XENIA COMMUNITY SCHOOLS BOARD OF EDUCATION

Roll Call
The Xenia Community Schools Board of Education met in regular session
on the ninth day of June, 2014 at 6:30 p.m. at the Xenia Community
Schools Board of Education, 819 Colorado Drive, Xenia, Ohio. The
meeting was called to order by President Cheryl Marcus and the roll was
answered as follows: Mrs. Cheryl Marcus, present; Dr. R. P. Dillaplain,
present; Mr. Arch Grieve, present; and Mr. William Spahr, absent, Dr. Nodie
Washington, present.

Board Member Comments/Good of the Order:
 Mrs. Fielding gave a reminder that the district is offering a free
breakfast to students from June 9, 2014 to June 27, 2014 at
Arrowood Elementary School from 8:00 a.m.-8:30 a.m. and the
YMCA will be offering free lunch from June 9, 2014 to August 15,
2014 at noon at Shawnee Park.
 Mr. Morrison commented on the Listening Tour and the Community
Survey and that the Board/District is listening to the community and
is trying to move forward.
 Dr. Washington commended the Board, Superintendent and the
Treasurer for working together to offer the salary increase to the staff
and remarked that the District needs an attractive financial package
to attract and keep staff.
 Mr. Grieve congratulated all of the graduates and thanked the staff
at Xenia High School for putting together the graduation ceremony.

 Mr. Spahr commended the graduates and the ceremony; apologized
for arriving late and commented on attending dual board meetings
that evening. He also commented on the Greene County Career
Center graduation and how many Xenia students are attending
there.
 Dr. Dillaplain congratulated the graduates; commented on the
ceremony and their many accomplishments; commented on the end
of the year picnic and what a great atmosphere it was.
 Mrs. Marcus made the following remarks:
• Superintendent Pro Tem paid vacation. The contract that we signed
with Denny Morrison to serve as our superintendent pro tem did not
provide for a paid vacation for him during the term of this contract
which expires on July 31, 2014. Since we hired him, Denny has
devoted significant time and energy to the business and
advancement of Xenia Community Schools and thus warrants a
respite. As Denny has communicated with each of us, he has family
plans for June 10 through June 16. He will return to the office on
June 17. Please let me know if you have comments or questions. I
have asked him to think about and to identify and inform the board of
who is in charge while he is on vacation. He can tell us on Monday
evening. For transparency and communication purposes, I am
asking that we formally approve this motion.
• Levy Discussion and Directive for Finance Committee. As discussed
at the Special Meeting held on May 27, members were to send to me
suggested ideas that would be used to create a board directive to
the members of the Finance Committee in relation to our upcoming
school levies.
• Joint Meeting with Local and State Officials. To advance
partnerships and working relationships with our local and state
officials, the Board should schedule a meeting with City Council,
County Commission, Township Trustees, and our state and federal
representatives. Now is the time for us to meet. I ask that each of
you share with me three dates in June, four dates in July, four dates
August, and three dates in September that you will be willing to hold
on your calendar. Please consider both day and evening times that
you would be available. From these dates, these meetings will be
scheduled and meetings with groups finalized. Both Denny and
Tracy are expected to attend these meetings too. Please get these
dates to me by Thursday, June 12.

As steward of this District's property, the Board of Education recognizes that
efficient management and full replacement upon loss requires accurate inventory
and properly maintained property records.

ACCOUNTING SYSTEM FOR FIXED ASSETS
The Board of Education shall maintain a fixed-asset, accounting system. The
fixed-asset system shall maintain sufficient information to permit the following:
the preparation of year-end financial statements in accordance with
generally-accepted, accounting principles
adequate insurance coverage
control and accountability
Fixed assets are defined as those tangible assets of the District with 1.) a useful life
in excess of one (1) year. 2.) an initial cost equal to or exceeding the amount
determined annually ( ) every ______ years in the District's administrative
guidelines, and 3.) which the District intends to hold or continue in use over an
extended period of time. If a single item does not meet the threshold amount, but is
typically purchased in aggregate by the District, the __treasurer__ shall verify which
items shall be classified as fixed assets and recorded at the time of purchase or
acquisition. Further, some items may be identified as "controlled" assets that,
although they do not meet all fixed asset criteria, are to be recorded on the
fixed-asset system to maintain control.

Leased fixed assets and assets which are jointly-owned shall be identified and
recorded on the fixed-asset system.
Fixed assets shall be recorded at actual, or if not determinable, estimated purchase
price or fair market value at the time of acquisition. The method(s) to be used to
estimate such price or market value shall be established by the
______________________.
The Superintendent shall develop administrative guidelines to address the proper
purchase, transfer, and disposal of fixed assets.
Such assets shall be
disposed of in such a manner as will be in the public interest and benefit the
District (see Policy 7300 and Policy 7310).
The __Treasurer__ shall verify whether an expense should be recorded as an
improvement to a fixed asset or maintenance cost. An improvement of a fixed asset
significantly increases its value, life or capacity to serve, and should be capitalized
and depreciated over its life. Maintenance restores a fixed asset to its original level
of service and should not be capitalized.
Depreciation is the allocation of the cost of a fixed asset over its estimated useful
life. Depreciation shall be recorded for funded fixed assets using the method(s)
agreed upon by the Superintendent and the Treasurer.

