Rosales BCDA Public Affairs Department he state-owned Bases Conversion and Development Authority (BCDA) said it recorded cash inflows of P6.022 billion in 2013 or an P850 million increase from the P5.172 billion it recorded in 2012 due to its efficient collection efforts and resolution of problematic accounts. T “We are very pleased with the results of our collection efforts that has translated to the BCDA’s increased cash inflows which will augur well not only for the BCDA but for the government as well,” said BCDA President and CEO Arnel Paciano Casanova. Casanova noted that the recorded P6.022 billion also surpassed BCDA’s 2013 collection target of P5.847 billion by P175 million. Casanova said the increase in collection was attributed to the agency’s efficient collection, resolution of problematic accounts, successful negotiations of lease payments, successful disposition of properties, and payment of dividends from subsidiaries. BCDA collected from Megaworld Corporation the P873 million minimum annual secured revenue share for the year 2013 arising from the JUSMAG disposition in 2010. He said among the unprogrammed collections include the successful negotiations of lease payments from the Manila International Airport Authority (MIAA) on the land where the NAIA III is currently located which belongs to the BCDA and the payments made by the DPWH for the right-of-way of the North Luzon Expressway and the NAIA Expressway Road. Pursuant to Republic Act 7227, the BCDA is mandated to accelerate the conversion into productive economic uses of the former US military bases in Clark and their extensions in Camp John Hay and Poro Point. These conversions are funded through the sale and disposition of Metro Manila camps, such as Fort Bonifacio and the Villamor Air Base, while also contributing a large portion of the proceeds to the Armed Forces of the Philippines (AFP) Modernization Program. The Subic-Clark-Tarlac Expressway (SCTEX) is also a BCDA project that connects the Subic Seaport and Clark International Airport thereby creating a global gateway for the efficient movement of people, goods and services within Central Luzon and neighboring regions, an advantage valued by the locators in this age of just-in-time production and delivery. An upcoming project of the BCDA is the Clark Green City— practically a new city half the size of Metro Manila to rise in Clark. The Clark Green City in Clark, Pampanga is BCDA’s upcoming project which comprises of a government center, central business district, center of excellence, agri-forestry research and development center, and wellness and eco-tourism center, aimed to generate more jobs and further boost the economy in Central Luzon. 3 Cover Story BCDA bids out two-hectare lot for SCTEX service area he Bases Conversion and Development Authority (BCDA) is offering for a longterm lease a two-hectare lot along the Tarlac portion of the Subic-Clark-Tarlac Expressway (SCTEX) that will be developed into a service area which is expected to enhance the convenience of motorists plying the 94-kilometer toll road. T BCDA President Arnel Paciano D. Casanova said the BCDA is inviting interested bidders to bid for the longterm lease and development of the two-hectare portion of the SCTEX Macangcung Service Area. “We are looking for a partner to develop the SCTEX Macangcung Service Area that is seen to benefit the motorists plying the SCTEX,” Casanova said. Casanova said the development of the property involves the establishment, operation and maintenance of a gasoline station with amenities. He said the amenities of the service area would include, among others, rest rooms, sufficient and adequate parking slots, emergency First Aid station, potable water and lighting system, emergency vehicle repair shop and convenience stores. The SCTEX Macangcung Service Area lot is located in Brgy. Santiago, Concepcion, Tarlac. It is located at the Clark-bound/north-bound direction of the Clark-Tarlac segment. According to Casanova, the lease term of the lot shall be twenty-five years, renewable for another 25 years. For her part, BCDA chairperson of the Asset Disposition Program Committee Nena D. Radoc said the minimum starting annual fixed lease would beThree Million Five Hundred Thousand Pesos (P3,500,000.00), starting on the fifth year and subject to a five percent annual escalation. Thus, there will be a rent-free period from the first to fourth year of the lease period. Radoc said that upon contract signing, the winning bidder shall remit to BCDA a Security Deposit equivalent to the winning bid and shall post a Surety Bond with a face value of Seven Million Pesos (P7,000,000.00). She said interested bidders have already purchased the Terms of Reference (TOR) for a non-refundable fee of Fifty Thousand Pesos (P50,000.00) payable to BCDA in manager’s c h e c k l a s t 2 1 February to 7 March 2014 at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st corner 2nd Avenue, Bonifacio Global City. A P r e - B i d Conference, in which the property, TOR, and inquiries from interested bidders was held last March 7, 2014, at the BCDA Corporate Center. -RVRR In The News BCDA PUTS ON 3,000 sqm BID P111-M Global City lot SCTEX HEAVY up for bidding