GRUPO ORTIZ | 2010 REPORT
PRESENTATION
PRESENTATION
Our annual date with you, via our Activities Report published yearly
is of special importance this year. We can say that 2010, is a date
with a three-fold aim for all members of Grupo Ortiz.
On the one hand, we would like you to share in the transfer to
our New Headquarters, buildings with the maximum bio-climatic
qualification, which many of you already know and for those who
do not, we would like to present them in the different sections of
this report. They are, at the moment our “flag ship”, an example of
human and technical capability and used to house our employees,
and the best calling card that Grupo Ortiz can present when
it comes to valuing present and future possibilities in such a
complicated sector, as that of Construction.
On the other hand, we want to share our anniversary with
you. In January 2011, the parent company of the Group, Ortiz
Construcciones, turned fifty. Their beginnings in 1961, under the
commercial name of Ortiz y Cía., S.L. were not easy. I believe that
it has never been easy for those of us involved in the company for
more than forty years and, of course, times have never been as
complicated as those we have faced recently.
The baggage of those forerunners contained, a large dose of faith
in their possibilities, strenuous daily work and the capacity to
convince those following the same route that the project was worth
the trouble.
They were not mistaken. Fifty years later, that initial adventure has
become what is today Grupo Ortiz: A mighty business organization,
heir to the same faith proudly showed by our founders, comprising
more than 1,900 workers who continue to do a commendable
professional job. That once timid project is, today, a consolidated
reality.
The original activity of our company, Construction, has become
united over the years, to new business forms or possibilities.
Now, in 2011, Grupo Ortiz not only constructs, it also invests in
Energy with the purchase in recent years of companies dedicated
to electrical energy, which have incorporated a highly valuable
and professional management team. The Area of Energy is set
to be, at present, a special and relevant protagonist in the
future of our Group. This is already taking place in Spain and the
foundations are being laid, so that this same level can be reached
within a few years abroad.
We continue to maintain our Construction production, to grow in
Energy and new lines of business in Public works are appearing,
another value on the rise within our growth. In the real estate sector,
in which Grupo Ortiz has been involved for four years, uniquely
and exclusively in subsidised housing, not only is our activity being
maintained, but it may even be that we are constructing more
houses than during the golden era of the “real estate boom”. If our
baggage that we are bringing with us is difficult to explain when the
crisis is punishing countries with unusual virulence, it is even more
complex to do so, in the light of the job increase in our Group. But
we are convinced that the reasons are to be found in the master
plans that have moved this company from its beginnings: First of
all, due the effort and knowledge of all those who have formed
part of Grupo Ortiz throughout the years; secondly, due to the
continuous capitalization of the Group, investing in nothing other
than diversification and professionalization, and finally, due to the
trust and firmness in the company as a long-lasting project.
But we are not exempt either from the crisis. In spite of having
satisfactory results, we have had to stretch ourselves to the full
to adapt to such a complicated situation in which the contracts in
construction are scarce, payments dates are longer and new tax
factors are appearing that strike a blow to the already debilitated
treasury of the companies. However we will be able to draw
ourselves out of this situation, and become even stronger thanks
to the liquidity and capitalization of the Group, the good work of all
the employees, and the Solidarity, Firmness and Confidence that we
must provide to the entire enterprise structure.
A year ago exactly we announced our commitment and the
undeniable need to look for business Abroad. Today, twelve months
later, we are already working in Perú, Colombia and Italy, and have
headquarters in other Latin American countries and in the East of
Europe, in which we opting for important contracts and where we
will continue applying our particular model of work that has given
us such good results during these first fifty years of our life.
Finally, and as our third goal, in this Activities Report you have
before you, you will find the essence of our trajectory, the works of
which we are proudest and those that have meant a technical and
human challenge for those who work at Grupo Ortiz. Also, those
that have been involved in it throughout the years. A long list, that
without a doubt, we will continue to increase.

