No matters were raised from the minutes of the previous meeting of the
Traffic Management Unit.
Ormskirk Road, Wigan – Proposed Amendment to Restriction of
Loading / Unloading.
HM presented a report and accompanying plans on behalf of the
Director of Environment.
A discussion took place regarding the proposals.
Cllr.S queried the restriction of loading.
KH replied that the restriction on loading would not be in peak time and
the business does not have access to loading at the rear of their
premises.
HM added that the owners of the business did not object to the original
proposal of the restrictions.
MB questioned how long the loading would take and whilst this was
taking place the access for buses and oncoming traffic.
DO replied that as the loading would take place off peak, this should
not have any detriment effect on traffic flow or bus access.
KH added that the cycle scheme may need to be monitored.

4903 Heritage Way, Wigan – Proposed Prohibition of Waiting and
Proposed Loading Bay Order
DO presented a report, accompanying plans and visual representation
on behalf of the Director of Environment.
A discussion took place regarding the proposals.
Cllr.S questioned when the proposal would commence and if the
Dragons Teeth are to be removed, would this road then be used as a
rat run at peak times.
KH replied that with the success of the new Southgate Road no
advantage would now be gained using Heritage Way as a rat run.
Cllr.S added that the restrictions would be an asset to the road, as the
loading bay is currently being abused. The street signs however would
need to be updated.
KH commented that the road is currently not adopted highway, the
proposal will regulate the traffic movement.
Cllr. S stated that the proposal was positive.

4904 Crankwood Road, Abram – Proposed Prohibition of Waiting
SD presented a report, accompanying plans and visual representation
on behalf of the Director of Environment.
A discussion took place regarding the proposals
MB commented that issues had been reported by the Yellow School
Buses that the turning facility can have vehicles parked there.
Residents nearby who have restrictions near to their properties are
using the opportunity to use this area to park in.
HM questioned if the road was adopted.
SD replied that the road was not adopted and owned by TfGM
KH suggested that any comments would need to be looked at through
the consultation period from residents and any further comments from
TfGM also would be considered on this proposal.

4905 Moss Lane and Liverpool Road, Abram – Proposed Prohibition of

SD presented a report, accompanying plans and visual representation
on behalf of the Director of Environment.
A discussion took place regarding the proposals.
HM queried if the proposal was necessary all day as the residents
would have restriction on their parking.
KH stated that the restrictions would be needed, there could be
restricted access on the east side, but parking in the side streets is
more favourable than restricting the main road.
SD added that parking could be displaced near to the mini roundabout.
HM commented that it would be appropriate for the restrictions to be
taken up to the roundabout.

KS presented a report, accompanying plans and visual representation
on behalf of the Director of Environment.
A discussion took place regarding the proposals.
KH commented that the route towards Downall Green Road was
heavily trafficked and the proposal would be a benefit to the area.
Recommendation- Proceed to advertisement.
4907 Barton Street, Wigan– Proposed Revocation of Restriction of
Waiting.
KS presented a report, accompanying plans and visual representation
on behalf of the Director of Environment.
A discussion took place regarding the proposals.
DO commented that this was a solution to a sensitive problem
regarding any conflict between residents and would alleviate the
competition for on street parking.
KH added that the activity of the street had significantly changed form
when the original restrictions had been enforced.

4908 Atherton Road, Hindley Green – Proposed Reduction of
Prohibition of Waiting
SD presented a report, accompanying plans and visual representation
on behalf of the Director of Environment.
A discussion took place regarding the proposals.
DO suggested that objections maybe raised from the residents as the
request has been received from a Ward Member and the restrictions
may be better kept at 10m.
HM queried if a president was being set by reducing the length of the
restrictions at this junction due to the nature of the business.
KH added that each junction may differ and should be taken on their
own merit.
Recommendation- Proceed to advertisement.
4909 Brook Lane, Meadow Brook and Leopold Street, Wigan –
Proposed Prohibition of Waiting
KS presented a report, accompanying plans and visual representation
on behalf of the Director of Environment.
A discussion took place regarding the proposals.
DO queried what parking facilities the dance studio have.
KS replied that the parking for the dance studio was very limited.
DO added that parking generated from the gym and dance studio has
led to high volume of complaints from local residents and businesses.
KS commented that residents who have discussed the parking issues
have all been in favour of the proposal.
KH suggested that if the proposal of a Planning Applications this would
then be made as a clearway.
DO added that the proposal maybe beneficial as an experimental order
to factor in any planning applications that may make the restriction
short term.

