CELEBRATING 25 YEARS
THIS IS SERVING THE
FILIPINOS FOR
25 YEARS
Since the first telegraph in 1844, and in later years with
telexes, Western Union has been about connecting
communities with each other. With the world diaspora
at its height, the company has grown and evolved to
respond to the changing needs of people to communicate
and link them up with their countries of origin. Today,
Western Union is a global leader in money remittances,
reaching out to 200 countries and territories1.
For 25 years, Western Union has been serving the needs
of Filipinos in money remittances. Understanding the
Filipino tradition and culture of reciprocating and giving,
Western Union is committed to making it easier for
overseas Filipino workers to send money to their families
back home. With over 3,700 Agent locations here in
Australia1, Western Union has made it easier for Filipinos.
Western Union users also have a choice of options for
sending money to their families – either via an Agent or
via the internet. Money can be transferred directly to the
recipient’s bank account or picked up at an Agent location,
wherein the money is available for collection in minutes2.
Last year, as part of the company’s 25th anniversary
of providing service in the Philippines, Western Union
honored 25 overseas workers, the Heroes for Better, for
their selfless sacrifices for others.
In addition, official 25th anniversary stamps and coins
were released to commemorate the occasion, plus a
Guinness World Records title for the largest coin mosaic
was achieved. The value of the coins used was donated
to provide multimedia educational tools to 25 selected
public schools. With education as the emphasis for
betterment, P25,000 grants were also given to 25 cadet
scholars to assist them in pursuing their careers.
“It’s our way of giving back to the Filipino people – the
people who have helped us become what we are
today,” said Patricia Riingen, Senior Vice President for
Southeast Asia and Oceania Region at Western Union.

Meet Our New Brand Ambassador
John Lloyd Cruz
A familiar face on Philippine screen and
television, John Lloyd Cruz has signed
up as Western Union’s new Brand
Ambassador. He is one of the Philippines’
most in-demand actors and undeniably
one of ABS-CBN’s hottest properties.
Starting off as a teen idol in 1996, John
Lloyd Cruz glittered as Star Magic’s batch
55 and his meteoric rise to fame has been
beyond his wildest dreams. Despite a
string of TV and movie box office hits, his
fans can’t seem to get enough of him. He
is best known for his teleserya (TV series)
“It Might Be You”, “Maging Sino Ka Man”
(Whoever you may be), and “Immortal”.
John Lloyd has been paired off with some
of the prettiest leading ladies in the
Philippines, like: Sarah Geronimo and
Bea Alonzo. The latter remains to be a
love team favourite on and off screen,
much to the thrill of his fans.
John Lloyd is a multi-award winner
including the much coveted Filipino
Academy of Movie Arts and Sciences
(FAMAS) Best Actor Award in 2011 for
his role in “Miss You Like Crazy.” Over
10 years, he has consistently received
awards handed out by the most
prestigious industry organisations.
From 2010 to 2014, John Lloyd has been
dubbed consistently the Box Office King;
was third in the 100 Most Beautiful Stars;
and is considered the third most powerful
celebrity in the Philippines today. He
won in 2010 the FAP Luna Award for Best
Actor and Empress Gold Screen Best
Performance by an Actor in a Leading
Role. His boyish good looks combined
with his fine acting abilities have also
made him the perfect choice for the
Students’ Awards.
From the romantic tear-jerkers genre, looks
like John Lloyd is moving on towards
more serious roles. His latest “Honor Thy
Father” sees him at his dramatic best,
which won him the Best Actor title at the
2015 Metro Manila Film Festival.

Goodbye, Jess and Alma Remo
The news last 10 March
about the death of wellloved Filipino couple, Jess
and Alma went like wildfire and left the Filipino
community distraught. The
Remo couple, together with
their daughter Jessa, 19,
were driving to work on
Hopkins Road in Truganina
when their car collided with
a truck.
“Our family would like to
take this opportunity to express our sincerest appreciation for the thoughtfulness
presented to us and love we
have been given during our
time of bereavement,” says a
thank you message from CJ,
Jessa and Matte, the three
orphaned children of Jess
and Alma.
The two groups, the Filipino Friendship Group of
Melton Inc and the Triskelion Melbourne Council of
Victoria have been assisting the family by holding
masses and collections of
donations.
On 30 April, 2016, Triskelion Melbourne will spearhead “A Tribute Night for
Jess and Alma Remo” to
raise funds to assist the
three Remo children. The
tribute is scheduled at 6pm
at St. Bernadette Community Centre in Sunshine
North. One Vision Aid will
also be a major part of the
fundraising event.

Cultural Diversity
Week (12-20 March), Victoria’s annual celebration of
multicultural diversity, was
officially launched last 12
March by Victorian Premier
the Hon Daniel Andrews MP
at the Premier’s Gala Dinner.
Around 1400 members of
Victoria’s diverse communities attended the glittering
event held at the Melbourne
Convention and Exhibition