50th ANNIVERSARY OF GRUPO ORTIZ | THE HISTORY
50th ANNIVERSARY OF GRUPO ORTIZ ı THE HISTORY
January 31, 2011 saw Ortiz y
Cía, S.L., celebrate the 50th
anniversary of the founding of
the company, the origin of what is
today Grupo Ortiz.
At that time, the business goals were focused on the
execution of all type of works, by contract, from the
administration, or any other form, both for official or private
organizations, being able in addition to dedicate itself to any
other sort of industrial or mercantile activities decided on by
the Company´s Board. All of this on a very small scale, as
corresponds to a Company with very limited share capital.
Like any company starting out in difficult years, the
business activity caused them to centre their scope of
action in the Regions next to Madrid, such as the Region
of Castilla La Mancha, that of Madrid, or Castilla León,
then structured as the regions of Castilla La Vieja and
Castilla La Nueva. The first works concentrated on road
surfacing, reinforcements on secondary roads, ditches for
sanitation and water supply pipes, etc…
At the time, Spain was recovering from a civil war the
era of the industrial, economic and social development
policies were beginning, encouraged by the alliances with
The United States and other European countries that saw
our country, as a strategic ally against the Soviet Union.
With these perspectives Ortiz y Cía, S.L was born., with
a future that would be marked by the new beginning our
Country, but that counted on an essential characteristic
that has marked, and continues to mark, our enterprise´s
trajectory: a blind faith in the possibilities that lie within
all of those who comprise this great family, which today is
Grupo Ortiz.
And a clear example, many of those pioneers of Grupo
Ortiz who began in the Sixties as the first generation,
continue to have relatives from successive generations,
in some cases, there are third generations working in
companies belonging to the Grupo Ortiz at the present
time.
In 1963, the Government of Spain approved new
Development Plans that were to mean a great impulse
to the construction and the expansion of the large cities,
favouring in this way the arrival of the population from the
rural nuclei, to the large cities.
1970, saw the transformation of Ortiz y Cía, S.L. to Ortiz
y Cía. S.A. this era was very difficult for our company. The
The stone pavement of the Plaza Mayor was the first work by Ortiz y Cía., in Madrid
great economic crisis of 73 together with the institutional
crisis, consequence of the great political changes; in any
case, the truly important thing, was that the company
continued to exist and comply with our commitments.
The arrival of the Eighties, was to mark a turning
point in the activities of Ortiz y Cía, S.A. As we
said previously, the results obtained until then did
not indicate growth; it was a case of survival based
on strenuous efforts.
But at the beginning of the 80s, work continued
reinforcing surfaces and surface irrigation with fluidizised
bitumens or emulsions on 2nd class roads for Public
Works Departments and Provincial Delegations, mainly
in Madrid, Toledo, Ciudad Real, etc., and conservation
of schools, execution of environmental projects in parks
and Gardens, all this in the City council of Madrid, while
at the same time participating in the preparation and
remodelling of districts, for the then Ministry of Housing
Office in Madrid, that in the future was to become the
Madrid Institute of Housing, IVIMA.
This was a key and essential moment in the life of the
Company, this was when Ortiz begins to take roots
with the creation of other small companies, CONDISA
(1987), in order to undertake rehabilitation work and
Act of constitution of Ortiz y Cía., S.L., in 1961
the restoration of monuments, and INDITEC (1988),
dedicated to environmental works.
At the same time, it continued to be consolidated in the
execution of diverse works required by the City Council of
Madrid, like in the Replacement Action of buildings with
building pathologies of a diverse nature, all culminating
with the need to intervene by our demolition company, as
a result of an unfortunate fire in Almacenes Arias, in calle
Montera in Madrid.
It was a hard, but crucial time for Ortiz since the
complications in laying the way and to looking to become
consolidated in different construction and service services,
were united to the weakness in capitalization, along with the
assiduity in the lack of payments for the different works, that
forced continuous economic readjustment and the need to
continuously invest the possible profits when produced.
The first years of the decade of the 90 would be a
continuation of the previous decade, weathering the storm
of the first years with enormous sacrifice, given the lack
liquidity caused by the great delay in payment for the works.
This economic evil was indeed going to be the origin of
the reasonable position of Ortiz in 1995. During this year
and the previous one, slow payments were to be updated

and the capitalization was reasonable due to the economic
exigencies of all the previous years. It is at the end of
1995, when the place of business was to become Santa
Mª Magdalena no. 14 and the name of the Company,
was changed from Ortiz y Compañía S.A. to Ortiz
Construcciones y Proyectos S.A.
During 1996, the company transferred to its new building
constructed for its company headquarters, the root of the
Grupo Ortiz, in Calle Santa Mª Magdalena no. 14 from
the Calle Zurbano no. 92, the previous headquarters of
the company.
During the month of April that year, once the General Plan
for Madrid had been carried out the first and important
land purchases were made in the UZP1.03 “Area of
Vallecas”, that were to continue until approximately
940,000 m2 of rustic land were purchased, the reason why
we took part in the following years in its urban development.
During 1997 the first purchases were made in API 8.06
“Vereda de Ganapanes Peñachica” which was to allow to
us to take part in this urban development where the largest
re-accommodation of dwellings to have taken place in a
single action was to occur.
As we see, our company was positioning itself in the real
estate sector with enormous force, before the boom took
place, with an enormous bank overdraft for the purpose.
During the 90s Ortiz continues setting up small companies
to carry out different specialized activities. INDAGSA
(1991), Engineering company to design, calculate, make
and place on site, blocks or reinforced concrete plates,
for shopping centres, offices, houses etc… Iberproin
(1994), Gas installer and sales company. Agricas (1997),
Urbanizadora Gade (1997), real estate companies. Prorax
(1991), Real estate development and sales company.
It is indeed during these years, at
the end of the 90s, when the Ortiz
Company constitute the Group
and clearly position themselves
in the real estate sector before
the expansion of banking credit,
which is why the purchases of
land were financed with our own
resources, deferred payments or
the granting of building rights.
During the first years of the 21st century the development
and accomplishment of urban planning in which they
had entered the preceding years was the main focus,
but they did not take new positions in future real estate
activities, but rather the capital gains realised in the
urban development, they did not invest in new building
land, but reinvestment was directed to obtaining major
diversification.
In the second half of this decade, the growth and
diversification of the Company were already a fact.
The purchase or founding of companies took place,
like ASTEISA (2003) for water treatment; or real estate
companies like Ortiz Inmobiliaria (2003) and Buildings
Gade (2003) that were to become part of those in existence
and fortify our position in the real estate market; or
PROAKIS (2003) and ICMA (2004) that were to lay the
way for us in the railway sector, so strong at present, and
later with COSFESA (2007); ARIAN (2005) which was
to reinforce in Andalusia our presence in the market of
prefabricated concrete; and EMCA (2006), our Public
Works company. Also FORTEM (2005), company
dedicated to the specialized training of people who
intervene in emergencies.
By then, Grupo Ortiz was already considered one
of the companies with the brightest future on the
market. Far from being complacent, we set our sights on
emerging markets, like that of Energies. In 2007, buying
the electrical companies ELECOR and ELECFIRE; in
2009, JUAN GALINDO T& D Y TRS; in Construction,
we created IMPULSA GRUP ORTIZ to direct our
operations in Catalonia, and also in 2009, the bases laid set
down to go into Markets Abroad with the creation of the
company ORTIZ INTERNATIONAL INVESTMENT
and the purchase of shares in what is today GRUPO
EOM that operates in Peru.
Last year, our presence abroad was consolidated with
companies who already have headquarters in Poland,
Hungary, Bulgaria, Italy, Peru, Colombia or Chile, which
currently completes the diversification that Grupo Ortiz
has carried out during last the two decades.

