FOREWORD
MSME – Development Institute, Ministry of Micro, Small & Medium Enterprises, Govt. of India was established in
Gujarat in the year 1961 to promote and develop small scale industries. The Institute in the last 50 years has
extended full support in the growth of micro & small scale industries in the State of Gujarat. The Institute has
carried out various activities and organized number of programmes at different places in the State in
collaboration with State Govt., Chamber of Commerce and Industry, Associations, Federations etc. to promote
and upgrade micro & SSI in Gujarat. The Institute has prepared number of reports viz. Project Reports, Status
Reports, DIPS Reports, and Directories for the benefit of micro & SSI Units and new entrepreneurs. The Office of
the DC(MSME) has assigned targets for Motivational Campaigns, BSDPs, EDPs, ESDPs and MDPs for the benefits
of prospective entrepreneurs and existing industries.
During the year 2011-12, MSME-DI has made all out efforts to organise Motivational Campaigns, Product and
Process Oriented EDPs/ESDPs Training Programmes through Demonstration, Management Development
Training Programmes, Educational Workshops & Seminars, Awareness Programmes, Cluster Programme, etc. at
all District/Taluka Level in the State to create more entrepreneurship and improve the capability of the micro &
small scale units.
The Programmes conducted all over the State have attracted good number of educated
unemployed youths and prospective micro & SSI entrepreneurs.
This Annual Report provides detailed information about various activities and achievements during the year
2011-12. It is hoped that glimpse of the information covered in this report would be useful to those interested
in the promotion and development of Micro, Small & Medium Enterprises.

AN OVERVIEW OF THE INSTITUTE
1. MSME-DO PROFILE
Micro, Small & Medium Enterprises Development Organization (MSME-DO) (previously known as
Small Industry Development Organisation (SIDO) was established in the year 1954 as an Apex Body.
The organization has been working since last 57 years for the development and growth of small scale
industries throughout the country by providing basic information for setting up of small scale
industries and organising different types of programmes. It has also prepared number of reports
related to the development of small scale industries.
MSME-Development Institute, Ministry of Micro, Small & Medium Enterprises, Ahmedabad was
established in the year 1961 to develop and promote the small scale industries, in particular those
small scale units existing in Gujarat State, Daman and Dadra & Nagar Haveli. The Institute during the
last 50 years has extended full support and assistance to the units in Gujarat State and Union
Territory of D&NH. It has continuously worked towards improvement in the quality of the product
produced by SSI units and in upgradation of technology, skill development, marketing, enhancing
exports etc. The MSME-DI Ahmedabad provides wide range of extension services to the small scale
sector in the State of Gujarat through its main Institute at Ahmedabad and with the support of Branch
Institutes located at Rajkot and Silvassa.
The Institute has focused on the following broad activities and assistance to develop small scale units
situated in the State.
(A)
Technical Consultancy Services

Prepare model project profiles, feasibility reports, technical guides, technology transfer
documents etc.

Prepare Project/Appraisal of reports at the request of entrepreneurs or financial institutions.
The consultancy fee charged is 0.5% of the project cost subject to maximum of Rs.5,000/-.

Provide Technical Advice for proper selection of Machinery & Equipment, Manufacturing
Process, use of appropriate raw materials, Plant Layout etc. along with information on
feasibility & incentives available for MSME, including formalities involved in setting up
industry.

Economic Information Services

Provide information about various facilities and incentives offered to MSME Sector and
formalities involved in setting up of small scale industries.

Guide entrepreneurs and make them aware about Government circulars and policy matters.

Assist DICs on various schemes like PMEGP, RIP etc.

Collection & compilation of monthly production data of 18 reserved items for 152 target units
and quarterly target of production data of 225 units Index of Industrial Production base year
2001-02.

Collection & Compilation of wholesale Price Index - Weekly Price Data for 470 targets units.

Industrial Management & Training Services

Conduct Industrial Management Courses on E-Commerce & E-Business, Taxation, Export,
Marketing, Financial & Production Management for SSI entrepreneurs and their employees.

Conduct ESDP/EDP/SDP Courses including Product cum Process Development Programmes
for educated unemployed youths for setting up of new enterprises.

Organise Industrial Motivational Campaigns to motivate young
micro & small scale industries.

Training through Demonstration

Conduct Demonstration cum Training Programmes on Chemical, Cosmetics, Herbal, Bakery &
Food Products.

Marketing Support to MSEs

Help MSE units to register with NSIC for participation in the Govt. Stores Purchase
Programme.

Recommendation to NSIC for issue of Competency Certificate for participation of MSE Units in
Govt. Stores Purchase Programme.

MSME Participation in the Local Exhibitions
The Institute participates in the local Exhibitions organised by Associations, Federations, and
Chambers etc. by displaying reports prepared by the Institute and activities being carried out.
And, spot guidance/assistance is provided to the visitors and also brochures are distributed to
the interested entrepreneurs.

Ancillary Development Programme

Identify potential items for development in the Micro & Small Scale Sector in consultation
with large & medium industries for the purpose of ancillarisation or vendor development.

Organise Buyers & Sellers Meet/Vendor Development Programmes and Industrial Exhibitions.
(H) Technology Upgradation

Prepare Technology Upgradation/Quality Control/Cluster Study Reports on different
industries suggesting technology upgradation. These reports also help in strengthening the
local MSE Units and enhancing the exports.

Organise Seminars/Workshop to focus on the upgradation of Technology, Quality
Improvement and Cost Reduction etc. for MSE units.
(I) Intensive Technical Assistance
Intensive Technical Assistance is provided to micro & small scale units to improve quality of
the product, minimisation of wastage during the process, energy conservation and cost
reduction.
(J) ISO-9001/14001 & TQM
Organizes Awareness/Training Programmes for obtaining ISO 9000/14001 Certification. In
order to enhance the competitive strength of the Sector, the Govt. of India has introduced
incentive scheme for their technological upgradation and quality improvement. The scheme
provides reimbursement of charges for acquiring ISO 9001/14001 (or its equivalent)
Certification to the extent of 75% of the total cost subject to maximum of Rs. 75,000/-.
(K) National/International Product Certification Reimbursement Scheme:Organizes Awareness/Training Programmes for obtaining National/ International Product
Certification. The Govt. of India has introduced incentive scheme of DC (MSME) for their
technological upgradation and quality improvement. The scheme provides reimbursement of
charges for National/International Product Certification to the extent of 75% of the total cost
subject to maximum of Rs. 2,00,000/-.

