our government joins the Metrobank Foundation Inc. in honoring our police officers and their contributions to
nation-building, through the 2013 Search for the Country’s Outstanding Police Officers in Service (COPS).
Maintaining a peaceful, orderly society, and securing the welfare of our citizens is a vital cornerstone of our Social
Contract with the Filipino People. This collective agenda is made manifest through our men and women in uniform,
who tirelessly fulfill their duties as vanguards of freedom, justice, and empowerment. I congratulate the awardees,
our country’s most outstanding police officers in service, for this recognition, which is an expression of gratitude for
a job well done. May you continue to serve our country to the best of your abilities, guided by the highest ideals of
competence, professionalism, integrity, and dedication; uphold the rule of law, as you help solve and prevent crimes,
protect human rights, and be our people’s source of strength in times of vulnerability and tragedy.
In the beginning of our journey on the straight and righteous path, we faced difficult challenges in revitalizing our
institutions, particularly in replacing the old system of self-interest with the more progressive culture of honesty and
accountability. Our reforms have begun to take root, and are already bearing fruit. Let us be vigilant in sustaining

t is my distinct honor and pleasure to introduce the Country’s Outstanding Policemen in Service (COPS) for
2013. This award is given to the men and women of the police force, who have risen above difficult situations, and
rendered extraordinary service in the fields of crime solution and crime prevention.
It is always a challenge narrowing our awardees to a circle of ten, for there are many factors to consider: the impact
of individual achievements on the lowering of crime rates and increased safety of a locale, the extent of citizen
participation and the continuation of positive police-community relations. But above all, we consider the integrity of
the police officers in question: that his deeds were made with the greater good in mind, and not personal gain.

I have personally heard the inspiring stories of heroism and sacrifice of these men and women during the final judging.
Their commitment to risk their lives everyday just so we could live a life of relative peace and prosperity humbles and
astounds me.
Indeed, public service is not only a decision but a mission that demands a total giving of one’s self. It goes beyond the
call of duty and shapes one’s life into an instrument of selfless service. It moves a police officer to take an abandoned
and seriously injured infant and raise him as his own in spite of his family’s economic challenges. It empowers a lady
officer to untiringly educate communities about the rights of women and children.
We are once again grateful to our distinguished panel of judges, who have graciously shared their time and expertise,
as well as our institutional partners—the Rotary Club of New Manila East, Philippine National Police, and PSBank—who
have always shown enthusiasm and support for the COPS program’s goal of nurturing excellence in our police force.