Victorian themed threecourse meal and live multicultural performances.
Speakers at the event included the Chairperson of
the Victorian Multicultural
Commission, Ms Helen Kapalos, the Premier of Victoria
the Hon Daniel Andrews
MP, the Minister for Multicultural Affairs the Hon
Robin Scott MP and Leader
of the Opposition, the Hon

support for Victoria’s multicultural communities and
the state’s diversity.
A social media success
#StandInHarmony was
trending on Twitter on the
night with people taking
the opportunity to join the
conversation and show their
support for Victoria’s multicultural diversity.
Ms Kapalos said: “The
night, was a huge success,
ran very smoothly and was
an honour and a pleasure
to be part of. The level of
support shown by everyone
who participated, everyone
joining in with the celebrations was really wonderful
to see – the whole evening
was genuinely inspirational
and is testament to the level
of support there is across the
board for Victoria’s multicultural diversity.”
This year’s theme is ‘Together we stand in harmony’,
shining a spotlight on Victoria’s diverse musical heritage
and the ability of music to
transcend cultural barriers,
bringing people together in
a spirit of celebration and
harmony.
Presented by the Victorian

editorial
Health is wealth
Living in a fast-paced world where many
things are ruled over by money and other
things we need and want, we cannot help but
keep up with the pace that drives many of
us to attain them. We work too hard to earn
decent to good wages; we eat what are easily
served than what are inherently nutritious
and healthy, some of which takes time to
prepare through proper cooking; we work too
long yet also sleep so little; we tire ourselves
more than we could rest; and when we are
sick, we result to artificial medications than
what nature provides for our healing.
As a result, we compromise our health in
attaining wealth gotten through our work,
apart from the so-called natural process of
“wear-and-tear” also known as aging, by
hastening or aggravating on it.
At its bad, we end up looking older than
we could be; tired than we should be lively;
or worst, sickly than we are healthy. Our
overall lifestyle has been intoxicated by
the demands of our day-to-day living. We
are basically poisoning ourselves with our
developed lifestyles as we adapt to its demands and pace changes.
We are more likely to do what makes us
profitable when we are in a healthy body
than we are paying for recuperation when
we are sick. Cliché as it may seem, but the
proverbial “health is wealth” saying still
applies to this day as it had back in the
past and whose logic remains true time
and time again.
Recently, the warnings involving the toxicity of a stressful lifestyle has never been
more apparent than it normally has with the
sudden influx of prominent individuals in
show business going through early demise
as a result of poor health unnoticed.
If you are into Philippine show
business, then it would probably
come as a shock to you when
renowned Filipino TV and film director Wenn Deramas known for
his comedy movies was reported
dead due to a case of cardiac
arrest, only to be followed by
another case of a different director— Francis Passion who directed
the hit TV show “On the Wings of
Love”. He died due to the same
condition in just a week or so.
But just as two directors dying
due to poor health conditions
are not scary enough, then three
probably will – at around the
same day Passion was found
dead on March 6, another veteran in the showbiz industry,
Cornelia “Tita Angge” Lee was
said to be struck by a massive
heart attack which rendered her
in critical condition and even
pronounced dead on arrival at the
hospital but was lucky enough to be
revived.
When asked as to the potential root cause
of these incidents, Quark Henares, another
film director, points the blame to the poor
working hours every film director has to
endure as part of work which likely leads
to exhaustion no one knows about but the
person inflicted with it.
Yet, the same is also true elsewhere where
poor health causes people their demise they
would have prevented should they have
lived a healthy lifestyle.
Be active. Eat healthy. Stress less. Rest
More. It’s simple, really.

Heroes For Better
As part of the 25th Anniversary celebrations of
providing service in the
Philippines, Western Union
honored 25 Filipino overseas
workers from around the
globe, in recognition of their
sacrifices and their outstanding contribution that has
impacted the Philippines
positively. With more than
10 million Filipinos living
in other countries and supporting families back home,
it was a fitting tribute. These
are overseas workers who
have inspired and who gave
more than they ever thought
they could. They are ordinary individuals who have
done the extraordinary.
Voting in the Heroes for
Better campaign was conducted on social media and
the nominee who garnered
the most “likes” received a
gift of $25,000. The winner
of “Heroes for Better” was
RJ Garcia, a businessman
and a migrant, for his Appledrive project which provided
apples to children in remote
areas in the Philippines, who
had never even seen an apple, let alone tasted one. His
desire for “an apple a day”
for children has evolved into
an advocacy on nutrition
and healthy lifestyle.
“The more people know
about how much of an
impact they can make at
teaching kids how to eat
healthily, the more people
will want to get involved,
and the more kids will learn
about these better lifestyle
options,” Garcia says.
The award was a celebration of the life of a migrant
- their story, their sacrifices
while overseas, coping with
the pangs of loneliness,
and their eternal hope of
providing a better life for
their families back home.
Advocacies varied from
providing classrooms and
better education in remote
areas; providing shoes for
children; relief assistance
for victims of disaster stricken areas; refugee assistance
and livelihood programs.
Some championed the migrant’s voice for recognition
of overseas qualifications,
better working conditions
and pay, and language assistance to help them assimilate faster in their chosen
country of residence.
“The Heroes for the Better campaign is Western
Union’s way of putting the
spotlight on the efforts and
achievement of Filipinos
around the world across
various advocacies, such
as: education, health, livelihood, science and technology, culture, arts, or volunteerism. These are people
who have given their time,
money, skill and expertise
to make a positive change,
and we wanted to share it
to the country and to the
world,” explains Patricia
Riingen, Western Union
Senior Vice President, Southeast
Asia and Oceania.