50th ANNIVERSARY OF GRUPO ORTIZ | THE KEYS TO SUCCESS
50th ANNIVERSARY OF GRUPO ORTIZ ı THE KEYS TO SUCCESS
And how has Grupo Ortiz been
able to maintain its status and
continue to set its sights on the
future in very turbulent times of
crisis?
The answer is to be found in the
two cornerstones on which our
work is based:
Proximity and the Quest for Customer Satisfaction
Which we arrive at thanks to our flexibility and adaptation
to change; rapid decision making, due to the commitment
with our employees and our shareholders.
The capitalization of the Group
Company stability has been vital, and the continued
reinvestment of practically all our profits. The Group
has maximized historically its economic results by using
all its fiscal advantages and means, like unrestricted
amortization, deductions for reinvestment and the creation
of a Group that is fiscally consolidated.
Low debt
The financing policy is based on minimum debt to allow
the investment in new businesses.
Diversification
Grupo Ortiz has shaped its company policy in several
areas of business (Construction, Energy, Real estate and
Public works) and, each of them, includes all its activities,
which is why it is better prepared to be able to execute any
type of work. This diversification also extends to the list of
clients. We have highly diversified companies that take care
of clients whose portfolio is increasingly more extensive
and with which we have secured excellent results, mainly
in difficult to execute construction work.

50th ANNIVERSARY OF GRUPO ORTIZ | THE FUTURE
50th ANNIVERSARY OF GRUPO ORTIZ ı THE FUTURE
Grupo Ortiz has marked out a
Strategic Plan with a temporary
period until 2013. By then, and
following you guidelines drawn
up, Ortiz Group will continue
being a profitable and capitalized
Group, especially when it comes
to undertaking investments, with
capital stock nearing the €350
million mark as “pay-out” will
continue to be below 10%.
In the International Area, our company will have
a stable presence in at least five South American
countries: Peru, Colombia, Chile, Brazil and Mexico,
and in some countries in Eastern Europe, such as Poland,
Hungary and Bulgaria, which will mean that in 2013 the
International Area represents 30% of our business,
due to the increase of production and in the compensation
of economic cycles between Latin America and Europe,
and to the great development taking place in Eastern
Europe with the arrival of European Funds.
Both on a national and international level, Grupo
Ortiz will be more diversified, with four Areas of
Business already developed:
· Construction
· Energy
· Real estate
· Public works
With a continuing high level of importance in the
construction sector, but with significant increases in the rest
of the lines of business.
Our international growth and Energy sector
growth, fields in which Grupo Ortiz is soundly
committed to, will bring us to €1,000 Million in
production, in order to gain a larger share, in agreement
with the exigencies of the international market that
will allow use access to works of greater dimension, but
without leaving behind the works which we have always
taken care of, irrespective of their economic quantity,
and that always have always formed part of the policy of
company.
Therefore, all things considered, we are committed to
organic growth, that gives priority to profitable growth
over volume; that our present business is based on a
diversified portfolio; that the new investments lack
demand risk; that the acquisition of companies contributes
incremental synergies to the Group; that the real estate
development is based around subsidised house; and, finally,
and we are committed to an agreed plan of disinvestment
and rotation of nonstrategic assets to undertake this
defined strategic plan.

The real estate area has centred its activity in subsidised housing,
where a pair of promotions per year are developed in a stable and
continuous way in the future.
In 2009 the development of the international area began with the
acquisition of 25% of the capital of the Peruvian Company EHM (today
EOM) dedicated to the Real estate sector and construction.
As in previous years the portfolio of orders in the public works area
is the largest numerically as it includes the income from operation
contracts for the same during long periods of time.
In 2010 branches and subsidiaries were opened in Peru, Colombia,
Chile, Bulgaria and Poland from where active promotion and tendering
work is being carried for the different Group brands.
Noteworthy during 2010 is the acquisition of 39% of the company “La
Africana” which will operate for a period of 25 years the concession of
the thermosolar plant previously mentioned as it had been constructed
and operated by the Group.
In Colombia the Institute of Urban Development (IDU) in Bogotá
awarded a tender to repair more than 200 streets of the city, in a
partnership called Malla Vial (Road Network), in which the Colombian
branch of Ortiz has 70% of the share. In its first year the production of
this project reached €10 million from a total of €30 million, and has
supposed the creation of the first stable business base of the Group
outside Spain.
And with respect to the second line of diversification of Grupo Ortiz in
2010, in terms of Geography, it has been a year full of activities and
launching of new businesses.