MAINTENANCE WORKS PROJECT The Bases Conversion and Development Authority (BCDA is inviting experienced and financially capable proponents to bid for the lease and development of a vacant lot in Bonifacio Global City in Taguig. The BCDA, owner and builder of the SubicClark-Tarlac Expressway (SCTEX), has put on bid the P111.3-million heavy maintenance works along the expressway. “We have invited experienced and financially capable construction companies to submit bids for the 2014 Heavy Maintenance Works along the SCTEX,” BCDA President and CEO Arnel Paciano D. Casanova said. Casanova said the heavy maintenance works is done to ensure that the road condition of the SCTEX will not deteriorate and at the same time provide motorists the comfort and convenience of a smooth travel. Casanova said the project consists of two programs of works. Lot 1 involves asphalt pavement resurfacing while Lot 2 involves bridge revetment, slope and drainage repair. The approved budget for Lot 1 is P98,947,280.45 while Lot 2 is P12,450,730.97. Chairperson of the Bids and Awards Committee (BAC) for SCTEX Project and Infrastructure Atty. Regina Salve R. Lapuz said that prospective bidders must have a valid license for applicable category from the Philippine Contractors Accreditation Board (PCAB) for General Engineering on Roads, Highways, Pavements, Railways, Airport Horizontal Structures and Bridges. The PCAB license must be valid and effective at the time of submission of the bid. Atty. Lapuz informed the interested bidders that the Bidding Documents may also be viewed at the BCDA website, www.bcda.gov.ph . Deadline for submission of bids was on March 17, 2014 at 12:00 pm. -RVRR “We are inviting interested bidders to submit bids for the lease and development of the Eastgate property and play a key role in the development of the country’s premier and fastest growing Central Business District,” BCDA President and CEO Arnel Paciano D. Casanova said. Casanova said the 3,099-square-meter property or Eastgate property is located at the Institutional Area of Bonifacio Global City. He added that the country’s Armed Forces will also benefit from the bidding of the lot, as a significant share of the lease proceeds will go to the AFP Modernization Fund pursuant to RA 7227 or the Bases Conversion and Development Act of 1992. Casanova said that the Eastgate property is zoned for institutional use and should incorporate in its development a public parking facility. “Among possible facilities that the property can be developed into are: art gallery; clinic/polyclinic; concert hall; government office; library; place of recreation, sports or culture; school gymnasium; and school auditorium, just to name a few,” he said. For her part, Atty. Nena D. Radoc, Chairperson of BCDA’s Asset Disposition Program Committee said that the Eastgate property shall be leased out for an initial period of fifteen years and renewable for another ten years upon mutual agreement. “The minimum acceptable starting Annual Lease for the property shall be Ten Million Pesos inclusive of 12 percent VAT, and subject to a five percent annual escalation,” Radoc said. She added that the winning bidder is also required to pay in advance the Annual Lease for the first three years of the lease. -RVRR 5 In The News DPWH, BCDA TO CONSTRUCT PERMANENT TOLL PLAZA FOR SEAMLESS SCTEX-TPLEX INTERCONNECTION he Bases Conversion Development Authority (BCDA), builder and owner of the Subic-Clark-Tarlac Expressway (SCTEX), will construct a permanent toll plaza together with the Department of Public Works and Highways (DPWH), that will pave the way for a much smoother transition for motorists entering the TarlacPangasinan-La Union Expressway (TPLEX) from the SCTEX and vice versa. T “The toll plaza will provide a seamless interconnection between the SCTEX and TPLEX that will result in faster travel time and convenience to the motorists,” BCDA President and CEO Arnel Paciano D. Casanova said. Bingcang noted that two toll lanes will be reversible allowing additional lanes to address the queuing of vehicles during unusually high traffic volume. He said DPWH Secretary Rogelio Singson has given the green light to commence at the soonest the construction of the Tarlac Toll Plaza. In the meantime, while the Tarlac Toll Plaza has yet to be constructed by the DPWH, Casanova said plans are underway to address the queuing of vehicles caused by the present set up. Casanova said the construction of the Tarlac Toll Plaza will cost some P175 million. The BCDA will shoulder the cost of the toll plaza’s detailed design, traffic management and installation of the Toll Collection System (TCS) amounting to P25 million. The DPWH on the other hand will fund the civil works at a cost of P150 million—the bulk of which involves the construction of the toll plaza. “We are exploring the interconnection project with both the Manila North Tollways Corporation (MNTC) concession holder of the NLEX and the Private Infrastructure Development Corporation (PIDC), concession holder of the TPLEX. BCDA Project Manager for SCTEX Services Joshua M. Bingcang said the construction of the permanent toll plaza will take some six months assuming favorable construction weather