Governments globally are facing mounting competition for their tax-derived finances,
and as a result, many are increasingly turning to new and innovative means by
which to reduce their investment risks for the short term and yet still provide their
constituents with the long-term infrastructure required through safe, reliable and
efficient sharing programs with the private sector.

PPP Case Study ­— Healthcare
Oakville Trafalgar Memorial Hospital
The Oakville Trafalgar Memorial Hospital, also known as the New Oakville
Hospital, is a 1.6 million square foot acute care community hospital situated
on a 50-acre greenfield site. The project was developed under Infrastructure
Ontario Alternative Financing and Procurement (AFP) model. Carillion
led the consortium in 2011 that was awarded the contract to design, build,
finance, and maintain the new facility.
With a capacity of 457 beds, the hospital provides a much more pleasant
experience than most of the other care facilities in Ontario. Roughly three
times the size of the legacy facility, it is home to 2 CTs, 3 MRIs and a pill
picker “robot” that can sort and package 2 million dosages a year. The stateof-the-art technological systems in the hospital will allow patients to access a
host of leading-edge diagnostic and treatment technologies at one futuristic,
yet purpose-driven, facility. The design and construction of the new hospital
has adhered to the guidelines and sustainability principles of the Leadership
in Energy and Environmental Design (LEED®) rating system.
The hospital will open to the public in December 2015. Carillion will provide
full building maintenance and lifecycle services under a 30-year contract,
along with a number of soft services including call centre and landscaping.

PPP Case Study — Healthcare
Saskatchewan Hospital North
Battleford
Access Prairies Partnership, a consortium including Carillion as an equity
(50%), construction (20%) and service (80%) provider, has achieved
Financial Close for the design, build, financing and maintenance of the North
Battleford Hospital combined mental health and correctional facility.
The facility will specialize in psychiatric rehabilitation, achieving synergies
by delivering mental health services to both secure and non-secure clients.
It will replace the existing 102-year-old Saskatchewan Hospital, located on
the same site. The new facility will include a 188-bed mental health hospital,
which is 32 more beds than the current facility, and a 96-cell correctional
centre designed specifically for inmates with mental health issues. It will
specialize in psychiatric rehabilitation, with the following services:

PPP Case Study — Defence
Allenby Connaught
This design, build, refurbish and maintain project is the largest Estates
Public Private Partnership the British Ministry of Defence (MOD) has ever
undertaken and provides 18,000 military and civilian staff with brand new or
refurbished living and working accommodations. The project transformed
the Army garrisons at Aldershot and across the Salisbury Plain area and will
provide a wide range of support services for the next 35 years.
The $2.5 billion ten-year construction program completed in December
2014 was carried out by a 50:50 joint venture between Carillion and KBR.
Around 11,000 en-suite bedrooms were provided, including approximately
7,000 new bedrooms in single soldier living accommodation blocks and
over 4,000 bedrooms refurbished to the same modern standards. In
addition, a comprehensive range of new facilities, including new dining
centres, theatres and community centres were built to provide modern highstreet style living for Army personnel.
A second 50:50 joint venture between Carillion and KBR will provide the
garrisons with a wide range of support services. These include stores
management, grounds maintenance, mess management, catering, utilities,
infrastructure and fleet management. In addition, the joint venture will
provide the garrisons with a 24/7 help desk facility that will operate 365 days
a year and act as a central coordination point for customer support.

Since the mid-1990s under the UK’s Private Finance Initiative (PFI) and across Canada
since 2004, Carillion has successfully reached financial close on over 60 projects
securing senior debt financing in excess of $17.85 billion and invested, or committed
to invest, over $837 million of equity.
Carillion has significant experience procuring and implementing competitively priced
funding solutions to support our PPP projects. Senior debt funding structures have
included combinations of long term project finance bank loans, capital markets/
long term bonds, government capital contributions and export development finance
alongside equity and subordinated shareholder loans. Whatever the circumstances,

superior value for money financing proposition.
PPP Case Study — Government
Forensic Services and Coroner’s
Complex
The Province of Ontario entered into a project agreement with Carillion
for 30 months of construction and a 30-year maintenance concession.
Carillion designed and built the LEED Gold-certified Forensic Services and
Coroner’s Complex, financed the construction and capital costs of the new
facility and obtained third-party independent certification. We are providing
facility management and lifecycle maintenance for the 30-year service period
and will ensure that, at the end of the contract term, the building meets the
conditions specified in the project agreement.
The eight-storey facility includes 663,416 gross square feet and 300 parking
spaces on a 5.43 acre site in the Downsview Provincial Campus. The design
emphasizes natural daylighting and sight-lines to the exterior for autopsy
stations, laboratories, offices, and the two courtrooms operated by the Office
of the Chief Coroner. The high-security facility includes vehicle examination
bays, a multi-lane firing range, and Canada’s first autopsy suite with Level 3
containment.
The building has been described as “more of a machine, than a building”,
and is notable for the complexity of the installed mechanical and electrical
systems and the sheer amount of equipment on-site.