T
wenty two years in service, Police Superintendent
Edgar Alan O. Okubo has risen steadily up the ranks of
the police force, through loyalty and hard work.
PSupt Okubo is no stranger to danger, having successfully
apprehended gun-for-hire, robbery, and carnapping
groups in his previous postings in Nueva Ecija, Bataan, and
Southern Metro Manila. Back in 2000, he was wounded in
action during an encounter with heavily armed members
of the Gapos Gang.
Partisan Armed Groups proliferate in certain areas of
the countryside. To counter such groups, PSupt Okubo
implemented the intensified checkpoint operation
project in Nueva Ecija, utilizing members of the Barangay
Intelligence Network and Barangay Tanods as force
multipliers and spotters in these operations. In response to
the family of a murder victim of a PAG leader, he developed
Project Spider, a campaign to arrest said suspect through
the intense training and mobilization of one civilian asset.
The success of this mention led the Volunteers Against
Crime and Corruption to recognize PSupt Okubo as its Law
Enforcer of the Year for 2009.
Community involvement plays a big role in the success
of PSupt Okubo’s career. His Hotline Calling Card Project
tapped the community as informants through the
proliferation of prepaid phone cards; the information
channeled through this program led to the successful
dismantling of drug dens and the arrest of known drug
pushers in the area. As part of police community relations,
he established the Pulis at Mag-aaral Kontra Krimen and
PNP-Church Liaison Committee to discourage potential
criminal and insurgent activity, through information
dissemination and campuses and faith-based initiatives in
far-flung barangays.
PSupt Okubo is currently completing his Officer Senior
Executive Course. He has a bachelor’s degree in Public
Safety from the Philippine National Police Academy and a
master’s degree in Criminology from the University of La
Salette in Santiago, Isabela. He is married and has three
children.
F
rom the jungles of Basilan, to the mountains of the
Cordillera region, to the busy streets of Manila—Police
Chief Inspector Carlo Magno M. Manuel, current Chief
of Manila’s Criminal Investigation and Detection Team,
has hounded and captured lawless elements across the
archipelago, in his twenty-two years as a policeman.
PCInsp Manuel’s early years in Basilan gave him a running
start to a decorated career. He received a Medalya ng
Kadakilaan for his role in Oplan 01/94 PANAMA, which put
a stop to illegal logging activities and led to the eradication
of an Abu Sayyaf lair in Sitio Buc-Buc, Barangay Lower
Abenbeng. He was also a member of the tactical operation
team that successfully rescued Father Cirilio Nacorda from
the Moro National Liberation Front Lost Command; for this
he was awarded a Medalya ng Kagalingan back then.
PCInsp. Manuel was very active in engaging the Basilan
youth, partnering with the Basilan Jaycees and other sociocivic groups, to organize a sports fest for teenagers,
giving them more productive opportunities to spend their
idle time.
Eradicating illegal drugs was among PCInsp Manuel’s
priorities in the Cordillera. He headed Oplan Twister and
Oplan Summer Storm, which led to the destruction of an
illegal marijuana plantation, with plants and seedlings
valued at almost Php 20 million. This feat was accomplished
with the help of the community, who were organized
into Patrol 117 Street Watch groups by PInsp Manuel.
In Manila, PCInsp Manuel turned his eye on the most
wanted list, with Oplan Pagtugis, which targeted the eight
most wanted criminals in the city. For this, his unit was
awarded the Best Field Unit among all field units in the
country for 2012. He also created the CIDG-Community
Investigative Support, organizing over 500 citizen
volunteers to augment and support police investigations in
their respective communities.
Outside of his investigative accomplishments, PCInsp
Manuel founded the Association of Police Officers via
Lateral Entry Inc. (APOLE), an organization that united
professionals who entered the police force. Aside from
providing such officers with a support system, the group
also served as another channel for regional cooperation for
security awareness and crime prevention.
PCInsp Manuel has a bachelor’s degree in Criminology
from the Philippine College of Criminology and an MBA
from the International Academy for Management and
Economics. He is married and has six children.

