BONIFACIO WAR TUNNEL
Whereas, BCDA is mandated under Republic Act No. 7227', as amended by Republic
Act No. 7917, to accelerate the sound and balanced conversion into alternative
productive uses of the military reservations and their extensions, to raise funds by
the sale of portions of Metro Manila military camps, and to apply said funds for the
development and conversion into alternative productive uses of these properties;
or
Whereas, BCDA is embarking on a project to Rehabilitate and Develop the Bonifacio
War Tunnel, located at the Bonifacio Global City into a historical museum;

Whereas, the nature of such undertaking necessitates the employment of a

consultant to determine the structural stability of the war tunnel; prepare a detailed
rehabilitation and restoration plan; conduct actual survey; and craft a concept
design for the development of the tunnel into a historical museum;
Whereas, the Approved Budget for the Contract (ABC) for the engagement of the
Consulting Services for the Detailed Engineering Study and Design for the

Rehabilitation and Development of the Bonifacio War Tunnel is Four Million Pesos

WHEREAS, the BCDA advertised the Request for Expression of Interest (REI) for the
aforementioned Consulting Services for the Detailed Design Engineer

Design for the Rehabilitation and Development of the Bonifacio War Tunnel in a

newspaper of nationwide general circulation and posted the same in the websites of
BCDA and PhilGEPS and in a conspicuous place reserve for the purpose in the

premises of BCDA continuously for seven (7) calendar days;
WHEREAS, among the contents of the Request for Expression of Interest (REI) is the

announcement that the evaluation procedure to be adopted is the Quality-Cost

WHEREAS, in response to the said advertisement, two (2) interested firms

responded and secured Eligibility Documents for the above services, namely: the
Joint Venture between Digiscript Philippines Inc. and EM2 A Partners & Co.; and
Philipp's Technical Consultants Corporation;
WHEREAS, the said two (2) proponents submitted their eligibility documents before
the deadline on 15 September 2014 at 10:00 a.m.;
Whereas, the results of eligibility check are the following:

24.1 (b) of the revised Implementing Rules and Regulations (IRR) of RA 9184 or the
Government Procurement Reform Act, which states that "...Each partner of the joint
venture shall submit the legal documents...";

up a shortlist from those who have been determined as eligible in accordance with the
provisions of Republic Act 9184 (RA 9184) based on the foregoing results, Philipp's
Technical Consultants Corporation was found "Eligible" for shortlisting;
Whereas, based on Section 9.2 of the Eligibility Data Sheet and Section 7.2.1 of the
Terms of Reference, the minimum score of 60% must be met to be shortlisted;

Whereas, the BAC-C Technical Working Group (TWG) recommended that Philipp's
Technical Consultants Corporation be included in the shortlist of consultants;

Whereas, upon review of the TWG evaluation report, the BAC-C concurred with the

recommendation of the TWG;

NOW, THEREFORE, we, the members of the BAC-C, hereby resolve, as it is hereby
resolved to:
1.
Declare Philipp's Technical Consultants Corporation as ELIGIBLE and
SHORTLISTED and be allowed to proceed with the bidding process;
2.
Issue Notice of Eligibility and Shortlist to Philipp's Technical Consultants
Corporation inviting them to submit its technical and financial proposals for
the Consulting Services for the Detailed Design Engineering Study and Design
for the Rehabilitation and Development of the Bonifacio War Tunnel.
3.
Declare the joint venture of Digiscript Philippines Inc. and EM2 A Partners &
Co. Joint Venture as INELIGIBLE.