Our design management team is a critical element in our overall PPP bidding
process. We lead and direct the design team to deliver the design response to the
Requests of Proposal (RFP), remaining involved to lead the design development
process and through the construction period to handover. This is our standard
practice for all PPP projects.
Our design management team is part of our long-term approach to designing,
constructing and operating our portfolio of successful PPP projects. Our team

The project consists of the construction of a new 250 km of single circuit 4 bundle
500kV lattice steel transmission line between two existing BC Hydro substations.
The new 500kV line parallels existing 500kV lines for the majority of the route and
is mostly along existing right of way. Our involvement in the project includes the
assembly and erection of the transmission line towers and the installation of overhead
conductors, along with associated hardware and insulators.

Due to the location of this line, helicopter techniques are used extensively
for tower erection, conductor stringing operations and worker access for
conductor sagging, deadending, clipping and spacing. Rokstad prides itself on
the use of helicopter hoist techniques (sky transfer) that limit the time period
where workers are at risk under a helicopter.

Agnico Eagle Meadowbank Mine

Resources
The Meadowbank Mine is located in the Kivalliq region of Nunavut, about
2,600 km northwest of Toronto. It is 300 km west of Hudson Bay and 110 km
by road north of the nearest community which is Baker Lake.
The operation of Meadowbank depends on the annual warm-weather sealift
by barge from Hudson Bay to Baker Lake for transportation of bulk supplies
and heavy equipment. An all-weather road links Baker Lake to the site. An
on-site airstrip is used for shipping food and goods and for transporting
employees, who work on a fly-in, fly-out basis.
Our Reforestation division is one of the largest suppliers of
forestry services in Canada and Type 2 Forest Firefighters
in Ontario. We have planted over 1.8 billion trees since
Outland’s inception in 1985.
Outland Camps’ Inuit owned company, Tangmaarvik Inland Camp Services,
is headquartered in Baker Lake, Nunavut. They provide camp services to the
village, including remote workforce housing, construction and catering.

Carillion is Canada’s largest outsourced highways maintenance service provider,
maintaining approximately 42,000 km of highways across Ontario and Alberta,
providing year-round routine maintenance as well as preventative maintenance
services. As a whole-life provider of roadway, as well as associated infrastructure,
routine maintenance, repair and rehabilitation services, our experience distinguishes
us throughout Canada as the preeminent choice of private and public sectors alike.
In Ontario, we currently maintain a 37% market share of the province’s outsourced
highway network through eight Area Maintenance Contracts consisting of some
16,000 km. With no other contractor capable of boasting an equivalent geographic
or climatic spread, Carillion is first in Ontario’s maintenance industry when it comes
to experience, best practices and innovation needed to provide accountable highway
maintenance solutions. We also provide winter roads maintenance services to
several municipalities.
In Alberta, we are contracted for the routine maintenance and restoration works of
12 Contract Maintenance Areas (a 45% market share), consisting of some 26,000 km.
Not only do we provide services over the largest outsourced volume of roadways
in the nation, but we have also supported and driven positive change within the
industry. Our efforts in salt and fuel management have reduced our environmental
impact, and our focus on efficiency has led us to become the largest user of Tow
Plow technology in North America.

Aberdeen Western Peripheral Route
The Aberdeen Western Peripheral Route (AWPR) is a new road being developed
to improve travel in and around Aberdeen and North-East Scotland. It is one
of a number of transport projects planned to help improve road safety and
accessibility, reduce congestion and grow the local economy - ensuring NorthEast Scotland remains a competitive business location.
The AWPR project comprises the construction of 46.3 km of new two and threelane dual carriageway circumnavigating the west of the City of Aberdeen and
construction/adaptation of nine related junctions, construction and upgrade of 12
km of the A90 Balmedie - Tipperty road. The project also includes construction
and improvements of structures, including two major river crossings at the River
Dee (270m) and the River Don (335m), and a new road bridge crossing over the
Aberdeen-Inverness Rail Line. A 30-year operations and maintenance (O&M)
phase follows the construction phase.
Carillion led the development of the $1bn financing package which consisted of:
Ontario roads maintenance

Equity bridge facility: $100 million
yy
European Investment Bank facility: $500 million
yy
Commercial bank facility: $140 million
yy
Long dated project bonds (S&P “A-“ rated): $360 million
Carillion is additionally part of the construction joint venture which is responsible
for carrying out all construction requirements of the project. As an equity provider
to the project company which retains most of O&M obligations, we will also carry
out the operations and maintenance for the project.