In Perú a contract through the branch in Perú of Juan Galindo, S.L.,
con Edelnor (the Peruvian branch of Endesa) for the maintenance of
the lines of High and Medium Voltage lines in the city of Lima. This
contract started in December 2010.
In the rest of countries numerous projects are being bid on that will
give rise to contracts from beginnings of 2011.
Finally it is possible to speak of diversification of the portfolio,
as the business figures are distributed among a numerous group
of clients, without any of them holding a significant percentage that
could affect the production or payments in case of difficulties of
the client. Meticulous tracking of the invoicing and payment of the
clients, besides a very low level of banking debt, have meant that the
financial turbulences and the delays in payments of certain public
administrations have not hit the stability of the Group.
In addition there has been a continued policy of improvement of the
processes and systems of the Group, that include, among others,
the change to the new more efficient offices with advanced control
systems, continuing and deepening in the methods of cost control
initiated in previous exercises.
These systems are serving to support the previously mentioned
business structure, based on four lines of business (construction,
energy, real estate and public works) plus the international area and a
corporative division to cover the administrative, financial and support
needs of the business areas.

Like in previous exercises, the Net Value figures of the Group is the
reflection of the economic solidity therein, based on good results and
a policy of important capitalization, distributing less than 10% of the
obtained net benefit, improving this year again, our position in the
ranking of the ten most important construction companies in Spain in
terms of Net Worth.
In addition, like in 2009, Grupo Ortiz took on board Unrestricted
Amortization, a fiscal advantage that allows all the amortization of the
new investments made available in the year to have a tax deduction,
provided that employment has been created, meaning a delay in the
payment of €10 million of company tax in 2010.
Employment figures refer to a workforce of 1,900 at December 31,
2010, while the figure was 1,780 at the end of 2009, having created
120 new posts during the year.
As can be seen, Grupo Ortiz is one of the most solid companies in
the Construction Sector in Spain, in terms of internationalization,
diversification and growth, and that has not been affected negatively
by the difficult economic environment of 2010, but has confirmed its
catchphrase of Responsible Growth as a line of action in the future,
based on the mentioned strategic lines and on its more traditional
ones which are human, technical and financial capacities, along with
special attention and relation with stakeholders: Clients, suppliers and
financial organizations.

The stability of the Group workforce, at a time of serious crisis like
the present, is due to two factors:
The first of them derives from the measures that the Government
has developed for the invigoration of the economy during these
two last years, to restrain the deterioration of the sector, through
local investment funds for 2009 and Local Sustainability for 2010,
that have meant the incorporation to the Group of 270 people,
generating an average increase in the workforce of in the two years
of 70 workers/year.
The other factor is due, to a great extent, to the diversification
process that during the past few years Grupo Ortiz has
undergone, establishing the bases of its future strategy, including
at the moment a wide range of activities in sectors as strategic
as energies and the environment, public works, railways and
services, through the creation of new companies that allow
geographical expansion and the acquisition of other highly
specialized companies in these productive sectors, allowing us
to increase our group in the last few years and to structure it in
four fully developed business areas, as are Construction, Energy,
Real estate and Public works, both on a national and International
level.
Noteworthy is the fact that employment in the area of the
construction has practically stayed at the same level as the previous
year in spite of the present conjuncture, representing the most
important cornerstone for the Group, but bearing in mind as is
logical, a lesser presence within our present structure. It should
also be pointed out that there is a greater presence in cleaning and
services activities.
In terms of new companies, Impula Grup Ortiz, operates within
the Region of Catalonia and Ortiz International Investiment in the
international arena.
The areas of Energies have been reinforced with the creation
in Madrid of a new company during 2010, Ortiz Energía, that
reinforces the incorporations to the Group in previous years of the
companies Elecor, Juan Galindo and Tendidos y Redes del Sur
that develop their main activity in the Region of Andalusia, with
expansion into Catalonia and Castilla La Mancha. This union of
forces, has taken led us to international expansion in this sector,
with works in Italy and Perú. The increase in the workforce in
this area, with reference to the previous year, is more than 50%,
strengthened and developed in this way. The commitment of our
Group to energies, in terms of facilities, assemblies, transport
networks, electricity distribution and integral energy constructions
have been definitive.
The presence in the real estate area and public works
have remained stable as parking operations have become
consolidated, with the intention of growth via investments in
public works in infrastructures and land rights. During 2010
a new company in this area was created called Superficie de
Cartera de Inversiones.
The unique sector that has lost volume has been the prefabricated
one, since this area of business has undergone the hardest
consequences of the present situation, essentially in the decrease
in orders for the construction of residential housing.
As was mentioned, this sustained growth has led to international
expansion with the aim that in the medium term an elevated
percentage will be reached within the Group production, through
an ordered entry process in new countries. Throughout this year
the implantation in the international arena has finally taken off, in
the areas of construction and energies, with projects and a stable
presence through Branches in countries like Perú, Colombia,
Poland, Bulgaria and Italy.