4910 Church Lane, Shevington – Proposed Prohibition of Waiting
HM presented a report, accompanying plans and visual representation
on behalf of the Director of Environment.
A discussion took place regarding the proposals.
KH commented that Church Lane was a particular busy route
especially at school drop off times. The restrictions maybe more
effective if they are taken up to the end of the zig zags on the opposite
side of the road and amended to a prohibition of waiting. This should
make the visibility better for the crossing patrol and should not directly
affect residents.
Recommendation- Proceed to advertisement with amended schedule.
4911 Elmfield, Shevington– Proposed Restriction of Waiting
HM presented a report, accompanying plans and visual representation
on behalf of the Director of Environment.
A discussion took place regarding the proposals.
KH questioned if the restrictions would be better Monday – Friday
8:30am – 5:00pm as these times would coincide with the restriction
times on the zig zags therefore protecting the bend.
SD queried if this would displace the parking as the restrictions end
near to the driveways and this could encourage people to park there.
HM added that residents could take up H Bars in front of their drives to
alleviate obstruction.
Recommendation- Proceed to advertisement with amended schedule.
4912 Hallgate and King of Prussia Yard, Wigan – Proposed Prohibition
of Driving and Amendments to Parking Restrictions
HM presented a report, accompanying plans and visual representation
on behalf of the Director of Environment.
A discussion took place regarding the proposals.
KH stated that this proposal was a sensible option for pedestrians and
the overall environment of Hallgate. KH also suggested that Hallgate
should operate as a one way system from its junction with Market
Street.
HM read out comments of support from Ian Rowan the Conservation
Officer and Mike Matthews Town Centre Manager.
DO asked Jane Highton from Legal if the proposal could be advertised
promptly.

HM presented a report, accompanying plans and visual representation

HM presented a report, accompanying plans and visual representation
on behalf of the Director of Environment.
A discussion took place regarding the proposals.
KH stated that the hospital site may have plans to become a residential
development site.
MB queried if the proposed development did receive permission the
proposal is on a bus route and would the double parking cause an
issue for bus access.
HM replied that the bus clearways would be left in place.

A discussion took place regarding the proposals.
HM stated that Cranberry Avenue was congested on a recent site visit
making access for buses very restricted.

Proposed Prohibition of Waiting (At Any Time)
Melford Drive and Low Bank Road, Ashton-in-Makerfield
1.0
Purpose of Report:
1.1
To consider and seek approval to introduce Prohibition of Waiting (At Any
Time) Order on Melford Drive and Low Bank Road.
2.0
Background:
2.1
Local residents have reported concerns regarding parked vehicles on the
junction of Melford Drive and Low Bank Road, which are obscuring sight lines
to the detriment of highway safety.
2.2
From on-sight observations parked vehicles on this junction are obscuring
sight lines for vehicles regressing and entering Melford Drive. This raises
concerns for highway safety for motorists using this junction, in particular right
turning traffic.
2.3
The Police injury accident stats show that on a dry day at 18:00 hours in 2008
an accident occurred at this junction and the recorded cause of the accident
was obscured sight lines by parked vehicles. This may be seen as
justification for the proposed parking restrictions.
2.4
The proposed parking restrictions will discourage parking within 10 metres of
the junction as per Highway Code rule 243.
2.5
The terraced houses No’s. 5 to 47 Low Bank Road have access to off-street
parking via the unadopted service road that runs along the rear of their
properties.
2.6
No’s. 51 to 69 Low Bank Road are semi-detached and have access to offstreet parking at the front of their properties.
2.7
The semi-detached property No. 49 Low Bank Road has access to off street
parking via Melford Drive.
2.8
There are 5 semi-detached properties on Melford Drive that benefit from offstreet parking.
2.9
From the above parking arrangements it can be seen that the proposed
parking restrictions may not adversely affect local residents parking provision,
but based on the accident stats it may improve highway safety in the area.
2.10
This is the only junction on Low Bank Road that doesn’t benefit from parking
restrictions, in the form of junction protection.
3.0
Proposals:
3.1
To introduce the measures shown in Appendix A and plans.
4.0
Justification
4.1
The measures if approved will prohibit parked vehicles close to junctions in
line with the Highway Code.
5.0
Recommendation:
5.1
It is recommended that the Unit accepts the proposals contained in this report.

