SARFT is an administrative body directly under the State Council in charge of the public
broadcasting services in China. It is the administrative department responsible for giving
guidelines to the development of radio, film and television undertakings nationwide.
The Research and Training Institute (Training Center) of SARFT is an operating bureau of
SARFT. As a non-profit institute, it is the largest education and training organization in radio, film,
and TV industry of China. The Center executes a majority of SARFT's training projects and also
works on training projects concerning professional qualification, media management, audiovisual
archiving, broadcasting technologies, new media, etc. With a strong belief in professionalism and
innovation, the Center strives to become a world-class training organization with high professional

The Institute owns rich experience and abundant teaching resources. It has extended its
connections with both central and local radio/TV stations. The Academy organizes experienced
professionals to exchange their experience with local radio/TV practitioners and give featured
lectures or seminars on media management, financing, brand construction and promotion,
digitalization and other media related topics.
As for international cooperation, the Institute maintains close relationship with some of the
most renowned international media institutions including UNESCO, ABU, ADB, AIBD, INA, etc.
We cooperate to hold international seminars, workshops and conferences, domestic and abroad.
Another field of practice for the Center is to host governmental projects concerning radio/TV
broadcasting industry for other developing countries. Until 2015, there are more than 2000
officials and managers from 141 countries of five continents coming to take part in our different
kinds of seminars.
The Institute will continue to spare no efforts on radio, TV and film related training in order
to meet the challenges brought by new technology and economic development of tomorrow.
The program includes different topics related with HD tech of radio and television field of
China. And, other topics such as China's national condition, China’s HD application in RTV
industry, China’s RTV HD tech development and strategy, new media development of China’s
RTV, HD application and innovation of China’s broadcasting, the exchange and cooperation in HD
tech between China broadcasting organizations and foreign partners, etc. Senior officials from
State Administration of Press, Publication, Radio, Film and Television of China will be invited to
give introductions mentioned above. In the meanwhile, the way of combination of discussion and
field visits will be applied to this program and participants will have chance to visit some sections
of government organs, enterprises, city development etc. Besides, participants will be invited to
take study tours to Shanxi Province so as to let participants have a better understanding of modern
China.

Suzhou University of Science and Technology (SUST) is located in New District of Suzhou, a
famous historical and cultural city in China,about 100 km west of Shanghai which is the largest
city in China. SUST is a multi-disciplinary institution of higher education with engineering as its
focus, covering other well-coordinated disciplines such as engineering, natural sciences, liberal
arts, business, management and art. It has three campuses, with an area of 156 hectares. The
University library collects 1.6 million books, 1.24 million electronic references.
At present the University offers 14 schools, 55 specialties for undergraduates, 10 disciplines with
the right to award master’s degree. There are 19,000 full-time students including undergraduates,
graduates and international students as well as 2000 adult students. The University has 1667 staff

members, with 910 full time teachers including 408 professors and associate professors, 9
doctoral advisers and 118 master supervisors.
SUST places great importance on academic exchange and cooperation with foreign universities
and research institutes, and has gradually established its inter-university cooperation links with
universities in many countries such as: Japan, UK, Singapore, Finland, Norway, Ireland,
Australia and U.S.A.
Since 1993, Suzhou University of Science and Technology, entrusted by the Ministry of
Commerce of People’s Republic of China, has organized 29 International Training Courses and
has trained 660 technicians and officials from 104 countries and regions in Asia, Africa, Europe,
Latin America and Oceania.
Entrusted by Ministry of Commerce of P. R. China, Suzhou University of Science and
Technology will organize “2016 management seminar on international logistics for developing
countries” from May. 30th - June. 19th, 2016. This training course aims to provide participants a
better understanding of the significance of most problems on the international logistics
management
and a more profound understanding of the new technology as well as the policy
on regional logistics system in China.

invited to give lectures and most subjects will be given by the teachers who have rich teaching
experience and research capacity in the Business School of SUST. The participants will learn
about China’s present situation of regional logistics development, logistics system optimization,
regional logistics environment and the application of advanced technology by classroom
instruction combined with field trips and study tours to some logistics park, logistics base and
port logistics. Also, visiting classical gardens and typical water towns in Suzhou in the weekends
enables participants to know the history and culture of Suzhou, Jiangsu and China.
This training course aims to help the administrative technical personnel of these developing
countries to apply the knowledge and experience learned from the training course to their
regional logistics system and play a vital role in working out prompt solutions to the regional
logistics system in the process of economic development in their own countries.

Academy for International Business Officials (AIBO, also known as Training Center of the

Situated in the famous Xiaotangshan Longmai hot spring area, Changping District, on the
riverside of Wenyu River which is reputed as the mother river of Beijing, AIBO boasts a history of

36 years. Covering an area of nearly 600 mu (about 40 hectares) with the total floor area of over
100,000 m2, it enjoys beautiful environment and fresh air and has all necessary facilities. Besides,
it is conveniently connected to the city’s transportation networks.
AIBO provides training, academic teaching, conference service as well as holiday service. It
has meeting rooms (including VIP rooms) of various sizes. AIBO’s hotel is well-furnished and
provides all necessary facilities.
AIBO is the first to organize seminars for government business officials from other
developing countries starting from 1998. Now seminars it organizes cover a large range of topics
such as economic administration, trade and investment, city planning and administration,
telecommunication, transportation, construction of development zones, logistic management,
development of natural resources, international labor cooperation, coordinated development of
urban and rural areas, wireless communication and digital TV technology, clean energy, etc. Apart
from the seminars for officials at director’s level or director general’s level, AIBO has also
organized many ministerial workshops.
By the end of 2015, AIBO has organized 933 seminars/workshops including 64 Ministerial
Workshops, receiving 22143 officials including 584 ministerial officials and 1 vice premier from

Jiangxi College of Foreign Studies, established in 1964, is the only Foreign
Language and International Trade teaching public professional college endorsed by
the People's Government of Jiangxi Province. It is subordinated to the Department of
Commerce of Jiangxi Province. In 1991, the college has been designated as "The
International Economic and Foreign Trade Personnel Training Center" by the UNDP,
with the aim to equip numerous professionals with advanced English language skills
and rich foreign trade knowledge for the southern region of China. The college has
been made "Jiangxi Province Open-Economy Intelligence Training Center" in 2006
by the People’s Government of Jiangxi Province. It is also designated by the Ministry
of Commerce of the People's Republic of China as one of the large scale training
bases for the leading cadres of the business administrative authorities from the
prefecture-level cities in China. In 2009, the college has been listed as the
co-developed college of the People's Government of Jiangxi Province and the
Ministry of Commerce of China. It has also been listed as the demonstrative higher
vocational college for the first batch. In May 2010, it has been established as
"MOFCOM Training Base for International Business Officials" for the first batch by
the Ministry of Commerce, and has successfully organized 75 foreign-aid training
programs sponsored by the Ministry of Commerce since then.