s Officer-in-charge of the Zamboanga City Police
Office’s Criminal Investigation and Detective
Management branch, Police Senior Inspector Arlan L.
Delumpines has seen action in many a life-threatening
situation in his sixteen-year career. Such high-risk
operations demand discipline and focus, but he brings
the same level of commitment to the lesser dangers of
community relations work.
Guns-for-hire, armed robbers, terrorist elements—these
comprise the normal run of criminals investigated and
apprehended by PSInsp Delumpines. Notable among
such accomplishments is the complete neutralization of
the Jeffry Sai gang responsible for a wave of robberies
in the Zamboanga Peninsula in 2009, the arrest of the
perpetrators and masterminds of a greade throwing
incident in Gov. Camins Ave. in Zamboanga City and the
apprehension of notorious Abu Sayyaf member Kammak J.
Ibno on criminal charges, both in 2012.
PSInsp Delumpines also keeps an eye out for our
disenfranchised brothers and sisters. He routinely rounds
up mendicants roaming the city streets and entrusts
them to the care of the SDC-CSWD, to ensure that they
receive adequate daily meals and are given the
opportunity to return to their families. He has also led
a rescue of ten victims of illegal recruitment/human
trafficking before they were wrongfully shipped to
work in an oil plantation in Malaysia.
PSInsp Delumpines understands that, in addition to crime
solution, crime prevention is critical to the lowering of a
community’s crime rate. His tenure as police chief of the
island municipality of Mabuhay, Zamboanga Sibugay
has seen him initiate multisectoral collaborations for the
patrolling of their lands (through Police Auxiliary Forces
and the Stake-Out in Civvies crime-fighting network) and
sea (through Seaborne Patrol).
I
n addition to keen intuition and sound judgment,
it takes particular sensitivity to investigate crimes
committed against women and children. Such abilities
were finely honed by Talisay City’s Chief Police Community
Relations Police Inspector Margienett T. Yosores in her
fifteen years handling women- and children-related crimes.
As officer-in-charge of the Women and Children Protection
Desk, PInsp Yosores has handled such difficult as cases
of kidnapping, human trafficking, gang rape, and child
abuse. Her success in apprehending the perpetrators
— some of them foreign nationals — can be attributed in
part to the community intelligence network that she
has cultivated through the years. She has also been
instrumental in an anti-illegal drug campaign anti-illegal
firearms campaign that saw the arrest of known criminal
elements in the area.
Believing that crimes can be prevented by awareness
and by the presence of a strong support system, PInsp
Yosores is very active in organizing the women and
children in the communities she serves. She regularly
meets with the women in the barangay for information
dissemination sessions and joins them during women’s
month celebrations. Other groups that she organized
are the Bantay Banay and Child Protect Movement, both
watchdog organizations on child abuse; and the Kabataan
Sa Paga-asa, which monitors children in conflict with the
law, and helps them better integrate into society.
PInsp Yosores has degrees in commerce (Foundation
University-Dumaguete City), accountancy and law
(University of Cebu), criminology and public administration
(University of the Visayas). She is married and has one child.
PSInsp Delumpines has an undergraduate degree in
Criminology from Zamboanga Arturo Eustaquio Colleges
and completed coursework for a master’s degree in
Criminology at Universidad de Zamboanga. He is married
and has three children.

T
hough he is a nurse by training, Senior Police
Officer 1 Edgardo A. Figuracion II is no stranger to
action. Before taking on greater responsibilities as a nurse
officer in the Regional Health Service, SPO1 participated
in a number of missions that successfully apprehended
criminal elements.
During his tenure as an intelligence operative, SPO1
Figuracion enjoyed the trust and confidence of the
community, on whom he relied on for critical information.
Highlights from this period of his career include the arrest
of suspects connected with the notorious Koratong
Baleleng Group, the dismantling of illegal gambling
dens, and the arrest of a notorious drug syndicate in
Zamboanga del Sur.
As a member of the police force’s health service, SPO1
Figuracion plays an active role in their community outreach
programs, especially in their medical missions. While the
primary purpose of these missions is to provide basic
health services for the residents of far-flung barangays,
it also serves to bring the public closer to the police,
particularly in areas that are known to harbor members
of insurgent groups. By tending to the residents’ needs,
the police force shows that government indeed has the
people’s interests in mind, thus discouraging them from
joining or condoning lawless elements.
SPO1 Figuracion has a bachelor’s degree in nursing from
De Ocampo Memorial College and a master’s degree
in nursing from Misamis University. He is married and
has four children.
I
t takes a village to raise a child, but it takes a sensitive
and committed Women and Children Protection Desk
officer like Senior Police Officer 1 Raquel R. Aniwasal to
ensure that the children and women of our communities
are protected from harm. SPO1 Aniwasal has successfully
rescued victims of child abuse, rape, and exploitation,
placing them in shelters, and arresting their abusers.
To better equip the community regarding matters of
violence against women and children, SPO1 Aniwasal
conducts trainings for the Barangay Women’s Desk,
which serves as the initial responder to domestic cases.
She has also helped train teachers and staff assigned
to school-based Women’s Desks to be more sensitive in
addressing the issues raised by their students; abuse
victims are then referred by the schools to SPO1 Aniwasal
for further action.
A frequent guest at Radio Totoo, SPO1 Aniwasal is a
sought after resource speaker on violence against women
and children. She is a regular speaker at meetings of
Empowerment, Reaffirmation, and Paternal Abilities
(ERPAT) group, discussing the salient points of the
different laws regarding women and children, responsible
parenthood, gender mainstreaming, child development,
and HIV-AIDS prevention. To reach a wider public, she
established the “I Text u kay Ateng Police” system, where
any queries and reports would be responded to via SMS.
SPO1 Aniwasal is an active participant of a feeding
program for indigent children of Sitio Payatas of Barangay
Navotas in Balayan. She utilizes her nursing training for
the Mabuhay Ka Pulis Program, rendering first aid to her
fellow police at the Balayan Municipal Police Station and

