Long Beach, CA 90802 . 562.570.6615 . rda.longbeach.gov ACKNOWLEDGEMENTS For over 45 years, the Long Beach Redevelopment Agency’s mission has been to enhance the quality of life by improving blighted areas of Long Beach, revitalizing neighborhoods, promoting economic development, creating jobs, providing affordable housing and encouraging citizen participation. There are many individuals and organizations that play a critical role in our success. We would not be able to fulfill our mission without the visionary leadership of the Agency Board, who lend their invaluable time and expertise to our cause. Each month the dedicated citizens who comprise our Project Area Committees gather to discuss ways we can improve our neighborhoods. Our elected representatives on the City Council provide guidance and support for our projects, and our numerous partnerships with public and private entities help us achieve the many milestones we have reached. Finally, the dedicated men and women who make up the Agency’s diverse and talented staff work tirelessly to bring our grand visions to fruition. We are Building a Better Long Beach, and the community is taking notice. By promoting and leveraging our partnerships, we have kept pace with our growing economy while respecting and preserving Long Beach’s rich heritage as one of the most diverse cities in the nation. In 2007, the Agency invested $34.8 million in the revitalization of our neighborhoods in order to achieve an enhanced quality of life. We also worked hard to meet the most basic needs of area residents, with over $8.5 million for new streets, medians, sidewalks and other public facilities. In order to create a healthier environment for our children and families to play and thrive, we spent $7.9 million on new and expanded parks and open spaces. In addition, the Agency contributed $17.6 million towards building high-quality, safe and affordable housing developments. I am proud of the progress that we made this year. The pages of this report reflect how much we have accomplished and the great strides we have taken towards revitalizing our communities. We established tremendous momentum in 2007, and look forward to building on that momentum in 2008. Beck Executive Director, Long Beach Redevelopment Agency AGENCY BOARD THOMAS FIELDS, CHAIR A longtime resident of Long Beach and current Chair of the Agency, Thomas Fields is a writer and producer and owns his own marketing company, Thomas Fields Associates. He has written commercials and advertising for such clients as Nissan, Chevrolet, Toyota, Evian, Burger King, California Angels and Prudential. Thomas has long been active as a volunteer in the City of Long Beach and is former Chair of the Long Beach Planning Commission. WILLIAM BAKER, VICE CHAIR William Baker is a Long Beach native and graduate of Long Beach public schools. He served in the U.S. Navy from 1943 to 1946; when he came home, got married and raised two children. Bill lives in the same house he bought in 1948 and is a 60-year member with the Building Trade Union. In 1955 he started Bestell Company, a design and engineering business that fabricated structural steel and metal buildings and grew to a national firm with plants in California, South Carolina and Texas. Bill has been an active volunteer in the City of Long Beach, serving on committees and commissions since the 1970s. DIANE ARNOLD Diane Arnold is a Long Beach native, mother of six and owner for more than 40 years of a family-owned beauty supply business on Pine Avenue. Diane, a graduate of Long Beach schools, attended Poly High and Long Beach City College. Diane has been a longtime volunteer in the city, involved in the Downtown Long Beach Associates, Central PAC and a number of other civic and school organizations. Diane retired in 2005 and has been devoting her time to the Redevelopment Agency Board and other community activities. AGENCY BOARD JOHN THOMAS, AICP Born and raised in Fullerton, John considers Long Beach to be his adopted home. After moving to Long Beach in 1990, he became active in many community organizations, serving on the Boards of the Historical Society of Long Beach, Bluff Heights Neighborhood Association, and is co-author of Long Beach Art Deco. He is a passionate collector of art deco and a period enthusiast. He is currently a Manager in the Community Development Department at the City of Rancho Cucamonga, and a member of the American Institute of Certified Planners. John has owned and operated two small businesses in Long Beach for over 10 years, and was appointed to the RDA Board after serving 7 years on the Community Development Advisory Commission. JOHN CROSS John Cross has lived in Long Beach since 1961. He has served the City as Chair of the Citizen Police Complaint Commission, and has also served on the Code Enforcement Team for West Long Beach, the Mayor's Task Force on Commissions, Senator Lowenthal's Environmental Advisory Group and as