The college consists of 11 teaching departments and has 50 majors such as
International Business, Business English and Business Japanese, including 10
different language majors: English, Japanese, German, Korean, French, Arabic,
Spanish, Portuguese, Russian, and Italian. There are 545 teachers, among which 134
are with senior professional title, 9 PhDs, 3 Provincial-level star teachers and 5
Provincial-level outstanding teachers. Meanwhile 12 foreign teachers are employed
and over 100 skilled experts and visiting professors serve as part-time staffs.
For three consecutive years, the college has been granted with the honorary title of
“Provincial Civilized Unit" by the People's Government of Jiangxi Province. It has
also been recognized as the "Advanced Unit in National Vocational Education
Organizations of Foreign Trade and Economic Cooperation" by the National
Industries Advisory Committee in the Foreign Trade and Economic Cooperation.
Jiangxi Daily, Dajiang Web and Sohu web jointly named it as "One of the Top Ten

Course Content
Entrusted by the Ministry of Commerce of the People's Republic of China, Jiangxi
College of Foreign Studies is to host the “2016 Seminar on Construction and
Management of Inland Development Zones for Developing Countries” from 22nd
September to 11th October, 2016, which will be conducted in English and will last for
21 days. Through a combination of lectures, discussions and field trips, the seminar
will be focused on the following topics: ecology and industrial park construction of
development zones in Inland areas/region,warehouse and logistics management in
inland economic development zone, the situation, problems and solutions for the
management of inland development zone in China, the construction and management
system of China inland development zone, the foreign economic cooperation and the
going-out strategy in China. Meanwhile, face to face communication with the local
Chinese government officials will be arranged.
In addition to lectures and discussions, trips to Beijing, Shanghai, Jingdezhen and
Wuyuan will be organized, which will facilitate participants to experience personally
the achievements made by the Chinese people since the implement of the China’s
reform and opening-up policy.

Our key responsibilities include developing, importing and utilizing advanced international
knowledge, technology and capital by participating in the international economic and technical
exchanges, promoting the economic and social development in Yunnan Province. We also are
engaged in such global affairs as international poverty-relief and development, public welfare
undertakings and environmental protection. Our main businesses include receiving international
development and cooperation projects between UN organizations and relevant international
organizations and Yunnan Province and supervising and managing the implementation of the
projects, organizing aid-to-foreign countries trainings and business trainings within commerce system
of Yunnan Province, organizing and carrying out exchanges between governments, groups,
enterprises from home and abroad and Yunnan Province and that of individuals, providing reference
for government and enterprise decision-making by implementing researches, participating widely in
international affairs and promoting and strengthening the exchange and cooperation between NGOs
and implementing domestic and overseas public welfare projects entrusted by governments and
enterprises.
By the end of 2015, YICETE has successfully organized 16 seminars sponsored by MOFCOM
of China and People’s Government of Yunnan Province.
The seminar is to be co-organized by International Business School, Yunnan University of
Finance and Economics. Approved by the Academic Degrees Committee of the State Council,
Ministry of Education, and the Yunnan Provincial Department of Education, the International
Business School (IBS), under the leadership of Yunnan University of Finance and Economics
(YUFE), is running Sino-foreign undergraduate and postgraduate educational cooperation programs
in collaboration with overseas universities. Currently, IBS is cooperating with Keuka College, New
York, U.S.A., Charles Stuart University, Australia, and Napier University, Edinburgh, U.K. to provide
undergraduate double degree programs. IBS also cooperates with the University of Greenwich of the
United Kingdom to provide postgraduate programs. The enrollment of students is more than 2600,
including 2000 undergraduate students and 600 postgraduate students. IBS has a well-qualified
teaching force that includes 60 full-time instructors, 31 of whom hold PhD degrees or are PhD
candidates, accounting for over 50% of the total teaching staff; 37 of the full-time faculty members
have overseas education experience, accounting for more than 70% of the full-time faculty members.
Moreover, more than 50 foreign instructors are contracted to provide high quality lectures to students.
Now, the teaching faculties of the IBS have been developed with efficiency, dedication, passion,
creativity, and rational structure.

Wuhan Research Institute of Posts and Telecommunications (WRI) is one of the two
research institutes directly under Ministry of Posts and Telecommunications
(predecessor of Ministry of Information Industry). It’s one of the two foreign-aid
training bases — communication training bases of Asia-Pacific Telecom Union (APT)
— under Ministry of Industry and Information Technology, and the only qualified
foreign-aid training base under Ministry of Commerce in the field of communications.
WRI is also among the first enrolling and training units authorized by the state council
to confer master’s degree, as well as a pilot unit for co-developed doctoral programs

with Ministry of Education. WRI covers an area of about 1100 acres, over 300,000
m2 of which is covered by buildings for production, scientific research and workshops,
with total assets of over 12 billion RMB.
Since 1994, authorized respectively by Ministry of Commerce, Ministry of
Information Industry, Ministry of Foreign Affairs and Ministry of Science and
Technology, WRI has conducted more than 100 foreign-aid training projects, with
about 2000 participants from over 100 countries of 5 continents. For more than a
decade, WRI has been actively exploring new ways and integrating research into
practice. The number of foreign-aid training programs administered by WRI has
increased from one to more than ten per year. From its beginnings as an administrator
of technology seminars, WRI has become capable of holding seminars for officials at
department/division level. The seminars last from 10 days, 20 days to 3 months,
offered in either English, French, Russian or Arabic.
Nevertheless, we will continue to make efforts and fully exploit our strengths and
experience in terms of communication technologies and foreign-aid training so as to
conduct characteristic, high-level and influential training projects, and make greater
contribution to the implementation of national economic trade strategies of all

Seminar on E-government for Developing Countries” will be held in Wuhan during
6.30 to 7.20, 2016.by Wuhan Research Institute of Posts and Telecommunications
(WRI). ITU-T Experts from WRI will deliver lectures.The Workshop mainly includes
the following arrangement:E-government construction planning and implementation
strategy management, information technology strategy management, the government
information security, electronic government data collection, analysis and decision
support, the government competitive intelligence system construction, government
information project management, electronic communications technology in public
service, the analysis of southeast developing countries typical case, e-government
model communication network construction, and so on. Also visit of some Chinese
telecommunication operators, consulter, and manufacturer of front rank will be
arranged.