Marginson in International Women’s Day celeb
Melba Marginson, Executive Director of the Victorian Immigrant and Refugee
Women's Coalition (VIRWC),
was one of the lead figures
of Filipino-Australians in
the celebration of the International Women’s Day. On
March 10, she was one of the
panel speakers at Melbourne
Playback Theatre’s (MPT)
celebration of International
Women’s Day. She joined
Clementine Ford, Jane Gilmore and Tammy Anderson
in “The F-Word: Celebrating
International Women’s Day”,
the first in a Question and
Answer series by the MPT.
The Northside Magazine
highlighted the role of the
Filipino community in the
introduction of the DV legislation. “I believe that the
only ones who can release
themselves towards achieving their goals are the women
themselves. It’s really important that they get educated
about their rights, their importance in the world, about
what they can do together
and individually,” she was
quoted saying. “The three
most difficult issues faced
by refugee and immigrant
women are social isolation,
family violence and lack of
employment opportunities,”
she added.
Marginson was also interviewed about feminism by
Aphra Magazine. “A feminist
is someone who is actually aware of the issues of
women, and when we say
women [we mean] generally
women, but as well aware of
particular and specific issues
that specific groups of women also have. I, for example,
am working with immigrant
and refugee women and
international students too,
so multicultural women is
my specific concern. To be
a feminist is to be aware of
those issues that impact on
women and at the same time
be aware of our abilities as
women and how we can actually change the world and
believe in our abilities compared with the other gender,”
she said in the interview.
Part of her interview
Aphra Magazine: What advice do you give to young
women who feel frustrated
by barriers they face as a
result of gender discrimination?
Melba: I have a 19 year
old daughter and you are in
this generation where you
are told to be assertive and
often society, or people make
the mistake of tapping you
on the shoulder and saying,
go for it, you can do it. But
it’s not that easy because
there are so many trappings,
wherever you are, whether
in churches, or in the community agency, whatever
institution you go to, the
ladder of success is actually
most open for men and not
for women. You have to be
really smart in how you negotiate your rights and what
sort of networks you should
be part of.
Networking is so important, don’t do it alone, you
need support at every level
and also always think of
the more vulnerable and
the more marginalised of
women, put yourself in their
shoes. So that you won’t forget what feminism is really
all about. I get a bit disappointed when I see young
women going up the ladder
and forgetting that there
are millions of other women who are far less lucky
than them and look down
at women.
Melba Marginson (second from right) with Fred Jover (right) and Victorian Premier the Hon Daniel
Andrews MP at the Premier’s Gala Dinner last 12 March and another guest.
You know, those women
who are in parliament saying it’s about merit. Hello,
what merit are you talking
about, what context of merit
you are talking about? You
get jobs not always based
on merit, it’s because the
men allow you to get that
job. That’s why it’s important, the collective power of
women to assert their rights
is so important but it has
to be founded in wisdom,
in maturity, in awareness,
self-awareness, that you are
just one of the many and you
look at the many and you
have responsibility for the
many, not only for yourself.

2016 International Women’s Day at Auburn
The Auburn Centre for
Community was standing
room only on 10 March
as women from culturally
and linguistically diverse
(CALD) and mainstream
Australian communities
gathered to celebrate International Women’s Day.
Dr. Cen Amores, Founding
President of the Alliance
of Philippine Community
Organisations Inc. (APCO)
and Public Officer of Auburn
Small Community Organisation Network Inc. (ASCON),
took the opportunity to actively engage with women
from cross-cultural backgrounds and took photos of
the various segments of the
day’s program.
A brief opening program
included cultural performances from various ethnic
groups and the launch of
the book, “The Art of Diversity” authored by Najla
Turk.
Demonstrations, interactive activities, craft exhibitions, talking circles, garden
programs, health and wellbeing and kids’ activities
made the day fun and enjoyable for all. Multicultural
food and drinks were provided free for everyone to
enjoy. (Richard J Ford)

“These ideas are providing
solutions to real-world problems in key industry areas
such as medical technologies, advanced manufacturing and food and agribusiness.”
As well as Minomic’s new
blood test, the funded projects include:
• clinical studies required
to seek international
partners for a sternal
protection device that

O give thanks to the LORD,
for He is good: for His mercy endures forever. Psalms
107:1
When I hear my daughter
say: “Thank you mom for dinner… for coffee… for picking
up Eva…” my heart leaps.
The spirit of gratitude is like
music to one’s ears.
One person whose life is
one song of thanksgiving is
Timmie Barber who turns
90 this year. By the time
this article is published, we
would have celebrated Timmie’s milestone with friends.
With no family to call her
own, here or overseas, Timmie’s life is a testimony of
God’s goodness despite her
aloneness. Often people hear
her say: “Praise the Lord!”
“Thank you Lord!”, and she
expresses her gratitude unashamedly, sincerely and
earnestly.

