillage radish, and Japanese
millet.
They’ll explain how they select
cover crops, and the various
uses and benefits of these crops
throughout the season, such as
nitrogen-fixing, prevention of
soil erosion, habitat for beneficial
insects, and weed suppression.
They also will talk about their solar
energy project—they produce all
the electricity for their home and
farm—and how other farmers can
find grants to fund similar projects.
The field day will begin with
presentations about the cover crops,
and include a one-mile walking tour
of the growing fields. MOSES and
Organic Valley will provide lunch.

Shepherd of the Hills
Ministry to sponsor Back
To School 4 Kids
Remember the excitement of
getting ready for school when you
were a child? When your pencils,
crayons and notebooks were
purchased, you were eager to return
to the school room. Many children
do not look forward to the start of
the school year because there is
no money to get the needed items.
Every child feels better about
themselves if they can start with
new supplies like everyone else.
Because of this, Shepherd of the
Hills Ministry is again sponsoring
Back To School 4 Kids. We are
asking for donations of new school
supplies that will be given to
children in families that cannot
afford to purchase them. Last year
we were able to help 330 children
(150 families). We anticipate a like
number this year. Our give-away
day will be Wednesday, August
12th, 2015. Please bring new school
supplies to Shepherd of the Hills
in St. Olaf by August 7th, 2015.
We are also asking for donations
of new socks and new underwear
of all sizes. Monetary donations
are welcome also, and may be
sent to PO Box 36, Saint Olaf, IA.
52072. If anyone has questions call
563-783-2409. Those participating
will need to bring a referral from a
Clayton County Agency the day of
the give-away.
Here is a list of some of the most
common things required: spiral
notebooks (wide and narrow ruled),
scissors (Friskers or Crayola are
best), pens (blue, red, and black),
Elmer’s glue, glue sticks, rubber
cement, pencils, erasers, 2 pocket
& 3-hole punch folders, crayons
(8, 16, & 24 in a box), school
boxes, new book bags/back packs,
highlighters, washable markers
(both narrow & wide), dry erase
markers, scientific & non-scientific
calculators, loose leaf notebook
paper, reams of computer/copy
paper, black bound composition
notebooks, 1”, 1.5”, and 2” 3-ring
binders, 12 inch/centimeter wooden
rulers, protractors, compasses,
watercolor paints, colored pencils,
zipper pencil pouches, index cards,
journal notebooks, pint, quart and
gallon zip lock bags, 3x3 sticky
notes, book covers, head phones or
ear buds for computer lab, Flash
Drives.
Thank you again for your
donations to this wonderful project
to help school children in Clayton
County!
Sugar Creek Bible camp consisted of the following churches with Living Faith United Methodist Parish hosting it: Living Faith United Methodist,
St. John Lutheran Farmersburg, St. John Luthern Luana, St. Patrick Catholic and St. Paul Luthern Monona. The camp was from July 6-9th. Theme
of the week was Growing in Grace (2 Corinthians 12:9) The children enjoyed Bible study, songs, skits, crafts, activities and games, walked through
the butterfly trail and visited tenants at Garden View. The Monona Fire Dept came on the last day and sprayed the children with fire hoses. We
ended our week with the children (campers) putting on a program for their families followed by refreshments and fellowship.

A wise person once said, “A man
is often defined by his opinions”.
Who said this, you may ask. I
don’t know, but I’m sure someone,
somewhere has probably stated this
at least once, and I’m willing to take
the chance that he or she was at least
somewhat clever. The point is, a
person’s opinions on various matters
can come to determine just what sort
of man or woman they are perceived
to be in the eyes of the public.
With that in mind, and to risk
stating the obvious, this is, or will
at least grow to be an opinion
column, filled with my views on the
world. However, I don’t have time to
have opinions of everything in the
world. I’m just going to be too busy
faithfully reporting all the news in
this neck of the woods to be able to
formulate any opinions. Therefore,
to save time and to give you all
a little bit more insight into the
mind of the person typing this, I’m
going to go ahead and give you my
opinions all the most important and
most divisive topics. Be forewarned:
I intend to be brutally honest, so
this could get unpleasant. Now, let’s
get the wide world of sports out of
the way.
To keep things simple, I am
an all around Wisconsin fan. My
teams are the Packers, Brewers,
Bucks, and Badgers. Basically,
my mood on Monday mornings is
directly decided on whether or not
the Packers won that weekend. So,
yes, I do usually wake up happy
on Mondays. In regard to Iowa
teams, I am neither partial to the
University of Iowa nor Iowa State.
I actually tend to gravitate toward
UNI. Since there are no NHL teams
in Wisconsin, I had to seek fandom
elsewhere. I ended up liking the
Anaheim Ducks because reasons.
My favorite television shows are
Doctor Who, Walking Dead, Game
of Thrones, Survivor, Amazing
Race, Big Brother, and largely
anything involving superheroes. I
grew up on the classics such as I
Love Lucy, Bewitched, the Brady

Bunch, and Andy Griffith, whom I
may or may not be named after. I
don’t think I ever got a clear answer
on that. I am a lifelong Trekky, or
Star Trek fan for the uninitiated,
and am therefore obliged weigh in
on the perpetual debated regarding
the original series and The Next
Generation. Although I grew up
with the original Star Trek crew
and still have a life-size cardboard
stand-up of Dr. Leonard McCoy in
my living room, it is with a heavy
heart that I admit that I enjoyed
Next Generation just a little bit
more. I should also weigh in on the
everlasting Bewitched debate. Dick
York was always a much better
Darren Stevens than Dick Sargent.
That’s just a fact.
I’d wager that some of you are
there may be wondering about my
political leanings. Well, I suppose
I should set the record straight
there, as well. If I were to identify
a political association, I could only
say it would be (insert name of
your preferred political party here).
I just believe that said group has
the correct idea for Iowa’s future
and America’s future. They realize
what is wrong or right with our
nation and do everything they can
to make things right or do nothing
at all to make sure things stay
the same. And the big, important
rulings recently handed down by
the Supreme Court of the United
States? I definitely either loved or
hated those. Whichever emotion you
want me to feel. As for who I intend
to vote for in the 2016 presidential
election, well, I think it hardly
needs stating as the best choice for
our next Commander-in-Chief is
just so obvious that stating his/her
name would just be redundant at
this point. Just know that whomever
I intend to vote for is the obvious,
correct choice for America, unless,
of course, they’re not.
That mostly covers all the major
areas of opinionation, which I’ve
now decided is a real word, but
there are few major debates I should
throw my hat into, so I might as
well take care of all of those now.
I prefer Fords. I enjoy Coke and
Pepsi equally, although I probably
secretly like Coke a little bit more.
I like dogs over cats. I am of the
persuasion that the toilet paper
should be going over the roll rather
than under it. That just simply
makes more sense. Also, I will say
‘pop’, but shun those who say ‘soda’
which I will not even acknowledge
to be a real word. The one thing
I will never waiver on is my
preference in peanut butter brands;
I will only ever eat Jif. Nothing else
is real peanut butter to me.
And with that I do believe I’ve
given my opinion on every single
thing that matters, and so I should
never have to give another opinion
again. That hardly means that I
won’t, though, and as goofy and off
the wall my thoughts have been up
until now, there has been a point to
