Unanimously, the Planning Commission voted to move the conditional use permit proposal to a Feb. 10 meeting and directed staff to prepare an official resolution denying the proposal on grounds including concerns of health and safety for neighborhood residents and possibly unmet zoning requirements. The resolution denying the request will be formally adopted by the Planning Commission at this meeting. The proposal by Helping Hearts California, Inc. included a co-ed 10-bed facility in a five-bedroom existing single-family home at 1288 Visconti Drive in a residential neighborhood. The facility would have provided supervised long-term treatment for at least six, but up to 10, adults ages 18 and up living with behavior disorders, according to a Planning Commission staff report. Reports show the home would also have been required to be licensed by the state Community Care Division as a social rehabilitation facility. (BPT) - You know that moving into a new home can be one of life’s biggest stressors - the packing, the paperwork, the unpacking and of course finding the nearest coffee shop. Making your new house feel like your home can help alleviate some of this stress and provide a safe-haven for some much needed relaxation. “Everyone has a different sense of what home is,” says Elizabeth Lindmier of The Art Institute of Colorado. So while the same aesthetic won’t work for everyone, she offers her top five tips to start you in the right direction. 1. Texture and textiles Instead of having a bunch of hard surfaces, cozy up your home with something soft or textured. This could be a blanket, curtains or area rugs. These items will also provide some acoustical value so noises aren’t echoing in an empty space. 2. Comfort - Have some place in your home where you can relax, recharge and feel at ease. “Make a space where you would like to spend time,” Lindmier says. 3. Color - A monochromatic scheme with pops of colors can bring you into a place where you feel comfortable and happy. “Do your research on color theory before painting any space,” says Lindmier. “Different colors can spark different moods, emotions and even behavior. Discover what you’d like a given space to accomplish, and use colors as a tool to create such environment.” 4. Lighting - There should be aesthetically pleasing lighting. Look at the difference between warm and cool lighting colors to decide what helps achieve the look you want. Also consider task, am- bient and accent lighting for your space. “Lighting plays a key role in any home,” Lindmier says. “Through lighting design you can highlight design and architectural features, create lighting which is more useful to the human eye, and work with natural light while keeping energy use to a minimum.” 5. Clutter/stuff - “Less is more, but make it more meaningful,” says Lindmier. Get rid of your clutter. When sitting in your space, make sure you can look around and adore the things you see. “Mies van der Rohe’s old adage, ‘less is more,’ certainly holds true here,” says Jackie Barry, Interior Design instructor at The Art Institute of Houston - North. “Select significant pieces of furniture and art to move. You don’t need to have or show everything you have all in one room.” Barry also advises incorporating a concept called biophilic design, which recognizes the inherent need of humans to interact and affiliate with nature to achieve and maintain optimum health and well-being. “Bring the outside in; don’t neglect good views to the outside, accentuate them,” she says. “Let your garden and landscaping work for you on the inside. Members of the San Bernardino County Sheriff ’s Department - Grand Terrace station’s Citizens on Patrol handed out educational pamphlets to drivers at the school sites within the city for two days this week to help remind drivers of vehicle codes often broken at and around schools during the every day morning and afternoon rush. Often times, residents raise concerns to local police including traffic violations like speeding vehicles, stop sign violations and pedestrian crossing violations, shared Dept. Navarro. Dept. The pamphlets include tips on how to be an attentive driver, an easy reference of various school zone laws, and tips for school children on actions they can take to get to and from school safely. Education and reminders of these codes come first, San Bernardino County residents can get tax help from various professionals this tax season. On Feb. 7, professionals with the Inland Empire chapter of the California Society of Enrolled Agents (CSEA) will offer tax advice free of charge. Volunteer Enrolled Agents licensed by the government will be answering tax questions for participants free of charge. They will not prepare any tax returns or provide written advice. The event will take place from 11 a.m. to 3 p.m. in the Solarium Room, Suite 400, at the Medical Office building of the Community Hospital, 1800 Western Ave., San Bernardino. Additionally, qualifying low to moderate income taxpayers may receive free tax preparation and e-filing services from the San Bernardino County Tr a n sit ion a l Assistance D ep a r t m ent (TAD) through the Volunteer Income Tax Assistance (VITA) program. Services are available to eligible individuals and families who earned less than $53,000 in 2014. Tax returns will be filed electronically for both California and federal taxes. Taxpayers may call to make an appointment, with extended evening hours and Saturday appointments available, according to a release from San Bernardino County. Walk-ins are also welcome. City News • Community Open Enrollment Begins for Kinders The Colton Joint Unified School District is about to begin enrollment for next year’s kindergarten class. The CJUSD Priority Open Enrollment for Transitional Kindergarten and Kindergarten Registration for the 20152016 school year starts next week. Completed enrollment packets will be accepted at the child’s home school every Wednesday starting Feb. 11 and continuing through March 18. Parents should contact their school’s office for enrollment hours and can locate their school using the School Site Home Cont. from P. 1 Marc Wims, owner of Wims Enterprises which includes Helping Hearts California, shared that the home would help integrate people with long-term behavioral disorders into society by providing 24-hour behavioral health treatment, counseling and health monitoring. Licensed caretakers would assist with medication administration and the facility would not be a “lockdown” facility, according to Wims. Clients living in the home could live with disorders ranging from schizophrenia, to bipolar disorder, to depression, Wims explained. “Our clients are a protected class. They are brothers, sisters, daughters, wives and husbands. They are citizens like we are citizens,” Wims said. “These clients have been deemed ready to step down into this level of care. They have the right to integrate into society.” Several residents shared concerns of their safety in the neighborhood; most cited large numbers of children in the area. “There are so many kids in the