(L) NATIONAL MANUFACTURING COMPETITIVENESS PROGRAMME (NMCP)
UNDER XI PLAN:
There are various Schemes under this Plan as mentioned below and applicants have been given
benefits under the particular Schemes as mentioned in this report.

(M) National Awards for MSEs
To motivate the small scale industries to produce quality products and enhance their share in
the local/export market, innovating new technology/ design etc., the Ministry of MSME, Govt.
of India has Instituted National Awards for the small scale units.
Small scale units are motivated to apply for such Awards. The applications are processed and
are put up to the State Level Selection Committee which recommends to the Office of the
Development Commissioner (MSME), New Delhi for the following Awards:

National Awards to Micro, Small & Medium Enterprises for Outstanding Efforts for
Entrepreneurship

National Awards for Quality Products

National Awards for R&D Efforts in Micro, Small &

Pollution Control/Cleaner Production/Waste Minimisation
Organise Awareness Programmes on the above subjects for the benefit of small scale units and
also giving consultancy to the units for obtaining ISO-14001.

(O)
Energy Conservation
Organizes Seminars/Awareness Programmes on Energy Conservation/ Energy Audits with
the help of other concerned agencies dealing with Energy Conservation and Energy Audits.
(P) ODS Phase Out Programme
Organise Awareness Programmes on ODS phase out for the benefit of units engaged in ODS
activities viz. Refrigeration & Air Conditioning, Service Sector, Solvent, Foam and Fire Fighting
Equipments manufacturers.
The Govt. of India has notified detailed rules to regulate ODS phase out under the Environment
Protection Act 1986. The rules give the necessary legal backing and time frame for the phase
out of ODS. According to the ODS (Regulation & Control) Rule 2000, Director, MSME-DI has
been designated the authority for Registration of MSE Units dealing with the ODS activities.
Detailed procedures for registration, rules thereof and the format of registration and the
report have been prescribed in the rule. MSE units engaged in ODS activities approached
Director, MSME-DI for registration and renewal of the same during the year.
(Q) SENET
MSME-DI Ahmedabad is a Computer Based Technology Nodal Centre
created with an idea
to promote database and information (Internet) to facilitate the networking amongst the
information providers and seekers. It is a major project to develop and promote the small
scale sector with an objective of creating and promoting an electronic network for small
enterprises with database, training inputs, technical know-how and facilitating a network
alliance among information service providers to small enterprises.
(R) Technology Resource Centre (TRC):
Technology Resource Centre (TRC) is established in MSME-DI Ahmedabad meant to help MSE
units who want to upgrade or modernise their technology. Generators of technology will also
be available from this forum for dissemination of information about their activities. In general
TRC will supply information about product groups covering details of technology (including
State of Art Technology, Traditional Technology, Technology generally used), including list of
machinery and raw material suppliers, quality standards, availability of consultants etc.

Organise programmes on Anti Dumping Duty, WTO, and IPR for the benefit of MSE units.
Motivate MSE units to participate in the International Trade Fair at the Govt. cost.
Disseminating information on MDA Scheme.
Organise Educational Training Programmes on Packaging for Exports.
Recommendation of units for Export Awards instituted by State Government.

(T) Bar Codes:
Bar Codes are signs having black & white strips having been printed on the product packages
or attached as tag which we can see it. Item Code, Serial number, expiry date,
consigner/consignee etc. data are printed in it. When it is scanned through the scanner, we can
see these data with cent percent accuracy and at faster speed.
Bar Coding seek great significant impact on the success of any enterprise/ company and
organization. Timeliness and accurate capture of product information and its electronic
communication across the Supply Chain ahead of physical product flow is critical to lower
down the inventory cost, in accurate forecasting and in preparation of dynamic production
schedules and also in tracking and tracing of products. Bar Codes do not only facilitates the
exchange of data between buyers and sellers, but also provides the potential for better
visibility and sharing of information across an entire Supply Chain.

prescribed format along with payment of pre determined amount of fee to become an official

Other Activities

Conduct Seminars & Workshops with Industry Associations/Chambers/ Federations to
highlight the problems faced by the industry & to overcome the same and also to discuss about
the prospects of the industry.

Participate in the Industrial Motivational/Intensive Campaign organised by State
Govt./Corporations to disseminate technical information and provide spot guidance to
prospective entrepreneurs for starting small scale industries.

Attend important meetings convened by State/Central Govt. Departments, Corporations,
Banks, Associations, Chambers, and Federations etc.

Global Chemical Leaders Summit: Assisted the Association in organizing the International
Event successfully.

Schemes of Strengthening Database & Advocacy by Industries/Enterprises’ Association.

CHAPTER-3
INFRASRTUCTURE
MSME-DI AHMEDABAD
MSME-DI Ahmedabad is housed in rented premises at Harsiddh Chambers, Ashram Road,
Ahmedabad on the 4th Floor. The total area of premises is 327.96 sq. mtrs. and the training
hall in the basement with 168.98 sq. mtrs. The Office is accommodated in the premises
available on the 4th Floor whereas the part of Cellar is used for training purpose/meetings and
the part is used for stores.
Information Facilitation Counter:
The Institute has made arrangement for a special Information Counter where an Officer has
been deputed to guide the visitors. Their names and the requirements are entered in the
register. They are suitably guided and if required they are sent to concerned Technical Officer
for the required information. The visitors are treated in humanitarian manner and with good
hospitality. Following arrangements have been made for dissemination of information to the
visitors and compilation of other data.

Computer along with Printer has been installed at I.F.C.
Suitable sitting arrangements have been made for visitors.
Technical Magazines/Journals have been subscribed and are kept at IFC.
Visitors’ slip has been prepared. Visitors are referred to the Technical
Officers for their requirements.