brings about total client satisfaction and the tools essential to
satisfy contractual requirements, within the established terms and
at a reasonable cost.
One of the basic pillars on which Grupo Ortiz sustains its labour
activity, is the respect for the protection and conservation of
the Environment. For this reason, it established years ago, an
environmental policy that allows the environmental aspects
of the activities to be identified and assessed, with the purpose
of minimizing its impacts and controlling the use of natural
resources.
In order to secure this goal, Grupo Ortiz develops its work through a
Quality Policy, supported by a strict System of Management, based
on the UNE-EN-ISO 9001:2008, standard described in the Quality
Manual and its associated procedures, documents which must be
complied with by the personnel of the company.
When considering to this quality model as a fundamental aspect
in the management of the business and the creation of value, it
is reviewed and, if necessary, modified periodically. It reflects the
constant evolution that, in the area of Quality, our Group maintains
and that it is clear in the short and medium commitments
acquired, which are:

a Quality and Environment Management System certified
by the standards UNE-EN ISO 9001:2008 and 14001:2004
through AENOR (Spanish Normalization Association ) and LLOYD’S
REGISTER QUALITY ASSURANCE.
II.4 PREVENTION AND SAFETY
Grupo Ortiz occupational risk prevention policy is based on,
among others, the following points:
- The fulfilment of the legislation and the regulation in force in the
area of Occupational Risk Prevention.
- The commitment to obtaining a high level of health and
safety in the workplace, based on the principle of continuous
improvement in preventive actions.
- The responsibility for prevention management is incumbent on
all the organization, although it must be initiated, developed and
supported by the top people in charge of the company.
- And in coherence with other policies that promote the well-being
of employees.
In order to develop the principles marked out in the Policy of
Occupational Risk Prevention, Grupo Ortiz has implanted an
Occupational Risk Prevention management system in accordance
with the standard OHSAS 18001:2007.
As a result of these premises, it can be affirmed that Grupo
Ortiz has as its fundamental principle the health and safety of
its workers, a commitment in which we are working through the
development of initiatives in each one of the lines of business,
directed mainly to the sensitization of employees and continuous
training in the area of prevention and occupational hazards, as well
as in the implantation of processes and preventive systems that
allow advances in this matter. In order to secure our objectives, we
have never scrimped on economic, human or material efforts.
By the very nature of the work, the business area with the
greatest occupational risk is construction. Ortiz Constructions,
our construction company, has elaborated an Occupational Risk
Prevention Programme, has its own Joint Prevention Service and
a Health and Safety Committee besides its own Company Medical
Service.
In order to fulfil the commitments established in the Policy of
Occupational Risk Prevention, throughout the year, the Occupational
Risk Prevention training programmes are planned, 60 hours for
the basic level for 100% of the personnel of the companies of the
Group and that culminates every year with the presentation of the
Prevention diplomas by the President of the Group, to each one of
the students.

III. AREAS OF BUSINESS | III.1 CONSTRUCTION
III.1 CONSTRUCTION
Since its corporate beginnings as Ortiz y Cía, S.L., later to become
Ortiz, Construcciones y Proyectos, S.A., and ultimately as Ortiz
Construcciones in the Ortiz Business Group, the Group’s main
company has always based its chief operations on the construction
sector.
Throughout the years, the Group has reached a prime position in
this sector, a position among the country’s leading construction
companies, a feat that has come as a result of the continuous and
successful efforts of the numerous members of its companies and the
superb allocation of its resources.
The current business structure of Grupo Ortiz has undergone radical
changes since the days of the founders of Ortiz y Cía, S.L. some fifty
years ago, but construction remains the main pillar of growth for
Grupo Ortiz.
Analysis performed by special
agencies has shown that Grupo
Ortiz is eighteenth in turnover in the
construction sector, eighth in equity
among construction companies,
ninth in subscribed share capital and
seventh in fixed asset values
Exhibition Centres in Móstoles (Madrid), the “Padre Méndez” car park
in Almería, the extension of Line 1 of the Seville Metro, as well as
recently begun projects, such as the construction of the thermosolar
power plant “La Africana” in Córdoba.
In regards to building construction, we should note the construction
of Hospital de Zamora, the enlargement of the Nájera firehouse
(La Rioja) and the new building for IMDEA in Pozuelo de Alarcón
(Madrid). In the area of sports facilities, the Group is also
undertaking two symbolic projects. One is the continued work
on the2016 Madrid Centre for Water Sports, and the other is
the construction of the new “Andrés Torrejón” Sports Complex in
Móstoles (Madrid).
In the realm of environmental projects and conservation, we should
note the signing of an agreement with the Madrid City Council for
complete maintenance of the Valdebebas Park and the cleaning and
maintenance of the public gardens in the Valencia area of Alborada,
among others.
These figures rank Ortiz Construcciones among the midsize to large
Spanish enterprises, and it has all the tools necessary to continue
attaining greater market share, thanks to the fundamental differences
in its business approach, the proper investment of capital gains from
land sales and low levels of debt that are regularly paid through riskfree recurring revenues.
All of these factors make Grupo Ortiz a solvent business network with
a bright future. We will continue to bring together its technicians’ high
levels of training and daily efforts to achieve a single objective: fully
satisfying their clients.
As such, and despite the severe sector-wide crisis, the 2010
business year was not a negative one for the Group’s interests. Our
construction and other companies operating in the sector, such as
ICMA-PROAKIS and COSFESA in the railway sector, ASTEISA and
INDITEC in water treatment and environmental works, INDAGSA
in prefabricated concrete, CONDISA in Restoration and IMPULSA
GRUP ORTIZ, our Catalonia construction company, all performed
in line with our recurring objective to profit in the face of any
adversity.
Our companies in the sector have had tremendous success and
provided clear evidence of our technical abilities through the
successful completion of a vast number of projects in the past year.
In civil construction work, we should highlight the completion of the
Ronda Este in Aranda de Duero (Burgos), the development of Parque
de Valdebebas in Madrid, car parks on Avenida de Portugal and at