Teofilo S. Juanata Jr., Police NCO of the community
relations of the Pangasinan Criminal Investigation and
Detection Group.
SPO4 Juanata’s storied career has seen a shift from the
frontlines of crimefighting to restoring trust in the police
force through community relations. In the years he
devoted to intelligence gathering and investigation,
SPO4 Juanata has served as lead arresting officer for
various criminals listed in the Most Wanted List of the
regions to which he was deployed: the Ilocos provinces,
CARAGA, Central Mindanao; in some instances, he even
apprehended suspects from the National Most Wanted
List. But even in those days, he credited his success to the
cooperation of the communities he served.

Upon transferring to the Police Community Relations
Office, SPO4 Juanata devoted his energies to nipping crime
at the bud by encouraging citizens to stay away from
illegal activities and instead partner with the police force
to solve or prevent these crimes. He initiated a dialogue
with members of the Muslim community to promote
interfaith tolerance, cultural understanding, and nurtured
trust in the police. He is also actively involved in civic
endeavors like bloodletting campaigns and tree planting
activities in his community.
SPO4 Juanata earned his criminology degree at the
University of Northern Philippines Open University.
He is married and has three children.

arikina City has one of the lowest criminality rates
in the Eastern Police District, a testament to the
responsiveness of its police force, and to the success
of the anti-crime initiatives of its police community
relations office, to which Special Police Officer 2 Oscar M.
Angeles Jr. is deployed as its assistant chief.
SPO2 Angeles engages in constant dialogue with the
community, and employs various platforms to disseminate
information on crime prevention, the law, and other
pertinent issues. COPS in School is an anti-crime, anti-drug
awareness program targeting elementary, high school,
and college students. Radio listeners can also voice out
their concerns through the “Pulis, Pulis Bayani Ka Sa Puso
Ko” radio program over DZBF 1674 KH.

of their neighborhoods. The Salaam Police Volunteers
liaises with the police force regarding issues of terrorism
and lawless violence in Muslim communities; considered
partners of the Marikina City Police, the success of the
group is testament to the transformative power of cultural
tolerance and cooperation. Over four thousand volunteers
strong, the Barangay Peacekeeping Action Team serves as
force multipliers to the Marikina police force, controlling
and preventing criminalities at the barangay level.
SPO2 Angeles has a commerce degree from Laguna
Northwestern College and is taking his master’s degree
in public administration at the University of Rizal. He is
married and has six children.

ultivating a relationship of respect and trust with the
community is the key to the success of Senior Police
Officer 2 Rodito T. Viovicente, the current Senior PNCO
of the Police Community Relations arm of the Lapu-Lapu
City Police Office.
The barangay intelligence network developed by SPO2
Viovicente in Lapu Lapu City is an invaluable source of
information for intelligence work; such neighborhood
informants have proved instrumental in the arrest of
criminals involved in prostitution and human trafficking,
drug pushing, robbery, frustrated murder, and rape.
Citizen intelligence and crime reporting also helped SPO2
Viovicente apprehend one of the ten most wanted
persons in Naga City, Cebu.
But much of SPO2 Viovicente’s accomplishments lie in the
field of community relations. He has facilitated meaningful
inter-agency and multisectoral collaborations for education
and environment initiatives, such as the Brigada Eskwela
campaign. Known in the community for his marine animal
advocacy, he formed the Lapu Lapu City Police Office
Scuba Diving Group for underwater coastal cleanups, is
part of the Provincial Veterinarian’s training team for marine
animal rescue, mobilized over 6,000 participants for the
Coral Triangle Day celebration, and was a prime mover in
the creation of the Lapu Lapu City Marine Sports and Boat
Operators Association.
SPO2 Viovicente is a sought-after speaker for anti-drug,
crime prevention, gang-violence, and environmental
protection, and has worked with the Department of
Education for a series of symposia in public and private
high schools. He was also tasked to prepare training and
implement the Junior Police and Parents Brigade, which
helped parents, teachers, and children better understand
the legal and technical intricacies of police work.
SPO2 Viovicente has degrees in accounting and law from
the University of the Visayas. He is married and has three
children.