Organizer
Fujian Foreign Trade and Economic Cooperation Officials’ Training Centre (hereinafter referred
to as “the Centre”) operates directly under Department of Commerce of Fujian Province. It is the
provincial authority for personnel training and continuing education in foreign trade, oversea labor
certification and human resource development projects for developing nations.
Since 2001, we have successfully facilitated 63 oversea workshops at the request of
Organization Department, Personnel Department and other administrations of the province as well as
106 trade missions at the request of 285 state-owned enterprises, joint ventures and private
companies. More than 1500 civil servants, professionals and senior managers were sent abroad for
training, investment attraction and product marketing. Besides, with the International Marketing
Fund for Small and Medium Enterprises, we have organized 17 seminars. 581 managers from small
and medium enterprises have attended these seminars. As the only authorized oversea labor
examination center of the province, we have certified 67,785 oversea workers in a variety of
professions from 2001 till now.
Since 2004, we have been running human resource development projects for developing nations
under the direction of Ministry of Commerce. By the end of 2015, we had facilitated 178 training

Jiangxi College of Foreign Studies, established in 1964, is the only Foreign Language
and International Trade teaching public professional college endorsed by the People's
Government of Jiangxi Province. It is subordinated to the Department of Commerce of
Jiangxi Province. In 1991, the college has been designated as "The International
Economic and Foreign Trade Personnel Training Center" by the UNDP, with the aim to
equip numerous professionals with advanced English language skills and rich foreign
trade knowledge for the southern region of China. The college has been made "Jiangxi
Province Open-Economy Intelligence Training Center" in 2006 by the People’s
Government of Jiangxi Province. It is also designated by the Ministry of Commerce of
the People's Republic of China as one of the large scale training bases for the leading
cadres of the business administrative authorities from the prefecture-level cities in China.
In 2009, the college has been listed as the co-developed college of the People's
Government of Jiangxi Province and the Ministry of Commerce of China and also the
first batch demonstrative higher vocational college with approved projects of Jiangxi
province. In May 2010, the college was granted as the first batch "MOFCOM Training
Base for International Business Officials" by the Ministry of Commerce, and has
successfully organized 62 foreign-aid training programs sponsored by the Ministry of
Commerce since then.

The college consists of 11 teaching departments and has 50 majors such as International
Business, Business English and Business Japanese, including 10 different language
majors: English, Japanese, German, Korean, French, Arabic, Spanish, Portuguese,
Russian, and Italian. There are 545 teachers, among which 134 are with senior
professional title, 9 PhDs, 3 Provincial-level star teachers and 5 Provincial-level
outstanding teachers. Meanwhile 12 foreign teachers are employed and over 100 skilled
experts and visiting professors serve as part-time staffs.
For three consecutive years, the college has been granted with the honorary title of
"Provincial Civilized Unit" by the People's Government of Jiangxi Province. It has also
been recognized as the "Advanced Unit in National Vocational Education Organizations
of Foreign Trade and Economic Cooperation" by the National Industries Advisory

Entrusted by the Ministry of Commerce of the People's Republic of China, Jiangxi
College of Foreign Studies is to host the “2016 Seminar on Introduction and Utilization
of Foreign Capital of Inland Regions for Developing Countries” from 6th May to 26th
May, 2016, which will be conducted in English and will last for 21 days.
The course will adopt discussion-based teaching, case studies and interactive mode,
while stressing the integration of teaching and practice. The seminar will be well-focused
on the following topics: China's policies and measures of attracting foreign investment,
China’s legal system of utilizing foreign investment, China's investment promotion
system. Meanwhile, face to face communication with the local Chinese governmental

Academy for International Business Officials (AIBO, also known as
Training Center of the Ministry of Commerce), is the only educational and
training institution directly affiliated to the Ministry of Commerce (MOFCOM),
People’s Republic of China.
Situated in the famous XiaotangshanLongmai hot spring area, Changping
District, on the riverside of Wenyu River which is reputed as the mother river of
Beijing, AIBO boasts a history of 34 years. Covering an area of nearly 600 mu
(about 40 hectares) with the total floor area of over 100,000 m2, it enjoys beautiful
environment and fresh air and has all necessary facilities. Besides, it is
conveniently connected to the city’s transportation networks.
AIBO provides training, academic teaching, conference service as well as
holiday service. It has meeting rooms (including VIP rooms) of various sizes.
AIBO’s hotel is well-furnished and provides all necessary facilities.

AIBO is the first to organize seminars for government business officials from
other developing countries starting from 1998. Now seminars it organizes cover a
large range of topics such as economic administration, trade and investment, city
planning and administration, telecommunication, transportation, construction of
development zones, logistic management, development of natural resourses,
international labor cooperation, coordinated development of urban and rural areas,
wireless communication and digital TV technology, clean energy, etc. Apart from
the seminars for officials at director’s level or director general’s level, AIBO has
also organized many ministerial workshops.
By the end of 2015, AIBO has organized 933 seminars/workshops including
64 Ministerial Workshops, receiving 22143 officials including 584 ministerial
officials and 1 vice premier from 152 countries and regions around the world.
AIBO will strive to make new contributions to the development of China’s
commerce and develop into a well-known educational and training institution both
at home and abroad.