HELP DESK:
MSME Help Desk is inaugurated at the Gujarat Chamber of Commerce, Ahmedabad by
Honorable AS & DC Shri Madhavlal on 17.12.2010. As up to 31.03.2010 34 queries have been
received and 32 queries have been resolved at the Help Desk level. And, two were taken up by
the Director MSME-DI, Ahmedabad; one each with Industries Commissionerate, Gandhinagar
and NSIC, Ahmedabad respectively.
While setting up of Help Desk, this Institute has provided exhaustive assistance to Gujarat
Chamber of Commerce & Industry to compile Book consisting of Industrial Policy, Schemes of
Govt. of India & Govt. of Gujarat meant for the benefits of MSMEs. This Book contains the brief
details of various Schemes in English as well as Gujarati language.

Training Hall
The Training Hall is located in the basement with an area of 168.98 sq. mtrs. The hall has been
totally renovated and carpeted with 3 A.Cs of 2 Tons each, Tables & Chairs for the Dias.
Regular Training programme on CAD/CAM in collaboration with IGTR are also conducted.
SENET/TRC
A Technology Research Centre (TRC) has been established in the SENET to disseminate
information on Modernization, Technology Upgradation, Web addresses of Technology
Providers & Technologies available with them, Addresses of Machinery and Raw Material
Suppliers, Quality Standards, Addresses of Consultants etc. Generators of Technology can also
avail this forum for dissemination of information about their activities.

Library

The Institute is having its own Library with more than 2015 books on
all trades viz. Mechanical, Chemical, Electrical, Electronics, Glass & Ceramics, Food,
Metallurgy, Leather, Metal Finishing, Plastics, Rubber etc.

Important Technical Magazines and Journals are subscribed for updation of knowledge
of officers and to know the recent technological developments taking place world over.

More than 1000 Project Profiles are available on different products of all trades.
Updated Project Profiles are also available in the Library.

Entrepreneurs can refer technical books and journals from the Library.

The Institute is also having Hindi Cell to promote and encourage officers and staff to
work in Hindi. There are 738 books available in the Library.

New/updated project profiles are provided to the entrepreneurs for getting first hand
technical information about the product to set up SSI units.

Literature/Booklets /Brochures/Policy Matters are also supplied to the visitors on
request

Branch MSME-DI, Rajkot
The Branch MSME-DI, Rajkot is situated at 3rd Floor, Annexe Building, Amruta (Jasani),
Building Premises, M.G. Road, Nr. Girnar Cinema, Rajkot-360001 in a rented premises. The
Branch Institute is headed by Dy. Director I/c. with supporting staff in Mechanical trade. It
provides similar services to the entrepreneurs and small scale units of the Saurashtra region.

Br. MSME-DI, Silvassa
The Branch MSME-DI, Silvassa was established during Feb., 1984 at Masat Industrial Estate.
The Workshop is also located in Masat Industrial Estate having an area of 228.46 sq. ft. The
Branch Institute has also been renovated. A Computer along with UPS and Printer with
Modem facility has been installed.

CHAPTER-4
STATUS – GUJARAT STATE
Gujarat is one of the progressive industrial States on the map of our country. The State has a
very wide industrial base comprising of large, medium and small scale units spread over the
whole State & actively engaged in the manufacturing activities. Most of the establishments
are doing good business even in the recession period. A number of important Public Sector
Undertakings, State Undertakings and Departments are effectively operating in the State.
Gujarat accounts for about 20% of India’s export with a strong presence in various sectors like
Dyes & Intermediates, Chemicals, Pharmaceuticals, Textiles and Engineering products.
Gujarat is poised to substantially increase its share in total exports with the completion of 10
more Ports in Joint & Private Sector.
There exists a wide network of infrastructure for the industries. There are 26 Districts in the
State of Gujarat which are well connected by road and rail with the neighbouring States and 22
Districts are connected by broad gauge railway lines to big cities like Bombay, Delhi, Jaipur,
Bhopal, Indore etc. The meter gauge lines especially in the Saurashtra region are being
converted into the broad gauge.
The cities with major concentration of small scale units are Ahmedabad, Baroda, Rajkot,
Bharuch, Surat, Jamnagar, Mehsana, Bhavnagar, Surendranagar, Banaskantha, Sabarkantha,
Valsad etc. There are number of Industrial Clusters located at the respective cities are viz.


During the year 2011-12, MSME-DI, Actively involved in implementation of the various
schemes under NMCP. It has assisted NPC and NID for implementation of two schemes viz. 1) Lean
Manufacturing Competitiveness Scheme and 2) Design Clinics Scheme.
To create awareness among MSME sector of Gujarat, we have given presentation on schemes
across the state and motivated association so as to take the maximum benefits by this vibrant sector,
during the year. Where ever NPC & NID found any difficulty, official of DI has intervene and seen that
the deadlock is resolved. This has resulted in the better performance of the schemes. The scheme vise
performance is as follow:
A) Implementation of Design Clinics Scheme at Gujarat :
MSME-DI, Ahmedabad is assisting NID in implementation of Design Clinic Scheme in the state of

i) Bearing cluster-Rajkot
Rajkot bearing cluster has completed Phase-V with closure meeting on 13th December 2011.
Various qualitative, quantitative & monetary benefits have been realized in various units like in
Darshak Bearing production has increased by 36%, work space utilization has increased by 5%; in
Apex India Manufacture there is reduction in rejection by 41% along with realization of Rs
37000/- through sale of unwanted scrap; in Rollwin engineering, quantitative benefits include
reduction in cost of rework by 60%.
ii) Electrical cluster-Vadodara
Electrical cluster Vadodara has completed Phase-V, implementation of scheme and lean tools have
resulted into many benefits in various units like in Baroda Moulds and Dies Rs 2,00,000/- per
annum labor cost saving has been achieved from reducing material movement along with space
saving by 5%. In Electrical control system Rs. 3440/- has been generated from seiri exercise, there
has been reduction in change over time from 53 min to 33 min in Hyd. Press thereby increasing the
production capacity by 15. In RNG Technology Rs 26,431 has been saved by reduction of lugs
mixing from 6% to 0%. In Emco Dynatorq P. Ltd. there has been 30% reduction in material
consumption, ITR increased from 5.5 to 14.
iii) Food processing cluster, Vadododara.
Food processing cluster has completed the Phase V of the scheme. Implementation of this scheme
has resulted in improved inventory turn over ratio producing savings of 30-40 lakhs in the units.
After the implementation of Lean tools in various units many qualitative, quantitative and
monetary benefits have been realized which include increasing Labor Productivity by 17% in
Madhav Agro Foods, enhancing ITR by 40% in Pathik Foods, implementation of 34 Kaizens in
Surati Sweets and Snacks Pvt. Ltd., enhancing visual management and reducing change over time
for machine in JB spices.
iv) Textile Accessory, Machinery & Parts manufacturing cluster –
Surat Textile cluster has completed Phase V of the scheme. Implementation of Lean Tools have
resulted execution of 12 Kaizens on the shop floor which has saved two lakhs of Hydro pneumatic
techniks, this also includes safe operation of Hydraulic lift; 50% increase in the productivity due
to reduction in the lead time of manufacture of binders in Aditya textiles; 5S implementation
resulting space savings of Rs. 1.8 lakhs in Blue Sky Engineering; establishment of visual controls
in Happy Engineering; Rs. 72 lakh savings in JMT India Inc. due to implementation of Kaizen
related to oil spillage; rejection cost saving and rework cost saving of 40% and 53% respectively
in JC Metal.
v) Pump & Motors Lean Manufacturing Excellence Cluster
This cluster has entered into Phase-III; DSR & Action Plan has been submitted on 24th January
2012.
vi) Khambhat Dyes & Chemical Cluster
This cluster has formed. Lean Manufacturing Consultant has been selected. Tripartite Agreement
has been executed. This cluster has entered into Phase-I; DSR & Action Plan would be submitted
on 13/4/2012 by LMC.

