United Way is a charitable organization making measurable changes
in communities through partnerships with schools, government
agencies, local businesses, corporations and many volunteers. It
partners with non-profit organizations which are assessed by local
volunteers, assuring the wisest investment of donors’ dollars.
The donations to United Way of Harrison County could make a
difference in the lives of your co-workers, neighbors, friends, family
and perhaps in your own life as well.
Our Mission
To unite and organize the residents of Harrison County and the
surrounding area in a volunteer effort.
To assess the area’s needs for human care services.
To determine what services will best promote the welfare of the
residents of the area, and
To aid in the delivery of such services by soliciting and making
prudent use of resources made available to it from any source.

It has been my honor and privilege to serve as the
United Way of Harrison County’s Board President in
2014. It has also been a privilege to serve with such
talented staff, officers, board members and other volunteers who are all there to give of their time and expertise
to help improve the lives of those who live in our community.
In the spring of 2014, I was fortunate enough to be able
to participate on the United Way’s Grants Committee and attend the annual Community Leaders Conference in Washington, D.C. sponsored by the United Way Worldwide; both of which were a hugely educational and enlightening experience.
I believe this is an exciting time to serve on this United Way Board and to be part of
moving the United Way of Harrison County to the next level of community service and
impact. We have launched significant new initiatives this past year and I am excited
about what is planned for calendar year 2015. Our efforts will not only strengthen our
existing agency and community relationships but also allow us to become more proactive and effective in delivering those services.
I would like to thank everyone on our Staff, the Board Membership, the Corporation
Membership and other ardent United Way supporters for everything you do every year
to make our campaigns and initiatives successful. I am looking forward to serving in the
same capacity once again in 2015 to help bring those new initiatives to fruition. I am
greatly appreciative of having been given the opportunity to serve again in this roll.

2015 Campaign Chair
For me, the past year has been memorable
for many reasons. I was humbled when I was
asked to Chair the 2015 Campaign for United
Way of Harrison County, Inc. I accepted, not
knowing this would be the start of a fun and
rewarding odyssey.
That this undertaking became a success is not
MY achievement, but a collaborative effort
from a host of supportive parties –
organizations, corporations and countless
individuals from inside and outside of the
community who did their part to reach goals, make timelines and gather resources
needed to make our hope a reality. As with any team, the best strategy is futile without
the right players.
We had a wonderful campaign cabinet to rely on, to ask advice from, and to focus on
the details that were needed to make sure we were on track and suited to reach the
intermediate goals and milestones.
While themed as a football game, the underlying mission was to improve the
fundraising measures and change the way the campaign was conducted – to paint our
vision in broad strokes and then fill in the intricate details that make the campaign goal
of $840,111 tangible, bring it closer and in the end make it a reality.
This year we combined classic events like Dine-Outs, the Bocce-Ball Tournament,
Christmas Gift Wrapping and the now infamous Chicken Wing Contest with online
giving at give2015.com. There was a raised level of awareness through support from
marketing professionals and tools like leadership brochures and quality videos that
made an impact with the generous audiences of our campaign. Community service
from the Kiwanis Club Golf Tournament, to collecting recyclables, combined with
entertainment like a tailgate campaign kick-off and a cardboard boat race procured
great attendance. Also fantastic individual challenges, like Tom Rhine’s 24-hour run,
kept “the ball moving” and the campaign fund moving toward the goal line. Events
including gun raffles and special deals and offers from local businesses pushed the
campaign earnings even further.
All the people I met along the way made this campaign special, and if I have a single
thing I would change, it is to have aimed higher and shot for the one million dollar mark.
Because the 19 agencies receiving campaign funds are worthy and deserving, and
could do even more if we assist and fund them further, even with a one-time grant.

Thank you, again, to everyone involved in this very dear endeavor for it is a team effort.
The 2016 Campaign Chairperson has my best wishes for much success, and I offer my
experience, thoughts and insight to start and accompany them on their way. As our
campaign motto commands:

The Alexis de Tocqueville Society
The United Way Tocqueville Society was formed in
March of 1984 to deepen individual understanding of,
commitment to, and support of United Way’s work:
advancing the common good by creating opportunities
for a better life for all. The Tocqueville Society
recognizes local philanthropic leaders and volunteer
champions around the world who have devoted time,
talent and funds to create long-lasting changes by
tackling our communities’ most serious issues.

Long-Term Endowment Fund
The Fund shall be for bequests, property and other gifts designated to the fund by
donors and for other funds designed by the United Way’s Board of Directors for
long-term investment.
The principal of the fund shall be invadable only by the consenting vote of 75% or
more of the full voting membership of the Board of Directors.
The principal of, and interest dividend income from, unrestricted funds shall be used in
accordance with donor’s restrictions.
Authorized agents of donor restricted funds may direct this United Way’s Board of
Directors to disburse the income from, and principal of, their portion of the LongTerm Endowment Fund as they determine appropriate.
The expenditure of income from the Fund shall require the approval of a majority of
the full voting membership of the Board of Directors.
Separate accounting shall be maintained for restricted and unrestricted principal and
income held in, and earned by, the Fund.
The Fund shall be the property of, controlled by, and for the benefit of, the locally
governed United Way of Harrison County, Inc., or its successor organization.
The Fund’s management costs shall be paid from the Fund’s income.
Permanent Endowment Fund

donors’ restrictions.

determines its withdrawal and expenditure to be appropriate.

Disaster Services
Victims of disaster are provided food, clothing and shelter when a home is lost to
natural disasters such as fire or flood. Immediate relief within the first 48 hours of
devastation. Training of volunteers to carry out services and community in
prevention, preparedness and planning.
Military Services
A 24 hours-a-day, 7 days-a-week emergency communication link for local military
personnel and their families worldwide. Community-based services to the local
National Guard and Reserve units. Emergency grants and loans to military
persons, veterans and respective families.
Blood Services
Through this program, Harrison County’s need for safe, reliable, cost effective
blood, plasmas and tissue services through voluntary donation.

In 2014, People’s Hospice, a department of United Hospital
Center, staff and volunteers provided end of life care and services in private
homes and long term care nursing facilities for 439 terminally ill patients, a
total of almost 15,000 visits were made by the physician medical
director, nurses, rehabilitation specialists, social workers, bereavement
counselors, aides and volunteers. People’s Hospice emphasizes quality of
life rather than end of life.

Combined Federal
Campaign
The Combined Federal Campaign is the only organized charitable fundraising
campaign for federal employees permitted by the federal government.
Through the North Central West Virginia Combined Federal Campaign, federal employees from Barbour, Doddridge, Harrison, Lewis, Marion, Taylor and
Upshur counties contributed $179,040 to local, national and international
charities.
United Way of Harrison County, Inc. has been chosen by the Local Federal Coordinating Committee, its guiding board, as the Principal Combined
Fund Organization responsible for managing this regional campaign. In the
2014 Campaign, federal employees designated $92,484 to approved charities throughout north central West Virginia.
Fees accessed for Combined Federal Campaign are consistent with the costs
associated with running the Combined Federal Campaign. They are subject
to approval by the Local Federal Coordinating Committee.
Loaned Executives provide support to the Combined Federal Campaign and
assist in making agency contacts to encourage participation. The 2014
Loaned Executives were: Joseph Mazzie, CJIS Division, F.B.I.; Brian Johnson
& Gar Cummings, Louis A. Johnson VA Medical Center and Jess White,
