Clean Harbors in the Community

The Lambton facility has an “open door” policy engaging stakeholders including
St. Clair Township Council, Walpole Island First Nation, Aamjiwnaang First
Nation and the Ontario Ministry of Environment (MOE).

Since 1986, the Facility has had the benefit of a Community Liaison and
Advisory Committee involving site neighbours, Township representatives, and
the local MOE office in regular, ongoing discussion about site operations.

Role of the Facility
Ÿ
Hazardous waste is a fact of modern life. From medicines to cosmetics, from
packaged foods and beverages, to paint, fertilizer, rubber and plastics - many of
the products that nurture our lifestyle generate hazardous waste as part of their
production and consumption.
Ÿ
Several of these products are developed from the petrochemical industry in
Lambton County and these local industries are clients of Clean Harbors.
Ÿ
Federal and provincial law mandates that this waste be contained and managed
responsibly to protect human health and the environment. For over 40 years, the
Lambton facility has provided its expertise to ensure that Ontario's productive
economy is serviced in balance with a healthy environment.
Ÿ
The Lambton landfill is the only government-licensed hazardous waste
management landfill in Ontario.

Lambton Landfill Monitoring Programs
To ensure the protection of the public, employees and the environment, the facility
maintains comprehensive monitoring programs. This monitoring ensures that
chemicals managed in the facility and disposed in the landfill do not migrate offsite
through the air, surface water or groundwater. Programs include the following:

Routine monitoring with twice annual sampling of 47 wells around the site
perimeter.
Ÿ
Subsurface and bedrock groundwater monitoring.
Ÿ
Cap integrity, purge well and south berm monitoring
Surface Water
Ÿ
Daily monitoring of treated surface water
Ÿ
Semi-annual chemical and biological monitoring.
Ÿ
Equalization pond.
Air Quality
Ÿ
Fence-line and area inspections are conducted at approximately two-hour
intervals by site personnel in order to detect any off-site odour impacts.
Ÿ
Annual ambient air quality monitoring program.
Biological
Ÿ
Annual collection of soil and natural grass samples at 14 sites, crop samples at 11
sites and sediment samples at 6 sites.
Ÿ
Results over many years provide assurance that the facility is meeting regulatory
requirements.

New Landfill Pretreatment Regulations
Ontario Land Disposal Restrictions
Ÿ
In September 2007, Ontario introduced a land disposal restrictions (LDR)
regulation for solid hazardous wastes.
Ÿ
The LDR regulation requires pretreatment of waste at the landfill to either
immobilize or pretreat the hazardous constituents in the waste prior to disposal
in the landfill

Clean Harbors has developed a pretreatment processing facility at Lambton to
meet the LDR requirements.

Process reduces mobility of contaminants in the environment by using a
chemical treatment followed by solidification.

Clean Harbors develops the treatment process for various waste types at their
onsite analytical laboratory.

organic materials in advance of January 2010.

Opportunity Analysis
Ÿ
Hazardous waste will continue to be generated in the future and require proper
management.
Ÿ
Clean Harbors manages hazardous waste including collection, transportation,
processing, recycling, incineration and landfill disposal.
Ÿ
Clean Harbors has an existing integrated waste management system in Ontario
that includes the Lambton facility.
Ÿ
The Lambton facility is an integrated disposal site that includes a laboratory for
waste testing and analysis, a waste processing facility to treat waste to a level
consistent with the Ontario Landfill Disposal Restrictions (LDR), an incinerator
for liquid organic waste disposal and leachate treatment, and a landfill.
Ÿ
This is the only hazardous waste landfill in Ontario.
Ÿ
The landfill is expected to reach the currently approved capacity in
approximately 4 years.
Ÿ
The landfill is situated in an ideal geological environment that provides a high
degree of natural protection to the environment.
Ÿ
Clean Harbors owns land adjacent to, and surrounding, the Lambton facility.
Ÿ
The undertaking will enable Clean Harbors to continue to provide secure
disposal service at current operating levels for an approximate 25 year planning
period.

Alternatives To the Proposed
Undertaking
Possible alternatives for Clean Harbors to meet the opportunity are:
Ÿ
Do nothing
Clean Harbors would not undertake new disposal capacity development at the
Lambton landfill.
Ÿ
Establish a new landfill at another location
This alternative consists of developing new disposal capacity at another Clean
Harbors owned location in Ontario.
Ÿ
Export waste to a disposal facility elsewhere
This alternative consists of exporting waste outside of Ontario for disposal.
Ÿ
Expansion of the approved capacity of the Lambton landfill
This alternative consists of developing new disposal capacity at the Lambton
landfill on lands currently owned by Clean Harbors.
Of these alternatives, Clean Harbors believes that expansion of the approved
capacity of the Lambton landfill is the only reasonable option for the company, its
customers and the Province of Ontario.

Traffic Assessment Approach

Site-related traffic not expected to increase since Clean Harbors is not seeking to
increase the current average annual waste intake volumes.

Traffic Assessment Findings
Ÿ
Under existing conditions, all study area intersections are able to accommodate
the current traffic demands, inclusive of the landfill-related traffic.
Ÿ
Even with the modest background traffic growth of 0.5% per annum on the
study area road network, the operation of the study area intersections will remain
largely unchanged in the 25 year horizon forecast.
Ÿ
Inbound truck traffic from the east and west use Highway 40 as the primary
access route, with 95% via Highway 40 and 5% via Mandaumin Road.
Ÿ
Outbound truck traffic reflects direction of ultimate destination, with 54% via
Highway 40 and 46% via Mandaumin Road.
Ÿ
The incidence of landfill-related accidents on the approved haul routes is not
projected to significantly increase through the ongoing operation of the landfill
facility.

Proposed Public Consultation Plan
Ÿ
Public consultation throughout the EA process involves the local community and
other key stakeholders.
Ÿ
Clean Harbors has planned two Open House events to consult with stakeholders
on the proposed Terms of Reference.
Ÿ
The first Open House (this event) is taking place April 29, 2009 to present
information and discuss the Terms of Reference for the EA.
Ÿ
A second Open House is planned for June 2009 to discuss the alternatives and
draft evaluation framework in more detail.
Ÿ
In addition, Clean Harbors will receive and respond to comments by telephone,
email and in writing.
Ÿ
If you wish to have a meeting with the company or members of the project
study team, please let us know.
Ÿ
Upon submission of the proposed Terms of Reference to the Ministry of
Environment (MOE), the public will be given a minimum 30 day period to
review and comment directly to the MOE on the proposed Terms of Reference.