3) Support for Entrepreneurial and Managerial Development of SMEs through Incubators :
Five business incubation centers have been established in the state. Various proposals have been
submitted to O/o DC(MSME) by these centers. This institute is assisting in motivating the
prospective incubatee and selecting the proposals of them.
4) Building Awareness on Intellectual Property Rights (IPR) for MSME :
The IP facilitation center has been established at Gujarat Council on Science and Technology,
Gandhinagar. This institute has assisted GUJCOST in creation of awareness among MSME sector
of the state.
5) Marketing Assistance & Technology Up-gradation Scheme in MSMEs.:
Under the scheme following Enterprises have been assisted for National and

Technical Support
The Institute has been providing technical information and support to the existing units and
basic information to new entrepreneurs for starting micro & small scale units in the State of
Gujarat and Dadra & Nagar Haveli. Technical officers are providing information at the

 Appraisal Reports
MSME-DI is rendering technical support to Banks and DICs in the preparation of project
reports and appraisal reports for which Institute charges 0.5% of the amount of project
cost subject to maximum

purpose of availing cash subsidy from the State Govt.
 Capacity Assessment Reports
Capacity assessments of MSE Units are being carried out on the request from DICs
specially for the scarce raw materials. On the basis of the assessment report, the unit gets
the required quantity of raw materials from various sources. MSME-DI is charging
Rs.750/- as consultancy charges for joint capacity assessment with the officers from DICs.

The micro & small scale sector in the State of Gujarat is manufacturing variety of items and
catering to the needs of the Consumers, Medium /Large Sectors and other establishments. It is
also contributing significantly in the Export Market. Small Scale Sector offers a great potential
for the employment. However, with the changing scenario with reference to the
implementation of liberalization and globalization policy, small scale sector is facing tough
competition for survival. In order to gear up with the global market , there is a need for the
small scale sector to improve upon the product design, quality, productivity, cost
competitiveness, better packaging, energy conservation, waste minimization etc.
In order to help the industry, MSME-DI has been disseminating knowledge and information
with the help of various agencies by organizing training programmes, Workshops, Seminars
etc. During the year, MSME-DI Ahmedabad has organized following programmes for
promoting new enterprises and development of MSE Sector in the State of Gujarat:
A.
Industrial Motivational Campaign for Entrepreneurship Development
121 Industrial Motivational Campaigns were organised during the year 2011-12 in Gujarat
and UT Daman & Diu and Dadra & Nagar Haveli as per the Targets allotted. These
programmes organised at Engineering Colleges, Polytechnics and I.T.Is. Total participants
attended the programmes are 3272, SC : 1233, ST : 924 , Minority : 96 , OBC : 335 , General :
684. The detailed statement in respect of the programmes conducted by MSME-DI,
Ahmedabad, Br. MSME-DI, Rajkot and Br. MSME-DI, Silvassa is given at Annexure – II.
B.
Entrepreneurship Development Programmes
As per the target, 29 Entrepreneurship Development Programmes of three weeks duration
were organised during the reported year 2011-12. Out of 29 programmes, Twenty Three for
General and two for ST, 2 for ST (Stipendiary), One for SC (Stipendiary) & One for Women &
Physically Handicapped. Total 634 participants attended the programmes.

Management Development Programmes
During the year under report 30 Management Development Programmes were organised by
MSME-DI Ahmedabad and Br. MSME-DI, Rajkot & Br. MSME-DI Silvassa. The participants
attended the programmes were Total-690, among them SC : 188, ST : 62, Minority : 18, OBC :
81, PH : 08, General : 333.

Entrepreneurship & Skill Development Programmes
193 Entrepreneurship & Skill Development Programmes were organised during 2011-12 as
per the target by MSME-DI, Ahmedabad, Br. MSME – DI, Rajkot and Br. MSME – DI, Silvassa.
The programmes were of six weeks duration. Total 4356 participants attended the
programmes.
In addition to above one ESDP on Bio-Technology for one month was organised at
Ahmedabad. 25 participants participated in the programme.

Business Skill Development Programme
Seven programmes on Business Skill Development were organised by MSME-DI Ahmedabad
and total 220 participants attended the programme.

IGTR – MSME-DI CAD/CAM Training Centre
MSME – Development Institute, Ahmedabad executed MoU with Indo German Tool Room
during 2003-04 to conduct CAD/CAM training courses at MSME-DI Cellar on various topics of
CAD/CAM such as (a) Master CAM (b) Ideas (c) Unigraphics (d) Pro-e (e) Auto Cad (f) MDT &
CNC programming and other software with or without practical exposure.
The primary objective is to impart quality education and training to students/trainees in tune
with latest trends in the CAD/CAM, conduct examinations and to award certificates to the
successful candidates. It also aims at carrying out other similar activities and provides
services which will increase skill, potential, job opportunities, productivity and
entrepreneurship capability of an individual on mutual agreement.

