ARTC Risk Assessment - Context Setting
CONTEXT SETTING
1. Background
When ARTC commenced the lease of NSW lines and commenced the management of Country
Regional Network(CRN) lines, the RIC standard of minimum rail closure of 2.2 metres and the
minimum distance between welds of 2.2metres was adopted across NSW. ARTC subsequently
increased this standard to 4 metres . Since take up of some of these CRN lines in the North
West as Residual Network under lease by ARTC in 2012, these low volume inland route tracks
have many welds within 4.0m and when new welds are performed it is not practical to conform
to 4m weld distance as per standard requirement on these lines. Therefore it is necessary to
allow welding within 4 metres of existing welds and no less than 2.2m from an existing weld
on these lines until all welds within 4m are replaced by progressive rerailing on these lines. All
closures should be of minimum of 4m.
2. Risk Statement
To asses the safety risk when adopting the weld distance of less than 4m but not less than
2.2m on Inland Network in NSW.
3. Risk Assessment Objectives
The objective of the risk assessment is to identify risk associated with allowing welds within
4.0m of existing weld but not less than 2.2m from the existing weld.
4. Critical Success Factors of the activity/proposal being assessed
Maximum utilisation of existing rail life with welds being within 4m without compromising rail
safety on low volume Inland Network in NSW.
5. Scope (inclusions and exclusions)
All newly installed welds on Inland Network in NSW.
6. Stakeholders
ARTC asset management and operations.
7. Stakeholder consultation
ARTC asset management staff on the Inland Network in NSW have contributed for the
discussion and Risk assessment.
8. Assumptions
The former NSW standard of 2.2m distance from existing weld is safe SFAIRP within low
volume Inland Network.
9. Constraints
Technically it is not always possible to perform welding at a distance more than 4m from an
existing weld on the cascaded 2nd hand metropolitan rail installed on the Inland Network

All Inland Network tracks in NSW.
11. Qualifications/conditions
Former NSW standard of not less than 2.2 metres distance from existing weld can be adopted.