and nationwide trade organization, formed jointly and voluntarily by various
economic organizations registered in accordance with law in the People's Republic
of China and engaged in import and export of machinery & Electronic products
and related activities. Now it has more than 7,000 members.
In the past years, CCCME has always followed the guideline of serving its member
enterprises and the cause of foreign trade and exercised its function of coordination
and self-discipline so as to safeguard the interests of its members and relevant
industry, act as a good staff and assistant to the government, help its members to
explore the international market, bridge the government and the enterprises and
promote the consistent and healthy development of the trade and investment of
machinery & electronic products. Along with the speeding up of the economic
globalization process, the foreign trade of China’s machinery &electronic products
will definitely grow faster. CCCME will, based on its guideline of developing and

Fujian Foreign Trade and Economic Cooperation Officials’ Training Centre (hereinafter referred
to as “the Centre”) operates directly under Department of Commerce of Fujian Province. It is the
provincial authority for personnel training and continuing education in foreign trade, oversea labor
certification and human resource development projects for developing nations.
Since 2001, we have successfully facilitated 63 oversea workshops at the request of
Organization Department, Personnel Department and other administrations of the province as well as
106 trade missions at the request of 285 state-owned enterprises, joint ventures and private
companies. More than 1500 civil servants, professionals and senior managers were sent abroad for
training, investment attraction and product marketing. Besides, with the International Marketing
Fund for Small and Medium Enterprises, we have organized 17 seminars. 581 managers from small
and medium enterprises have attended these seminars. As the only authorized oversea labor
examination center of the province, we have certified 67,785 oversea workers in a variety of
professions from 2001 till now.

2016 Seminar on Management of Textile Manufacture for Developing Countries, organized by
Fujian Foreign Trade and Economic Cooperation Officials’ Training Centre entrusted by the Ministry
of Commerce of China, will be held in Fuzhou from March 24th to April 13th, 2016. Experts in
relevant fields from Development Research Centre of Fujian Provincial People’s Government,

Jiangxi College of Foreign Studies, established in 1964, is the only Foreign Language
and International Trade teaching public professional college endorsed by the People's
Government of Jiangxi Province. It is subordinated to the Department of Commerce of
Jiangxi Province. In 1991, the college has been designated as "The International
Economic and Foreign Trade Personnel Training Center" by the UNDP, with the aim to
equip numerous professionals with advanced English language skills and rich foreign
trade knowledge for the southern region of China. The college has been made "Jiangxi
Province Open-Economy Intelligence Training Center" in 2006 by the People’s
Government of Jiangxi Province. It is also designated by the Ministry of Commerce of
the People's Republic of China as one of the large scale training bases for the leading
cadres of the business administrative authorities from the prefecture-level cities in China.
In 2009, the college has been listed as the co-developed college of the People's
Government of Jiangxi Province and the Ministry of Commerce of China and also the
first batch demonstrative higher vocational college with approved projects of Jiangxi
province. In May 2010, the college was granted as the first batch "MOFCOM Training
Base for International Business Officials" by the Ministry of Commerce, and has
successfully organized 65 foreign-aid training programs sponsored by the Ministry of
Commerce since then.

The college consists of 11 teaching departments and has 47 majors such as International
Business, Business English and Business Japanese, including 10 different language
majors: English, Japanese, German, Korean, French, Arabic, Spanish, Portuguese,
Russian, and Italian. There are 535 teachers, among which 201 are with senior
professional title, 10 PhDs, 3 Provincial-level star teachers and 5 Provincial-level
outstanding teachers. Meanwhile 12 foreign teachers are employed and over 100 skilled
experts and visiting professors serve as part-time staffs.
For three consecutive years, the college has been granted with the honorary title of "
Provincial Civilized Unit" by the People's Government of Jiangxi Province. It has also
been recognized as the "Advanced Unit in National Vocational Education Organizations
of Foreign Trade and Economic Cooperation" by the Industries Advisory Committee in

Fujian Foreign Trade and Economic Cooperation Officials’ Training Centre (hereinafter referred
to as “the Centre”) operates directly under Department of Commerce of Fujian Province. It is the
provincial authority for personnel training and continuing education in foreign trade, oversea labor
certification and human resource development projects for developing nations.
Since 2001, we have successfully facilitated 63 oversea workshops at the request of
Organization Department, Personnel Department and other administrations of the province as well as
97 trade missions at the request of 285 state-owned enterprises, joint ventures and private companies.
More than 1500 civil servants, professionals and senior managers were sent abroad for training,
investment attraction and product marketing. Besides, we have organized 17 seminars with the
International Marketing Fund for Small and Medium Enterprises. 581 managers from small and
medium enterprises have attended these seminars. As the only authorized oversea labor examination
center of the province, we have certified 44,518 oversea workers in a variety of professions from
2001 till now.
Since 2004, we have been running human resource development projects for developing nations
under the direction of Ministry of Commerce. By the end of 2014, we had facilitated 122 training
programs for 2903 officials from 120 developing nations, including the seminars for three groups of
Vietnamese officials, Training Course on Clothing Technique for Developing Countries, Seminar on
Export-oriented Economy, Seminar on Economic Planning, Seminar on Female Capacity Building,

2016 Seminar on NGO Capacity Building for Developing Countries, organized by Fujian

Academy for International Business Officials (AIBO, also known as
Training Center of the Ministry of Commerce), is the only educational and
training institution directly affiliated to the Ministry of Commerce (MOFCOM),
People’s Republic of China.
Situated in the famous Xiaotangshan Longmai hot spring area, Changping
District, on the riverside of Wenyu River which is reputed as the mother river of

Ningbo Polytechnic (NP) is a full-time public higher polytechnic educational
institution that was approved by the Ministry of Education. It is located in Beilun New
Zone, which is consisted of Ningbo Economic and Technological Zone, the Free Trade
Zone, Daxie Island Development Zone, Export Processing Zone and the Port Zone.
Prof. He Xiantu, Academician of Chinese Academy of Sciences, serves as the
chancellor of NP. Zhu Gaofeng、Liu Shenggang, academicians of Chinese Academy of
Engineering, Professor Pan Maoyuan, the famous Educationist, and Yang Jintu, Vice chair
of Chinese Vocational Education Academy, Former Director of the Department of
Vocational Education of the Ministry of Education sever as senior consultants of NP. NP