ACHIEVEMENTS OF MSME-DI, AHMEDABAD
CLUSTER DEVELOPMENT:
1) Rs.1.75 Crore granted by O/o DC(MSME) for infrastructure project of Panchal Ceramic
Cluster, Thangadh. The work has completed and it has been examined by MSME-DI,
Ahmedabad jointly with GM, DIC, Surendranagar.
2) Six clusters, namely, Diesel pump & Engg. Cluster, Rajkot, Bearing Cluster, Rajkot, Electrical
cluster, Vadodara, Foundry Cluster, Ahmedabad, Textile Accessories and Machineries Mfg.
Cluster, Ahmedabad and Chemical Cluster, Ahmedabad, were suggested to O/o DC(MSME)
for implementation of ITC scheme.
3) Interacted with Chairmen, State level Bankers Committee, for credit facility to Cluster units in
Gujarat.
4) The information for development of Cluster website in respect of clusters of Gujarat has been
submitted to O/o DC(MSME).
5) The detailed project report for CFC of Dyeing & Printing Cluster, Jetpur, duly apprised by
SIDBI.
6) The Dyestuff Cluster Ahmedabad has been motivated by this cluster for CFC to generate
electricity form windmill for their common effluent treatment plant, thus to reduce cost of
effluent treatment of dyestuff units and make them competitive. Preliminary application has
been submitted to O/o DC(MSME).
7) The textile accessories and machinery manufacturing cluster has been motivated for CFC, to
undertake indigenization of textile accessories, machineries and components worth of 4500
carors being imported by textile industries of the country. The preparation of DPR is in
progress.
8) The delegation of foundry cluster of Gujarat has been lead to visit M/s. General Motors India,
Halol in order to initiate the dialog between foundry industries and automobiles
manufacturer for requirement of castings.
9) The detailed project report, duly apprised by SIDBI, for CFC by Ceramic Cluster, Morbi has
been submitted to O/o DC(MSME).
10) The O/o of Advisor to Hon’ble Prime Minister has been assisted to for conducting meeting
with Innovation Cluster at Rajkot.

11) The diamond cluster Surat has been assisted for two CFC viz. 1) training center and 2) testing
center. The preparation of DPR is in progress. The meeting with bank official and cluster
actor has been conveyed. The modern technologies have been identified and suggested to
O/o DC(MSME) for inclusion in CLCSS.
12) The pharma cluster, a innovative cluster, has been assisted to identify the need of cluster. As a
result cluster is working on, 1)CFC for developing novel drug delivery system and 2) CFC for
production of critical parts of medical disposables.
13) The members of Readymade Garments have been motivated to take the benefits of schemes
of DC(MSME).
14) The Ahmedabad Metalware Manufacturers cluster has been motivated to take the benefits of
NMCP Schemes and as a result, application for implementation of Lean Manufacturing
Competitiveness programme has been submitted to NPC.
15) The engineering cluster of Por –Ramangamdi, Dist Vadodara has been motivated to take the
benefits of NMCP schemes and as a result, application for implementation of Lean
Manufacturing Competitiveness programme has been submitted to NPC.

through power-point presentation during seminars and various programmes, across the state of

SCHEME ON INCUBATION – ACHIEVEMENT OF MSME-DI, AHMEDABAD
The final year students of Engg. Colleges, Micro and Small Entrepreneurs and other persons have
many novel ideas which need to nourish and transform into development of new product or
process which can be accepted by the society. To provide financial assistance scheme on
incubation has been launched by office of DC, MSME, New Delhi. During the year 2011-12 this

during the various seminars and programmes. The senior officers of Industries Commissioner
and GM, DICs of the State were also educated by power point presentation on the schemes
twice during the year. Total 16 presentations were made across the Gujarat by this institute
educating hundreds of SME entrepreneurs, Govt. officials and office bearers of SME
Associations and Chamber of Commerce & Industries.
This institute has also tried its level best to keep informed SME Associations and Chamber of
Commerce & Industries of the State by writing them giving the details not only on various

SCHEME ON LEAN MANUFACTURING
Under the NMCP programme Govt. of India has introduced Lean Manufacturing Scheme for the
benefit of SME sector of the country.

As a pilot project, four clusters of the State were selected for
development under the Lean Manufacturing Scheme.
This Institute has assisted NPC,
Gandhinagar not only in giving wide publicity of the scheme among SME sector of the State but
also assisted in motivating and forming various clusters, guiding in operational part of the
scheme and also in selecting the lean manufacturing consultants for the respective clusters.
During the year 2010-11 nine clusters have been selected for implementing lean. Out of nine,
six SPV have been formed and consultants for the four clusters have also been selected.
PROGRAMME ON PACKAGING FOR EXPORTS
Two programmes on Packaging were organized in association with Indian Institute of
Packaging, Mumbai and Business Women Committee, Ahmedabad on 13.10.2011 &
14.10.2012. The purpose of organizing such programmes is to create consciousness about the
packaging, to educate the MSME entrepreneurs about scientific packaging techniques, to
improve packaging standards, to enlighten latest design of packaging etc. Total 93 participants
in both the programmes were attended. The programmes were coordinated by Shri P.J.Sangai,
DD(Food), MSME-DI, Ahmedabad.

Single Point Registration Scheme
MSME-DI, Ahmedabad alongwith the Branch MSME-DI, Rajkot and Silvassa helped the small
scale units by registering with NSIC under the Govt. Stores Purchase Programme. During the