President of the West Long Beach Association. Mr. Cross is retired from ARCO, and has been an active Member of the Westside PAC for many years. VIVIAN TOBIAS Vivian Tobias was born and raised in Long Beach and is a graduate of Poly High School, Stanford University and UCLA. Currently an analyst and representative for a large insurance company, Vivian has long been active in community and political organizations. She has served on numerous committees including the Mayor’s Multi-Cultural Advisory Committee, the Long Beach Affordable Housing Coalition and the Fair Housing Foundation of Los Angeles. She has also served on the Los Angeles County Democratic Central Committee and is a longtime advocate in Central Long Beach, serving on the Central Project Area Committee since 2000. The hotel will feature sleek, contemporary architecture and will be a place for people to meet, eat and shop. Through the successful partnership of the Agency and Long Beach Plaza Associates, this high profile project is a valuable investment in the city of Long Beach and will attract many tourists and area residents to the downtown area. Budget: $55,000,000 EXISTING CONDITIONS Developer: Long Beach Plaza Associates Location: 201 Promenade (Broadway and Promenade) Important Dates: Construction Start Date 4th Quarter 2008 PROPOSED CONCEPT Completion Date 3rd Quarter 2010 02 Downtown Long Beach – Redevelopment Project Area 34 133 PROMENADE WALK – THE OLSON COMPANY In keeping with a strong drive to increase the number of Downtown Long Beach living options, 133 Promenade Walk, a 97-unit condominium project, was completed in 3rd Quarter 2007. The project also includes 12,870 square feet of retail space, scheduled for completion in 3rd Quarter 2008. Construction of the project began in 2nd Quarter 2005; Phase 1 was completed in 2nd Quarter 2007, and Phase 2 was completed in 3rd Quarter 2007. This Promenade residential development is an essential contribution to the urban real estate revitalization of Downtown Long Beach and is drawing an increasing number of homeowners interested in downtown living. Budget: $35,000,000 Developer: The Olson Company COMPLETED PROJECT Important Dates: Construction Start Date 2nd Quarter 2005 Phase 1 Completion Date 2nd Quarter 2007 Phase 2 Completion Date 3rd Quarter 2007 Project Completion Date 3rd Quarter 2008 02 Downtown Long Beach – Redevelopment Project Area 35 LOFTS AT 3RD AND PROMENADE – LYON REALTY ADVISORS The Lofts at 3rd and Promenade is an exciting new development situated on two parcels in the heart of downtown. The mixed-use development project will consist of 104 rental homes and 13,550 square feet of first-floor retail space. The project broke ground in June of 2007 and is currently slated for completion in 2nd Quarter 2009. Budget: $42,000,000 GROUNDBREAKING Developer: Lyon Realty Advisors Location: The north portion of the block bounded by The Promenade, 3rd Street and Long Beach Boulevard Important Dates: Construction Start Date 2nd Quarter 2007 PROPOSED CONCEPT Completion Date 2nd Quarter 2009 WORK IN PROGRESS 02 Downtown Long Beach – Redevelopment Project Area 36 LONG BEACH TRANSIT / VISITOR INFORMATION CENTER The Long Beach Transit/Visitor Information Center, a 1,900 square-foot transit customer service and visitor information center, began construction in the 1st Quarter 2008. The new center will incorporate a full service transportation ticket center, real-time route information, public restrooms, and a visitor information kiosk. Easy mobility is essential to urban revitalization, and the new Long Beach Transit/Visitor Information Center will add an innovative transportation solution to Downtown. Budget: $1,000,000 EXISTING CONDITIONS Developer: Long Beach Transportation Company Important Dates: Construction Start Date 1st Quarter 2008 PROPOSED CONCEPT Completion Date 4th Quarter 2008 GROUNDBREAKING 02 Downtown Long Beach – Redevelopment Project Area 37 PROMENADE MASTER PLAN The Promenade Master Plan is an improvement, expansion and redesign of The Promenade, the city’s unique downtown walkway. The Promenade extends from Shoreline Drive, south of the Long Beach Convention Center, to the northern terminus at 5th street. The Master Plan encompasses the gateways, hardscape, landscape, furniture, lighting and public art plazas along the three blocks between Ocean Boulevard and 3rd Street, as well as renovation of the amphitheater. As one of the city’s main visitor attractions, The Promenade will highlight the work of the Agency for years to come. EXISTING CONDITIONS Budget: $5,000,000 (Promenade Construction & Development) $1,100,000 (Public Art on all three blocks) Developer: RDA Important Dates: Construction Start Date Middle block 4th Quarter 2007 Completion Date Middle block 4th Quarter 2008 South block 2009 North block 2010 PROPOSED CONCEPT 02 Downtown Long Beach – Redevelopment Project Area 38 CITYPLACE LOFTS CityPlace Lofts is a 72-unit condominium/loft