III. AREAS OF BUSINESS | III.1 CONSTRUCTION | III.1.3 BUILDING | III.1.3.8 NEW CORPORATE SITES
III.1 CONSTRUCTION ı III.1.3 BUILDING
III.1.3.8 NEW CORPORATE SITES
The New Grupo Ortiz Offices are special building structures
featuring a series of large concrete frames that give the internal
layout completely open work areas and floors.
Each floor of the offices can be arranged and designed through
the use of basic dividers. The ribs and visors in the building
façade give the interior ample and comfortable lighting.
This design creates a very comfortable work environment. We
have taken passive and active measures to obtain the desired
bioclimatic conditions.
The buildings’ advanced energy saving
and level of efficiency are evidenced by
the reduced amount of energy needed
and the use of new sustainable forms of
energy
ACTIVE MEASURES
Use of Renewable Forms of Energy:
- Geothermal ground-air heat exchanger system.
- High performance solar thermal panels for use with absorption
equipment.
- Photovoltaic solar panels.
Use of Highly Efficient Forms of Energy:
- Micro turbine with exceptional efficiency.
- Air conditioning chillers and absorption system.
- Use of cooling towers in the fan-coil circuit for milder seasons,
resulting in cooling through minimum power consumption.
PASSIVE MEASURES
Biomechanical Design
Reduction of external thermal load:
- Proper sizing and orientation, allowing for reduced insulation
usage in summer and better entry of solar rays in winter.
- The selection of optimal materials for each direction.
Reduction of internal thermal load:
- Night time ventilation.
- Replacement of artificial light with natural light whenever
possible.
- Use of energy efficient artificial lighting.
- Automatic reduction of internal lighting brightness depending on
the strength of the external light.
PROFITABLE
In order to measure the profitability of each energy source, all
of the building’s main parameters will be monitored. The energy
parameters (efficiency, CO2 emissions) and economic energy
consumption data will be taken into account.
INTERNAL CIRCULATION OF HOT AND COLD WATER
The chillers and heaters will service a network of pipes circulating
cold water at 7/12º each way in summer and hot water at 55/45º
in winter. This water will be channelled through a system of variable
flow pumps, including the air conditioners and fan coil units, which
will treat the air before sending it to each floor.
COMPLIANCE WITH THE TECHNICAL REQUIREMENTS
OF THE BUILDING CODE
All of our planned buildings not only meet the basic CTE standards,
but also include a set of improvements that consistently allow us to
attain an “A” in energy use.
AIR DISTRIBUTION
To improve overall energy efficiency, the control system allows
us to circulate air from either the geothermal heat exchanger or
from outside. The air flow inside the building is through diffusion
displacement.
CONSTRUCTION AND DESIGN FEATURES OF A BIOCLIMATIC BUILDING
ABSORPTION WATER COOLING EQUIPMENT
CONSTRUCTION AND DESIGN FEATURES
In addition to the conventional equipment used for the production
of cold water for air conditioning units, special chillers were
also incorporated and which work with the absorption cycle and
help increase the efficiency of all of the system’s production
equipment.
Designed in accordance with the Technical Building Code
Cogeneration Equipment
This equipment simultaneously produces:
- Thermal energy in the form of hot water, with temperatures
ranging from 80/85º.
- Electricity that, unlike the electricity from the photovoltaic panels,
is discharged directly into the electrical network.
Geothermal Ground-Air Exchanger System
The use of geothermal energy can consistently produce power
throughout the entire year. To do so, the system takes in outside
air and channels it to a certain underground depth. The exchanger
heats or cools it, then sends it into the building.
The main air is pre-treated through this exchanger so that air is
warmed in the winter and cooled in the summer. It is then mixed in
the return air supply systems.
Thermal Solar Panels
Thermal energy from the solar panels will be used to power
the absorption unit’s hotspot and assist in Sanitary Hot Water
production.
Prior climate study
Reference vs. project building energy consumption
Better solar protection through the use of vertical ribs
Better solar protection through horizontal sun shades on south facade
Increased shading of roof through upper ribs
Improved interior thermal inertia through uncovered frameworks through continuous false ceiling
Improvement of thermal characteristics of curtain wall glazing
RENEWABLE AND ALTERNATIVE ENERGIES, OR ENERGY CONSERVATION SYSTEMS

Water cooling unit with absorption system powered by:
Forced night-time air ventilation
Use of free-cooling in air conditioners