Proposed Prohibition of Driving and One Way Traffic Regulation Order.
A580 Service Road, Astley (Properties 909 to 927)
1.0
Purpose of Report:
1.1
To consider and seek the approval to introduce a physical closure point, along
with one way traffic flow on the A580 Service Road, serving properties 909 to
927, Astley.
2.0
Background:
2.1
Over the past few years Wigan Council have received a high number of
complaints from residents and Local Ward Members regarding motorists
using the service road outside properties 909 to 927, to avoid congestion and
queuing at the signalised junction of the A580 and Mosley Common Road.
2.2
The service road for properties 909 to 927 currently features two way traffic
flow and can be accessed directly from the A580 East Lancashire Road and
the garage forecourt.
2.3
The A580 East Lancashire Road at this point falls within the City of Salford,
however the service road falls within the Borough of Wigan. Whilst Wigan
Council is the Highways Authority for the service road in question; Salford
Council maintain it on our behalf. Any traffic management measures,
therefore are the responsibility of Wigan Council.
2.4
The service road has been included within the Borough wide mandatory
20mph speed limit order. Complaints from residents, supported by site
observations indicate that motorists regularly travel along the service road at
speed, compromising road safety for residents, to access the A577 Mosley
Common Road. The service road, along with the garage forecourt, provides a
rat run to avoid stationary, queuing traffic at the signal controlled junction of
the A580 and Mosley Common Road.
2.5
Various options have been considered in the past to deter the above
behaviour, such as “access only” which is likely to be regularly abused. A
closure point to the western access has been investigated however there is
insufficient space to provide a turning head facility.
2.6
In January 2015 residents were consulted regarding the introduction of a
physical, kerbed island with bollards adjacent to property 927, to physically
restrict traffic. The island aims to split the current road layout to prevent
vehicles utilising the service road, travelling its entire length and accessing the
garage forecourt. Access to the garage will be maintained from the A580,
however not via the service road.
2.7
A total of 10 surveys were sent out to directly affected residents, of which 8
surveys were returned. This equates to a response rate of 80%, which is
considered to be high.
2.8
Of the 8 surveys received a total of 3 residents (37.5%) voted against the
scheme, whereas 5 (62.5%) voted in favour of the scheme.
2.9
During the consultation residents were notified that they too would no longer
be able to gain access to the service road via the garage forecourt and as
such, all access to the service road will have to be via the A580 East
Lancashire Road in an easterly direction (Manchester Bound).
2.10
There have been no recorded personal injury accidents on the service road in
the latest three year validation period.
3.0
Proposals:
3.1
To introduce the measures shown on the attached plan and Appendix A.
3.2
The physical closure point aims to prevent motorists from travelling the entire
length along the service road to access the garage forecourt to avoid
congestion on the major route.
3.3
The proposed one way traffic flow aims to ensure residents do contravene the
proposed Prohibition of Driving from the garage forecourt, to access the
service road, compromising road safety.
4.0
Justification
4.1
The measures if approved will assist to maintain road safety, ensuring
motorists do not unnecessarily deviate form the strategic route network with a
view to gaining time saving benefits to detriment of residential amenity.
4.2
The proposed one way traffic flow will ensure the Prohibition of Driving is self
enforcing, ensuring motorists do not compromise road safety by negotiating
the proposed feature.
5.0
Recommendation:

It is recommended that the Unit accepts the proposals contained in this report.