neighborhood. They play together. There’s basketball courts all around,” said MaryAnn Lopez, a resident of Visconti Drive who began a petition - garnering at least 150 votes by Tuesday evening - to fight the proposed group home. Her fiancé, Martin Gutierrez, addressed the Commission, “The neighborhood is what sold us. I’m not opposed to people bettering their life but not at the jeopardy of us losing our quality of life.” Others said they were concerned about employees only being able to oversee the administration of medication to the clients. Many said they feared violence may occur if a client were to decide not to take their medication and chose to exit the group home. Wims said, “I think you’re operating on a stigma, a stereotype that all people with mental health disabilities are violent. The clients have been determined to be appropriate for this level of care. If they do not take their medications then they are non-compliant with the facility’s regulations. They can choose to be compliant or we get with the proper authorities to get them into the appropriate place.” As per law, residents within a 300-square-foot radius of the proposed group home are required to receive notice of the proposal. Colton Associate Planner Steve Gonzales said that on Jan. 15, 56 notices were sent to residents in this radius and the city received three written protests - two by letter and one via email - against the project. Gonzales’s claim was met by mutters of disagreement from the crowd. When Planning Commission Chair Richard Prieto asked who in the audience did not receive a notice, approximately 80 percent of residents raised their hands. “My next-door-neighbor didn’t know about the home until another lady told her about it,” said Lopez. Both of these men are outstanding citizens, and I would never question their integrity when it comes to their dedication to our city. Ernie, I respect your concerns and opinions, but the game has just started. Let’s give ALL the council members a fair chance, and not pick on the new kid on the block. Not nice and not fair. And, Dr. G, please do not kowtow to the “challenge” placed on you. Just continue your fine service to your district and to the city. RAFFMA Collection of Ancient Egyptian Art Discussed in Lecture The ancient Egyptians are known by many to have produced some of the most recognizable works of art and architecture in the ancient world. Eric Wells, a UCLA teaching associate, explored the magical and social beliefs that framed and influenced the creation of ancient Egyptian culture last month at RAFFMA, Cal State San Bernardino’s nationally recognized art museum. Wells’ free lecture, “Ancient Egyptian Art: The Magic of Representation,” focused specifically on pieces from the Robert and Frances Fullerton Museum of Art’s permanent ancient Egyptian collection. Egyptian art was not art for art’s sake. Wells’ lecture explained how acts of representation were imbued with magical properties and significance. An expert in Near East languages and cultures and a Ph.D. candidate, Wells is currently working on a catalog of the RAFFMA permanent collection of ancient Egyptian art. Cont. from P. 1 Do. Starting at just six years old, he currently holds a second degree black belt. Rodarted enlisted in the Marine Corps immediately after graduating from Colton High School in 2013. He now serves in communications in the Marine Corps, according to his mother, Blanca. She explained, “Ever since he was little and could barely speak he would say, ‘I want to be a soldier.’” At first, his family were unsure of what Rodarte was trying to say. It wasn’t long until it became clear to them, as his interests of being soldier only grew. Blanca mentioned that his favorite toy during his childhood was the GI Joe action figures. “I even kept all of them throughout the years. They’re in my living room right now,” she added. “Being a soldier, it’s always been in his blood.” Blanca speaks to him every day. Considering that Rodarte is her only son, she shared, “He’s my hero; he’s my everything.” Explaining that she raised all of her children as a single mother, Blanca said, “I think (Sergio) wants to take care of me. He’s always there.” Although she misses him very much, Blanca believes that the Marine Corps is beneficial for her son - at just 18 years old, Blanca shared she feels like his service and the branch is helping transition him to adulthood. Gary Grossich, owner of Nickelodeon Pizza, officially took his seat as a planning commissioner during the Jan. 27 regular Planning Commission meeting, where he was seated alongside the commission’s other newest appointee, Rosa Granado-Dominguez, and Richard Prieto, who was re-appointed to both the commission and as its chairman. Following his appointment, Grossich wrote on Facebook, “I’m both honored and humbled to be given the opportunity to be the first non-resident Colton business owner to ever serve the City of Colton on a commission. As those of you that know me already know, I may sleep in another town, but my life is lived and my heart is always here in Colton.” Grossich has owned Nickelodeon Pizza, located at 1411 East Washington Street next to Fiesta Village in Colton, since 1973. Though a resident of nearby Bloomington, Grossich is active in the goings-on of Colton, regularly attending council and other commission meetings. He is also a longtime member of Colton First, an action group comprised of local residents interested in keeping local government in check and in being responsive to the needs of taxpayers. Unfortunately, Rodarte was unable to attend the banner installation in his honor, but Blanca, additional family members and friends, including close family friends Bud and Dottie, attended to honor Rodarte just before Christmas. Rodarte didn’t have to wait long before seeing his own banner - when he came home for the holidays on Dec. 21, his family took him out to see it. At Carlsbad Race Track when I came in last, Tom said, ‘It looks like you can use some technical support.’ With Tom’s guidance and support, at the last race of the year, I qualified on pole (first) position and set a new track record with our Pinto. We won many races together with that Pinto, and two championships. In 1990 I had moved up to a faster class called Sports 2000 when my suspension failed on the race car at the Dallas Grand Prix resulting in both broken legs and ankles. Racing with Tom stopped for many years. In 2014, we teamed up again to compete for the entire season in the Formula Mazda. The results? Seven pole positions, nine wins, three track records and two championships capped off a dream season.” Mason continued, “Our 2015 season started Saturday, Jan. 16 at AAA Raceway, Fontana where we earned 1st place and Jan. 17 when we came in 2nd. The cases are either initial exposures or linked as secondary cases of the recent outbreak associated with Disneyland in December. The release states that there is a possibility that San Bernardino County residents may have been exposed to measles since one of the confirmed cases visited public places while infectious.