III.2 ENERGY
Grupo Ortiz made a solvent debut in the energy sector in 2007 with
the purchase of Elecor and Elecfire. Iberproin, a company specialising
in canalisations and primary and thermal energy facilities once held
by Grupo Ortiz, also joined these two companies, thereby forming a
single firm known as ELECOR.
In the final months of 2009, Grupo Ortiz acquired electricity
companies Juan Galindo and Tendidos y Redes del Sur, which operate
in all of eastern Andalusia (Granada, Almería, Málaga and Jaén) and
have come to complement the energy goods and services marketed
by Grupo Ortiz.
In the area of Power Plants, as we previously mentioned, Grupo Ortiz
maintains several plants that are currently operating at a high level of
productivity. ELECOR has had a presence at these plants as an EPC
contractor and a contractor of the M&O.
As a result of the growth in activity and the extensive experienced
gained over the course of 2010, the company has made a great
commitment to this sector through the creation of the company
ORTIZ ENERGÍA. This company will bring together all of the Group
businesses’ services and aid in the attainment of EPC contracts
and further increase the company’s presence in these increasingly
important markets.
The success of the abovementioned efforts was confirmed with the
signing of the EPC contract for the “La Africana” Thermosolar Power
Plant, which utilises molten salt containers for energy storage. It is
located in Almodóvar del Río – Córdoba, and work was begun in 2010;
it is scheduled to begin operations at the end of 2012. This Plant,
whose solar field is made up of 510,000 m2 of parabolic mirrors, adds
50 MW to the REE thereby ensuring the production of 177 Gwh of
clean energy annually for twenty-five years, simultaneously preventing
the emission of 4.2 million tonnes of CO2 into the atmosphere.
The Grupo Ortiz companies comply with and implement the Energy
Efficiency Technical Codes so that the new buildings we complete,
for either residential, industrial or outside use, have the most
sophisticated energy saving technology available, in regards to both
the production and consumption of energy. For example, we can point
out the energy measures implemented at the Group’s new Offices and
the energy management of more than 500 residences over the last
several years.
The Grupo Ortiz companies provide their services to the electric
companies in their areas of power generation, distribution and
transportation, performing preventive maintenance, troubleshooting,
line modifications and live wire work. In this area, we should mention
the recent awarding of contracts for the properties listed in the
areas of Castilla La Mancha, Guadalajara and Toledo for Iberdrola
Distribución, Gas Natural and Endesa Generación in the International
arena.
In the area of nuclear power plant electrical installations, ELECOR
has an electrical maintenance contract with the Trillo Nuclear
Power Plant (Guadalajara), in which it has undertaken many major
operations, including changes in the +/- 24 V DC system and the
emergency safeguards system, as well as the implementation of
the REDECA project (AC Electrical Redesign). In regards to solar
power plants, we should mention the operations and maintenance
contract for the 7.8 MW photovoltaic plant in Alconera, (Badajoz),
and the operation of the 700 kW plant in the new Technical School of
Industrial Engineering in Malaga.
Activity in the field of electrical installations has been exceptional
for our companies ELECOR and Juan Galindo over the past year. This
has made us a leader in a sector full of established and renowned
companies.
Both companies have carried out the full range of installations
possible in this field. From the provision of power systems for
educational facilities, special socio-cultural activities, private and
industrial projects, sports facilities, hotels, offices, supermarkets and
many more, not to mention the more pain-staking projects such as
the provision of electricity to various Andalusia ports, museums and
historic and private buildings, or the abovementioned work on the
Trillo Nuclear Power Plant.
The installations for fire detection and prevention systems, pressure
groups, potable water storage networks, fire fighting systems (fire
hose and hydrant networks, sprinklers, etc...) are highly specialised
jobs that ELECOR can complete with full reliability.
Also of note are the projects and assemblies performed for oil
supply systems, heating, air conditioning, smoke removal systems,
compressed air systems and anti-intrusion systems.
Ortiz Construcciones, ELECOR and Eléctricas Juan Galindo have
collaborated on numerous projects that involve the assembly of
power lines and the construction of High Voltage substations.
For example, we have the electrical substations in Fuencarral
(Madrid), Segovia, and Fuente de la Alcarria (Guadalajara), as well as
the newest ones in Villanueva de los Escuderos (Cuenca), which is
400 KV, and the plant in Pesoz (Asturias), which is also 400 KV. Our
current projects include an electrical substation to supply power to
Tuneladora in Almería, currently in progress; the hanging of aerial and
placement of underground High Voltage lines from the S/C Vera-Lorca
line to the Terreros substation, as well as the modification of the ToyoHornos Ibéricos High Voltage line, which is 132 KV.

III.3 REAL ESTATE
The companies in the REAL ESTATE sector that make up a branch
of Grupo Ortiz have been operating in the market since 1993. They
took advantage of the real estate boom our country was enjoying
in those days and constructed and marketed numerous housing
developments, both private and subsidised, primarily in two centres
for urban development in Madrid: in Ensanche de Vallecas and
in Vereda de Ganapanes. Our work in these areas was constant,
not just in the construction phase, but also in the initial approach
and future planning of projects. This expertise allowed us to have
a firm grasp on the market conditions and know when to offload
investments on shaky ground just as the market began to show
signs of weakness.
This expertise, already clearly established by 2005, has allowed the
companies within Grupo Ortiz to dedicate themselves exclusively to
the development and construction of subsidised housing and resist
the sector-wide crisis with solvency. The REAL ESTATE Area of Grupo
Ortiz includes the following companies: ORTIZ Construcciones,
ORTIZ Área Inmobiliaria, AGRICASA, PRORAX, El Arce de Villalba
and Superficie Cartera de Inversiones.
In the last several years, Grupo
Ortiz has completed nearly 10,000
subsidised residences, located largely
in developments within Madrid or in its
local Community
In the past business year, 1,723 of the subsidised housing units
marketed were rented, rented with an option to buy in areas like
Paracuellos del Jarama, Parla, Alcalá de Henares and Colmenar
Viejo, or were under construction, such as those being developed
in Collado Villalba, Alcalá de Henares and Móstoles, all in the
Community of Madrid.
Through its development companies, Grupo Ortiz is also involved
in other lines of business, thanks to the acquisition of rural lots,
parcels, car parks, stores and offices, all of which make our REAL
ESTATE Area, together with Construction and Energy, one of the
pillars of our growth and stability.