DISTRICT SUPPORT ORGANIZATIONS
The Board of Education appreciates the efforts of all organizations whose objectives
are to enhance promote the educational experiences of District students, to help
meet educational needs of students and/or provide extra educational benefits not
provided for, at the time, by the Board.
District support organizations are defined as any non-profit entity, group, or other
organization formed and operating for the purpose of supporting District programs.
The Board shall offer approve the opportunity for any authorized school
support entity to receive coverage under the District's liability insurance
program to protect the entity against claims resulting from damage or
injury resulting from any act or omission of any school-support entity. The
entity shall pay for such coverage upon written notification from the
Treasurer.
The following rules and procedures shall govern the working relationships between
the Board, administration, and any District support organization:
A.
School employees and Board-approved school volunteers may not be
directly compensated in any manner by District support
organizations.

In addition to parents, membership should be made available to
District staff and members of the community.
Each District support organization shall work in cooperation with
the principal and other staff members and shall abide by the policies
of the Board.
It shall be the responsibility of each District support organization to
monitor its activities to assure compliance with Board Policy.
Each District support organization will submit its bylaws to the
Superintendent for review and approval.

Each District support organization is encouraged to set goals that
are consistent with those of the particular programs, activities or
sports being supported as articulated by the coach/advisor and/or
athletic director of such program, activity or sport, to avoid
duplication of effort and to maximize the benefit to the organization
or group.
The activities of District support organizations shall not involve the
use of public funds and the District shall not assume responsibility
for any purchases made on behalf of any support organization
governed by this policy.
The school district tax identification
number shall not be used for District support organization
purchases.
The time, date, purpose, location and conduct of all fund-raisers on
District property shall have prior approval of the administration.
District support organizations are encouraged to communicate their
preferred activity dates to the administration as soon as possible as
consideration for dates and facilities will be given on a first come,
first served basis.
Each District support organization must abide by the policies and
guidelines established for the use of District facilities and grounds.
Projects that require any modification or alteration to District
property must be pre-approved by the Superintendent.
Proceeds from District support organization fund-raisers shall not
be commingled with a student activity or other Board accounts.
Board employees who commingle such proceeds with a student
activity or other Board account shall be subject to discipline.
The Superintendent shall implement administrative guidelines that
require each District support organization's fund-raising activities
be in compliance with Board policies and that the funds generated

for school-related projects that have the approval of the
Superintendent and principal.
District support organizations are encouraged required to obtain
501(c)(3) status or be a member of a charitable organization
which handles their funds such as Greene Giving, the Xenia
Community School’s Foundation, or any other appropriate
foundation, so that community members may properly take tax
deductions for donations to the organization.

MCKINNEY-VENTO HOMELESS ASSISTANCE ACT
XENIA COMMUNITY SCHOOLS (LEA) ENROLLMENT RESPONSIBILITITES
and
ENROLLMENT DISPUTE RESOLUTION
The Ohio Department of Education is committed to facilitating the timely resolution
of disputes regarding the educational placement of homeless children and youth.
The process may address issues concerning enrollment, transfer of records,
transportation, comparable services, guardianship, medical records, residency,
school of origin/school of choice issues along with any related homeless education
concerns.
ENROLLMENT RESPONSIBILITIES
The McKinney-Vento Homeless Assistance Act includes definitive language
concerning the enrollment of homeless children and youth including:
Xenia Community Schools shall, according to the youth’s best interest:
• Continue the child’s education in the school of origin for the duration of
homelessness
1. In any case in which a family becomes homeless between academic
years or during as academic year or
2. For the remainder of the academic year, if the child or youth becomes
permanently housed during an academic year or
• Enroll the child or youth in any public school that non-homeless students
who live in the attendance area in which the child or youth is actually living
are eligible to attend.
In determining the best interest of the child or youth, Xenia Community
Schools shall:

To the extent feasible, keep the homeless child or youth in the school of
origin, except when doing so is contrary to the wishes of the child’s or
youth’s parent or guardian.
Provide a written explanation to the parent or guardian, including a
statement regarding the right to appeal if the local educational agency sends
the child or youth to a school other than the school of origin or a school
requested by the parent or guardian;
Refer unaccompanied youth to the homeless liaison designated by Xenia
Community Schools to provide assistance in placement and/or enrollment
decisions. The views of the unaccompanied youth will be considered and the
youth will be notified of the right to appeal.
ENROLLMENT DISPUTE RESOLUTION
GENERAL GUIDELINES• Disputes should be resolved at the district level rather than the school level.
• The dispute resolution process should be as informal and accessible as
possible allowing for impartial and complete review.
• Parents, guardians and unaccompanied youth should be able to initiate the
resolution process directly at the school they choose, as well as at Xenia
Community School’s homeless liaison’s office.
• Parents, guardians and unaccompanied youth should be informed that they
can provide written or oral documentation to support their views.
• Students are to be provided with all services for which they are eligible while
the disputes are being resolved.
• Written documentation should be complete, as brief as possible, simply
stated and provided in a language the parent, guardian, or unaccompanied
youth can understand.
RESOLUTION PROCESS•
Should a dispute arise over school selection or enrollment in a school the
following procedure is to be followed:
1. Xenia Community Schools shall provide the parent or guardian with a
written explanation of the school’s decision regarding school selection
or enrollment.
2. Xenia Community Schools shall inform the parent or guardian in
writing of their right to appeal the decision.
3. Should the dispute continue, Xenia Community Schools shall refer the
parent or guardian to the local LEA liaison who shall review the
complaint and issue an opinion in writing to the parent or guardian.
4. Should the dispute continue, the Xenia Community School’s liaison
shall assist the parties involved in presenting the situation to the Ohio
Department of Education homeless education coordinator.
5. The state homeless education coordinator shall recommend a
decision for distribution to the parent, local superintendent and local
educational agency liaison.
6. Should the dispute continue, the final appeal is made to the State
Superintendent of Public Instruction for review and disposition.
