REPORT OF THE GENERAL COMMITTEE
For Year ending March 31, 1923
I
N the report of the General Committee last year it was
mentioned that the most pressing need was for a permanent
and adequate supply of water. .1t is w~th great pleasure
that it can now be reported that th~s need IS met, for as the
result of boring operations a plentIful supI;>ly o~ water has
been found at Asfuriyeh. Up-to-date detaIls WIll be found
in the Director's Report on another page.

This finding of water will mark a new era In the hIstory
of the Hospital such as can only be understood ~y those
who have lived in countries where the want of water IS felt.
It will now be possible, as funds permit, to extend and
improve the Laundry, for which plans are to hand, the
estimated cost being f7 00 .
Then must follow the Home dairy, farm and vegetable
garden. Not only will all these I?ake for larger economy,
but they will provide work and mterest for many of the
patients thus helping towards their cure.
Towa;ds the cost of the water supply, which was estimated
at fl,OOO (it will probably cost more, the total figure is. not
yet to hand), the Trustees of the late Peter Coats have gIVen
f5 00 , an American friend, Mrs. Maria Scat~ergood, f39 6 ;
a Scotch friend, fl00; Madame Lucien GautIer and famIly,
Geneva, f20; Holland, f2 8s.; with various donations from
friends in Great Britain, making a total of f 1 ,09 2 .
The Committee desire to thank all who have contributed
towards this special object in answer to their appeals. There
is at present nothing in hand for further improvements, and
the Committee again earnestly ask for support and co-operation so that the rest of the improvements can be completed
as soon as possible.

actIve part of the work, he remains in it as Chairman of th
Philadelphia Committee.
We have, with deep regret, to record the d ath on Easter
Sunday of Dr. R. Hingston Fox, a member of the G neral
Commltt e from the earliest days of Asfuriyeh. Dr. Hing ton
Fox w~s always ~n ?ld and honoured friend to the Hospital,
d~eply mterested m ItS progress and welfare. The Committ e
WIS~ to record their profound sense of loss, together with
theIr sympathy, with the family.
The Committee record, with deep regret, the d ath on
February 2nd of Professor Luci n Gautier of Geneva who
since the formation of this work gave hi~self with ~hole­
hearted zeal and enthusiasm to its furtherance. As Presid nt
of the .Geneva Committee he wrote and issued annually a
report m French of the work, which w nt far to maintain
the intere t in his country.
The London Secretary has ju t paid a vi it to G n va
Lausanne, Berne, Zurich, and Ba Ie, where sh visit d m mber~
of the Swiss Committees and oth rs. It is believ d that the
visit secur d new friends, and gave fresh stimulus at the
right time.
We :were glad to welcome home on furlough during the y ar
the DIrector, Dr. Watson mith, who for fifteen y ars has
don~ such trenuou work at Asfuriyeh.

Report of the General Committee
The Lebanon Hospital
_ir. HERBERT CATFORD seconded the adoption of the report,
:and referred to the late Founder, Theophilus Waldmeier,
who had worked for many years in the East, and whose
gifts ~s a pioneer ?ad been in his last years devoted to the
foundmg of ~~fu.nyeh. It was a pleasure and a privilege
to a.ctually VISIt It, and to see how successfully it has been
.carned on all these years. Like Mr. Bickersteth, he was impressed by the importance of Dr. Watson Smith's work in
the American University of Beyrout, where those students,
who would later be scattered all over the Near East, were
now getting the best training possible in mental diseases.
Dr. R. PERCY SMITH, in moving the adoption of the
Director's Report, referred to some of the chief points.
1\1r. PETER BARTLEMAN, Head Attendant at Asfuriyeh, now
on furlough, spoke of how the Institution had grown since
he went to it nearly five years ago, and of the variety of
nationalities and religions treated. A great many patients
ha~ called at the Hospital since their discharge, to express
theIr thanks for what had been done for them. There is
a good staff of native nurses. There is no difficulty now,
as formerly, in getting and keeping both male and female
nurses, except that the female nurses as a rule leave after
a time to get married.
Mr. JOSEPH BUTLER presented the Treasurer's Report, the
adoption of which was moved by Dr. R. FORTESCUE Fox.
Pastor HOFFMANN DE VISME seconded its adoption, and as
the representative for Switzerland, gave a message from the
Geneva Committee. Referring to their loss by the death
,of their President, Professor Lucien Gautier, he stated that
they intended to carryon the work he had begun and that
Mlle. Martin-Achard had been elected as his successor.
Major HUIE, G.B.E., Hon. Secretary and Treasurer for
Edinburgh, moved the re-election of the General Committee,
the Treasurers, and the Auditor as printed, for the ensuing
year. Speaking of his work for Asfuriyeh in Edinburgh,
Major Huie said he realised what a magnificent work it was.
The subscriptions in Scotland had steadily increased the
last five years. He appealed to everyone interested to try
to get one other individual also interested. Major Huie
has lectured with Iantern slides in several parts of Scotland.
Rev. E. M. BICKERSTETH seconded the re-election of the
General Committee, Treasurers, and Auditor, which was
carried by the meeting.