The content of the seminar is to help trainees understand Chinese national situation
under the effort after the reforming and opening-up policy, and to help them master the

combine theory and experience with port economic development and put them into

The seminar will be all through by theory study, forum, discussion, field survey and

Jiangxi College of Foreign Studies, established in 1964, is the only Foreign
Language and International Trade teaching public professional college endorsed by
the People's Government of Jiangxi Province. It is subordinated to the Department of
Commerce of Jiangxi Province. In 1991, the college has been designated as "The
International Economic and Foreign Trade Personnel Training Center" by the UNDP,
with the aim to equip numerous professionals with advanced English language skills
and rich foreign trade knowledge for the southern region of China. The college has
been made "Jiangxi Province Open-Economy Intellegence Training Center" in 2006
by the People’s Government of Jiangxi Province. It is also designated by the Ministry
of Commerce of the People's Republic of China as one of the large scale training
bases for the leading cadres of the business administrative authorities from the
prefecture-level cities in China. In 2009, the college has been listed as the
co-developed college of the People's Government of Jiangxi Province and the
Ministry of Commerce of China. It has also been listed as the demonstrative higher
vocational college for the first batch. In May 2010, it has been established as
"MOFCOM Training Base for International Business Officials" for the first batch by
the Ministry of Commerce, and has successfully organized 61 foreign-aid training
programs sponsored by the Ministry of Commerce since then.

The college consists of 11 teaching departments and has 47 majors such as
International Business, Business English and Business Japanese, including 10
different language majors: English, Japanese, German, Korean, French, Arabic,
Spanish, Portuguese, Russian, and Italian. There are 535 teachers, among which 201
are with senior professional title, 10 PhDs, 3 Provincial-level star teachers and 5
Provincial-level outstanding teachers. Meanwhile 12 foreign teachers are employed
and over 100 skilled experts and visiting professors serve as part-time staffs.
For three consecutive years, the college has been granted with the honorary title of
“Provincial Civilized Unit" by the People's Government of Jiangxi Province. It has
also been recognized as the "Advanced Unit in National Vocational Education
Organizations of Foreign Trade and Economic Cooperation" by the National
Industries Advisory Committee in the Foreign Trade and Economic Cooperation.
Jiangxi Daily, Dajiang Web and Sohu web jointly named it as "One of the Top Ten
Vocational Colleges in Jiangxi".
Entrusted by the Ministry of Commerce of the People's Republic of China, Jiangxi
College of Foreign Studies is to host the “2016 Seminar on Promotion of Trade and
Investment of Inland Regions for Developing Countries” from 5th May to 25th May,
2016, which will be conducted in English and will last for 21 days. Through a
combination of lectures, discussions and field trips, the seminar will be focused on
the following topics: the development of export industry cluster of inland regions, the
promotional system of investment of China, the measures and policies to attract
foreign investment, the warehousing and logistics management of inland
development zone, the construction and management of inland port for trade.

El Centro de Cooperación Económica Exterior del Ministerio de Agricultura (Centro China-UE
para Tecnología Agrícola, CCEE sigla en español) fundado en 1984 es la entidad institucional
de nivel departamental del Ministerio de Agricultura, encargado principalmente de la
administración y aplicación de los proyectos con fondos extranjeros, de ayuda exterior y los
bilaterales y multilaterales de cooperación económica y tecnológica en el ámbito de la
agricultura. Siendo un importante departamento que se dedica a promover la cooperación
económica exterior para la agricultura, destacando las ventajas y fortaleciendo las
planificaciones, el CCEE ha formado un grupo excelente con alto reconocimiento de la técnica
profesional sobre el plan de políticas agrícolas, la administración de proyectos, el desarrollo de
recursos humanos, la disminución de pobreza y el desarrollo en las zonas rurales, y ha sido una
de las fuerzas importantes para servir al desarrollo de la industria agrícola modera del país. En
2014, el CCEE fue reconocido como el Centro Ejemplar de Formación de Investigación para la
Cooperación Sur-Sur por la Organización de las Naciones Unidas para la Alimentación y la
Agricultura; en 2015, el Centro China-Alemania de Agricultura estableció su sede en CCEE, y
asignó al CCEE como la entidad encargada de la parte China.
El CCEE cuenta con un poderoso ímpetu de investigación y una vasta experiencia. El 40% de
los investigadores poseen un nivel académico de posgrado, de entre ellos, el 25 cuenta con
doctorados y el 3 son investigadores postdoctorales. Muchos de ellos tienen títulos
profesionales de alto nivel, tales como: economista superior, ingeniero superior, zootecnista
superior o ingeniero agrónomo superior. Los ámbitos de investigación cubren la planificación
de la política agrícola, la economía agrícola, las industrias de cultivo, la ganadería, los
productos acuáticos, la protección ambiental, las semillas, etc. También el Centro tiene la
máxima calificación de consulta de ingeniería (nivel A). En los últimos años, el CCEE ha
asumido 5 planificaciones de desarrollo agrícola a nivel nacional y 9 a nivel provincial.
Además, se realizan muchas investigaciones para ofrecer sugerencias para el establecimiento de
las políticas de cooperaciones exteriores de agricultura.
El CCEE es una de las entidades encargadas de la formación para los proyectos de ayuda
exterior del Ministerio de Comercio, habiendo establecido la división específica
correspondiente, la División de Formación. A partir del 2002, se ha realizado más de 90
proyectos de formación de ayuda exterior para unos 1700 administradores y técnicos de más de
80 países y regiones. Con las ricas experiencias en sus proyectos, el conocimiento acertado de
las demandas, los grupos maduros de administración y las condiciones necesarias de hardware;
el Centro ha logrado efectos de formación muy positivos y sus integrantes, han obtenido un
gran prestigio.
Los cursos serán impartidos en forma de módulos, organizados de la siguiente manera:
Módulo I. Experimentación de la cultura china. Incluye: panorama de la actualidad de
China, breve introducción de la historia china, aprendizaje simple del idioma chino, visita a la
Gran Muralla, Ciudad Prohibida, espectáculo de acrobacia y otras actividades.
Módulo II. Política de desarrollo de energía biológica en las zonas rurales chinas. Se
presenta la naturaleza, recursos y ambiente de China, el desarrollo de la tecnología de metano,
los estándares de la tecnología del metano y la supervisión de la calidad, la construcción
medioambiental de los campos chinos, la actualidad y las políticas y medidas del desarrollo de
la utilización de la energía biológica, la evaluación y actualidad del recurso del bálago y su uso.

