Q: Should we present a range of industry impacts (least, most likely, worst) or simply our view of the most likely impact? NDIA UWD 5 February 2013 Board Meeting NDIA Undersea Warfare Division (UWD) Proposed Top Issues for 2014 Tom Dion Greg Vaughn Tom Jones NDIA UWD 5 February 2013 Board Meeting NDIA Undersea Warfare Division (UWD) Proposed Top Issues for 2014 1. Partner with industry in identifying areas for Internal Research and Development (IRAD) Investment • Issue: IR&D funds available to supplement limited government funded R&D • Concerns: o Government partnering with industry will facilitate industry in making informed decisions on investing o Insufficient industry insight into Government near and long term priorities o Will need to assess competition implications o Will need to address IP issues 2. Expand industry involvement in the development of Concepts of Operations (CONOPS) • Issue: Government identification and development of Warfighter requirements and the CONOPS to support without full knowledge of what technologies and capabilities exist • Concerns: o Industry typically has a more complete view than Government of alternatives and opportunities to achieve mission success enabled by current and near term technologies and capabilities o Industry has the unique advantage of being able to identify those current and emerging near term technologies that can help shape CONOPS and readily provide an 80% solution to Warfighter requirements at low cost and low risk o Will need to assess competition implications o NDIA can be a major facilitator in this role NDIA Undersea Warfare Division (UWD) Proposed Top Issues for 2014 (Cont) 3. Clarify and improve alignment of Roles and Responsibilities between industry and Government laboratories • Issue: Industry and Government laboratories too often find themselves inappropriately competing for limited resources • Concerns: o Better alignment should promote allowing the Government laboratories and industry to minimize competition and promote synergy o Alignment of Roles and Responsibilities should focus on improving efficiencies in the acquisition process by allowing the Government laboratories and industry to do what each does best 4. Develop/identify a basic model to facilitate industry/Government interactions • Issue: Need to identify means to facilitate industry/Government interactions to enhance synergy and exchange of information to improve efficiencies • Concerns: o Government and industry interactions have become increasingly more limited during the pre-RFP phase of programs o Limiting information exchange negatively impacts the identification of opportunities for improved products, processes and solutions o Will need to assess competition implications NDIA UWD 5 February 2013 Board Meeting Joint Undersea Warfare Spring Conference Report 2013 Plan & Status - Cancelled 2014 Discussion • Wayne Jakubowski • Conference Chair • Greg Vaughn • Co-Chair NDIA UWD 5 February 2013 Board Meeting 2013 Spring Conference Plan • March 18-21 at ADM Kidd Club and Hyatt Islandia Hotel has been cancelled • Theme – was set and staffed with Flags ‘Defining the role of USW in Assured Access’ NDIA UWD 5 February 2013 Board Meeting NDIA 05 FEB 2013 EB\AC Board Meeting 2013 Spring Conference Plan (Continued) Planned Format • Monday • Board Meeting (Hyatt Islandia*) • Registration / Social (Hyatt Islandia*) • Tuesday • Day - Flag Plenary (ADM Kidd Club) • Evening - Mongolian Barbecue (Hyatt Islandia*) • Wednesday • Morning - Technical Plenary (ADM Kidd Club) • Afternoon – technical sessions (ADM Kidd Club) – Thursday (Morning only) – Technical sessions (ADM Kidd Club) *Last year of contract with Hyatt – evaluating other, less expensive alternatives for next year. Kisenwether • Fellowship Chair • 5 February 2013 • NDIA USW Executive Board NDIA UWD 5 February 2013 Board Meeting NDIA UWD Academic Fellowship Committee Report A little history courtesy of Jerry Bradshaw: ADPA Doctoral Fellowship Program Description: In 1990, the Undersea Warfare Systems Division established the “ADPA Undersea Warfare Fellowship Program” to select and fully fund the tuition of three PhD candidates at universities closely associated with the Navy’s undersea warfare community, starting with the 1990 Fall Semester. Objective: To attract outstanding young people to careers in science and engineering with specialization in fields particularly pertinent to undersea warfare. Participating Universities: Pennsylvania State University (PSU), University Park, PA University of Washington (UW), Seattle, WA University of Texas at Austin (UT), Austin, TX As taken from the 1995 ADPA UWD annual publication The fund was kept intact and transferred during the merger of ADPA and NDIA NDIA UWD 5 February 2013 Board Meeting Academic Fellowship Fund Status • • • • 4 September 2008 8 September 2010 4 September 2012 25 January 2013 $233,247 $238,287 $257,784 $256,347 Use of conference fees to fund the award was stopped after 2010. With the current outlay of $6000 to three students ($18K per year) the fund is not sustainable. At the 2012 Spring Meeting it was requested to propose alternative uses of the fund so the program can be selfsustaining. NDIA UWD 5 February 2013 Board Meeting Academic Year 2012-2013 Awards For this academic year the program was continued as is and $6000 was awarded to each of 3 PhD candidates. An article was written for the Spring Newsletter highlighting the awardees. • Todd Goodall Electrical and Computer Engineering University of Texas, Austin Interest in data mining and machine learning for classification • Andy Pickering Physical Oceanography University of Washington, Seattle Focus on internal waves generated by tidal flow over undersea topography • Andrew Pyzdek Acoustical Engineering Penn State University, State College Focus on fluctuation based processing for improved detection/discrimination NDIA UWD 5 February 2013 Board Meeting NDIA Academic Speaker Award • Select students from the Navy UARCs to make a presentation at the Fall and Spring Conferences. • Fall – Penn State or Johns Hopkins • Spring – University of Texas or University of Washington • Work with faculty at selected universities to select a cleared student whose research is relevant to one of the technical sessions. To support a presentation the student most likely will be closer to graduation and thus job exploring. • Let the student present his/her thesis research during the appropriate technical session. Conference attendance will provide the student insight to both the NDIA and Navy initiatives and needs, as well as the opportunity for public speaking. Industry gets a chance for introductions. USW Division keeps active involvement in student S&T education. • The fund could cover registration, travel/per diem, and a speaker’s honorarium. Estimated total $2,500 per student. Alternately we could continue to use conference fees to cover part of the cost, e.g., registration or travel expenses. • We can sponsor 2 to 4 students per year as the fund allows. Target maintaining the fund at 250K. (Ave. 4% return will generate 10K/year) (Ave. Last 4 years was 6K/year) NDIA UWD 5 February 2013 Board Meeting University Participation/Thoughts Contacts at peer institutions consider any award of benefit to their students and appreciate NDIA USW Division initiatives. • ARL:UT had a recent graduate that could support the new initiative but no current student in position in time for the Spring Conference. • APL:UW and ARL/PSU had students in position and nominated the following: • APL:UW, Andrew White Wavefront intensity statistics for broadband transmissions in the Philippine Sea • ARL/PSU, Alexander Sell Passive ranging using towed arrays in shallow water environments Both students submitted abstracts. Both topics seem to fall in the sensor session. Alerted Jose Rio to these submittals. NDIA UWD 5 February 2013 Board Meeting Summary • Awarded Academic Fellowships for CY 12/13 to three PhD candidates at 3 Navy UARCs • Replacing these academic education stipends with a speaker’s award to increase exposure of the students to industry and vice versa and provide flexibility to maintain the fund at the 250K level • Students selected and abstracts submitted • Decide on registration fees (recommend waive) • Decide on amount of award (recommend $2500) • Cover travel, per diem • Speakers fee NDIA UWD 5 February 2013 Board Meeting Undersea Sensors Committee Jose Rio, Chairman Juergen Keil, Deputy Chairman CAPT.