Proposed One Way Order, Prohibition of Waiting and Revocation of
Restrictions, Lee Street, Atherton.
1.0
Purpose of Report:
1.1
To consider and seek approval to introduce a One Way Order and Prohibition
of Waiting and revocation of restrictions on Lee Street, Atherton.
2.0
Background:
2.1
Various concerns have been raised on Lee Street in Atherton. The School
Crossing Patrol (SCP) has raised safety concerns at their designated crossing
point on Hamilton Street whilst parents have raised general concerns of driver
behaviour on Lee Street.
2.2
The SCP operates immediately to the east of Lee Street on Hamilton Street
across the raised junction table.
2.3
Hamilton Street is often congested in peak times which results in traffic
queuing from the signalised junction at Tyldesley Road. This has resulted in
reported drive-through incidents at the crossing point.
2.4
Queuing traffic on Hamilton Street can result in vehicles waiting to turn east
out of Lee Street. This can conflict with the operation of the Patrol and has
resulted in near misses as drivers gap seek.
2.5
Lee Street is approximately seven metres wide and during school opening
and closing times, parking takes place on both sides. There are parking
restrictions along the length of the eastern kerbline, however drivers
contravene these and mount the pavement to allow traffic to pass by not
creating an obstruction.
2.6
Predominantly the traffic travels in a north to south direction and then turns
west to exit the area via the one way section of Wardour Street. Drivers which
do travel north on Lee Street create conflict with other vehicles and can result
in the SCP safety issue.
2.7
The two-way working of Lee Street creates unnecessary conflict at the SCP
site and on the street itself which could be resolved by introducing a one way.
2.8
Additionally Lee Street is used as a location to park and drop off children
considering the close proximity to Parklee Community Primary School.
Restrictions are ignored on both sides of Lee Street but drivers generally park
on the eastern kerbline risking collision with pedestrians on the footway.
2.9
Unsubstantiated reports have been made where children have been in ‘near
miss’ situations when vehicles mount the footway.
2.10
As part of the proposals to manage the traffic along Lee Street, it is proposed
to amend the parking restrictions to encourage safer use of the highway.
2.11
The eastern kerbline has been selected to encourage parking instead of the
western as it is safer to open the passenger doors onto the footway as
opposed to out into the highway.
2.12
Only five metres of junction protection is proposed on the eastern kerbline at
the junction of Lee Street and Wardour Street to maximise highway space due
to the building line.
2.13
No road collisions have been reported in the latest three year validation
period.

Proposed Revocation of Existing Prohibition of Waiting.

1.0
Purpose of Report:
1.1
To consider and seek the approval to revoke part of the existing Prohibition of
Waiting on Stamford Street, Atherton.
2.0
Background:
2.1
A request have been forthcoming from a local resident residing at property 2
Stamford Street to reduce the length of the existing double yellow line, outside
their property to facilitate parking.
2.2
Stamford Street is a relatively short residential street featuring one way traffic
flow from south to north, providing direct access to the A579 Bolton Road.
Stamford Street is situated to the east of Atherton Town Centre and is located
in close proximity to the train station.
2.3
Unrestricted parking bays were introduced on both sides of Stamford Street in
2002, alongside the one way working. During the signalisation of the Bolton
Road and Upton Road junction in 2008, the Prohibition of Waiting was
amended on Stamford Street to its current configuration.
2.4
The junction mouth of Stamford Street and Bolton Road features builds out,
narrowing the crossing point, to aid pedestrian movements across the
carriageway. Stamford Street features Prohibition of Waiting on the west side
for a distance of 3 metres south of its junction with Bolton Road protecting the
build out from parking. The east side features Prohibition of Waiting for a
distance of 10 metres south of its junction with Bolton Road, encroaching into
the unrestricted parking bay and extending across a residential driveway.
2.5
From comments passed by residents and further site observations parking
space on Stamford Street is at a premium due to on-street commuter parking
from the train station.
2.6
The request to shorten the existing Prohibition of Waiting on the east side of
Stamford Street would enable the resident and their visitors to park across
their existing access/driveway. This would not form obstruction to any other
residential access as the resident would only be obstructing their own access.
This could be managed by the introduction of an entrance protection marking,
if other motorist were to park in this manner.
2.7
There have been no recorded personal injury accidents in the latest three
year validation period on Stamford Street.

Justification
4.1
The measures if approved will assist a local resident allowing themselves and
their visitors the opportunity to utilise the public highway as an area to park,
aiming to improve residential amenity.

1.0
Purpose of Report:
1.1
To consider and seek approval to introduce Prohibition of Waiting (At Any
Time) Order on a section of Winstanley Road and Smithy Glen Drive.
2.0
Background:
2.1
A local resident has reported concerns regarding parked vehicles on the
junction of Winstanley Road and Smithy Glen Drive, which are obscuring sight
lines to the detriment of highway safety.
2.2
It has been reported that visitors to Orrell Water Park on occasion park their
vehicles at this location whilst they access the park via its Winstanley Road
entrance.
2.3
The proposed parking restrictions will discourage parking within 10 metres of
the junction as per Highway Code rule 243, as shown on Drawing No.
TROKS007.
2.4
The detached properties on Smithy Glen Drive have access to off-street
parking provision and the proposal should not adversely affect the residents
living here.
2.5
However discouraging parking on the above junction may improve highway
safety for the residents of Smithy Glen Drive, because it will improve sight
lines for road users entering and regressing this location.
2.6
This is particularly important for motorists and cyclists turning right out of
Smithy Glen Drive into oncoming traffic on Winstanley Road.
2.7
The only section of Smithy Glen Drive that is part of the adopted highway
commences at its junction with Winstanley Road and then continues in a
north-easterly direction for a distance of 33 metres. Therefore, the proposal
will be on adopted highway and permission is not required from any third
party.
2.8
During the last three years there have been no recorded injury accidents on
the above junction.