Módulo III. Tecnología y teoría del metano. Enseñanzas sobre el diseño y la construcción de
un estanque de metano para los usuarios rurales, la técnica de fertilización del estanque de
metano de los usuarios y los materiales nuevos, la técnica de la fertilización de estanques
grandes y medianos de metano, la microbiología del metano, la utilización integral y la
tecnología del tratamiento de la lechada de biogás, la irrigación por la lechada de biogás y la
carga ambiental, la tecnología del tratamiento de residuos de alta calidad, la tecnología y las
instalaciones de un estanque de purificación para el agua residual en las zonas rurales, el diseño
de un digestor anaeróbico de estiércol de ganado y aves, la administración e instalación de
equipamiento de metano, la obra de metano de bálago, la verificación y evaluación de los
efectos sanitarios sobre el tratamiento del estiércol del estanque de metano, etc.
Módulo IV. Visita al campo. Se organiza para los integrantes, visitas a Henan y Guangxi para
realizar actividades de cultivo y experimentación microbiológico, experimentación de
fertilización de masa de metano, diseño y construcción del estanque de metano para los
usuarios rurales y otras prácticas; visita al parque ejemplar ambiental, el modelo de la gestión
de la comunidad cooperativa del metano, la actualidad de la exploración del metano en las
zonas rurales, con el fin de conocer la exploración de este recurso en China. Para las distintas
actividades de enseñanza, se imparten clases, se realizan intercambios con preparaciones,
enseñanza en campo y visita de tecnología.
Se espera que el seminario ayude a presentar la tecnología china del metano a los integrantes de
los países subdesarrollados, para que ellos promuevan esta tecnología avanzada en sus propios
países, elevando el nivel de la exploración, con el fin de estimular el desarrollo de la agricultura
cíclica y alcanzar con éxito, la meta de un desarrollo sostenible.

Founded in 1964, Shandong Foreign Trade Vocational College is a full-time state-owned
vocational college and it is one of the earliest schools in China specializing in international
business education. Over the past 50 years, 50,000 graduates completed their education here and
they have founded over 3,000 enterprises, contributing greatly to regional economic development.

Founded in 1964, Shandong Foreign Trade Vocational College is a full-time state-owned

Profile
Shanghai Education and Training Center of Commerce(hereinafter referred to as Center),which
was designated by the Chinese Ministry of Commerce as the training base for international
business officials,is one of the sponsors of the education and training joint conference across
national commercial field. The training center is composed of three campuses, Guoquan campus,
located in Yangpu district, Fuzhou campus, located in Huangpu district, near the Bund area, and
Xinzha campus, located in Jing’an district. In 2010, our center was authorized by the Chinese
Ministry of Commerce as one of the training bases for international business officials. We are
focusing on “intensifying internal management and brand construction” to facilitate the foreign
aid training capability, constantly intensifying internal standardized management, emphasizing
management system construction, prolonging service chain, as well as highlighting
people-oriented service and creating an atmosphere of Chinese Alma Mater for officials from
various countries. Aiming at “bridging friendship, serving foreign affairs, improving training
quality and emphasizing training efficiency”, we are making the greatest efforts to construct the
Shanghai training base for international business officials as one of the most influential training
organizations for foreign aid.
Under the great leadership of the Chinese Ministry of Commerce and Shanghai Municipal
Commission of Commerce and in the close cooperation with some relevant institutes, our center
has successfully held 63 seminars for international business officials by the end of 2015,
providing training service for 1488 officials from 120 countries and areas in total, which has
brought out excellent training effects and has been highly appreciated by all the participants.
Entrusted by Ministry of Commerce, PRC, Shanghai Education and Training Center of
Commerce will organize the “2016 Advanced Seminar on International Criminal Justice
Cooperation for Developing Countries” for 21 days from May 17 to June 6, 2016. The lectures
mainly cover A General Review of China, International Politics and Diplomatic Relations, Status
Quo and Prospection of International Criminal Justice Cooperation, New Perspectives
for International Security Cooperation for Developing Countries, International Legal
Responsibilities for a Country in the Counter Terrorism, Research of the Overseas Pursuit Issues,
Assistance Research of the International Criminal Justice and so on. For the seminar, a wide
variety of methods for teaching and learning are used, including research and discussions, case
studies, and interactive study. With importance attached to both the theoretical studies and the
practice, participants can have a visit to the relevant organization so that they can understand the
international criminal justice cooperation of China with other countries. During the seminar,
participants can also visit Beijing and Harbin so that they can see and feel more about real China
as well as have a better understanding about what has been introduced during the lectures.
In 2015, the Center held “Advanced Seminar on International Criminal Justice Cooperation for
Shanghai Cooperation Organization” successfully. With its success as the reference, in the current
seminar, we aim to demonstrate the latest advances on international criminal justice cooperation

The main research fields of Institute of Public Administration and Human
Resources of Development Research Center of the State council include:
—Researching on overall, comprehensive, strategic and foresight issues
concerning China's economic and social transformation. It serves the government’s
policy-making efforts;

—Focuses on policy study, evaluation and interpretation on issues concerning
public administration, such as public policies, public services, public budget, public
crisis and management, involves issues concerning human resources, such as HR
development and construction of talent teams, management of think tanks;
—Conducts training and exchange programs for human resources as well as
introduces and develops advanced methods of human resources management. The
IPAHR also organizes training programs sponsored by the Chinese government for
government officials and researchers from developing countries.
Entrusted by Ministry of Commerce of the People’s Republic of China, we
began to organize seminars since 2006. Up until 2015, we had cultivated 411
government officials and researchers from 90 countries. All the programs have
achieved great effects and were highly commended by not only senior officials from
the Ministry of Commerce but also the participants each year.
This seminar includes lectures and field trips.
All the lectures are given by experts from the Development Research Center of
the State Council (DRC), covering topics such as “The National Conditions and
Development Experience of China”, “China's Macroeconomic Development Policies
and Green Development Strategies”, “China’s Opening-up Strategy and Policies” ,
“China’s Belt and Road Strategy”, “New Normal of China’s Economy”, “Welfare
System and Social Policy in Reformed China”, “China's Resources and
Environmental Protection Problems” and so on.