Isabel Sodusta. Her dad was
a certified public accountant
and her mom a certified
nurse. Both passed away in
their 60s.
She was educated at the
American International
School, and graduated from
Siliman University with a
degree in education. She
later became a teacher for
two years in their town, but
the family moved to Manila
so his father could teach
Mathematics.
Her father wanted her
to go to America to pursue
her music career as she
also graduated with a bachelor’s degree in music. But
unfortunately he passed
away. Timmie decided to
try her luck in Australia and
brought her adopted son, an
Iranian national whom she
helped educate when his father died in Iran. He finished
architecture. In 1998, he
passed away due to stomach
cancer, aged 45.
Timmie busied herself and
founded the Modern Filipiniana Modelling School,
teaching her students poise,
refinement, grooming, and
confidence. She became
a popular tutor to candidates of Philippine beauty
pageants and could turn
even the “stiff ” or “most
awkward” contestant into a
potential winner.
At 65, she retired from this
profession to rest and pursue
her spiritual goals. Timmie’s
intimacy to her faith started
in her early childhood, being
member of a choir, and later
became a music director in
church events back in the
Philippines. She has been a
devout Catholic all her life
and this is where she spends
most of her time now- serving at St Augustine’s Church
in Bourke Street, Melbourne
in many different ministries
as a volunteer.
When her adopted son
died, she experienced a
trial of faith, but persevered
and held on to her trust and
devotion to God more, as
the periods of aloneness resurfaced. But God, she says,
is a Father who provides for
her needs- small and big. Every day is a day of miracles
for her. All she needs to do
is trust.
When she was about to
find herself “homeless” she
was rescued by the Department of Human Services
who gave her a lovely one
bedroom apartment, overlooking the beach at a decent, quiet environment,
where she now lives. When
she needed a fan, she ended
up winning a raffle for one.
She goes to Bingo regularly
to socialise, catch up with
friends, evangelise, and win
some pocket money. She
says it is also good for brain
health.
At 90, she has no medication, has not been confined
in hospitals with major illnesses and can still walk
around. I asked what her
secret is. I joked it could
have been the absence of
stress from a husband and
children! And we laugh!
At 90, she knows that
death is around the corner
and her perspective about
it is positive. She says that
if the good Lord wants her
home, she is ready anytime and she is not afraid.
Her love for Jesus is strong
enough for her to believe
He will take care of her until
the end.
Thus, she does not complain, grumble or get upset
by life’s many quirks. She
takes one day at a time and
is very grateful for all the
blessings she receives.
As she has no immediate kin, we have adopted
each other as family. We
have sat together for her
Advanced Care Planning,
and discussed her pathway when that critical time
comes, which alleviates my
angst since I know precisely
what she prefers when that
life-changing moment transpires.
Max Lucado shares: “The
grateful heart is like a magnet
sweeping over the day, collecting reasons for gratitude.
A zillion diamonds sparkle
against the velvet of your
sky every night. Thank you,
Port Adelaide Group

A Celebration of
Ministry - Rev.
James S. Murray
N.Elaine A. Valenzuela-Jimenez
Last Valentine’s Day
(14 February) was a day of
loving and a service day of
release for Rev. James Stewart Murray who retired on 29
February. Pastor Jim as we
fondly call him is married
to Helen with two childrenKen and Joanne. He became
the Minister of the Word at
St. Albans Uniting Church
in Australia (SAUCA), the
home of the first Filipino
Congregation and at Sydenham/Caroline Springs Uniting Church in Australia in
September 2011.
He has lead Christian
Education programs that
assisted members to wrestle
with issues of faith in a
changing world. In regards
to this, working with the
elders and Mission team at
SAUCA and “HealthWest”
he helped to obtain funding
for two - Project 3021 community services program
such as monthly Community Lunch and monthly
Morning Tea for the elderly.
Additionally, SAUCA, with
Pastor Jim’s assistance, received a grant from the Lenten Share Appeal to assist
the Vietnamese fellowship
in their Community Service and their weekly Elev8
program which assists students to do their homework
after school. Working with
the Presbytery, he helped
SAUCA/Sydenham-Caroline
Springs in their successful submission to BOMAR
(Board of Mission and Resourcing) to partly fund
a Regional Multicultural
Youth Worker. At Sydenham/Caroline Springs, Pastor Jim and the leadership
group initiated a number
of outreach events and developed a good relationship
with the local Neighbourhood House. There are
also different Bible Study
groups held in St. Albans,
Werribee/Hoppers Crossing,
Craigieburn/ Broadmeadows
and Sydenham/Caroline
Springs.
The service of release for
Pastor Jim coincided with
the 24th Anniversary of
St. Albans Uniting Church
which is indeed a celebration of ministry. The joint
choir of St. Albans UCA and
Sydenham-Caroline Springs
UCA sang Cornerstone as
their farewell song to Pastor
Jim giving thanks to God for
his great faithfulness.
Pastor Jim, we will be
missing your relaxed style of
working and down to earth
approach which has helped
many people understand
the gospel in a way that is
relevant for today. May the
rest of your journey be full of
God’s gift of grace and love.

Philippine Festival of Music Arts
and Culture a success
The success of any Philippine Festival lies in food
and entertainment. If food
is scarce and people would
queue for hours to buy their
most-awaited Pinoy dishes
and desserts then for sure
you could hear complaints.
The Second Philippine Festival of Music Arts and Cul-
ture held last 12-13 March
2016 at the Polish Syrena
Community Centre in Rowville was a perfect venue
for those missing Filipino
dishes. Menudo, dinuguan,
Filipino barbeque, kare-kare,
afritada, lechong kawali
and yummy halo-halo and
banana que were readily
available and boy, they were
so yummy!
EMG Sports and Entertainment Network led by
Ed and Obeth Guevarra
organised again a family
event Festival where friends
and family members shared
food while they watched free
entertainment. The stalls for
business owners provided
opprotunity for revellers to
try and enquire about goods
and services that appealed
to them. The Festival was attended
not only by Filipinos but
even Greeks, Australians,
Indians and more. After all,
the food, fun and laughter
hold no boundaries.
A staunch supporter of
any activity that would preserve the Philippine culture
and tradition, Ed Guevarra
made sure that FilipinoAustralians of all ages, from
3 to 93 years, took part in the
preparation and celebration
of the event. While most
of the Filipino events are
held in the west side, this
Southeast Festival is a welcome move because of the
growing number of FilipinoAustralians in the area.
There was non-stop entertainment from singers, dancers, bands to comedians,
Donita Nose and MC.

