Dear Senior,
Welcome to your senior year. Many of you are making plans to attend some form of post
secondary schooling after May 2013 Graduation. Most of you will also want to apply for
financial help in the form of scholarships, loans, and/or grants.
We are very fortunate in Jefferson County to have numerous businesses and community
organizations that sponsor scholarships for students. The Guidance Departments of Jefferson and
Washington High Schools are publishing this directory, which includes most of the local
scholarship listings. There are several optional forms in the front of the book. The first is the
Scholarship Information Form which will be helpful for students in summarizing information
needed in their letters of application for scholarships. Many of the local community
organizations, as well as the scholarship selection committee, are asking students to include this
information in their letters of application. There are two worksheets that allow you to compare the
cost of attending specific schools as well as the Financial Aid Packages offered from a specific
school. Many scholarships ask students to demonstrate financial need. The last form enclosed is
an optional form that a student may select to use if he/she wishes to use it to demonstrate
financial need. This Financial Need Form is OPTIONAL. The Financial Need Form is NOT
REQUIRED and does NOT need to be included with any letters of application. It is only
enclosed for any individual who wishes to have a guide or form to use. You may develop your
own manner in which to demonstrate financial need.
Seniors and their parent(s)/guardian(s) are also required to complete the federal financial aid
form known as the FAFSA (Free Application For Student Aid) in order to receive financial aid.
This form will be available on line in late December but can not be submitted until January 1,
2013. www.fafsa.ed.gov . Students and their parent(s)/guardian(s) must register for a PIN
number in order to enter your private information required on the FAFSA form. The FAFSA is
the federal application for financial aid that most post secondary schools utilize. Seniors should
check with the financial aid office at the post secondary school which they are planning to attend.
Some schools require their own individual forms. FAFSA Workshop at JHS will be on
January 25th.
The PROMISE SCHOLARSHIP is a merit-based scholarship program that is designed
to make college affordable to all qualified West Virginia students. Students are required to take
the ACT or SAT. The Promise Scholarship Application must be submitted by March 1, 2013
online at www.cfwv.com . A student must file a FAFSA by March 1, 2013 for Promise
consideration. ( For eligibility requirements and further information, check on line at
www.cfwv.com. )
The West Virginia Higher Education Grant is also designed to make college
affordable to West Virginia students. Awards range depending on need and are applied towards
tuition and fees for a full time student at an approved West Virginia or Pennsylvania
college/university. The student must demonstrate financial need, have a 2.0 GPA, and submit
FAFSA no later than March 1, 2013. Once the FAFSA application has been sent, the student is
automatically considered for the West Virginia Higher Education Grant.
Jefferson High School will hold its annual Financial Aid Workshop on December 5,
2012. The workshop will meet in the Auditorium at 6:30 p.m. If you have questions concerning

Award Package Comparison Worksheet
Different schools have different resources, so financial aid offers can vary greatly from school to school.
Gift aid such as grants and scholarships are ideal, but often more limited. Use this worksheet to compare
aid offers. When doing so, consider the amount of your federally-calculated expected family contribution
(EFC) and the amount offered in "self-help" aid such as work-study and student loans. There may also be
unmet need you need for aid that the school may be unable to fund--meaning that your parents may have to
borrow additional funds through the student end parent loan programs.
You will also need to know and consider each school's packaging philosophy to find out if a similar
package will be offered in future years. Will the percentage of costs covered by loans, for example, remain
constant from year to year? Will you need to meet more of your costs through work-study as you progress?
If an institutional grant is offered, is it restricted to the first year or can it be renewed? If the school's web
site or publications don't provide this information, call or visit the school's financial aid office.

