Message from the CEO
This year brought uncertainty regarding the federal
budget and OLHSA’s funding, resulting in agency
budget cuts and limited capacity.
Programs that were affected include Head Start, which
reduced enrollment by 84 children due to cutbacks. Our
Community Services Block Grant, which provides funding
for various OLHSA programs, was affected as well.
While 2013 was a tough year for OLHSA’s public
funding, we have many things to be proud of, not the
least of which is the assistance we provided to so many
deserving residents. We are looking forward to an
optimistic future in which we can operate in the fullest
capacity possible.
A big accomplishment this year includes the Livingston
Homelessness Winter Gap campaign, which raised
over $36,000. That equals one week of shelter for 181
households, or 1,271 nights of shelter, in Livingston
County. We have had other ongoing accomplishments
as well. We have continued our Earned Income Tax
Credit (EITC) program, which provided $1.3 million tax
credits to 930 households thus far. Our weatherization
program continues to make homes more energy
efficient and as a result saves
individuals money. Head

Affordable Assistance, a program of OLHSA, has been
flourishing, helping to bring in funds that support
OLHSA’s nonprofit programs. At a low cost, individuals
can hire Affordable Assistance to do small and large
home repairs, snow removal, landscaping and more.
Despite the cuts in our federal funding, our programs
are still providing the help our community needs.
No matter how many obstacles might get in our path,
OLHSA stays true to our mission and will continue to
do so for many years to come.

Message from Board Chairperson Irene Onderchanin
First of all, I am grateful for the opportunity to be
Board Chairperson for OLHSA and would like to thank
my predecessor, Nancy Dingeldey, for her 18 years of
service to the organization.
OLHSA strives to provide useful services to the best of
its ability, and strategic goals have been set in place to
help us raise the bar. OLHSA’s first strategic goal is to
diversify our funding base to ensure ongoing strength
and sustainability of our services. In order to do that
we have cultivated social enterprises, like Affordable
Assistance. At a low cost, individuals can receive home
repairs, snow shoveling assistance, moving services and
more. All funds go directly to sustaining OLHSA services.
The second goal is to continue to implement
improvements that are identified with the help of
OLHSA staff as well as the community members we
serve. One way to achieve that goal is by discovering
which issues we need to improve upon and starting

with what is identified as
most important.
The final goal is to improve
our ability to measure agency
progress toward meaningful
outcomes. This goal can be
achieved by assessing the
needs of the communities we serve and determining
if we are meeting those needs. OLHSA staff can also
measure progress internally and see if OLHSA is
obtaining the outcomes hoped for through the
services provided.
With these goals in place, OLHSA will continue to
grow and help individuals in our communities succeed.

Fundraising Efforts:
Walk for Warmth 2013
In 2013, the Oakland and Livingston County Walks
raised over $167,000 toward OLHSA’s Emergency
Utility Assistance Program. Combined, the events
received participation from over 1,300 walkers.
Every dollar raised in 2013 was even more crucial,
given the sequestration funding cuts that limited
OLHSA’s ability to serve those in need.
Livingston County Homeless
Winter Gap 2013
At any given time, 127 households in Livingston are
homeless. For this reason, in early November 2013, five
nonprofits under the Livingston County Continuum of
Care set out with the goal of raising $40,000 to house
local homeless individuals.
In December, 2|42 Community Church
in Howell donated $10,000 to OLHSA
toward the campaign.

In total the homelessness campaign

Success Story
Grandparents Raising Grandchildren
For over 15 years, OLHSA’s Grandparents
Raising Grandchildren (GRG) has
provided services to grandparents who
are raising grandchildren in the Oakland
County area. Program services include
workshops, support group meetings
and intergenerational activities. These
services are made possible through
funding provided by the Area Agency
on Aging 1-B.
GRG offers interactive workshops on a variety of
important topics including health and wellness,
parenting, and legal issues. Support groups allow
grandparents to meet others like themselves and
can relate to the ups and downs of their situation.
Intergenerational Activities help grandparents with
finding common points of interest with their grandchild,
which can be difficult. Registered grandparents can also
receive monthly e-mail blasts and mailings containing
useful resources that keep them updated.

Kathy Dankert has been part of the GRG program for
over nine years and she has raised four grandchildren
while in the program. Out of those four she has adopted
two, currently ages 9 and 13. “I like that the program puts
me in touch with grandparents going through the same
issues,” said Kathy. “We really are a close knit group and
learn from each other’s struggles. The support group
aspect of the program has been truly beneficial.”
Kathy has been involved with the fun intergenerational
activities over the years as well, such as roller skating,
bowling and other outings the group members have
been on. “When the grandparents and grandkids get
together, the kids feel that they are not alone in their
struggles and gather strength and courage,” said Kathy.
“They also develop priceless friendships.”
GRG also participated in the Children’s Holiday Wish
program, which provided presents for grandchildren
in the program and helped to make their holiday even
more special.