PROCEEDINGS OF THE STATE LEVEL VENDOR DEVELOPMENT PROGRAMME ORGANISED AT
IOCL-GUJARAT REFINERY, VADODARA ON 24.2.2012
To create awareness among the MSEs and the PSUs about the decision of Cabinet, Govt. of India, that
20% procurement of the PSUs has to be made from Micro and Small enterprises, MSME-DI,
Ahmedabad have organized one day State Level Vendor Development Programme at Hall No.1,
Training Deptt., IOCL-Gujarat Refinery, Vadodara on 24.2.2012.
The programme was inaugurated by Shri T.K. Das Gupta, General Manager (Power & Utility), IOCL,
Gujarat Refinery, Vadodara. In his inaugural address he extended welcome to all the participating
MSEs and he emphasized that such programme creates a relation between MSE vendors and PSUs.
While describing the importance of MSE vendors he said that due to the high quality goods and the
service provided by vendors PSUs get strength and in the era of globalization the cost for quality is
important to any PSUs. The MSEs help the PSUs in reducing the cost for quality by supplying
components and services at economical rate without affecting quality standards. While discussing
about the GOI decision on procurement policy for MSE, he said that this has opened up a huge market
for MSEs and also opened up an opportunity for the PSUs to widen their vendor base. During
discussion about the future plan of IOCL-Gujarat Refinery, Vadodara, he informed the gathering that
Gujarat Refinery is in process of expansion with an investment of Rs. 5000 crores. To complete the
expansion project in stipulated time he urged the MSEs to come forward and align with the
requirement of Gujarat Refinery. He further added that Gujarat Refinery is open to extend technical
support to MSEs for developing product and services, for them.
Shri Arvind Patwari, Director, MSME-DI, Ahmedabad delivered key-note address. In his address he
discussed the scenario of the MSEs and strength of MSEs. 20% procurement from MSEs is to be made
by PSUs as per the decision of cabinet, a huge requirement of the PSUs has emerged. MSEs now
accept the challenge of developing spares & components which are imported by PSUs up till now. The
quality and consistency at reliable cost are the key factors for MSEs to become vendors of the PSUs, he
added. To support the MSEs, office of DC, MSME, New Delhi has introduced 10 new schemes with the
aim to make MSEs competent enough under National Manufacturing Competitiveness Programme. He
urged the participant MSEs to take the benefit of the schemes where MSME-DI is with them from the
beginning to achieving the goal. He urged the participant to become highly competitive by taking the
assistance of the GOI.

The programme began with the welcome address by Shri M. Choudhary, Dy. General Manager
(Materials & Contract), IOCL - Gujarat Refinery. While welcoming the dignitaries and the participants
he said that the Refinery is passing from tough competition era and being a flagship Refinery of the
country Gujarat Refinery is supporting MSE vendors to become their supplier. Since the Refinery is
handling Hydro carbon materials, quality and safety is prime important and therefore it expect high
quality standard and consistency from its vendors. Since the Refinery has to compete with the private
sector cost is also an important parameter and therefore Refinery expect supply & services at
reasonable cost. Shri Choudhary urged upon the participants to extend better support to Gujarat
Refinery for their operations and expansion.
Shri Pravin Patel, President, Federation of Small Scale Industries, Vadodara, while addressing
participants, discussed the scenario of MSEs and informed the participants that MSEs at & around
Vadodara producing chemicals & chemical product, machines & machine tools, engineering,
fabrication, undertake turnkey projects, and also take up servicing etc. The Indian MSE produce the
same quality goods at much cheaper rate compare to any imported goods. While advising the MSE
participants he urged that till you produce 98 good machines no-one will give appreciation but if you
produce one bad machine it will speak loudly in the entire country so the quality should not be
accident but should be a part of culture which will in turn results in consistency, he added. While
urging the participants he said that Govt. helps MSEs, bank helps MSEs and PSUs are providing
opportunities, then it is equal responsibility of MSEs to come forward and plan for the better nation.
While ending his speech he congratulated MSME-DI, Ahmedabad for the State Level Vendor
Development Programme with the help of IOCL – Gujarat Refinery, Vadodara. He also thanked the
administration of Gujarat Refinery for joining hands with MSME-DI, Ahmedabad in educating the
MSEs of at and around Vadodara.
The other senior officers of IOCL present were Shri S. Padhi, GM (Finance), Shri M.K. Dutta, General
Manager (Technical Service), Shri Makwana, Asstt. General Manager(Materials), Shri Alok Gupta,
Senior Manager (Procurement) and his team of purchase department.
After the inaugural session, Shri Alok Gupta made presentation on IOCL– Gujarat Refinery, its
purchase policy and items they are purchasing. This was followed by the presentation of DC(MSME)
schemes including NMCP scheme by Shri P.N. Solanki, Asstt. Director(Met), MSME-DI, Ahmedabad.
After the presentation there was interaction session which was chaired by Shri Arvind Patwari,
Director, MSME-DI, Ahmedabad and the dignitaries on the dais were Shri M. Choudhary, DGM(M & C),
IOCL– Gujarat Refinery, Shri Parmar, AGM(Materials), Shri Alok Gupta, Senior Manager (Material),
Shri P.J. Sangai, Dy. Director(Food), MSME-DI, Ahmedabad and Shri P.N. Solanki, Asstt. Director(Met),
MSME-DI, Ahmedabad. Various questions were raised by the participants alongwith various
enquiries. These were redressed by the dignitaries on the dais.

After the interaction session the participants were taken to the store of IOCL - Gujarat Refinery where
the various materials procured by IOCL – Gujarat Refinery were explained to the participants and
small display was also arranged for the item for which IOCL – Gujarat Refinery is looking for MSE
vendors.
The second interaction session was held at Store, IOCL – Gujarat Refinery between the store officials
of IOCL – Gujarat Refinery and the participants of the programme. During the interaction session the
store procedures of IOCL – Gujarat Refinery was explained in detail by the store officials.

AT GSFC, VADODARA
To create awareness about the decision of Government of India making mandatory for the
PSUs to procure 20% of their procurement from micro & small enterprises, the State Level Vendor
Development Programme was jointly organized with Gujarat State Fertilizers & Chemicals Company
Ltd.in association with Federation of Small Scale Industries, Vadodara on 5 th March, 2012 at Hotel
Surya, Sayajiganj, Vadodara.
The programme was inaugurated by Shri S.M. Shah, General Manager, Gujarat State Fertilizers
& Chemicals Ltd. In his inaugural address he stressed upon the importance of micro & small
enterprises in the development of GSFC. He narrated various examples on how the SME unit has
helped them in critical position to keep running their plant and many a times SME unit has
indigenized various imported components and supply them at much cheaper rate, he added. He
congratulated MSME-DI, Ahmedabad for organizing Vendor Development Programme, specially for
GSFC and he said that through this programme their vendor base will strengthen further. He assured
all cooperation to the MSEs for their supply to GSFC and appealed SME participants to work in close
coordination with GSFC to fulfill the Government desire.