THAD MANGALINO
Watching inspirational movies is a favourite
pastime of mine, I love being
taken on a journey where the
hero is faced with adversity,
a huge mountain to climb
and overcomes the hardships
and the end you see them
with their hands raised up
high in victory. Movies like
“Rocky 3” when Rocky Balboa lost to Clubber Lang who
was played by Mr. T, caused
Rocky to search deep within
him, change his approach
and get back that “eye of the
tiger”. The movie “Slumdog
Millionaire” in which the
main character Jamal was
faced with an obstacle and
nothing was going to stand
in his way to meet his idol
Amitabh Bachchan and get
his autograph. Lastly, the
movie "Run Fatboy Run"--it
is a comedy but watch it and
you can learn something and
get inspired.
The monologue from
Shakespeare’s “As You Like
It” in which the character
describes the seven ages of
man where he compares the
world to a stage and life to
a play; yes, you know the
one. “All the world is a stage,
and all the men and women
merely players; they have
their exits and entrances, and
one man in his time plays
many parts.” What I am getting at is this; your life is a
movie in which you are the
main star, the director, the
writer, the producer, and the
casting agent. Everyone that
enters and leaves your life or
certain chapters in your life
play a significant role in making your movie. There will be
a different range of characters
that will enter your life and
they will deliver their lines
and will exit the scene. They
do however leave you with
valuable lessons just like
Play Your Movie
an Aesop’s fable. Now what
you do with the lesson is up
to you.
You are in control with
the plot; you have a script
(your goals), stick to it and
deliver your lines eloquently
and with certainty. Work
the camera angles (reframe
your focus), focus on what
you want. Give some room
for improvisation, there will
be times where the person
opposite you will throw you
something that you are not
ready for. Stay alert and
work with what is in front of
you. Lastly give your movie
some substance, make it
meaningful to you and others
around you. Don’t make it a
sub-standard release; make
it a classical blockbuster that
everyone will get inspired by
your journey and talk about
for a very long time.
Until next time, Stay FOCUSED.

Cancelled Permanent Visa Reinstated
FELIX CARAO
Filipinos come to Australia with the hope of a
better life for themselves
and their families. Many are
successful and find gainful
employment, build a family,
or put up their own businesses. However, some are
not as lucky since they have
to deal with visa cancellation due to various reasons.
Having a visa cancelled can
be devastating for it destroys
a pinoy’s dream of a better
life. Are you one of those
people who are struggling
with visa cancellation? If so,
it is not the end of the world.
You still have other options.
Take the case of Mr. Santos who came to Australia
in April 2014 after a grant
of Subclass 115 (Remaining relative) Visa. He was
sponsored by his father who
arrived in Australia on 23
June 2007 on a Temporary
visa. While in Australia, Mr.
Santos’ father applied for a
Permanent Residency visa in
2009, including his wife and
children in the application
and was granted the visa in
2010. The whole family migrated to Australia in March
2010, with the exception of
Mr. Santos. After his family’s migration, he lodged an
application for Subclass 115
visa in October 2010 in Manila. The visa was granted to
him on 09 April 2014; thus,
he came to Australia to live
with his family.
Mr. Santos has a girlfriend in the Philippines
and a child with her. After
3 months of Mr. Santos’
arrival in Australia, his girlfriend lodged an application
for Partner visa in Manila
stating that she was in a
de-facto relationship with
him, without knowing the
exact meaning of de-facto
and without consulting a
registered migration agent.
Unfortunately, due to some
misunderstanding and confusion caused by the girlfriend’s visa application, Mr.
Santos’ visa was cancelled
on 22 June 2015.
Mr. Santos’ visa was cancelled under Section 109
because according to the
Visas Cancellation Officer,
he did not comply with Section 101(b) of Subdivision
C of the Migration Act by
providing incorrect answers
to the Department. When
the Department Officer interviewed Mr. Santos over
the phone on 10 Jan 2013,
he stated that he had a girlfriend and a child together
with her, but they did not
live together. After examining all the evidence, the case
officer concluded that “they
did live together” and were
in a de-facto relationship.
After receiving his visa
cancellation notice, Mr.
Santos immediately asked
for the advice of an accredited migration agent. After
obtaining all the relevant information, they made an appeal for a review of the visa
cancellation at the Migration
Review Tribunal. On behalf
of Mr. Santos, the migration
agent filed a submission
which provided evidence
why the visa should not be
cancelled. Such evidence
includes documents and
photographs to prove that
Mr. Santos was not in a defacto relationship with his
girlfriend. The submission
explained that the filing of
the girlfriend’s Partner visa
application form and the
preparation of the documents were done with the
assistance of Mr. Santos’
sister, who proved to be
not knowledgeable enough
about Migration Law. She
also instructed the girlfriend
to state that she has been
living with Mr. Santos since
2012 because she knew that
to prove that they were in a
de-facto relationship, their
relationship must be at least
12 months. Although the
sister’s intention was good,
she influenced Mr. Santos
and her girlfriend to disclose
incorrect information.
After realizing that the
girlfriend filled wrong information in the visa applica-
tion form, with the advice
of the migration agent, Mr.
Santos and his girlfriend
immediately withdrew their
Partner visa application.
The evidence submitted to
the Tribunal was reviewed,
and on 12 January 2016 it set
aside the previous cancellation of Mr. Santos’ visa and
substituted a decision not to
cancel the said visa.
As this case shows, credibility and honesty, and most
of all a deep understanding
of Migration Law, are the key
to your application approval. This is why you should
employ an experienced,
professional, and reputable
migration agent to maximise
your chances of your visa
being approved.