is experiences as an anti-vice operative have led
Senior Police Officer 1 Eduardo G. Covarrubias to
complement his crimefighting activities with community
endeavors that aim to discourage people from a life
of crime.
When pursuing criminal elements, there is always the
possibility that a policeman’s life will be put at risk.
SPO1 Covarrubias experienced this in 2004, when he was
wounded while conducting surveillance on a theft
suspect in Tulungatung, Zamboanga City; both suspect
and gunman were apprehended, and SPO1 Covarrubias
was awarded the Medalyang Sugatang Magiting. While in
2012, a shootout with a local crime boss ended a 4-month
crime spree, sending a message to criminal elements
that illegal activities would not be allowed to flourish with
impunity.
SPO1 Covarrubias was team leader for an operation
that stamped out a carnapping syndicate in 2011, solving
15 carnapping cases. He has also led raids on illegal
gambling dens early this year, acting on tips given by
the community. To this day, no new gambling activities
have been reported.
Through his own initiative, SPO1 Covarrubias established
an Adopt-A-School program, providing scholarships to
selected indigent children at the Culianan Elementary
School in Zamboanga City. The program began with just
ten beneficiaries in 2011, but has since expanded coverage
to 30 students, and has encouraged many families in the
community to sustain the education of their children.
He is also an active advocate and implementer of the
Community Immersion Program, which aims to increase
interaction between the police and the people, especially
during major activities and celebrations.
SPO1 Covarrubias has a bachelor’s degree in Customs
Administration from Southern City Colleges in Zamboanga
City. He is married and has two children.

over twenty three commendations for meritorious service to the country. Among the highlights of his military profession
was the daring search and rescue of the victims of the ill-fated M/V Princess of the Orient at the height of a super typhoon in
1998. He was also involved in numerous naval operations in support of ground operations against the Abu Sayyaf and other
lawless elements.
Hon. Francisco T. Duque III, Chairman, Civil Service Commission
Dr. Francisco T. Duque III is Chairman of the Philippine Civil Service Commission. Under his watch, the CSC has achieved
its highest ever public awareness, availment, and satisfaction rating; it has also recently been awarded the ISO 9001:2008
certification for quality management in cases adjudication, examination administration, and appointments processing.
As Chairman, he was pivotal in developing the Commission’s Roadmap for Development and Reforms for 2010-2015,
establishing its priority programs for the country’s 1.4 million-strong civil service. The CSC was awarded the Governance
Trailblazer seal by the Institute for Solidarity in Asia and the National Competitiveness Council, besting other national
government agencies. Dr. Duque previously held two other leadership positions in public health: PhilHealth President and
Secretary from 2001-2005 and Health Secretary from 2005-2010.
Hon. Niel “Junjun” Tupas Jr., Representative, 5th District of Iloilo
Rep. Niel “Junjun” C. Tupas Jr. is the congressional representative of the 5th District of of Iloilo. He began his career as a
member of the Sangguniang Panlalawigan in 2004 and is currently serving his third term as Congressman.
During his second term, he served as Chairman of the House Committee on Justice where he handled several controversial
issues such as military corruption, large-scale land-grabbing, and the impeachment against former Ombudsman
Merceditas Gutierrez. Under his leadership, the committee was able to pass key legislations including the Bureau of
Corrections Modernization Act, Involuntary Dissapearance Act, Terrorist Financing Act, among others. In 2012, he served
as chief prosecutor in the impeachment case against former Supreme Court Chief Justice Renato C. Corona. In the 16th
Congress, Rep. Tupas hopes to focus on social justice issues and the passage of more measures that will make the justice
system more effective and accessible to the marginalized sectors.
Hon. Albert Raymond S. Garcia, Governor, Province of Bataan
Gov. Albert Raymond “Abet” S. Garcia is the incumbent governor of the province of Bataan. In 1998, he was elected the
youngest mayor of Balanga, Bataan at the age of 28. The first two years of his mayoral term saw the conversion of Balanga into
a component city of Bataan, making him the first City Mayor of Balanga; he sought and won re-election in 2001.
In 2004, he ran as representative of the 2nd District of Bataan, and held the position for three consecutive terms. He was
named Deputy Majority Floor Leader of the 13th Congress and chaired the coveted Committee on Trade and Industry (CTI)
during the 15th Congress. As chair of CTI, he led the successful deliberation of some 157 House Bills, 26 House Resolutions,
and countless public hearings on Competition/Anti-trust, Consumer Welfare, Intellectual Property, and other critical issues.