Cost of Attendance Comparison Worksheet
The actual cost of attendance (COA) is unique for each student at each school. Some expenses are fixed
(tuition and fees) and others are influenced and controlled by the student's lifestyle (housing and personal
expenses). When considering the award package from a particular school, or in comparing packages from
multiple schools, you can use this worksheet to compare your cost expectations to each school's estimated
total COA. The goal of this comparison is to better decide if the difference is manageable given the
resources available to your family and the aid being offered by each school. Duplicate this worksheet as

The family of Andrew Michael Rotruck has created this scholarship to honor the
memory of Andrew. He was killed in an automobile accident on September 2, 2008.

1. Shepherd University admission standard (each year)

3. Two scholarships will be awarded, one to each high
school. To be eligible to apply students must be on
track to graduate in May 2013 and be residents of
Jefferson County.

Amount:
The students selected must enroll and attend Shepherd
University on a full-time basis. The scholarship will be paid
directly to the students’ accounts in the amount of $500.00
at the beginning of the each semester, not exceeding
$1,000.00 per year. The scholarship is renewable for up to
four years.

Applicants will submit a letter of application to their school
counselor stating his/her career and college intentions and
qualifications for this award. Financial need may be
considered, but is not the only criteria in applying for this
scholarship.

Charles Town Lions Club Scholarship Application
The Charles Town Lions Club is steep in tradition and dedicated to serving those in our
community in need. “We Serve” is not only our motto, but a definition and a philosophy.
As such the Lions Club is seeking applicants who are also community and civic minded.
While understanding the importance to achieve academic excellence, the Lions Club of
Charles Town equally feels that is also important to give back to their community. That
being said, this scholarship has been established by the local club to assist students who
graduate from a high school in the Jefferson County District.
Award Criteria: To qualify, candidates must be a Jefferson or Washington High School
Senior and have been accepted to a two or four year accredited college. Candidates
must have a minimum 2.25 GPA. All applicants must fill out an application for the
Charles Town Lions Club Scholarship. This involves submitting an essay, letters of
recommendation, participating in community service. The top (5) candidates will
participate in an interview for final consideration of the Scholarship. The Lions
Scholarship Review Team will ensure that a qualified candidate is a recipient of the
prestigious award. The recipients of this award will be selected without regard to sex,
race, religion, or creed. Deadline: All Applications must be received by March 15,

Number of Awards Per Year: The Charles Town Lions Club will award two
scholarships as determined by the Scholarship Committee. Scholarships are
$1,000.00 for one year and are non-renewable. Scholarships will be paid in
two installments of $500: one for the Fall semester and one for the Spring
semester. Checks will be made payable to the school and in the recipient’s
name and given to the recipient after proof of college registration has been
received.
Selection criteria:
 Complete the application available in the Guidance
Office for scholarship consideration.
 One-page TYPED essay describing why he or she is deserving of this scholarship.
 Two letters of recommendation – one of, which is written by a school official or organization/civic
leader who are aware of the applicant’s potential for college success. The other recommendation can
be a character or a community-involvement reference.
 List all community and extracurricular activities with which you were involved over the past four
years. [Please provide a point of contact and a phone number for verification of your involvement
in all listed activities.]
 Student must complete a minimum 30 hours of community service. 15 hours must be served
volunteering/participating in Lions Club activities.
Financial need is a strong consideration when awarding the Charles Town Lions Club
Scholarship. The applicant must demonstrate a financial need as a qualifying factor for this
scholarship.

Eastern Panhandle Board of REALTORS® Annual
Scholarship Program
Rules & Requirements
 Scholarship recipient shall be a graduating senior in an Eastern Panhandle
High School whose family resides in the Eastern Panhandle.
 The amount of each scholarship to be awarded shall be $500.00
 This scholarship may be used for tuition/educational expenses in any
College, University or Tech School.
 A scholarship recipient may accept another scholarship or other financial
aid or loans.
 Payment to the scholarship recipient shall be in the form of a check, made

