Scrap metal, tires and waste oils collected and sent for recycling. Household Hazardous Waste Collection Clean Harbors conducts HHW events across the province on behalf of municipalities and supports several other programs by providing safe, secure disposal management services. Green Purchasing Purchasing practices address the procurement of recycled materials and supplies where practical. Examples include containers and drums made from post-consumer plastic and recycled steel drums. Site Cleanup , Restoration and Emergency Response One of North America's largest site cleanup and emergency response groups. Large scale and complex site cleanup projects and emergency response groups to ensure the safety and protection of people and the environment. Provide critical services, including people and equipment, on a scheduled or emergency basis. Responding to 9/11 – New York City Clean Harbors immediately deployed emergency environmental response units to assist in the clean up of the World Trade Centre site and the safe removal of hazardous debris. Hurricane Katrina – New Orleans Clean Harbors provided support to the environmental cleanup required after the hurricane. The company donated land and facilities to house an emergency response command center and over 300 people. Company initiative to develop a corporate sustainability policy statement and plan. Initial focus on sustainability at Clean Harbors centers on 'Environmental” sustainability, specifically those activities that will improve the company's impact on the environment. Renewable Energy A new business unit has been formed to develop sections of Clean Harbors' property into alternative power and energy projects as well as revitalize various Brownfield properties. Carbon Footprint Initiated measurement of carbon footprint/CO2 emissions at our waste management facilities and with our transportation fleet. Review and evaluation of sustainable performance will build a baseline for identifying areas of improvement and possible GHG reduction. Energy Management Implementing an energy management strategy to measure current energy performance, setting goals and tracking energy reduction. Energy curtailment programs initiated at several facilities. Ozone Depleting Substance Destruction Clean Harbors has the ability to properly manage identified ozone depleting substances which have high global warming potential. Since 1986, the Facility has had the benefit of a Community Liaison and Advisory Committee involving site neighbours, Township representatives, and the local MOE office in regular, ongoing discussion about site operations. From medicines to cosmetics, from packaged foods and beverages, to paint, fertilizer, rubber and plastics - many of the products that nurture our lifestyle generate hazardous waste as part of their production and consumption. Several of these products are developed from the petrochemical industry in Lambton County and these local industries are clients of Clean Harbors. Federal and provincial law mandates that this waste be contained and managed responsibly to protect human health and the environment. For over 40 years, the Lambton facility has provided its expertise to ensure that Ontario's productive economy is serviced in balance with a healthy environment. The Lambton landfill is the only government-licensed hazardous waste management landfill in Ontario. This monitoring ensures that chemicals managed in the facility and disposed in the landfill do not migrate offsite through the air, surface water or groundwater. Programs include the following: Groundwater Routine monitoring with twice annual sampling of 47 wells around the site perimeter. Subsurface and bedrock groundwater monitoring. Cap integrity, purge well and south berm monitoring Surface Water Daily monitoring of treated surface water Semi-annual chemical and biological monitoring. Equalization pond. Air Quality Fence-line and area inspections are conducted at approximately two-hour intervals by site personnel in order to detect any off-site odour impacts. Annual ambient air quality monitoring program. Biological Annual collection of soil and natural grass samples at 14 sites, crop samples at 11 sites and sediment samples at 6 sites. Results over many years provide assurance that the facility is meeting regulatory requirements. An increase in the approved volume of a disposal site for hazardous waste is required to first obtain approval under the Ontario Environmental Assessment Act. Environmental assessment is a decision-making process used to support good environmental decisions. Develop EA Terms of Reference. 2. Submit EA Terms of Reference to Minister of Environment for approval. 3. Conduct EA study in accordance with approved Terms of Reference and prepare EA Document. 4. Set out the alternatives that will be considered during the EA. Describe how these alternatives will be considered. Provide a framework/schedule for public consultation. Identify other approvals that will be required to allow the proposed facility to be implemented. The LDR regulation requires pretreatment of waste at the landfill to either immobilize or pretreat the hazardous constituents in the waste prior to disposal in the landfill Schedule for Implementation of LDR Inorganic wastes – September 2007 Organic wastes – January 1, 2010 Pretreatment of Inorganic Materials Clean Harbors has developed a pretreatment processing facility at Lambton to meet the LDR requirements. Process reduces mobility of contaminants in the environment by using a chemical treatment followed by solidification. Clean Harbors develops the treatment process for various waste types at their onsite analytical laboratory. Pretreatment of Organic Materials Clean Harbors is in the process of developing pretreatment processes for organic materials in advance of January 2010. Clean Harbors manages hazardous waste including collection, transportation, processing, recycling, incineration and landfill disposal. Clean Harbors has an existing integrated waste management system in Ontario that includes the Lambton facility. The Lambton facility is an integrated disposal site that includes a laboratory for waste testing and analysis, a waste processing facility to treat waste to a level consistent with the Ontario Landfill Disposal Restrictions (LDR), an incinerator for liquid organic waste disposal and leachate treatment, and a landfill. This is the only hazardous waste landfill in Ontario. The landfill is expected to reach the currently approved capacity in approximately 4 years. The landfill is situated in an ideal geological environment that provides a high degree of natural protection to the environment. Clean Harbors owns land adjacent to, and surrounding, the Lambton facility. The undertaking will enable Clean Harbors to continue to provide secure disposal service at current operating levels for an approximate 25 year planning period. Establish a new landfill at another location This alternative consists of developing new disposal capacity at another Clean Harbors owned location in Ontario. Export waste to a disposal facility elsewhere This alternative consists of exporting waste outside of Ontario for disposal. Expansion of the approved capacity of the Lambton landfill This alternative consists of developing new disposal capacity at the Lambton landfill on lands currently owned by Clean Harbors. Of these alternatives, Clean Harbors believes that expansion of the approved capacity of the Lambton landfill is the only reasonable option for the company, its customers and the Province of Ontario. Obtained and collected background traffic counts for study area intersections. Obtained accident data for the study area. Established traffic growth rate through discussions with Lambton County staff. Examined the expected future traffic volumes in the surrounding area, including existing site traffic. Evaluated the traffic impact at the site access and study area intersections, and determine the need for any roadway modifications resulting from the sitegenerated traffic. Evaluated a sensitivity analysis of high volume intake based on peak operations (year, month, day-of-week). Calculated the projected accident-related rates for the landfill operations. Even with the modest background traffic growth of 0.5% per annum on the study area road network, the operation of the study area intersections will remain largely unchanged in the 25 year horizon forecast. Inbound truck traffic from the east and west use Highway 40 as the primary access route, with 95% via Highway 40 and 5% via Mandaumin Road. Outbound truck traffic reflects direction of ultimate destination, with 54% via Highway 40 and 46% via Mandaumin Road. The incidence of landfill-related accidents on the approved haul routes is not projected to significantly increase through the ongoing operation of the landfill facility. Clean Harbors has planned two Open House events to consult with stakeholders on the proposed Terms of Reference. The first Open House (this event) is taking place April 29, 2009 to present information and discuss the Terms of Reference for the EA. A second Open House is planned for June 2009 to discuss the alternatives and draft evaluation framework in more detail. In addition, Clean Harbors will receive and respond to comments by telephone, email and in writing. If you wish to have a meeting with the company or members of the project study team, please let us know. Upon submission of the proposed Terms of Reference to the Ministry of Environment (MOE), the public will be given a minimum 30 day period to review and comment directly to the MOE on the proposed Terms of Reference.