Proposals:

Justification
4.1
The measures if approved will prohibit parked vehicles close to junctions in
line with the Highway Code.

1.0
Purpose of Report:
1.1
To consider and seek approval to remove a Hackney Carriage Stand and
introduce a Restriction of Waiting.
2.0
Background:
2.1
A member of the public has highlighted that a Taxi Bay appears redundant on
Frederick Street which prevents parking directly adjacent to the Karate
Centre.
2.2
A Taxi Rank is situated on Albert Street which is located 80 metres north of
Frederick Street which serves the local area.
2.3
Removal of the Bay would present an opportunity to extend the Restrictions of
Waiting to allow parking in the evening.
2.4
The Council’s Licencing Team have been consulted on its use and they have
indicated that it may be redundant as trade is likely to be closer to the town
centre.
2.5
No road collisions have been reported in the latest three year validation
period.
3.0

Purpose of Report:
1.1
To consider and seek approval to extend the existing Prohibition of Waiting on
the A574 Warrington Road, in close proximity to Hope Carr Lane, Leigh.
2.0
Background:
2.1
Concern has been raised by a resident, supported by a Local Ward Member,
regarding diminishing road safety on Warrington Road, in close proximity to
Hope Carr Lane.
2.2
The A574 Warrington Road is a heavily trafficked classified route forming part
of Wigan’s Strategic Route Network. It provides a valuable link between Leigh
and the A580 East Lancashire Road.
2.3
There is currently Prohibition of Waiting on the west side of Warrington Road
from its junction with Green Fold Way to a point 10 metres north of Hope Carr
Lane. The Prohibition of Waiting aims to maintain traffic flow and protect
access and egress of the side road junction. The east side of Warrington
Road also features Prohibition of Waiting from its junction with Timperley
Lane to a point 140 metres north. The double yellow line restriction aims to
maintain traffic flow and visibility on the strategic route on the approach to,
and through, the traffic signalised junction of Greenfold Way.
2.4
It is claimed that motorists are parking on the east side of Warrington Road,
opposite Hope Car Lane hindering access and egress onto the strategic
route, especially for vehicles with a large swept paths. Motorists parked half
on/half off the footway are obstructing visibility for southbound motorists from
viewing the signal head aspect, also hindering residential access and egress
of private driveways.
2.5
There has been no recorded personal injury accidents at this location in the
latest three year validation period.
3.0
Proposals:
3.1
To extend the existing Prohibition of Waiting as per Appendix A.
4.0
Justification
4.1
The proposed amendments aim to maintain road safety, traffic flow, access
and egress onto and off the strategic route network.
5.0
Recommendation:

Proposed Prohibition of Waiting (At Any Time)
1.0
Purpose of Report
To consider and seek approval for the introduction of a Prohibition of
Waiting Order on sections of Challenge Way and Walthew House Lane.
2.0
Background:
2.1
Queries and complaints have been received from several businesses
located on Martland Mill Business Park, which are concerned about the
high level of on-street parking, in particular HGV’s on sections of
Challenge Way and Walthew House Lane to the detriment of highway
safety.
2.2
The section of Challenge Way by its junctions with Tetbury Close and
Kellett Close is approximately 8.9 metres wide.
2.3
Tetbury Close and Kellett Close are unadopted cul-de-sacs that serve
several businesses. From on-site observations HGV drivers are having
difficulty to access or regress these roads due to parked vehicles on
Challenge Way.
2.4
Vehicles double parked by the above junctions can reduce the size of the
lane width, to the extent that it may hinder a driver of a larger vehicle from
making a turning manoeuvre from Challenge Way into Tetbury Close or
Kellett Close.
2.5
It has been reported that on occasions a HGV has been seen reversing on
Challenge Way to gain access to the above junctions, due to the presence
of parked vehicles. This raises concerns for the safety of other road users,
in particular pedestrians and cyclists.
2.6
HGV’s have been observed parked on both sides of the carriageway on
the above section of Challenge Way, which significantly reduces the lane
width and only allows traffic to pass in single file. Therefore, traffic can be
seen queuing on this section of highway, which may increase the
likelihood of shunting type accidents happening.