Alberto D. Lina is the founder and chairman of Airfreight 2100 Inc. (Air21), the flagship company of the Lina Group of
Companies, a diverse organization with holdings in logistics, waste management, renewable energy systems, information
technology, business process outsourcing, weather channel, media and sports (PBA and Le Tour de Filipinas). The group now
deploys about three thousand people.

Mr. Lina spearheaded the nationwide logistics operation of Air21 for the Mid-Term National Elections in May 2013 (excluding
Visayas region). Air21’s bid effectively saved the national government about PhP800 Million through Mr. Lina’s advocacy of

Mr. Lina serves on the board of directors of Philippine Airlines and Philippine Veterans Bank. He is a governor of the Philippine
Basketball Association (PBA) and chairman emeritus of the Integrated Cycling Federation of the Philippines.

Sandy Prieto-Romualdez is President and CEO of Philippine Daily Inquirer. Aside from the Inquirer, Sandy is also actively
involved with the newspaper’s sister companies (collectively known as the Inquirer Group of Companies or IGC); in October
2012, she was named Group CEO in a concurrent capacity. Ms. Prieto-Romualdez’s advocacies include reading literacy,

The Metrobank Foundation Excellence Awards Programs: Bringing Out and Honoring
the Best in the Filipino
based program in which police officers conduct
responsible citizenship training workshops for
students in Grade 5 and 6, and first year high school
in Metro Manila and other parts of the country. Since
the program aims to compliment the PNP’s Pulis Ko,
Titser Ko program and is implemented under the
PNP Integrated Transformation Program, PROTECT
has partnered with the PNP Directorate for Police
Community Relations.
Aside from the programs that help communities,
PROTECT also has internal programs that benefit
its members. These projects include the Financial
Literacy Program which would educate the police
on proper management of finances, and the Social
Graces Seminar-Workshop that intends to teach
proper etiquette in social gatherings to the police as
well as their spouses. These programs ensure personal
development, an aspect that PROTECT also wants
to address in the police force. During their second
assembly, the PROTECT members underwent a
learning session on Personal Finances Management.

Capsule History of Rotary Club
of New Manila East
F
rom its founding in late 1984,
Rotary Club of New Manila
East has had a colorful history as
one of the stronger and bigger
clubs of Rotary International
District 3780. For several years
now, the club has been noted
for its COPS (Country’s Outstanding Policemen in
Service) project, a continuing joint undertaking with
Metrobank Foundation, Inc. in cooperation with the
Philippine National Police, and, for the past few years, the
Philippine Savings Bank. The precursor of the project,
“Best COP”,was a brainchild of RCNME Past President
and now District Governor Nominee and Congressman
Samuel Pagdilao. It began during the term of PP and
PDG Pablo Gancayco (RY 1998-1999).
But the Club also has had other outstanding initiatives,
including scholarship grants and the milk-feeding
project at Toro Hills Elementary School, among
others. Recently, in recognition of its achievements
during the term of PP Ed Ayento (RY 2011-2012),
Rotary International District 3780 bestowed a total of
33 awards and citations to the club and some of its
members, including “Most Outstanding Rotary Club”
and “Most Outstanding Club President”, setting a
record in the history of District 3780.
During the term of IPP Hermie Carreon (RY 2012-2013),
the Club also received several citations and awards
from the District. They include the following: Best Rotary
Club in Group Study Exchange; Best in Membership
Retention; Best in Vocational Awards Project or
Program COPS project (Hall of Fame); Best in Interact
Program, and Most Outstanding Club in Service to New
Generations, and Gold Excellence of Service Award (1320 years) for the COPS Search. We were also a finalist in
the following categories: Best Rotary Club in Vocational
Awareness Project or Program, Best Rotary Club in Print
Media and Best Rotary Club in Rotaract Program.
To date, the Club has two Past District Governors: PDG
Danilo Fausto and PDG Pablo Gancayco, and one District
Governor Nominee, Cong. Samuel Pagdilao Jr.
Outstanding Projects. Aside from COPS, some of the
other outstanding continuing projects of the club, in
recent years are as follows:

ounded in September 5, 1962, Metropolitan Bank

Milestones
Metrobank was incorporated in Binondo, Manila

representative office in Hong Kong in 1973. In 1975,
Metrobank became the first of the private banks to
move into American territory when it opened its office
in Guam. It later established branches in the United
States mainland cities of Los Angeles and New York.
In 1990, Metrobank launched the country’s first and only
talking ATM, Metrobank E.T. In 1995, Metrobank became
the first billion dollar bank with total capital of Php22.8
billion, the largest in the industry. It is the first local bank
to raise supplementary capital overseas with a total of
US$325 million in Lower Tier 2 Capital and Hybrid Tier 1
Capital in the years 2003 to 2006.
Metrobank has also been steadily expanding
internationally. In the late 1990s, Metrobank opened
branches and offices in London, Taichung, Tokyo, and
Seoul. Metrobank was the first to be granted a banking
license by the Japanese Ministry of Finance. It was also
the first Philippine bank in Korea. In 2001, Metrobank
became the first Philippine bank in China when it
opened its branch in Shanghai. In 2010, Metrobank
inaugurated its wholly-owned subsidiary, Metropolitan
Bank (China) Limited, the first foreign bank headquarters
to be established in Nanjing. The new bank serves as
the base for Metrobank’s operations in China, with three
branches located in Nanjing and Shanghai.
Metropolitan Bank & Trust Company (Metrobank)
emerged as the Best bank in the Philippines for the
third consecutive year in the Euromoney Awards for
Excellence 2012 following a breakthrough performance
last year. For 2011, Metrobank’s consolidated net income
reached a record P11.0 billion, or 31.9% better than
2010, as the Bank capitalized on market opportunities
and efforts for organic growth started to show.

It established Metrobank Foundation, Inc. in 1979,
putting emphasis on both business success and
community contribution. The Foundation has since
become one of the largest and most respected
charitable organizations in Asia.
In 1981, Metrobank was listed in the Philippine Stock
Exchange and acquired its universal banking license,
gaining significant equity ownerships in local and
international subsidiaries. It established its own
credit card company, Unibancard Corporation (now
Metrobank Card Corporation) in 1986.
In 1988, Metrobank entered into a joint venture with
Japan’s largest automotive manufacturer and Mitsui
Corporation to establish Toyota Motor Philippines
Corporation. A decade later, it partnered with another
global giant, the AXA Group, to give birth to Philippine
AXA Life Insurance Corporation.