With great thankfulness we look back on the past Y ars
and the remarkable progress made. Let us. see to it t.hat
we fail not to carry forward to still greater effiCIency and WIder
usefulness an Institution so unique in its sphere of usefulness
and in its international character.
In closing, the General Committee again expre~s th~ir
immeasurable indebtedness to the Executive CommIttee III
Beyrout, without whose loyal co-operation it would be impossible, being so far away, to judge of the needs of the work
and the widening openings for development.

The Annual General Meeting was held at Caxton Hall,
Westminster, on June 3, 19 2 4, at 5 p.m.
The CHAIRMAN, Dr. E. W. G. Masterman, in opening the'
proceedings, referred briefly to the chief points in the General
Committee's Report. He then called on Rev. E. M. Bickersteth,
of " The Jerusalem and the East Mission," who had recently
visited the Hospital, to move the adoption of the report.
Mr. BICKERSTETH said it was with great pleasure he spoke,
for when recently in the Near East he had made inquiries on
all sides about the Hospital, and he had seen it for himself.
Not only do Syria and Palestine owe a big debt to Asfuriyeh,
but all the Near East, because it is leading the way in the
treatment of mental disease.

REPORT OF THE DIRECTOR
MR. CHAIRMAN, LADIES AND GENTLEMEN,
I have the honour to present the Annual Report of
the Lebanon Hospital for Mental Diseases, together with
the Statistical Tables and Financial tatements for the year
April I, 1923, to March 3 I , 19 24·
P ARTIC LARS.
During the year, 131 pati nts-88 men and 43 womenwere admitted to the Hospital. From the previous year
there remained in the Hospital I05 patients-53 males and
52 females-so there were in all 236 patients- I 4 1 men and
95 women-under care and treatment throughout the year.
Only a very insignificant number of these were cases of
re-admission. The majority were cases of recent m ntal
disorder, and table o. 4 gives a ummary of the results of
treatment as follows : 26 patients-I6 men and IO women-recovered; 44
patients-29 men and 15 women-were decidedly benefited
by their stay in the Hospital; and 21 patients left the Hospital
for various reasons-for example, removed by fri nds with a
view to seeing whether a change would be helpful, or the
patient had become sufficiently calm that home treatment
was again possible; 26 chronic patients were transferred to
Damascus by order of the Damascus Governm nt.
uch cases cannot be classified from the standpoint of
their mental disorder as other than" Not Improved," although
I can certainly state that no hopeful case ev r leaves the
Hospital really "Not Improved" excepting the very rare
instances where impatient relatives remove the patient against
medical advice.
The other statistical tables, although interesting as giving
a comprehensive idea of the year's work, do not require further
comment, as they are self-explanatory.
I should like to draw attention, with regret, to the
unavoidably large numbers of pati nts received into the
Ho pital with def ctive histories. These patients have been
sent by local government authorities with card of appeal for

supply, which is a very god-send, and so make the Hospital
capable of rendering further service than it has been able to
do in the past.

During the past year the London CommIttee. appomt.ed
Miss Jessie MacLean, from Bangour Mental HospItal, Edmburgh, to be Deputy Matron of this Hospital. Miss MacLean
arrived here in February to take up her duti s, and has already
proved herself an efficient and pleasant worker.