Eastern West Virginia Community Foundation – Scholarship Program
Applying for a Scholarship – Tips and Instructions
The mission of the EWVCF is to work with local donors to build endowment and
memorial funds for our local community. These endowment funds provide grants —and
scholarships—for the Eastern Panhandle, forever.
The Community Foundation is the steward of many scholarship funds, each with its own
eligibility requirements. Eligibility might be based on the county where the applicant is
attending high school, an area of study, the college a student plans to attend, or financial
need, and other criteria.
Application process:
The Community Foundation is transitioning to an on-line application process for the
2012-13 school year. We encourage students to apply on-line, but will still accept hard
copy applications during this period of transition. A small number of applications and
the listing of available scholarships will be delivered to high school guidance offices.
Both of these documents may also be downloaded from the Scholarships page of our
website at www.ewvcf.org
Submitting an Electronic application using eGrant:
1. Download and review eligibility criteria for available scholarships from the
Scholarships page of the Community Foundation website (www.ewvcf.org).
2. Navigate to the Community Foundation eGrant Home Page (either from the
EWVCF Scholarships webpage or by entering ewvcf.egrant.net into the address bar
of your browser)
3. Select “Create an account”. This will take you to a mostly blank screen (not sure
what the purpose of this page is.) Click on “Proceed”. Follow the instructions for
creating a username and password. You will use this username and password each
time you log into eGrant. You will receive email confirmation of your username and
password.
4. Once logged in, choose “EWVCF Scholarship” from the “Select a Grant-Type” dropdown menu and then click “Create New Application”. To begin working on the
application, click the green “Edit” button.
5. Clicking the “Edit” button will take you to the “Instructions” page. Please spend a
few minutes reviewing all of the instructions, specifically the required documents
you will need to include with your application (either by uploading electronically or
mailing to the Community Foundation office). Your application is incomplete
without all required documents and will not be considered.
6. Finish – When you are satisfied with your proposal, click “submit my data”. If you
want to review your data before submitting, go back to the Main Menu and click the
yellow/orange View button. Your application will open as a PDF document that you
can save to your computer or print. When you are ready to submit your application,
select the green “Edit” button and then the “Finish” tab to get back to the Submit my
Data button.
7. If you select Finish and you are missing any required information, eGrant will
prompt you to “Please Fix It” before you can submit the application.

eGrant TIPS:

The eGrant system is used for applying for grants and scholarships from the Eastern
West Virginia Community Foundation and it’s two affiliates, the Hardy County
Community Foundation and the Hampshire County Community Foundation. You
will see references to all three throughout. Be sure to select information pertaining to
your local Community Foundation when applicable.

Fields with an asterisk (*) are required. You’re application will not be submitted
until all these fields are populated. When a required field does not pertain to you (for
example, the FAFSA and college acceptance letter do not apply for students applying
for the Deborah, Leslie, and Christopher Bright Achievement Fund), be sure to
populate the field with zeros or by selecting N/A.

Remember to save your work as you go. Proceed to the next application section
using the Save and Next buttons.


Key Points To Remember:










Meet the deadline - March 1st. Complete the 0n line application. The on-line
system will not accept applications after the March 1st deadline. If using paper
application mail directly to the EWVCF office with a postmarked date of March 1st
Pay attention to the eligibility criteria. When we receive your application, we
review it to make sure it meets the criteria for the scholarship. If it doesn’t, we set it
aside. It takes less time for you to check the criteria than it does for you to complete
an application for a scholarship for which you don’t qualify.
Prepare a separate application for each scholarship for which you are applying.
You may be eligible for several scholarships from the Community Foundation. We
will need a separate application for each one, whether your submitting electronically
or hard copies.
Pay attention to special criteria – a few scholarships have extra application
requirements, such as an essay. Make sure you include these.
Request a transcript be sent to the EWVCF office.
Make sure your application is complete. Make use of the application checklist,
which can be found on both pages 1 and 4 of the hard copy application and on the
instructions page of eGrant. Be sure to include everything on this list.
Include financial information – If you are applying for a scholarship that specifies
financial need in the criteria, be sure to include a copy of your completed FAFSA.
Please send the entire report, not just the Estimated Family Contribution (but be sure
to include this page, too). Note: we take the confidentiality of all information you
provide very seriously.
Don’t forget your extra-curricular activities – Don’t be shy here. Many of the
scholarships include criteria about community service, school involvement or
leadership. If you’ve been involved with these activities, make sure you include
them on the application.
Show up for your interview – For scholarships that are $1000 or more, we ask
finalists to come in for an interview. If you are a finalist for one of these
scholarships, you will receive a letter with an interview time. We only do interviews
on one day – no make-ups – so it’s very important that you keep your interview
appointment.