conditions. Casanova said that in the TPLEX for instance, the interconnection plan would allow motorists exiting the SCTEX and entering TPLEX to pay their exit toll fee and at the same time get their entry ticket at the TPLEX Central Toll Plaza and vice versa. According to Bingcang, the new toll plaza will have seven toll lanes. Of the seven toll lanes. four lanes will cater to motorists from the SCTEX entering the TPLEX while the remaining three lanes will cater to motorists from the TPLEX entering the SCTEX. “This would considerably reduce toll transaction time and allow for faster travel time as motorists will only stop at one toll both to pay their exit toll fee as they exit the SCTEX and get their entrance toll ticket as they enter the TPLEX,” Casanova said. -RVRR 6 In The News BCDA to earn P1.9-B from development of Taguig lots he Bases Conversion and Development Authority (BCDA) is set to earn P1.9billion in 25 years for the long-term lease of the 5.2-hectare Pamayanang Diego Silang (PDS) commercial lots located near the C-5 road in Taguig City. T Of the generated P60.21 billion in disposition proceeds for the past 20 years, the AFP got the lion’s share at P25.36 billion. The amount comprises P13.98 billion remittances for the AFP Modernization Program and P11.38 billion spent for the military replication facilities. An additional P1.52 billion is set to be remitted to the National Treasury for the AFP modernization program on GOCC Day for CY 2013. “The additional P1.52 billion generated for the AFP will be remitted to the National Treasury soon. Once remitted, the AFP can draw this amount from the National Treasury to fund its modernization program,” BCDA President Arnel Paciano D. Casanova said. Casanova noted that the BCDA is ever mindful of the critical funding requirements for the AFP Modernization Program. “Rest assured, the BCDA will always work for the interest of the Filipino soldier in delivering the much needed funds to ensure and sustain a strong and well-equipped armed forces,” he said. Casanova said that of the generated P60.21 billion in disposition proceeds for the period May 1993 to December 2013, BCDA’s share amounted to P12.52 billion while the share of the 14 government beneficiary agencies under A.O. 236 was at P7.36 billion. The remaining amount represents payments for taxes and fees related to disposition, replication of non-military facilities, share of the contiguous municipalities and direct expenses consisting of relocation of informal 8 occupants, construction of site development projects, and administrative expenses. He pointed out that the shares of the AFP and the 14 government beneficiaries were directly remitted to the National Treasury. The Stakeholders Satisfaction Program, or now known as the Stakeholders Information, Education, and Communication (IEC) Program, is being conducted to create a better perspective and appreciation of BCDA amongst the members of the AFP and to educate them on the agency’s role in the AFP Modernization Program. Through the help of AFP Philippine Army Civil Military Operations Group (CMOG) headed by Col. Arnulfo Marcelo Burgos, Jr., who is the former AFP spokesperson and former head of the AFP Public Information Officer (AFP PIO), the BCDA conducted its annual AFP Forum at the Head quarters of the Western Command at Camp Artemio Ricarte in Puerto Princesa, Palawan last January 30-31, 2014. Arnel Paciano Casanova presented to the BOI press BCDA’s accomplishments for the year 2013 as well as its upcoming programs and projects for 2014. -MSS 14 Freeport/Ecozones SBMA posts new profit record of P1.2-billion by SBMA Public Affairs Department S UBIC BAY FREEPORT - The Subic Bay Metropolitan Authority (SBMA) has shattered its 2012 net profit record of P824 million when based on preliminary reports, it posted last year a net profit of P1.2 billion, the agency’s highest in its entire 21-year history. SBMA 2013 gross revenues of P2.09 billion and EBITDA of P992 million likewise posted the highest levels in the Agency’s history. Comparatively, the gross revenue of P2.1 billion that the agency generated in 2013 was 26.6 percent higher than the gross revenue of P1.6 billion in 2012. The growth in revenue came mainly from Seaport operations of P588 million an increase of 46% over 2013 and Regulatory operations of PP404 million which increased by a hefty 82% over the previous year. While net income was buoyed by favorable exchange rates, Chairman Roberto Garcia noted that SBMA’s earnings before interest, taxes, depreciation, and amortization (EBITDA) increased significantly by 52.2 percent from P652 million in 2012 to P992 million in 2013. This is the true test of the Agency’s effective strategic initiatives and the efficiency in the execution of such initiatives. “This has made 2013 another banner year in succession for SBMA, and we are pleased to report that our financial performance continues to improve substantially while investments also significantly exceeded the 2012 level,” Garcia said. Approved investments in 2012 of P3 billion spurted to P24.7 billion in 2013 or an increase of 723%. This will provide over 10,000 jobs over the next few years as these projects get implemented.