Besides, participants will visit Xi’an,the capital city of Shaanxi Province and
Chengdu, the capital city of Sichuan Province. The arrangements will be made as
follows: In Xi’an City, a seminar on the economic and social development of
Shaanxi Province with Research Office of Shaanxi Provincial Government., and visits
to Shaanxi Automobile Holding Group Co., Ltd, and the World-famous Cultural
Heritage--Terra-Cotta Warriors and the horses built more than 2,000 years ago. In
Chengdu City, a meeting with Foreign Affairs Office of Chengdu City about an
introduction to the city’s economic and social developments, and visits to
E-Government Affairs Center of Xindu District and the Chengdu Giant Panda
Breeding and Research Base, etc.
In addition, before the end of the seminar, a meeting will be held in Beijing,
when seminar participants will give introductions on the economic and social
developments of their countries. One speaker from each country about 10 minutes for
each presentation. Every speaker will be required to submit a brief country report
(printed or electronic version) before the seminar concludes.

Organizer
Xiyuan Hospital of China Academy of Chinese Medical Sciences, founded in 1955, was
designated as the first AAA-grade TCM hospital by the government. As a national model TCM
hospital and medical Insurance-designated hospital, Xiyuan Hospital is a part of International
Collaborating Center for Traditional Medicine of the World Health Organization (WHO). It
includes national TCM Therapeutic Centers of Cardiology, Hematology, Gerontology, Oncology,
Digestive Diseases and Respiratory Diseases.
At present, the Hospital has 28 national outstand experts; 180 professors and vice professors;
18 research centers; 54 clinical departments; 18 ward regions with 569 beds in Inpatient. The daily
outpatients reach more than 7000 people, and more than 14,000 inpatients were out of hospital
every year. The Hospital is equipped with advanced modern facilities including German Doly
Dorsos DSA device, MRI, ECT, spiral CT, ELIPE-flow cytometer, and constructed with
emergency room, clean BMT room, hemodialysis room, interventional center, CCU and ICU in
inpatient building.
In recent years, the Hospital has awarded more than 180 researching prizes by the State and
Minister. More than 50 achievements have already been transferred to domestic/foreign factories,
including Wei Yang Ning which technique has successfully been transferred to Japan. The Hospital
includes four national AAA-grade laboratories and three Minister’s TCM key departments.
Besides, we have made co-operations with more than 100 scientific research institutions for
undertaking more than 100 research projects from the State, the Ministry and China Academy of
Chinese Medical Sciences.
At present, the Hospital has 2 academicians; 74 supervisors for postgraduate of Master and 30
for Doctor’s; 2 postdoctoral workstations. We trained more than 200 postgraduates and 18
postdoctoral, and held 15 TCM training courses with more than 600 professionals for doctors of
Western Medicine.
Since 1955, the Hospital has received more than 1000 foreign students or doctors from more

Beijing Traditional Chinese Medicine Research Institute attached to Beijing Hospital
of Traditional Chinese Medicine, is located at the heartland of the Beijing city. The Institute
is engaged in traditional Chinese medicine (TCM) research with the main focus on TCM
clinical practice, TCM education, scientific research and preventive treatment. The main
study is on TCM basic theory and Chinese Materia Medica (CMM). The main research
topics are basic theory and clinical study on TCM Spleen-stomach Theory, anti-tumor
metastasis and external application for dermatosis. The Beijing TCM Research Institute is
also engaged in TCM training and academic exchanges on aspects of TCM, acupuncture &

Henan University of Technology initially named Zhengzhou Grain College was founded in
1956 and was the first university established by the State Ministry of Grain and one of the
earliest engineering universities in Henan Province. HAUT has 20 colleges and over 32,000
full-time students. Upon the efforts of the past 50 years, HAUT has developed into being one

HAUT held an international training program to the grain storage technicians and
managers from 14 developing countries in 1990 and the “China-Australia Grain Insects
Phosphine Resistance Research and Management Seminar”, undertook the project of
“China-Australia International Cooperation” and the aid project of “United Nations’ Industry
Development Organization”. In 2008, entrusted by Ministry of Commerce of the People’s
Republic of China, Henan University of Technology has undertaken the first “Training
Course on Grain Storage Technology for Developing Countries” successfully and became the
only organizer of foreign-aid training in Henan Province. The university organized 19
training courses and seminars so far, includes Training courses on Grain Storage Technology
for Developing Countries, Seminar on Grain Security for Developing Countries, Training

Food Processing Technology for Developing Countries, Training Course on Cereal and Tuber

talents cultivation and technology exchange. Henan University of Technology has totally

Henan University of Technology initially named Zhengzhou Grain College was founded in
1956 and was the first university established by the State Ministry of Grain and one of the
earliest engineering universities in Henan Province. HAUT has 20 colleges and over 32,000

important education and scientific research base of China’s grain, oil and food industry.
HAUT held an international training program to the grain storage technicians and
managers from 14 developing countries in 1990 and the “China-Australia Grain Insects
Phosphine Resistance Research and Management Seminar”, undertook the project of
“China-Australia International Cooperation” and the aid project of “United Nations’ Industry
Development Organization”. In 2008, entrusted by Ministry of Commerce of the People’s
Republic of China, Henan University of Technology has undertaken the first “Training
Course on Grain Storage Technology for Developing Countries” successfully and became the
only organizer of foreign-aid training in Henan Province. The university organized 19
training courses and seminars so far, includes Training courses on Grain Storage Technology
for Developing Countries, Seminar on Grain Security for Developing Countries, Training
Course on Shaolin Martial Arts for Developing Countries, Training Course on Grain, Oil and
Food Processing Technology for Developing Countries, Training Course on Cereal and Tuber
Crops Processing Technology for Developing Countries, Training Course on Elementary
School Teachers for African English-speaking Countries, etc.. Training on Grain, Oil and
Food Security, Storage and Processing and Shaolin Martial Arts became a chief platform for
talents cultivation and technology exchange. Henan University of Technology has totally
trained 462 foreign officials and technicians from 84 countries of 6 continents till 2015.
Entrusted by Ministry of Commerce of the People’s Republic of China, HAUT is to