The H. Hart Bennett Scholarship can be maximized at $8,000.00. The scholarship is available to
contribute toward tuition, books, or other direct school expenses up to $1,000.00 per semester
($2,000.00 maximum per year). The scholarship will be paid to the educational institution in the
name of the scholarship recipient. The recipient must maintain a full time schedule (Minimum
of 12 credit hours). The scholarship is renewable annually up to three additional years with a
letter of need, transcripts, a 2.5 GPA or higher maintained, and the approval of the H. Hart
Bennett Foundation, Inc. The total amount of the scholarship is not to exceed $8,000.00 or be
given for more than 4 years to one recipient.

Initial Applicants:
Complete and return the application and financial need statement, found in the Guidance
Office, along with two letters of recommendation (one from a community member that is not
a relative and another from one of your high school teachers). Attach a cover letter about
yourself, your connection to agriculture, and your life goals. Also include a copy of your
post-secondary school acceptance letter.
Renewal Applicants:
Complete the financial need statement and provide us with any changes from your initial
application. Also provide a cover letter explaining your continued need, your progress made
thus far toward your educational goals, and your plans for your post educational pursuits.
Include your transcripts from the post-secondary institution that you are attending showing a
2.5 GPA or higher, as well as, a copy of the upcoming semesters full time registration(12
credit hour minimum).
Selection Process:
Final selection will be made by the H. Hart Bennett Foundation, at the discretion of the
Foundation members. Applicants may be asked to meet with the Foundation for an interview.
Once the selection process is complete all applicants will be notified of the selection results by
mail. The selection process for Initial Applicants will be completed by May 15th and by July
30th for any Renewal Applicants. The H. Hart Bennett Foundation, Inc. reserves all rights in the

James W. Lanham, Jr. Memorial Scholarship
This scholarship was established in loving memory of James W. Lanham, Jr., son
of James and Betty Lanham and brother of Jennifer Lanham. Jim passed away on
July 7, 2002, from gastric cancer at age 21.
Jim graduated from Jefferson High in 1999. He was ranked 2nd out of 471
graduating students and received the Salutatorian Scholarship offered at Shepherd
College (now Shepherd University). While at Jefferson, Jim was involved in
many activities. He was President of the National Honor Society, member of
Student Government, member of the Academic Team, member of the Spanish
National Society, member of the Key Club, member of the Marching, Symphonic,
and Jazz Bands, Drum Major, a Representative of West Virginia’s Boys State,
selected to Who’s Who Among American High School Students, and a student
Board of Director of One Valley Bank.
Jim was a junior at Shepherd College majoring in Elementary Education. He was
a member of the Dean’s list with a cumulative G.P.A. of 3.77. In his last three
semesters he was carrying a 4.0 G.P.A. In April of 2002 he received the
McMurran Scholar Award, the highest academic honor granted by Shepherd
College. He was also inducted into the Phi Kappa Phi National Honor Society
and was a member of Kappa Delta Pi.
Jim was student teaching at T.A. Lowery Elementary School when he was
diagnosed with gastric cancer, a disease that would not only end his life, but also
his life long dream of becoming an elementary school teacher. We hope to keep
Jim’s spirit alive and also help a student pursue their dream with this scholarship.