This particular requirement is crucial to the visa
application of a student. It
can be refused or declined
accordingly. Under sub
clause of 572.223 (1A) ( c )
of the Migration Regulations
as amended, this requirement is set out as follows, “
572.223 (1A) ( c ) Minister is
satisfied while the student
holds the visa , the applicant
will have sufficient funds
to meet:
• cost and expenses
required to support
applicant during the
proposed stay;
• the cost and expenses
to support each member of the (if any) of
the applicant’s family
unit.”
There are issues involved in
the assessment of the appli-
cation where the applicant
should continue to prove
that he is a genuine student
and has financial capacity to
remain as student. In Ajay
Malik (see 909808 MRTA
140 (19 January 2012) this
student, after he enrolled
and finished his study under
subclass 573 visa (Higher
Education Sector) with Diploma in Community Work,
wanted to apply for sub
class 572 to further study
diploma in Frontline Management. (Please note that
the above decision is not
a precedent) but this is a
simple illustration how the
application can go to this
extent. He was then required
to provide his English proficiency level and his health
insurance cover which he
unfortunately failed to provide and therefore his visa
How much is sufficient
funds in Student visa?
was refused.
His application and financial capacity under sub
clause 572.23 (1A) or Schedule 5A has to be determined
accordingly. Although the
delegate of the Department
of Immigration and Border
Protection did not ask for his
evidence of funds at the time
of application, the Tribunal
wanted to see how his financial capacity looked like until he finished his additional
course. But unfortunately,
he did not have 6 months
savings prior to the application. So, the decision of the
DIBP that the student was
not a genuine student under
sub clause 572.223 (2) of the
Migration Regulations and
did not have financial capacity to undertake the course
under Schedule 5A405 was
then affirmed.
Now, as an estimate, the following calculation is made up to determine how much is needed
to calculate the sufficient funds under the above legislation.
Expenses
Per person
Amount required in Australian dollars.
Travel
applicant
return airfare
Family members
one (1) return air fare to Australia per person
Tuition
applicant
course fees
School children aged 5-18 $ 8,000 per year
Living expenses applicant
$18,610 per year
Partner
$ 6,515 per year
First child
$ 3,720 per year
Each other child
$ 2,790 per year
OHSC
The cost of insurance varies and depending on the type of cover.
Example:
Total funds required to show for one (1) applicant is:
Travel expenses
$ 2,000.00
Tuition fees
$ 9,000.00
Living expenses
$18,610.00
Insurance over 2 years $ 825.00
Total funds required
$30,435.00

Message: Realities of Life
Lorna Ramirez
Just a simple, gentle
squeeze on your hand from
someone you love, can mean
a thousand things. A wonderful token of love, affection, care, understanding,
support and much more. It
can be easily felt within your
heart, a simple gesture, yet
stronger and powerful, than
any spoken words.
I do believe, it’s not only
saying “I love you,” but it’s
all about caring and even
doing sacrifices if needed
for someone you love.
Love for me is the
essence of what life is all
about, happy are those who
are surrounded with loved
ones; faithful friends, and
most of all loving families.
These are the very people
who will always be there
for you regardless of what
you are.
Of course it is not always
easy for us to make choices,
at times we falter along the
way. People will despise,
criticise, but you can still
manage to be strong. You
know there are those who
believe in you. They are the
reason for your inspiration
to fight back until you can
achieve your dreams and

An excerpt from
“My Innermost
Thoughts”: “Why
would I want all the
wealth in the world?
Why would I want all
the fame and glory,
where I don’t know
who are my real friends
and enemies? Yes it’s
true, there are those who
have both fame and glory,
yet they don’t have the peace
within themselves. Out of
desperation, their only
way is to drown in drugs
and alcohol, and then find
themselves more confused,
that will lead them to selfdestruction and even death.
I don’t envy them. I think as
long as I have enough to live,
surrounded with people I
love and trust, I feel I am the
luckiest person on earth.”