project located at 4th Street and Elm Avenue. This new multi-family property offers buyers a convenient downtown location and versatile loft spaces. The owner/developer of CityPlace Lofts is West Millennium Homes. The south building (Phase I) was completed in 1st Quarter 2007; the north building (Phase II) was for completed 4th Quarter 2007. With the growing popularity of Downtown Long Beach, CityPlace Lofts is a great addition to the area’s exciting ambiance of urban living. Budget: $35,000,000 Developer: West Millennium Homes CITYPLACE LOFTS Location: Bounded by 4th Street and Elm Avenue Important Dates: Phase 1 Completion Date 1st Quarter 2007 Phase 2 Completion Date 4th Quarter 2007 02 Downtown Long Beach – Redevelopment Project Area 39 LYON WEST GATEWAY RESIDENTIAL DEVELOPMENT The Lyon West Gateway residential development is a mixed-use project consisting of 291 rental apartments (265 market rate and 26 affordable) and 15,000 square feet of commercial space along Broadway and at Magnolia Avenue and 3rd Street. The Environmental Impact Report was certified in July 2005 and the Disposition and Development Agreement was approved by the City Council on July 10, 2007. The developer broke ground in 1st Quarter 2008 and anticipates completion of the first phase in 4th Quarter 2009 . Budget: $94,000,000 WORK IN PROGRESS Developer: Lyon Realty Advisors Location: Between Broadway and 3rd Street and Magnolia and Chestnut Avenues Important Dates: Construction Start Date 1st Quarter 2008 PROPOSED CONCEPT Completion Date 4th Quarter 2009 02 Downtown Long Beach – Redevelopment Project Area 40 BROADWAY BLOCK DEVELOPMENT Under development by Williams & Dame Development, this proposed mixed-use project consists of an art center, residential units and commercial space. The Agency has entered into a Memorandum of Understanding with the developer and conceptual plans for the site bounded by Broadway, Long Beach Boulevard, 3rd street, and Elm Avenue are being refined. Budget: TBD EXISTING CONDITIONS Developer: Williams & Dame Development 02 Downtown Long Beach – Redevelopment Project Area 41 PINE - PACIFIC The Pine - Pacific project, bounded by Pine and Pacific Avenues, and 3rd and 4th Streets, has been divided into two phases. Phase 1 will consist of a 5-story residential project with 175 living units and 7,280 square feet of retail space. Phase 2 is slated as a 12-story mid-rise residential development with 186 units and 18,670 square feet of retail. The Agency entered into an Agreement to Negotiate Exclusively with the developer team for development of the site on December 7, 2006. Conceptual plans are currently being refined as part of the negotiations with the developer. Budget: TBD EXISTING CONDITIONS Developer: Williams & Dame Development Important Dates: Construction Start Date 2nd Quarter 2010 Completion Date 2nd Quarter 2012 02 Downtown Long Beach – Redevelopment Project Area PROPOSED CONCEPT 42 PACIFICA – LENNAR SOUTH COAST HOMEBUILDING Once completed, the Pacifica Promenade development by Lennar will consist of 62 housing units with 4,331 square-feet of first-floor retail space. The residential portion of the project was completed with the first move-ins during 1st Quarter 2008. The developer, Lennar South Coast Homebuilding, has opened a sales office at 218 The Promenade North. Budget: $18,000,000 PROPOSED CONCEPT Developer: Lennar South Coast Homebuilding Location: Bounded by The Promenade, Broadway, Waite Court, and Alta Way Important Dates: Construction Start Date 2nd Quarter 2006 WORK IN PROGRESS Residential Completion Date 4th Quarter 2007 Retail Completion Date 1st Quarter 2009 02 Downtown Long Beach – Redevelopment Project Area 43 WPA MOSAIC OPEN SPACE DEVELOPMENT This historic mosaic, originally located at the base of the WPA building at the Pike has been relocated and incorporated into an open space development at the south end of CityPlace. Development of this parcel will coincide with the development of the north block of the Promenade Master Plan and is expected to start in 2010. Budget: TBD Developer: RDA EXISTING CONDITIONS Location: 3rd Street at CityPlace Important Dates: Construction Start Date 2010 02 Downtown Long Beach – Redevelopment Project Area 44 ALOFT HOTEL The Aloft will be a 185 to 200-room hotel with approximately 300 to 500 square feet per room and nine-foot ceilings. The hotel will also include 1,500 to 2,000 square feet of meeting room space and an open-air bar/lounge area on the roof. As currently proposed, the façade of the American Hotel would be incorporated into a separate building, which the developer would own and control, to be used as additional meeting room space and a gallery. The project will also include functional public art in a plaza area. The Agency entered into an Agreement to Negotiate Exclusively with the developer team on March 11, 2008. Conceptual plans are currently being refined as part of the negotiations with the developer.