vendoring policy, vendoring processing and material/spares/ components/services being procured
by GSFC. A detailed presentation on DC(MSME) Schemes including NMCP Scheme was made by Shri
P.N. Solanki, Assistant Director, MSME-DI, Ahmedabad.
After the presentations, the session was opened for interactions with the GSFC officials. Many queries
were raised by the participants. Shri B.N. Shah and his team has redressed the queries and cleared
many doubts of the participating entrepreneurs.
The programme began with the welcome address by Shri Pravin Patel, President, Gujarat
Small Industries Federation, Vadodara. In his address he thanked MSME-DI, Ahmedabad and GSFC for
organizing useful event for the benefit of SME units of Vadodara. He presented the wordy picture of

In order to motivate the SME units of Surat and surroundings to become successful vendor of
ONGC, Hazira Plant, Surat and also to create awareness among SMEs & PSUs about the decision of
Cabinet, Government of India making it mandatory for the PSUs to procure 20% of their procurement
from Micro & Small Enterprises, the State Level Vendor Development Programme was organized by
MSME-DI, Ahmedabad jointly with ONGC, Hazira Plant, Surat with active support of Surat Engineering
Vikas Association at Auditorium, Training Division, ONGC Hazira Plant, Surat.
Shri V.K. Jain, Executive Director and Plant Manager, ONGC Hazira Plant was the Chief Guest of
the programme. In his address to the participants he narrated the policy of ONGC. He congratulated
MSME-DI, Ahmedabad for joining hands together with ONGC Hazira Plant for organizing the Vendor
Development Programme. He discussed the earlier scenario of the SME vendor also compared with
the present scenario. He assured the participants about the all-round support of ONGC Hazira Plant in
developing the spares & components being procured by ONGC. He also asked the participants to
accept the challenge of indigenization of the imported components and spares and to supply them to
ONGC.
Shri Bhavesh Mishra, DGM(MM), ONGC Hazira Plant welcomed the dignitaries. In his welcome
address he narrated about the quantum of materials/spares/ components being procured by ONGC
Hazira Plant. He also said that being a production plant and processing Hydro Carbon, quality and
performance of the spares & components are of prime importance as failure of any component may
lead to hazardous accident. Shri Tapas Bhattacharya, DGM (MM) made Powerpoint presentation on
procurement policy, vendor processing and items/spares/ components/services being procured by
ONGC Hazira Plant. This was followed by presentation of DC(MSME) Schemes including NMCP
scheme by Shri P.N. Solanki, Assistant Director, MSME-DI, Ahmedabad. Thenafter the session was
opened for question-answer and the interaction of participants with the ONGC officials. Various
queries were raised by the participants which was satisfactorily replied by the ONGC officials.
Shri Hetal Mehta, President, Surat Engineering Vikas Association also spoke on the occasion.
In his address he urged the participants that individually SME units have done a lot but let us work
together for the development of the nation by supporting PSUs in their procurement by supplying
quality product with consistency and at reasonable cost. He shared with the participants that Surat
Engineering Vikas Association having maximum members with engineering backgrounds of various
disciplines and they can extent their support for developing quality products by becoming bridge
between PSUs & SME manufacturers.

23RD MARCH, 2012 AT SVNIT, SURAT
In order to motivate the SME units of Surat and surroundings to become successful vendor and also to
create awareness among SMEs & PSUs about the decision of Cabinet, Government of India making it
mandatory for the PSUs to procure 20% of their procurement from Micro & Small Enterprises, the
State Level Vendor Development Programme was jointly organized by MSME-DI, Ahmedabad with
Sardar Vallabhbhai National Institute of Technology (SVNIT), Surat & Surat Engineering Vikas
Association, Surat at Production Seminar Hall of Sardar Vallabhbhai National Institute for Technology,
Surat. National Thermal Power Corporation (NTPC) & KRIBHCO, Surat participated as PSUs in the
programme.
The programme began with welcome address by Dr. Jigisha Parikh, Associate Professor, ED
Cell, SVNIT, Surat. In her address, she discussed about the activities of Entrepreneurship Cell of
SVNIT alongwith details on the facilities available with SVNIT for development of various products
and process. She urged the participants
to take the benefit of Incubation Centre functioning at SNVIT with the help of office of DC(MSME) in
order to develop innovative products and processes.

he discussed in detail about the importance of MSME sector in Indian economy. He cited various
examples of high end-products being manufactured by the MSME sector. He discussed various

the participants about the expected quantum of market opened up for them by the decision of Govt.
on the procurement policy for the PSUs. He asked the participating entrepreneurs to develop the
product so that it should suit the requirement of PSUs. He also requested the officials of NTPC &
KRIBHCO to extend their all supports to SMEs so that they can develop the products and services
which can fulfill the requirements of PSUs.
Shri Hetal Mehta, President, Surat Engineering Vikas Association has presided over the
function. In his address, he requested the participants to upgrade the quality level of the product and
the services alongwith upgradation of their facility with the help of various assistance available from
the Govt. He further stressed that change in the mindset of the entrepreneur is important because
without change in
mindset, the level of quality alongwith consistency and commitment cannot be achieved.
Shri S.U. Chaudhary, Addl. General Manager (MM), KRIBHCO made Powerpoint presentation
on the purchase policy of KRIBHCO, Vendor registration process, the procurement process and the
items being procured by KRIBHCO. This was followed by the talk on procurement policy and the
process by Smt. L. Sobha Pattabhiraman, Deputy General Manager, NTPC, Kawas, Surat. She
requested the participants to take the list of the items being procured by NTPC from Materials
Management Department, NTPC, Kawas, Surat and any SME unit engaged in production of the product
being procured by NTPC should approach to them for vendor registration.