Community and Energy Services
From client to employee, Rickey Brown
has had many successes through OLHSA.
Rickey discovered OLHSA through the Michigan
Prisoner Reentry Initiative (MPRI) and Department of
Justice reentry program while he was incarcerated
in 2009. He was in the program for six months and
participated in various workshops.
“OLHSA’s programs helped me to become an active
member of society,” said Rickey. “I am grateful to
OLHSA for helping me become successful and
providing me with a job to support my family.”
Rickey was hired as an OLHSA employee in October
2013. As an employee, Rickey does tasks such as yard
cleaning and snow removal. He really enjoys giving
back to the community and helping the elderly clients
who can’t do the things for themselves that they
would like to.

Program Highlights
Help with Health Insurance Workshops
In October 2013, OLHSA’s Help with Health Insurance
program started assisting uninsured and underinsured
Oakland County residents with obtaining health
coverage through the Affordable Care Act and the
Health Insurance Marketplace. Working with volunteers
from Catholic Charities of Southeast Michigan and the
AmeriCorps, along with a community Navigator through
Michigan Consumers for Healthcare, OLHSA was able to
help over 75 people with their health insurance needs.
OLHSA helped 25 individuals sign up for a new qualified
health insurance plan and referred 40 individuals to
Michigan’s expanded Medicaid coverage. In addition to
four weekly enrollment workshops occurring, numerous
presentations were given throughout Oakland County
about new opportunities for health insurance available
through the Affordable Care Act.
OLHSA Helps Utilize CSBG Funds for
Livingston Farmers’ Markets
OLHSA Livingston is very proud to have spearheaded
the effort to bring EBT/SNAP (food assistance) usage
to the Howell Farmers’ Market in the summer of 2013.
In partnership with the Livingston County Hunger
Council, OLHSA assisted the Howell Area Chamber of
Commerce and the Howell Farmers’ Market in acquiring
necessary materials and implementing this program
using Community Services Block Grant (CSBG)
innovative funds. The opportunity to bring healthy food
choices to our area residents is important and continues
to be a priority goal of the Hunger Council and OLHSA’s
food and nutrition services. We look forward to
continuing the effort into the next year by supporting
the Howell market, as well as helping the Fowlerville
and Brighton Farmers’ Markets in implementing their
system for the upcoming season.

Early Head Start leads to healthier, stronger families
Early Head Start is a free service designed to help children less than three years of age and pregnant mothers in
low-income households. Parents are given the opportunity to learn the information and skills they will need to
ensure their child’s healthy growth and development during the first three years of life. The program also connects
parents with local community resources that they may qualify for as well as services that will help them make
progress towards their own educational, literacy and employment goals. Early Head Start is a year-round program
that offers either center-based classrooms or weekly home visitations. In 2013, OLHSA’s Early Head Start program
provided services to 127 families.

OLHSA Helps End Homelessness for Veterans
In October 2013, OLHSA began set up for the Supportive Services for Veteran Families (SSVF) program in order to
participate in the Veterans Affairs initiative to end homelessness among veterans by 2015. The goal of SSVF is “to
promote housing stability among very low-income veteran families who reside in or are transitioning to permanent
housing.” The main services provided through SSVF are case management, sheltering of homeless vets that are
transitioning to permanent housing, assisting with back rent, first month’s rent and security deposits. The program
focuses specifically on Livingston, Oakland, Macomb, Genesee, Washtenaw, Shiawassee and Ingham Counties.
OLHSA’s target is to serve 75 households by 2015. In 2013, OLHSA assisted 25 individuals through SSVF.

In an economy where we have experienced budget cuts, it is becoming more important to seek out new funding sources.
Writing for grants, partnering with other organizations, and OLHSA’s Affordable Assistance program are innovative ways OLHSA
remains sustainable.
The General Motors Foundation provided OLHSA with a $12,000 grant allowing us to enhance the Healthy Homes Program. This
program identifies and provides recommendations toward the improvement of energy efficiency and indoor living environments,
concurrently creating more durable, comfortable, and safe housing for families.
Michigan Energy Assistance Program (MEAP) provided OLHSA with a $750,290 grant in 2013. With these funds, OLHSA will
provide an innovative combination of direct utility assistance payments, energy education, installation of energy efficiency
measures, and case management to help qualified low-income families develop the skills and resources to reduce energy use
and help families prevent a future utility payment crisis.
Affordable Assistance, a program of OLHSA, sells home improvement and maintenance services to local residents at an
affordable price. Revenues go back into the community by funding OLHSA’s non-profit programs. Funding generated from this
program directly supports OLHSA’s nonprofit services. Affordable Assistance was hired by over 1,147 customers in the form of
installing new refrigerators, lawn cutting, snow removal, fall clean up, making minor home repairs, and more. In 2013, Affordable
Assistance brought in $1,593,638 to help support OLHSA’s nonprofit programs.
OLHSA would also like to thank the Livingston County United Way for their contribution and congratulate the members of
the Basic Needs Work Group for their unwavering commitment through the past economic downturn to bridge the gaps in the
county’s safety net, and to building capacity toward system change this past year. The following Livingston services continue
to grow stronger in connection to these groups: Bridges Out of Poverty, Getting Ahead in a Getting By World, foreclosure and
housing counseling, homeless intake and information management, sheltering, transportation support, and tax services.