CRTV is the only professional state-level company in the field of Radio and TV in
China. Since it was established more than 50 years ago, CRTV has conducted of more
than 1000 items of the design and construction in broadcasting and television domain
at home and abroad, of which are over 100 broadcast television centers, MW, SW, FM
and TV transmitting stations, radio and TV studio centers, satellite earth stations that
are scattered in more than 60 countries and regions in Asia, Africa, Latin America and
Europe. It has also successfully undertaken the tasks of design, installation, test and
adjustment of public address systems, simultaneous interpretation systems, CATV and
radio & TV re-broadcasting systems, as well as the training of technical personnel for
over 50 projects involving conference halls, stadiums and gymnasiums.
Since 2000, CRTV Training Center entrusted by the Ministry of Commerce of the
People's Republic of China, every year has organized such courses as China Radio and
TV Administration Official Seminars and Technical Training Course on Radio and TV
Broadcast. More than 800 official and technical personnel from over 90 countries (in
Asia, Africa, Latin America, Europe and Oceania) have participated in these training
courses.
CRTV has a strong technical force joined by experts and senior engineers and
technicians who have accumulated rich experiences in technical consulting,
engineering designing, construction, installation, test & adjustment and technical
training in the field of radio and TV. CRTV has conducted training courses for the
broadcasting and TV technical personnel from some developing countries. Most of
trainees have become the backbones of their radio and TV institutions, and some of
them have been promoted henceforth to important positions in their radio and TV
administrations.
Moreover, also organized by CRTV, Beijing International Radio, TV & Film
Equipment Exhibition (BIRTV), held every August in Beijing, is one of the major
broadcasting exhibitions in the world.
Chinese radio and TV technical personnel are familiar with up-to-date radio and TV
technology all over the world. China is capable of producing complete sets of radio
and TV products in different series. The products are technically advanced and reliable
in quality, and more suitable for use in the developing countries.

The training course main content is as follows: Introduce the fundamental realities
of the Country and the Broadcast Television Survey, Basic knowledge of television
technology, basic principles of television production system, and television broadcast
system, the basic principles of television transmission systems, television
measurement, digital television transmit, development of digital television standard
technology, CMMB television technology applications and radio and TV networking.
Discussions on the exchange and cooperation with the developing countries in
broadcast television domain will be included also.
Leaders and Experts from the State Administration of Radio, Film and Television
presidia Bureau, Departments, Stations will be invited to give the students some
lectures in the training course. Following the principles of the union of theory and
practice, knowledge on management, and also the introduction of the present situation
in the China Broadcast Television will be provided. In addition to the lectures in
classroom, and also with some exchanges and discussions, we will also arrange the
visits to the CCTV, China Radio International, the TV equipments manufactory,
Transmitter manufacturing plant and so on. These visits will help the students learn
more about the development of China Radio and Television industry and function of
TV Network Station, enabling the students to gain a much more comprehensive
understanding of the China Broadcast Television, helps them manage the learned

Hunan International Business Vocational College has a history of over 50 years ,which is the
provincial modeling higher institution in Hunan province and one of the first four Academy for
International Business Officials authorized by Ministry of Commerce. It is the only one higher
institution with academic education and vocational training in Hunan provincial commerce
field.It is located in Changsha, capital of Hunan Province. Changsha is rich in tourist resources,
including ancient Yuelu Academy, Tianxin Pavilion, world-famous, Mangwangdui Han Tomb,
Chairman Mao Zedong’s hometown-Shaoshan ,one of the five great mountains in
China-Hengshan mountain and Zhangjiajie Natural Scenic Area-world natural heritage.
“Training Course on Application of Urban Rail Transit for Developing Countries, 2016” will
last 56 days , and it is intended to offer the following lectures: China’s basic national
conditions, current condition of China urban rail transit, application and maintenance of rail
vehicles as well as rail equipment etc.
Participants will have the chance to visit CSR Zhuzhou electric locomotive Co., Ltd in
Zhuzhou city, Beijing, Qingdao and Changchun will be arranged to visit as well, which could
help participants to get know conditions of China’s rail transit development better. Meanwhile,
in participants’ spare time, mainly during the weekends, the organizer will organize them to go
shopping at city center, visit famous historical and cultural places, so that participants would
better understand Chinese history and culture.
In short, participants could better know China through the teaching model of theory with
practice, and improve their level of rail transit as well. In addition, China could use this
opportunity to develop relative cooperative relationship with developing countries.

field of global economic and informatization approved by Ministry of Foreign Affairs of the
People’s Republic of China and co-founded by United Nation Institute for Training and Research
(UNITAR) and Regional Cooperation Office for City Information (RCOCI).

capacity establishment with the investigation of advanced theories and methods on the
informatization management. Multilateral cooperation provided by CIFAL Shanghai offers the

management, construction of informatization, and information technology application etc. Our
center cooperates with the governmental agencies, research institutions, famous universities, and
international IT leading service companies to provide the strategic and foresighted informatization
decision-making supporting service for governments and enterprises at local and abroad. Our center
is always engaged in the extensive international exchange and cooperation with international
organizations and the relevant institutions of UN in the fields of project, technology and training.
CIFAL Shanghai has over 50 staff to ensure the high effective daily work of the center, which
includes the returned oversea experts, Doctors, Masters and senior consultants.
Under the open business mode of “Collaborative and Sharing”, our center has already completed
many businesses for informatization research and consulting, and has successfully held 7 annual
forums on city informalization, 4 "Global City Informatization Forum", over 20 information
technology training courses in the Asia-Pacific region.. More than 700 engineers and managerial
personnel from more than 100 countries in the world have been trained in technologies and

Through integration of theoretical and practical trainings, such as thematic lectures, special
subjects, free discussion and spot investigation, participants will be introduced how to vigorously
develop the modern manufacturing industry, how to integrate existing resources, to give full play to
the comparative advantage of the technology, talent and intelligence; and how to upgrade traditional
manufacturing industry though combine modern science and technology and manufacturing.
Participants will be completely and objectively aware of the status of social and economic
development in China and the application of information technology and automatic control in the