2.7
In order to alleviate local businesses concerns about parking on the above
location it is proposed to extend the existing Prohibition of Waiting (At Any
Time) Order to include the sections of highway shown on Drawing No.
TROKS008.
2.8
In addition to the above, businesses located by the roundabout junction
between Challenge Way and Walthew House Lane have raised concerns
about parked vehicles on the entrance into their properties, which are
obscuring sight lines. This raises concerns for highway safety for road
users using these junctions, in particular right turning traffic coming out of
them.
2.9
The proposed parking restrictions for these locations, as shown on
Drawing No. TROKS005 are 15 metres in length on either side of the
businesses entrances. This is because standard 10 metre junction
protection markings would not cover the large corner radii used at this
location. This size of corner radii is required to accommodate the turning
circle required by HGV’s that enter or regress these sites on a daily basis.
2.10
Drawing No. TROKS009 shows the full scale of the proposed Prohibition
of Waiting (At Any Time) on this section of Martland Mill Business Park.
2.11
During the last three years there has been one recorded injury accident
for the above locations. The cause of this accident was attributed to
careless or reckless driving and the proposed Prohibition of Waiting (At
Any Time) Order may not prevent this type of accident from happening.

To introduce the measures shown on the attached appendix and Drawing
No’s. TROKS005, TROKS008 and TROKS009.
4.0
Justification:
4.1
If this proposal is implemented it will remove inappropriate parking from
these sections of adopted highway, which may improve highway safety

Church Street, Standish
Proposed Amendments to Waiting Restrictions
1.0
Purpose of Report:
To consider amending the existing waiting restrictions in the vicinity of
Standish Dental Practice on Church Street, Standish.
2.0
Background:
2.1
Standish Dental Practice recently contacted us to request that the existing
prohibition of waiting outside the surgery be replaced with disabled parking
bays for their patients. Local residents had also contacted us to request that
the restrictions were removed to increase the amount of on street parking
available to residents in this area.
2.2
It is thought that the restrictions were originally introduced when the premises
was a doctors surgery to keep the area clear should ambulances etc. have
needed to access the surgery.
2.3
It was felt that disabled bays would not be appropriate for this area as we do
not introduce on street disabled parking bays for individual businesses.
Further options were discussed with the surgery and it was agreed that the
existing prohibition of waiting would be amended to a restriction of waiting and
reduced in length. This would allow disabled drivers to park on the restriction
during surgery hours whilst increasing the amount of on street parking for
residents outside the operational hours of the restriction.
2.4
There have been no reported personal injury accidents at this location in the
last 36 months.
3.0
Proposals:
3.1
To introduce the measures shown on the attached appendix and plan.
4.0
Justification:
4.1
The measures if approved will assist disabled patients to the Standish Dental
Practice whilst increasing the amount of on street parking available to
residents of Church Street.