Wanted: A Non-Plundering Vice President
Michael Henry Ll. Yusingco
MELBOURNE, Australia
(MindaNews / 24 March) –
The sad fact is Filipinos have
not been properly invested in
choosing a good Vice President (VP).
Joseph Estrada, the VP of
President Fidel V. Ramos,
is a convicted plunderer,
pardoned only by Gloria
Macapagal-Arroyo, the VP
who succeeded him after his
unceremonious and abrupt
departure from Malacañang.
True to script, Mrs. Arroyo
was also indicted of plunder
after her term as president
ended and is currently detained while her trial carries
on. And no longer a surprise,
the current VP and probably
the most feared candidate in
this year’s presidential race,
Jejomar Binay, is battling
plunder accusations left and
right. And if it were up to
the Ombudsman, he may be
on his way to the detention
center as well.
This VP can be our strike
three. But we should not allow this to happen. We must
instead do everything we can
to end this cycle of plunder. It
is thus imperative for voters
to see this year’s Vice-Presidential contest in an acutely
different light.
Let us set aside the conventional view that the VP is
a mere “spare tire”. Because
the holder of this post does
not necessarily have to be a
lame duck official or a lackey
of the administration whilst
in office.
On the contrary, the VP can
be a stalwart in government.
She can champion reform
advocacies in the Cabinet
with the power of persuasion which no other official
in the executive branch can
ever have.
It is just so unfortunate
that none of our most recent
VPs have lived up to this
potential. Seems the desire to
plunder the national coffers
always gets in the way.
After a particularly divisive electoral exercise, forging national cohesion is one
crucial task the right VP
can take up. Believe or not,
there is currently no state
mechanism in place which
can actually nurture solidarity amongst Filipinos. And
I think we will all agree
Janet Layug
that attaining our collective
dream of living the good life
depends highly on reversing
this untenable status quo.
Whilst we do not want to
suppress the native loyalties
still apparent among the
psyches of Ilokanos, Kapangpangans, Ilonggos, Cebuanos
and so forth, it must still be
emphasized that the recognition of our indigeneity should
never equate to our fragmentation along ethnic lines.
National unity and regional
diversity are not mutually
exclusive realities.
Obviously, all Filipinos
are equally responsible over
matters affecting the nation
as a whole. Moreover, the development of the nation boils
down to the degree of cooperation we are each willing to
invest for the common good.
The challenge therefore for
the government is to establish a framework that will allow Filipinos to connect and
coordinate with each other to
work on national goals.
If this critical task is assigned to the next VP, then
she can oversee the delivery
of the following mandates: 1)
creating a coherent and com-
prehensive transportation
network and 2) making the
internet speed in the Philippines the fastest and cheapest
in the world.
I am aware that all presidential candidates have
vowed to invest in the construction of roads and train
lines. I also know there are
currently a host of infrastructure projects lined up for this
purpose. But the fact remains
none of these activities are
to be undertaken within
the context of an integrated
nationwide transportation
framework.
As far as elevating our
internet speed to the highest
tier possible, this is an absolute must. Being an island
nation, utilizing facilities
and applications available in
the web is the cheapest and
surest means of communication. Besides, to have such a
distinction for the country
is only fitting given our top
place in the BPO industry.
Not to mention, it will also
keep the multitude of our
compatriots working in various parts of the world connected to home.
Obviously,
Melissa Di Blasio celebrates her 21st
birthday attended by family and
friends. The surprise birthday party
was held at the Panorama Room of
the Mulgrave Country Club.
Ron Quinonez
Janet Layug scored the
biggest victory of her career
to achieve first runner up
at the recent Arnold Classic
Australia Bikini competition!
Janet Layug is a Polish-Filipino model and a Hooters Girl.
A native of Lakeland, Florida,
and University of Florida graduate, Layug has worked with
the Hooters brand for over
seven years, most recently at
her hometown store, Hooters
of North Lakeland, Florida.
Congratulations to India
Paulino for making history for
being the first ever Bikini competitor to win both the Arnold
Ohio and Arnold Australia
in the same calendar year.
Second runner up Justine
Munro was expected to make
her Arnold Australia debut.
Last year at the Arnold Ohio
Justine was able to place 2nd
just behind Ashley Kaltwasser who couldn't make it to
Australia, and in front of Janet
Layug who placed 3rd at that
contest. This sets up another
great battle between the two,
and with the excitement of a
number of other top competitors for the title.
traditional dynastic politico.
More critically however,
both VP aspirants are notoriously unapologetic beneficiaries of Martial Law. Given
that one of the biggest criminal acts of plunder occurred
during this darkest period
of our national life, their
unrepentant outlook should
be a grave cause of concern
for all of us.
Whereas the only female
candidate in the race is a true
stand-out. Her background in
grassroots community work
completely distinguishes
from the pack. She is widely
known as a legal professional
with a social conscience.
And most importantly,
her track record in Congress
reveals that she is staunch
supporter of local autonomy
and a proven advocate of
good governance. Two leadership qualities we desperately
need for our government officials to have.
Electing the VP candidate
who will not have plunder in
mind in the six years should
be easy.

the scenario envisioned here
is the existence of infrastructure that eliminates distance
and cost as hindrances to
the further integration of the
population. Indeed, an environment which enables, and
even encourages, deeper and
more sustained engagement
between Filipinos.
Clearly, the task contemplated here for the next VP
plays a significant role in
national development. It
stands to reason therefore, in
addition to being picky with a
candidate’s competence, the
electorate has to be exacting
with character as well.
We are now in the second
half of the campaign period and our choices for the
next VP have been narrowed
down to three.
The two male candidates
are extremely well-liked
senators because of their
populist views. After all, both
lawmakers famously share a
penchant for pandering to the
gallery. Which explains the
lack of significant reform legislations in their respective
portfolio. Like many of their
colleagues in Congress, they
basically fit the bill of a

Katha at Guhit: Four
books by four authors
The Philippine Times will
publish this year four separate books by Filipino-Australians, Asther Creo, Dina
Delfino, Joel Magpayo and
Lydia John.
With a working title, “Katha
at Guhit: Proclaiming Life
through Word and Art” the
books will showcase the
talents of this generation of
Filipino-Australians not just
to our own Filipino community but to mainstream
Australians.
The book will be a lasting contribution of Filipino
culture to the multicultural
voice of Australia. It will be
an emotive piece of work
for Filipino-Australians who
constantly nurture their love
for their land of birth and at
the same time embrace and
integrate in their second
home, Australia.
About the authors
The four authors will collectively capture their stories – be it every day living,
spiritual healing, community
work or in the case of Joel
Magpayo his interpretation
of life in his paintings.
The books will feature select
works of:
Dina Mananquil-Delfino
– awarded best columnist
of The Philippine Times, Dina’s writings on spiritual
reflections drawn from her
rich experience as pastoral
worker, volunteer, organizer
and counsellor is a favorite
among our readers. Her book
will be an inspiring companion to those who want to reflect on the meaning of every-
day experiences, a testimony
of her renewal and how she
encounters God in ordinary
and unusual circumstances.
Asther Bascuna-Creo – writing for The Philippine Times
since she migrated in 2004,
Asther is an awarded writer
in Victoria. She works in
donor communications in
the fundraising sector and
is published in various publications. Her book will be
a nice read on the diaspora
and reflections on everyday
migrant life.
Lydia Ferrer-John – recipient of the Pride of Australia
award from the Herald Sun
in 2007, Lydia is a respected
community worker. Her book
shares her experiences and
reflections of more than 30
years of experience as a community worker. Her book will
be a valuable read for those
working in the community
sector.
Joel Magpayo – a long-time
editorial cartoonist of The
Philippine Times, Joel’s
award-winning shades and
shapes of images has been
exhibited in various galleries
around Melbourne. His book
will be a beautiful collector’s
item for those who appreciate art.