Solanki, Assistant Director, MSME-DI, Ahmedabad. After the presentations, the session was opened for
interactions with the officials. Many queries were raised by the participants and redressed the

STATE LEVEL VENDOR DEVELOPMENT PROGRAMME ORGANIZED AT IFFCO, KALOL ON 12TH
MARCH, 2012
In order to motivate the SME units of Ahmedabad & Chhatral area to become the successful
vendor of IFFCO, Kalol and also to create awareness among SMEs & PSUs about the decision of
Government of India making it mandatory for the PSUs to procure 20% of their procurement from
MSEs, the programme was organized jointly with IFFCO, Kalol Unit at Training Hall of IFFCO Kalol.
Shri Shamsher Singh, Senior General Manager, IFFCO, Kalol Unit was the Chief Guest. In his
inaugural address he informed the participants that in spite of IFFCO is in a cooperative sector, it is
different and making the profits and has entered in flagship business. While discussing the activity of
IFFCO for the development of rural area, he informed that IFFCO have the Rural Trust organizing
Training Programmes for the farmers and drown-torn people and make them self- reliance. He
quoted the thought of Mahatma Gandhi that to develop the nation development of farming and small
scale industries are the two pillars. He appealed the participants to support IFFCO by developing
products/spares/components/ material & services being required by IFFCO of high quality standards
and help IFFCO in reducing their imports. IFFCO wants to help MSMEs and is giving due importance
and priorities in the procurement, but same time IFFCO is equally worried about the quality and
consistency of their procurement. The failure of small parts/components may results in heavy loss in
crores of rupees to IFFCO if that failure results in shut down of production. Shut down for a day, cost
minimum 2 crores to IFFCO. He advised the participants to fulfill the promises they are making to
IFFCO and also asked the participants if they have any genuine problem with IFFCO, to contact him
personally. He congratulated MSME-DI, Ahmedabad for joining hands together for educating the SME
units of the local area.
Shri Arvind Patwari, Director, MSME-DI, Ahmedabad has presided over the function. In his
address, discussed the importance of Govt. decision on the procurement policy by citing the example
of Indian Railway that 5% procurement of Indian Railway from MSEs workout to thousand of crores
and if railway achieves the target of 20% procurement from SMEs, the procurement of railway itself is
going to multiply 4 times. While discussing the capability of the SME sector, he said that the sector
produce 40% of industrial production of the country and contributing 45% in export of this country,
has the capacity to produce paper pin to high end products required by space. He urged the
participants to take the benefits of various schemes being offered by office of DC(MSME) and to
become competent by adopting modern management technique and by modernization of their
production facility.
The programme begins with welcome address by Shri B.R. Patel, General Manager (Project),
IFFCO, Kalol. While welcoming the dignitaries and participants, he congratulated MSME-DI,
Ahmedabad for helping IFFCO Kalol for educating the SME units and thus by expanding the vendor
base. IFFCO, Kalol is looking for more number of MSEs participating in their procurement, he added.
While discussing the

importance of vendor development programme he said that it is for the mutual benefit for large scale
who is looking for quality supply and also to MSEs looking for marketing opportunity.
The inaugural session was followed by technical session in which the presentations on
Procurement Policy, Materials/spares/components & Services being
procured by IFFCO, maintenance items required by IFFCO and the vendoring process were made by
different senior officers of IFFCO. This was followed by presentation on DC(MSME) Schemes
including NMCP scheme by Shri P.N. Solanki, Assistant Director, MSME-DI, Ahmedabad. After the
presentations, house was opened for interactions. Participants raised various queries which were
redressed by the faculties. After the technical session participants were taken to the store of IFFCO,
Kalol unit where they have seen the spares & components being procured by IFFCO, Kalol unit and
they have detailed discussion with the store officials.

Under the Incentive Scheme of ISO 9000/14001 total 506 applications from MSEs received
and total 306 applications were disbursed and total amount of Rs. 2,14,90,050/- was
reimbursed under the Plan Scheme during 2011-12.

STRENGTHENING OF LIBRARY
MSME-DI Ahmedabad is having its own library with 2064 books on different subjects viz.
Technical, Management Development, Quality Improvement, BIS Standards, Reference Books
etc. In the Library Section, 782 Hindi Books are also available. The Institute is also purchasing
monthly magazines and journals to upgrade the knowledge of the officers and to provide the
latest information to the visitors/industry. Visitors are allowed to refer Technical Books and
Journals from the Library. The details of expenditure incurred towards purchase of Journals

10. HINDI PROMOTION
The officers and staff worked with interest and enthusiasm to promote the use of Hindi in the
day-to-day activity of the Institute. All the officers and staff have good working knowledge of
Hindi. The correspondence in Hindi during the year was 4950, which accounts 91.84% of the
total correspondence in Hindi and English. Various programmes have been organised for the
promotion of Hindi by the Institute as per the details given below. Officers from MSME-DI
Ahmedabad, Branch MSME-DI Rajkot/Silvassa are regularly attending the Nagar Rajabhasha

12. LINKAGES
MSME-DI, Ahmedabad, Branch MEME-DI, Rajkot and Branch MSME-DI, Silvassa are working
with close liaison with the State Industries Departments, Industries Commissionerate, SIDBI,
NSIC, NABARD, Banks and other State Corporations, Autonomous Bodies which are directly or
indirectly associated with the development of micro & small scale industries.
A very good rapport is being maintained with the Chamber of Commerce, Federations and
various Associations. On an average the officers are in touch with 40-50 Associations,
Federations and Chamber of Commerce in the State. The Institute is organising various
programmes/workshops for the development of micro & small scale industries with the
support of Chambers, Associations and the industries at large.
The officers of the Institute are regularly participating in the following meetings convened by

13. CONCLUSION
The Institute has significantly contributed towards the promotion and development of MSME
Sector in the State of Gujarat through its programmes and activities both in the developed and
backward regions. The Action Plan Targets like Motivational Campaign, ESDP, EDP & MDP
were achieved during the year. Inspite of shortage of Officers and staff, it made all out efforts
to complete the Action Plan Targets allotted by DC (MSME). The programmes related to
Credit Linked Capital Subsidy Scheme at Rajkot, Management Development Programmes on
Marketing Management at Silvassa, Ahmedabad and Rajkot, Accounting at Ahmedabad,
Taxation at Ahmedabad. ESDP on Readymade Garments, Computer Hardware & Maintenance,
Computer Multi Media, Fashion Design, Office Automation at various places in Gujarat are of
special significance to mention.
In view of the advertisement given in the local newspaper, the Institute received very good
response for different types of courses and programmes. Course material as a base reading
material was also provided to EDP/MDP trainees and also technical literature/papers were
provided to the participants during the Seminars/Workshops etc. The programmes organized
during the year were grand success and all the participants have been benefited at large.
In some of the schemes, Institute have exceeded the targets set by O/o. DC(MSME).
The Institute has motivated various SME Cluster for cluster development and as a result some
of the clusters have taken up various developmental activities. The proposals for CFC of
various clusters are at different stage.