With this report are submitted the financial statements,
which have been regularly audited before presentation to
the Executive Committee.
This year I spent six months' furlough m Europe, where
I occupied myself m improving my medical knowledge,
particularly with a VIew to making the classes on Mental
Diseases as up to date as possible.
I have to thank Doctors Webster, Cruickshank and Salih,
together with the officers of the Institution, for maintaining
it in such excellent order during my absence.
The London Committee purchased a considerable amount
of surgical and electrical appliances, thereby making a
valuable addition to the therapeutic equipment of the Hospital.
In conclusion, I have to thank Mr. Gabriel, of the American
Presbyterian l\lission, Beyrout, for the regular conduct of
the religious services of the Hospital; the officers of the Hospital,
Miss Gibb, the Matron, Mr. Bartleman, the Head Attendant,
and Mr. Minter, the Clerk and Steward, for their continued
loyal help throughout the year; and Dr. Webster and the other
members of the. E~ecutive Committee for their generous
support and advIce m all matters pertaining to the conduct
and administration of the Institution.

FOUNDATION.
The L banon Mental Hospital was founded in 1898 by the
late Theophilus \iValdmeier, who was for many years a
missionary in Abyssinia and in Syria. Impressed by the great
need, Theophilus ~Taldmeier and his wife toured through
Europe and America, collecting funds and establishing local
committees In Great Britain, United States of America,
Holland, Switzerland, and Germany. Through their efforts
the Hospital was opened in 1900.

GENERAL INFORMATION

The Hospital is situated on a hill called Asfuriyeh, four
miles from the city of Beyrout, with a wonderful view to the
Lebanon and over the Mediterranean. It is 500 feet above
sea-level, and covers an area of 36 acres. The situation in
its comparative coolness and its quiet isolation secures all
that is rE'quired for such a hospital.

PREMISES.
It is built on the detached pavilion system, with six buildings
for patients and mne for the staff and administrative
purposes. These pavilions have been named after the
countries co-operating and after individual donors.

PATIENTS.
About half of the patients are natives of Syria; the remainder
are extraordinarily diverse in race and nationality. They
come from all parts of the Near East, from Jerusalem,
Nazareth, Damascus, from as far east as Baghdad, from
Persia, Asia Minor, from the Islands of Greec~, Cyprus,
Egypt and places in North Africa. Casual pah.ents from
nearly every country in Europe have also received. help.
It is the first Mental Hospital in the whole of Syna anet
Palestine.
The religions are as varied as the races. There are Moslems,
Druses, Jews, and Christians of many sects. Asfuriyeh

ear East, and co-operates with all other philanthropic and
r ligious ffort.

University in Beyrout.
Trustees. At the Annual Meeting held in London, to which
all subscribers are invit d, the Central London Committee is
appointed, which Committee is responsible for the funds and
maintenance. The Treasurers and Auditor are also appointed
at the Annual Meeting.
MANAGE ME T.
The medical students from the American University in
Beyrout are now taking, as part of their final studies, a course
of lectures and clinical demonstrations on mental diseases
at Asfuriyeh, under the Director. Such instruction has not
been given to these students before, and as these are the
men who will be scattered as doctors all ov r the East,
enlightened ideas and skilled methods of treatment will thus
become widely diffused through these lands.
Asfuriyeh is an acute mental hospital, .a~d n~t me:ely a
home for the chronic insane, as the statIstIcs given m the
Annual Reports will show.
From the time Asfuriyeh was opened in 1900 to March
1923 a total of about 2,294 patients have passed through for
treatment; of these, 1,507 were men and 787 were women.

Ch.B., who is respon ibl for the management of the staff

to an Executive Committee in Beyrout, which is composed of
British, American, and Syrian residents in Beyrout, who
are for the most part permanently located in Syria, either in
the Missions or medical work.
The nurses, men and women, are Syrians from the surrounding villages, and are trained under the British Doctor,
Head Attendant, Matron and Assistant Matron. There is
also a British clerk and steward.
CONSTITUTIONAL.
The property and funds of the Hospital are vested in five

sufferers in the country sacred to our memones, our hope,
and our faith, speaks for itself.

The Hospital IS maintained by voluntary contributions
and by the payments of patients. Patients according to their
means contribute towards their maintenance and treatment,
though no needy case is refused, and about 70 per cent. of
the income is so obtained.
The Hospital is not in debt, although it is extremely difficult
to provide money for improvements, equipment, and anything
that involves capital expenditure.