Scholarship Application
BACKGROUND
The James A Tolbert, Sr. Civil Rights Scholarship was established in 2006 by Attorney and Mrs.
J. Franklin Long of Bluefield, WV. It is in honor of James A. Tolbert, Sr. who served as
president of the West Virginia States Conference of NAACP Branches from 1986 to 2007.
AWARD
One Scholarship of $800.00 will be awarded to a student graduating from an accredited high
school in West Virginia at the end of the 2009-2010 school year.
ELIGINILITY REQUIREMENTS
To be considered for the scholarship, the following criteria must be met:
1. A graduate from an accredited secondary high school in West Virginia
2. Enter a four-year college or university as a full-time freshman in the Fall of
2009.
3. Have a scholastic average of at least 3.0 on a 4.0 scale;
4. Must demonstrate financial need;
5. Not be an immediate relative of the James A. Tolbert, SR. family.
APPLICATION PROCEDURE
To be considered for a scholarship, your application must include the following:

Mary “Diane” Franks Memorial Scholarship
The Jefferson County Schools Service Personnel Association has created a scholarship to
honor the memory of fellow associate and past President of the Association, Mary Diane
Franks. “Diane” died on September 25, 2004, was President of the JCSSPA for
numerous years, and took pride in her job. She was a shining example to all. For her
great contribution and dedication to service personnel and our Association, we created
this scholarship to honor her memory.
GUIDELINES
1. The recipient of this award shall be one graduating senior of Jefferson High
School and one graduating senior of Washington High School. Also,
recipient must be a child or grandchild of an active Jefferson County Schools
Service Personnel Association member.
2. The recipient of the award shall be nominated annually from applications
submitted to the Guidance Office at Jefferson or Washington High School,
who will in turn submit them to the Jefferson County Schools Service
Personnel Education Committee.
3. The recipient must plan to become a full time student at an accredited West
Virginia college or university, and attach a Letter of Acceptance as part of
their application.
4. The recipient must carry at least a 2.5 grade average.
5. April 15th shall be the final date for receiving scholarship applications.
6. The final decision on awarding the scholarship shall be made by the Jefferson
County Schools Service Personnel Education Committee.

by the Boxwell/Churchill scholarship, or

"commuter- status" on his or her application and later desires dormitory or off-campus housing, the cost

ROYAL SCOTT FOUNDATION SCHOLARSHIPS
AWARD
The Royal Scott Foundation, Inc. will award two scholarships to students graduating
from high schools in Jefferson or Berkeley Counties, WV who are planning to attend a
degree program at an accredited University or College in West Virginia. The scholarships
are based on need for financial assistance.
The awards will pay for, but not exceed, the actual cost of tuition and fees, room and
board on campus, and books, less any amount (except for a one-time prize of $500 or
less) the awardee receives from another scholarship or grant.
Payment will be made directly to the university or college each semester.
Renewal.
The scholarships are renewable annually for up to three additional
consecutive years.
Renewal applications must provide proof of full-time enrollment, maintenance of a
minimum 2.5 GPA, and current financial status.
Eligibility.
There will be no discrimination on the basis of race, national origin,
religion, sexual orientation or gender.
United States citizenship
Residence in West Virginia for at least one year.
Expected graduation from a High School in Jefferson or Berkeley County in current year
GPA of 2.5 or greater

Criteria:
1. Applicant must be a student who attended and completed at a
minimum the complete fifth grade year at Shepherdstown
Elementary School.
2. Applicant must be a graduating senior from Jefferson High
School planning to attend any post-secondary school
3. Applicant must be accepted to a post secondary school such as a
four year college, two year college, or vocational school and show
documentation of acceptance.