A DEVELOPMENT ORGANIZATION
The Metrobank Foundation, Inc. (MBFI) was
established on January 8, 1979 by Metrobank Group
founder and Chairman Dr. George S.K. Ty, guided
by the belief that leadership in business entails
leadership in community service as well. Hence, the
organization was built on one of the values dear
to the business philosophy of the bank—social
responsibility.
Professorial Chair Lectures in partnership with government
and with institutions are aimed at strengthening key
professions in the areas of law and the judiciary, and public
service and governance.
The Foundation’s vision is “a professionally run responsive,
proactive and creative organization through which the
Metrobank Group is able to express its commitment to lead
the private sector in fostering holistic human development in
both the national and international arena, thereby affecting an
empowered society whose members are able to realize their
human potential.” Its mission states,“to propagate a culture
of excellence with a human face by actively implementing,
assisting and supporting programs which strengthen and
advance the core sectors as well as respond to the needs of
the disadvantaged.”
EDUCATION
As the corporate social responsibility arm of the Metrobank
Group, Metrobank Foundation contributes to the
strengthening of democratic institutions in the country
through strategic implementation of various programs in
education, visual arts, healthcare, peace and security, the
judiciary and the media. In the last three decades, the
Foundation has redefined the concept and practice of
corporate social responsibility, transforming its programs
and grant-making initiatives into sustainable investments on
human development and nation-building.
Beyond serving as an expression of gratitude and a reward
for their excellence, its recognition programs for outstanding
Filipinos have become a testament to the abilities and
potential of our democratic institutions and people to bring
about change. From the simple sharing of resources, the
grant-making initiatives of the Foundation have evolved into
dynamic partnerships for the shared goal of national progress
and development.
EXCELLENCE
Search for Outstanding Teachers (SOT) recognizes the
country’s top educators, fostering a culture of excellence and
community service in the teaching profession. It began in
1984 in partnership with the Department of Education and
the Commission on Higher Education
The Outstanding Philippine Soldiers (TOPS) honors the
valor, gallantry, and self-sacrifice demonstrated by the men
and women of the Armed Forces of the Philippines (AFP) in
partnership with the Rotary Club of Makati Metro.
Country’s Outstanding Police Officers in Service (COPS)
affirms the shared responsibility between our gallant police
officers and the community in crime prevention and solution.
It is a joint undertaking with the Rotary Club of New Manila
East, and the Philippine Savings Bank in close coordination
with the Philippine National Police.
Metrobank Art and Design Excellence (MADE) hails Filipino
artistry and creativity through its annual competition in
painting, sculpture, interior design, and architecture.

Search for Journalists of the Year (JOY) celebrates and
honors distinguished Filipino journalists for their body of work
that has contributed to the development of the nation and
inspired other media practitioners.
Metrobank-MTAP-DepEd Math Challenge (MMC) raises
the country’s mathematical competitiveness of elementary
and high school students through the annual competition in
partnership with the Mathematics Teachers Association of the
Philippines (MTAP) and the Department of Education (DepEd).
MetroGold Scholarship Program provides financial
assistance to underprivileged but academically-deserving
students, while instilling among scholars the value of ‘payingit-forward’ the gift of education they have received.
National Teachers’ Month encourages the different sectors
of the society to pay tribute to the teaching profession in line
with Presidential Proclamation No. 242 declaring September 5
to October 5 as National Teachers’ Month.
HEALTH
Manila Doctors Hospital (MDH) serves as the healthcare arm
of the Metrobank Foundation. MBFI actively supports the
Hospital’s operations as one of the country’s leading centers
of wellness, and provides funds for various social services,
including subsidies for in-house charity patients, outreach
programs and health-related interventions in adopted
communities, as well as research.
GRANTS
Financial and In-kind Grant Assistance are extended to
socio-civic, non-government organizations and groups as
well as local and national government agencies focused on
interventions in the areas of education, healthcare, and visual
arts. Programs supported are likewise aligned toward the
attainment of the Millennium Development Goals (MDGs).
CALAMITY ASSISTANCE
The Foundation remains equally responsive to emergency
and relief operations for affected Filipinos in times of natural
calamities in the Philippines and in Asia.
Encapsulating the heart and spirit of what the Metrobank
Foundation does, the theme,“Excel. Engage. Empower” or the
3Es serves as the roadmap of the Foundation. The Foundation
inspires people to excel in what they do and gives recognition
for their excellent contributions to their fields. After
recognizing these remarkable individuals, the Foundation
engages them and the communities where they belong,
together with its partners, to aspire for more and give back
to society. By engaging these stakeholders, the Foundation
believes that it empowers them to become even better
members of society and agents of positive influence.