III.4 PUBLIC WORKS
Grupo Ortiz has been involved with the Public Works area of business
for years and attained a level of expertise that led to an era of
increased activity and growth in recent years. This field is not new
to the Group however, as it began investing in public works in 1997
when it first carried out construction projects for leasable housing for
the Housing Institute of Madrid (IVIMA).
That makes thirteen years of experience in the complex world of
public works, years that have allowed us, now supported by a healthy
economy, to now take on numerous projects of an increasingly
technical and profitable nature.
The Public Works Area spreads its activities over several different
markets. In the area of roads and motorways, our company holds a
stake in the company Accesos de Ibiza, S.A., which built, preserves
and operates the stretch of motorway that links the Ibiza town of San
Antonio and the island’s Airport. We are also a part of Concesionaria
Viario A31, S.A., which holds a preservation contract for the BoneteAlicante stretch of the A-31 with the Ministry of Public Works. This
totals 188 km of motorways.
In the car parks sector, Ortiz Concesiones operates seven car parks
in the Community of Madrid, six in the capital and one in Zamora. In
total, it operates 2,387 car park spaces and has another 1,315
currently in development.
In regards to Environmental work, Grupo Ortiz has a stake in UTE
EDAR Ribadeo, which controls the Sewage Plant in the Galician town.
In the area of Culture and Sport, Ortiz Concesiones has interests in the
“La Rambleta” Cultural Centre in Valencia and in the “Andrés Torrejón”
Sports Facility, which Ortiz Construcciones is erecting in the Madrid
town of Móstoles.
We have saved discussion of the Area of Energy for last. This is a
sector in which Grupo Ortiz already has several photovoltaic power
plants in operation in Extremadura, in Alange and Alconera, and los
Hinojosos, in Cuenca; as well as the photovoltaic facility installed at
the University of Malaga. Currently in the final phases of construction
are the power plants in Southern Italy which we mentioned in the
Energy chapter. All in all, that is 28.8 MW.
Nevertheless, the most ambitious project for Grupo Ortiz in the Area
of Public Works is undoubtedly the construction and operation of the
thermosolar power plant known as “La Africana.” It is located in the
municipalities of Fuente Palmera, Guadalcázar and Almodóvar del Río,
in the province of Córdoba, a prime position that features historically
above average radiation and is situated on flat ground, with access to
water and close to connection points. With 50 MW of power resulting
from an investment of nearly 380 Million Euros, the plant was founded
on cylindrical-parabolic collector technology and an electrical power
storage system with 7.5 hours capacity. To date, it is undeniably the
most significant project undertaken by the Grupo Ortiz Area of Public
Works.

III. AREAS OF BUSINESS | III.5 INTERNATIONAL
III.5 INTERNATIONAL
One component of the Grupo Ortiz Diversification Plan that the Group
has been executing over the past years is a Business Area that has
experienced more growth at a faster pace over the past year. This field
is the international expansion of its member companies.
Thanks to this diversification and the fact that each branch of
business handles all areas of that field, the Group has been in a
position to analyse numerous proposals and many factors regarding
our international operations: everything from the legal and political
stability of the country we set up in, to those countries’ needs to
develop infrastructure, to the presence of local partners who value
our technical and economic dependability…, conditions that in 2010,
Latin American countries like Peru and Colombia have met deftly.
These are countries in which we already maintain a stable presence, a
presence that in 2011 will be expanded into Chile and Mexico.
The Andean country was the first to host the commercial activity of
the Grupo Ortiz companies. There are multiple Group firms already
operating in Peru, namely Ortiz Construcciones, ASTEISA, COSFESA
and Juan Galindo T&D. This has helped the company primarily
in bringing together our overseas operations, Ortiz International
Investment, which form part of the shareholders of the company EOM
Peru, as last year part of the share capital of EHM Peru, Peruvian
construction company with a strong presence in the country, was
purchased. Among the most significant operations currently underway
in Peru, we should mention several Lima sites that will soon become
apartments, lofts and shops, as well as a potable water treatment
centre in Chao, in the province of Trujillo, Department of Libertad,
which is also the future site of a water reservoir, currently under
construction. We should also note the construction of a 16 storey
building, the “Golf Tower,” in San Isidro, Lima.
Since May of 2010, Grupo Ortiz has had a solid presence in
Colombia following the creation of the company Ortiz Colombia,
which is already carrying out a contract in Bogota for the capital’s City
Hall, known as “Malla Vial Sector 4,” for a total of 40 million Euros.
The company is involved in new projects in the areas of concessions,
water treatment, rail lines and public works.
Our continually growing presence in Europe has also been an
important factor in our success. In Italy, AGRICASA holds a 50% stake
in the company MED SOLAR SPV 10 and, through this company,
Grupo Ortiz companies such as ELECOR and Juan Galindo T&D,
among others, are working on projects at various photovoltaic energy
plants in Southern Italy and in Lecce, Monteruga and Masseria
Ricciardi, all three located in the region of Puglia.
Poland, Hungary and Bulgaria are all home to Grupo Ortiz branches
through Grupo Ortiz Polska and Ortiz Electra. Romania will also
soon be joining this group. The Poland branch holds Railway, Energy
and Water Treatment contracts, while in Hungary and Bulgaria, the
company is focused on contracts involving motorways, railways,
railway conservation, sanitation plans and water purification.