Proposed Limited Waiting Parking Bay.
Stanley Street, Tyldesley.
1.0
Purpose of Report:
1.1
To consider and seek the approval to revoke part of the existing Prohibition of
Waiting and the introduction of a Limited Waiting bay on the west side of
Stanley Street, Tyldesley.
2.0
Background:
2.1
Two complaints have been forthcoming from local business owners on
Stanley Street regarding the recently introduced Prohibition of Waiting outside
their premises to facilitate the Guided Busway.
2.2
Transport for Greater Manchester (TfGM) are promoting a Guided Busway
linking Leigh and Salford with Manchester. In order to improve connections
from the new Busway into Tyldesley and Atherton town centres a series of
highway improvements have recently been introduced. These include a new
traffic signalised junction, public realm improvements, kerb line amendments
and Traffic Regulation Orders.
2.3
Stanley Street is located in the centre of Tyldesley and links Shuttle Street to
Elliott Street. It is fronted by a number of business orientated properties, the
library and a small number of residential dwellings. It provides direct vehicle
access into one of Tyldesley’s largest public car park facilities.
2.4
Stanley Street features one way traffic flow from Shuttle Street to Elliott
Street. The southern section between Meanley Street and Elliott Street is
pedestrianised with an exemption for buses, controlled by an automatic
bollard.
2.5
Buses travelling from Atherton town centre will travel along Shuttle Street and
turn right into Stanley Street, before negotiating the automatic bollard to travel
through the pedestrianised area, heading towards Astley Street.
2.6
Stanley Street features various on street parking restrictions including
Prohibition of Waiting, Restriction of Waiting, Prohibition and Restriction of
Loading, along with Limited Waiting parking bays. (Appendix A – Drawing
001).
2.7
To facilitate the proposed bus movements the kerb line on the eastern side of
Stanley Street, at its junction with Shuttle Street has been widened to
accommodate the swept path of the large vehicles.
2.8
At the same time the existing Prohibition of Waiting (10 metres) on the west
side of Stanley Street was extended to a point 5 metres south of its junction
with Green Street. Previously this was an area of unrestricted highway for
motorists to utilise when visiting the hair salon and dog grooming parlour.
Parking in this location is no longer permitted, unless displaying a blue badge.
2.9
During public consultations the business owners raised objection to the
proposed extension to the Prohibition of Waiting and were informed that the
restrictions would not be implemented. During the statutory advertisement
period for the proposed Traffic Regulation Orders throughout the town centre,
no formal correspondence or representation was made in relation to the
proposed extension. The restrictions were implemented on site in July 2015
and complaints have been forthcoming since.
2.10
There has been no recorded personal injury accidents along Stanley Street in
the latest three year validation period.
3.0
Proposals:
3.1
To introduce the measures shown on the attached plan and Appendix A.
3.2
It is proposed to revoke the recently extended Prohibition of Waiting to their
previous length of 10 metres from its junction with Shuttle Street.
3.3
The proposal aims to introduce a Limited Waiting parking bay to facilitate the
local businesses needs.
4.0
Justification
4.1
The measures if approved will maintain traffic flow and road safety, especially
for large vehicles turning from Shuttle Street to Stanley Street.
4.2
The proposed Limited Waiting parking bay aims to benefit the local economy
by facilitating business needs. The limited waiting element will generate a turn
over of space throughout the day to prevent prolonged parking from workers
and commuters.
4.3
Vehicle movements have been tracked to ensure parked vehicles do not
hinder the proposed bus service.
5.0
Recommendation:
5.1
It is recommended that the Unit considers the proposals contained in this
report.

Crawford Street and Bishopgate, Wigan
Proposed Amendments to Waiting Restrictions
1.0
Purpose of Report:
To consider amending the existing parking restrictions in the Crawford Street
and Bishopgate area.
2.0
Background:
2.1
The old courts building on Crawford Street, Wigan has recently been
redeveloped as an arts centre, which is used as a music venue and contains
other small businesses.
2.2
The manager of the arts centre has recently contacted us to raise concern
about parking on Crawford Street. At present disabled blue badge holders
park on the south side of Crawford Street throughout the day. The parked
vehicles are restricting access for the refuse collection vehicles and other
large vehicles which need to access the site. The refuse collection vehicle
currently has to reverse the wrong way down Crawford Street, which is a one
way street, to access the premises. The manager has also requested that a
loading bay be provided in close proximity to the centre to allow loading and
unloading to take place.
2.3
A site visit was carried out with the manager and the problems were observed
on site. It was agreed that parking would be further restricted on the south
side of Crawford Street to prevent disabled blue bade holders parking and
obstructing access along Crawford Street. It was also agreed that a loading
bay would be provided in close proximity to the site to allow loading to and
from the premises.
2.4
To offset the impact that the proposal will have on blue badge holders it is
proposed that a disabled parking bay will be introduced on Bishopgate. This
will also allow blue badge holders to park in close proximity to Hallgate when
this area is pedestrianised. To prevent blue badge holder parking over spilling
onto King Street West and obstructing traffic flow along this route it is
proposed that a loading ban will be introduced in this area.
2.5
There have been one reported personal injury accident at this location in the
last 36 months which involved a reversing vehicle colliding with a pedestrian.