Providing strong foundation
to address family violence
THE Victorian Multicultural Commission (VMC)
supports the Government’s
commitment to Victorian
families through its implementation of the recommendations made in the Royal
Commission into Family
Violence report.
The report recommendations create a strong foundation that will empower the
sector to work with relevant
service delivery agencies
and Victoria’s multicultural
communities to develop and
deliver programs that truly
meet the needs of our most
vulnerable.
People from diverse communities face complex barriers to reporting family
violence and in finding appropriate help and support.

olence policy must address
these barriers, as outlined in
the report.
In June 2015, the VMC
made a submission to the
Royal Commission into Family Violence drawing on the
findings from consultations
with women from diverse
communities, peak bodies
and service providers.
VMC Chairperson Helen
Kapalos said that the submission highlighted some of
the difficulties experienced
by women from diverse
backgrounds.
“We know from speaking
directly with women from
our diverse communities
that they experience a range
of cultural and language
barriers in recognising and
reporting family violence.”
“The Commission is
strongly committed to helping women from culturally diverse backgrounds to
overcome these barriers and
ensuring they have access to
information and appropriate
services,” said Ms. Kapalos.
The VMC tackles the issue by collaborating directly with Victoria’s diverse
communities to develop
strategies and initiatives
that educate, raise awareness and begin to transform
attitudes. We respect and
recognise the contributions
of victims and survivors of
family violence and we are
truly thankful to the individuals and groups that have
participated in the dialogue
thus far.

Filipinos
For Better
The Philippines is a thriving hub for Western Union
offices. Strategically located, the Philippines is the ideal
location for two of the Western Union entities – The
Southeast Asia and Oceania Regional Office in Taguig,
and the Asia Regional Operations Centre in Quezon City.
The Southeast Asia and Oceania Regional Office was set
up in 2005 and provides regional support for countries
in Southeast Asia, including New Zealand and Australia.
The Asia Regional Operations Centre housed in Makati
was started in 2006, and now employs more than 500
employees. It provides support for nine (9) languages
and three (3) Western Union entities in three regions:
North America, Europe, Middle East and Africa (EMEA)
and the Asia Pacific regions. Its 24/7 operations provides
support for retail, digital and business solutions.
From its first Agent location opened in July 1990, at Paseo
de Roxas, Makati, Western Union has grown to 7,300
Agent locations covering 143 cities and 178 provinces1.
According to a University study conducted, the 7,300
Agent locations provide for 646,000 jobs nationwide.
The study also showed that households receiving Western
Union money remittances benefit with a 14.5% growth in
family income versus non-receiving households with a
nominal growth of 0.4%.
Western Union offers the following services in the
Philippines, through a network of local Agents: Domestic
and international money transfer; account based money
transfer; account pay out network (APN); mobile money
transfer and business solutions.
More than just being a channel for money remittances,
Western Union have always taken their social
responsibility to society seriously. In collaboration with
government agencies like the Commission on Filipinos
Overseas (CFO), Western Union participates in predeparture orientation seminars for departing overseas
Filipino workers (OFWs) to assist them to adjust in their
country destination. It works with non-Government
offices and provides grants that help facilitate education
and economic opportunities. Western Union also
provides financial literacy programs in collaboration
with the United Nations Development Program and
the CFO. The “Of-Red” program is aimed at helping
returning OFWs finance their small businesses upon
their return home.
In Australia, the team servicing the Philippines is led by
Country Manager Simon Millard with Jolene Mullin, heading
up marketing for Oceania. The team manage over 3,700
Agent locations in Australia1 with Benjie de Ubago consulting
as the Community Relations Manager responsible for
Filipino community engagement throughout Australia,
and Liza Di Blasio, as the Community Consultant based
in Melbourne looking after promotional events.
Western Union reaffirms its commitment to contributing
positively to the improvement of the lives of Filipinos –
It’s about providing Better opportunities – Better lives –
Better communities. They’re moving Filipinos for better.
1
Agent location data as of December 31, 2015.
Behind the operation is a group of dynamic, driven and
dedicated individuals committed not only to serving the
Filipino’s needs but also in “moving Filipinos for better.”
Based in the Philippines, Steve Peregrino, Marketing
Director for Southeast Asia and Oceania; and Patricia
Riingen, Senior Vice President for Southeast Asia and
Oceania provide daily support to local and regional
Western Union Agents.
Philippines Breaks
Guinness World Records
Western Union Philippines is now the Guinness World
Record holder of the largest coin mosaic ever assembled.
The record breaking attempt was made last September
at Centrist, Quezon City, as part of the company’s
25th Anniversary celebrations of providing service
in the Philippines. It was all made possible with the
participation of 250 Western Union employees, who
proudly poured in 25 hours of their time and used
500,000 coins of various denominations.
The final product revealed the Western Union 25th
Anniversary logo and was spread over an area of 252.78
square metres. They broke the previous USA record
which covered an area of 156 square metres.
Jack Brockebank, Guinness World Record adjudicator
was on location to verify the world record attempt! His
announcement “I therefore confirm that Western Union
Philippines is the new official world record holder ” was
met with a resounding cheer.
The tagline “25 Years of Moving the Filipino for Better”,
celebrates and reaffirms the company’s commitment
towards bringing a better life for the Filipino through
financial progress.
The project is part of Western Union’s Technology Aiding
the Nation’s Youth to Accelerate Growth program or
TANYAG, in collaboration with the Knowledge Channel
Foundation. Twenty five (25) public schools were chosen
and will be equipped with multimedia learning materials
complete with a TV set and speakers.