With the application letter, please include a copy of your
attendance and discipline records, current transcript, and two
letters of recommendation. These may be from school staff
members or community leaders. Letters may not come from
relatives.
Selection Process:
Recipient will be selected by a committee with representation from
the Principal, the staff, and the Shepherdstown Elementary
Association

Shepherdstown High School Alumni Scholarship
Established by:
Criteria:
Shepherdstown High School Alumni
1. United States Citizen
2. Accepted by an accredited vocational/technical school, college, or
university in the United States
3. Must be closely related to a graduate of Shepherdstown High
School attendee or a graduate of Shepherdstown Junior High
School or Middle School and is graduating from a Jefferson
County high school(e.g. great grandparent, grandparent,
parent, aunt or uncle) Cousins do not qualify.
4. Academic excellence, commitment, and community involvement
5. No discrimination because of race, color, sex, national origin, or handicap.
6. Special consideration will be given to applicants that have proven
financial hardship.
7. Favorable consideration will be given to applicants whose
qualifying relative is a member in good standing of
Shepherdstown High School Alumni Association.
Amount:
Varies from $200.00 to $500.00. The award is
paid directly to the institution the awardee will attend.
Deadline:
April 15. Application and supporting documents must be returned to the
person listed below by this date. Late submissions will not be considered
unless the applicant is experiencing difficulty in obtaining necessary
documents. Extensions may be granted by contacting the person
named below and will be verified before granting..

2. Career Statement/Letter of Intent (*)
3. Statement as to the relationship of the Shepherdstown
High, Junior or Middle School graduate that qualifies the
applicant for a scholarship.
4. Official high school transcript. Unofficial are unacceptable.
5. List of extracurricular activities
6. Two to four letters of recommendation
7. A copy of letter of acceptance from the post secondary
school.
Your Guidance Counselor is your main contact to assist you with your
application. Anyone can help you with this process, but you must be the
originator of the application. Relatives or friends cannot make application
on your behalf.

Scholarship Application
A Scholarship has been established in fond memory of Terry Lee Walker, Jr., son of
Margaret & Terry L. Walker, Sr. Terry had plans to graduate college and achieve many
goals and dreams, although this will not happen for him, Terry will be remembered for
his fun-loving, outgoing and generous heart and time he made for his friends and family.
He was athletic, smart and handsome. It’s our hope his memory lives on through this gift
to you, the community.
Therefore, this scholarship has been established to benefit the Jefferson & Berkeley
county students who plan to attend and have been accepted to an in state WV university
or college.
Criteria:
1. Graduating senior from Jefferson or Berkeley County
(within last 12 months) or home-school program,
planning to attend an in state WV college or university.
2. Minimum 2.0 GPA
3. Defined financial need
4. Involved in extracurricular activities (Sport, Club or both)
5. Good conduct
6. Unlikely to receive other West Virginia scholarships such as
PROMISE

Scholarship Title: The Tim Jayne Memorial Soccer Award
Established:
In memory of Tim Jayne, Jefferson High School Class 1992
Criteria:
1. This scholarship and plaque is presented to a Jefferson High
School graduating senior who participates on either the girls or
boys soccer team and is planning to continue playing soccer on a
college level.
2. Applicants must provide us details on their soccer experience,
both on and off the field and how the game has benefited their
lives and family.
3. A student’s GPA is NOT a criteria for applying.

Tomorrow’s Black Men, Inc. (TBM), a 501c3 organization, founded in June 2001.
TBM is a locally based charitable 501c3 organization registered in Washington DC in the year 2001.
Program activities promote professional and personal growth as well as enhance self-esteem and develop
readiness and self help skills. We intend to nurture and equip young males to set goals and realize their
dreams.

AWARD DISBURSEMENT
Funds will be issued within 30 days of receipt of proof of college enrollment. Failure to submit pertinent
information by November 1, 2013, will forfeit scholarship award. Scholarship checks will be sent directly
to the University Business Office to insure proper credit to your account. Funds may be used for tuition,
room and board, and books.
AVAILABILITY
The Leaders of Tomorrow Scholarship is open to both male and female high school students.
There will be one winner at each award level from each state, including Washington DC.