Lavender Road & Netherby Road, Wigan
Proposed Prohibition of Driving
1.0
Purpose of Report:
To consider the introduction of a prohibition of driving on Lavender Road,
Wigan leading to the unadopted section of road leading to Netherby Road.
2.0
Background:
2.1
Two local residents have raised concern about vehicles using the unadopted
alleyway between 31 and 33 Netherby Road as a through route to exit the
estate.
2.2
The residents are concerned as this route exits onto Netherby Road opposite
one of the entrances to Beech Hill primary school. During school drop off pick
up times residents claim that vehicles using this as a through route are
coming into conflict with school traffic on Netherby Road and the residents
have safety concerns about this.
2.3
It was agreed that vehicles using this route as a through route was not
appropriate as there are a number of other adopted routes in the area
available for vehicles to use to access Netherby Road and Lavender Road. It
was suggested to the residents concerned that we close off the route on the
adopted section on Lavender Road to prevent through traffic and they felt that
this was an acceptable solution.
2.4
There has been one reported personal injury accident on Netherby Road in
the last 36 months however it does not appear that through traffic was a
contributory factor in this incident.
3.0
Proposals:
3.1
To introduce the measures shown on the attached appendix and plan.
4.0
Justification:
4.1
The measures if approved will assist in addressing residents’ concerns about
through traffic and safety in the vicinity of the school entrance.

Proposed Prohibition of Waiting, Holt Street, Worsley Mesnes.
1.0
Purpose of Report:
1.1
To consider and seek approval to introduce a Prohibition of Waiting on Holt
Street, Worsley Mesnes.
2.0
Background:
2.1
It has been reported that bin collections are being missed on Holt Street due
to double parking along the road.
2.2
Holt Street is located off Poolstock Lane close to Worsley Mesnes Health
Centre and Worsley Mesnes Community Primary School.
2.3
Waste Services have reported that bin collections have not been collected on
numerous occasions due to service vehicles not being able to access the
road.
2.4
Holt Street can be a convenient location to park as this is situated across the
road from the Heath Centre which can be accessed by a controlled pedestrian
crossing facility on Poolstock Lane.
2.5
Holt Street can also be used by parents to pick up and drop off their children
due to the private gated vehicle access at the cul-de-sac end.
2.6
Towards the western extent of Holt Street is un-adopted with some recently
constructed housing.
2.7
Along the southern kerbline vehicles can be positioned on footways and on
the northern side vehicles are parked on an un-adopted verge.
2.8
The severity of the issue does appear to be random as the area has been
visited to issue advisory leaflets however problems were not observed at the
time.
2.9
Given the six reported incidents of non-collections it is practical to consider
parking restrictions to help with collections and prevent an obstruction to the
highway along the adopted section.
2.10
No road collisions have been reported in the latest three year validation
period.
3.0
Proposals:
3.1
To introduce the measures as shown in Appendix A and plans.
4.0
Justification
4.1
The measures if approved will allow waste collections to take place and
prevent vehicles obstructing the highway.
5.0
Recommendation:

Smithy Brook Road, Wigan
1.0
Purpose of Report:
1.1
To consider and seek approval to introduce Prohibition of Waiting (At Any
Time) Order on a section of Smithy Brook Road.
2.0
Background:
2.1
Local businesses have reported concerns regarding parked vehicles on the
junction of Beecham Court and Smithy Brook Road, which are obscuring sight
lines to the detriment of highway safety.
2.2
Smithy Brook Road can be used as part of a short cut between A49
Warrington Road with A571 Billinge Road, which can make the road busy
during peak hour traffic times.
2.3
From on-sight observations parked vehicles on this junction are obscuring
sight lines for vehicles entering and regressing Beecham Court. This raises
concerns for highway safety for motorists using this junction, in particular right
turning traffic coming out of Beecham Court.
2.4
Beecham Court is a business park consisting of office blocks that will attract
traffic from employees, visitors and delivery vehicles and therefore, the above
junction is in continuous use.
2.5
The car parking facilities at Beecham Court looked to be underutilised and if
the parked vehicles on this junction belong to staff then they may be
accommodated on site.
2.6
The proposed parking restrictions, as shown on Drawing No. TROKS006 on
Smithy Brook Road are 15 metres in length on either side of its junction with
Beecham Court. This is because a standard 10 metre junction protection
markings would not cover the large corner radii used at this location. This size
of corner radii is required to accommodate the turning circle used by delivery
vehicles that visit this site on a daily basis.
2.7
During the last three year period there have been no recorded injury accidents
on above junction.
3.0
Proposals:
3.1
To introduce the measures shown in Appendix A and plans.
4.0
Justification
4.1
If this proposal is implemented it will remove inappropriate parking from the
above junction and this may improve road safety in the area.
5.0
Recommendation:
