Proposed Top Issues for 2014
1. Partner with industry in identifying areas for Internal Research and
Development (IRAD) Investment
• Issue: IR&D funds available to supplement limited government funded R&D
• Concerns:
o Government partnering with industry will facilitate industry in making informed
decisions on investing
o Insufficient industry insight into Government near and long term priorities
o Will need to assess competition implications
o Will need to address IP issues
2. Expand industry involvement in the development of Concepts of
Operations (CONOPS)
• Issue: Government identification and development of Warfighter requirements and the
CONOPS to support without full knowledge of what technologies and capabilities exist
• Concerns:
o Industry typically has a more complete view than Government of alternatives and
opportunities to achieve mission success enabled by current and near term
technologies and capabilities
o Industry has the unique advantage of being able to identify those current and
emerging near term technologies that can help shape CONOPS and readily
provide an 80% solution to Warfighter requirements at low cost and low risk
o Will need to assess competition implications
o NDIA can be a major facilitator in this role

3. Clarify and improve alignment of Roles and Responsibilities between
industry and Government laboratories
• Issue: Industry and Government laboratories too often find themselves inappropriately
competing for limited resources
• Concerns:
o Better alignment should promote allowing the Government laboratories and
industry to minimize competition and promote synergy
o Alignment of Roles and Responsibilities should focus on improving efficiencies in
the acquisition process by allowing the Government laboratories and industry to do
what each does best
4. Develop/identify a basic model to facilitate industry/Government
interactions
• Issue: Need to identify means to facilitate industry/Government interactions to
enhance synergy and exchange of information to improve efficiencies
• Concerns:
o Government and industry interactions have become increasingly more limited
during the pre-RFP phase of programs
o Limiting information exchange negatively impacts the identification of opportunities
for improved products, processes and solutions
o Will need to assess competition implications

• Will the Spring Conference survive or is this strictly
a timing issue with the current budget battle and
funding ambiguities?
– We should try to keep alive – but need to be sensitive to funding
and political realities.
– Timing of push can be very critical to its success
• Carry over same theme in 2014 – or update?
– Recommend we evaluate as we get closer
• Cost cutting measures to lower cost of 2014

Past Charter Provisions
Emeritus Membership Status has the purpose of providing a way for
continuation of service after leaving the active workforce. This special
membership status represents a small cost for NDIA to maintain valuable
support. There may be no more than 3 members holding Emeritus status at
any one time. Emeritus members may be removed at the discretion of the
Chairman. To be eligible for Emeritus Status the candidate must meet the
following criteria:

Must make a commitment to serve
The term of membership shall be for three years with an option to renew for an

ADPA Doctoral Fellowship Program
Description:
In 1990, the Undersea Warfare Systems Division established the “ADPA Undersea Warfare
Fellowship Program” to select and fully fund the tuition of three PhD candidates at universities
closely associated with the Navy’s undersea warfare community, starting with the 1990 Fall
Semester.
Objective:
To attract outstanding young people to careers in science and engineering with specialization in
fields particularly pertinent to undersea warfare.

Pennsylvania State University (PSU), University Park, PA
University of Washington (UW), Seattle, WA
University of Texas at Austin (UT), Austin, TX

The fund was kept intact and transferred during the merger of ADPA and NDIA

Use of conference fees to fund the award was stopped
after 2010. With the current outlay of $6000 to three
students ($18K per year) the fund is not sustainable.
At the 2012 Spring Meeting it was requested to propose
alternative uses of the fund so the program can be selfsustaining.

Newsletter highlighting the awardees.

•
Select students from the Navy UARCs to make a presentation at the Fall and Spring
Conferences.
• Fall – Penn State or Johns Hopkins
• Spring – University of Texas or University of Washington
•
Work with faculty at selected universities to select a cleared student whose research is
relevant to one of the technical sessions. To support a presentation the student most likely will
be closer to graduation and thus job exploring.
•
Let the student present his/her thesis research during the appropriate technical session.
Conference attendance will provide the student insight to both the NDIA and Navy initiatives
and needs, as well as the opportunity for public speaking. Industry gets a chance for
introductions. USW Division keeps active involvement in student S&T education.
•
The fund could cover registration, travel/per diem, and a speaker’s honorarium. Estimated
total $2,500 per student. Alternately we could continue to use conference fees to cover part of
the cost, e.g., registration or travel expenses.

• Awarded Academic Fellowships for CY 12/13 to three PhD candidates at 3 Navy
UARCs
• Replacing these academic education stipends with a speaker’s award to increase
exposure of the students to industry and vice versa and provide flexibility to maintain
the fund at the 250K level

• Decide on registration fees (recommend waive)
• Decide on amount of award (recommend $2500)

for leverage opportunity.
– Hard for them to do both and no bench strength or approval to to send additional folks.

• Study will be conducted in accordance with the NDIA/UWD Charter
and the DOD policies and procedures for No-cost technical studies
for the Department of the Navy
• Study customer is ONR 332, Dr. Wallace Smith
• Study Acquisition Source is TBD but per DOD has to be CNA or
other FFRDC, Naval Post Graduate School or Naval War College
• Study will be conducted at no industry cost to the Government
• The Study will be classified with an unclassified report

– (1) Each study topic requirement shall be widely publicized and
open to all industry, scientific and academic entities with the
requisite security clearances that wish to participate
– (2) Resulting study reports, whether interim or final and
irrespective of classification, shall not include any proprietary
data or trade secret information and will be available for
dissemination to the public, unless the report is classified
– (3) Study Acquisition Sources: (a) Center for Naval Analysis or
another Federally Funded Research and Development Center
(FFRDC), (b)Naval Post Graduate School, (c) Naval War
College
