5. Clean energy services benefitting all partners Training and workshops • Q1: Utility Rebate Workshop and Trade Show held Feb. 13 at Glenwood Springs Community Center • Q2: Solar Energy Finance Workshop for Local Governments and Special Districts held April 7 at Rifle Library • Q4: Facility Managers Roundtable, held Oct. 1 at CMC Glenwood Springs • Q4: Wastewater Treatment Plant Operators Roundtable, held Nov. 19 at Glenwood Springs Wastewater Treatment Plant Garfield Clean Energy policy • Energy Savings Reinvestment policy: adopted August 2014 • No new policies approved Q4. State-­‐level policy • DOLA Rolling Stock policy amendment for alternative fuel vehicles, leads to $20 million DOLA Alternative Fuels Initiative. • Xcel Energy held to existing energy efficiency goals for customer programs by PUC. • Board support of House Bill 1326, expanding state tax credits for private-­‐sector purchases of alternative fuel vehicles. • Assistance to legislators on local energy performance contracting experience for development of SB 186. • Collaboration with Colorado-­‐Wyoming Petroleum Marketers Association on potential legislative or regulatory solution to electric utility demand charges for CNG stations. • GCE “State Legislature” webpage tracked 24 bills related to economic development, financing, alternative fuel vehicles, renewable energy, utilities and active transportation. Rebate funding • CLEER obtained a $40,000 grant from the Colorado Department of Public Health and Environment’s Supplemental Environmental Program (SEP). This money is funding energy efficiency bonus rebates for households and businesses in western Garfield Garfield Clean Energy 4th Quarter 2014 Report | January 9, 2015 5 •
County, along with marketing and administration. The $33,000 allocated for rebates was fully used by Dec. 31, 2014. CLEER obtained a second SEP grant for $44,500 from CDPHE. This money will be used for a 2015 program to provide free home visits from energy coaches and free energy efficiency upgrades for 27 low-­‐income homeowners. Additional funding from the Town of Carbondale will cover 30 households in that community. Energy Outreach Colorado will handle income qualification paperwork for recipients. All four energy utilities serving Garfield County – Xcel Energy, Holy Cross Energy, Glenwood Springs Electric and SourceGas – are adding rebate funding to the program. Outreach to potential recipients will begin in January. Radon testing kits • CLEER’s office serves as the Carbondale-­‐area distribution point for home radon testing kits for Garfield County Environmental Health. CLEER distributed 13 kits to residents in Q4 and 39 total in 2014. 6. Renewable energy Notes on renewable energy production

Renewable energy projects • Silt Water Treatment Plant Solar Array. Work began Nov. 3 on installation of a 233-­‐
kilowatt array. The project was set for completion by year-­‐end. (Actual completion date is Jan. 8.) The array will power 100% of the plant’s annual electric demand. Financed by a power purchase agreement (PPA) with an upfront fee of $3,500, the plant will save the town an estimated $102,000 over 20 years, or about 15 percent of total plant electric costs. A ribbon-­‐cutting event is planned for Jan. 22. The project grew out of a Garfield Clean Energy workshop hosted in April, with follow-­‐up energy coaching. The Battlement Mesa Metro District is under contract for a 436-­‐kilowatt solar array for its water treatment plant. Construction will begin January as weather permits. Also financed by a PPA, the array will save an estimated $202,000 over the next 20 years, and generate enough power to offset the plant’s annual electric use by 100 percent. Matthew Shmigelsky continues to provide ongoing coaching and technical assistance on this project. The Roaring Fork School District is under contract for a 379-­‐kilowatt array at Roaring Fork High School in Carbondale. It is currently slated for completion at the end of June. Economic development: All three projects are being installed by Sunsense Solar of Carbondale. The combined contracts are worth $2.3 million. Of this amount, $1 million will be directly invested in the local economy for wages, subcontractors, equipment rental and purchased supplies. Renewable energy coaching • Matthew Shmigelsky and Mike Ogburn continued work with New Castle to analyze and evaluate the possibility of buying the Public Works solar array from the PPA financer, Hybrid Energy Group, and presented the findings to Tom Baker. •
Matthew continued to provide technical assistance to the Grand River Hospital District to explore a solar array at the district’s new clinic in Battlement Mesa. This project is ongoing. •
Mike advised RFTA on technical and financial items to consider in the lease-­‐purchase of 2,259 solar panels in a new solar garden being developed at the old Carbondale Landfill site by Clean Energy Collective, under contract with Holy Cross Energy. •
Matthew met with Alpine Bank officials to discuss a locally-­‐based third-­‐party solar financing model. This model is being used to finance RFTA’s purchase of solar energy in the item above. If this proves successful, Alpine Bank may offer this financing to a wider customer base. •
Matthew met with CMC solar instructor Chris Ellis to discuss potential for solar training at CMC campuses in Garfield County. •
Mike used Navigator readings to confirm that requests to Xcel Energy from both Town of Carbondale and City of Rifle for a rate switch on buildings with newly-­‐installed solar arrays had not taken effect. Mike conferred with system installers and the town finance directors to prompt a renewed request for the rate switch. Xcel gave Town of Carbondale a $7,600 refund. Xcel Energy has not yet responded to the City of Rifle’s request. •
Matthew met with CORE to discuss that organization’s rebate offer for hydropower projects in 2015. Rebates would be available in the 81623 and 81601 zips. Active Energy Management services for partner buildings and facilities Garfield Building Energy Navigator Partner buildings on Navigator: 100 48 with monthly data 52 with live data, including 1 new addition in Q4: • Silt Water Treatment Plant (screen shot at right) Researched potential cost savings for Navigator operations by having GCE partners enter utility bill data into spreadsheet templates. Savings would be as high as $5,600 per year, after paying a one-­‐time $1,200 set-­‐up fee. GCE board asked CLEER to seek grant funding for the set-­‐up fee. CLEER also attended a webinar by a bill data entry provider, EnergyPrint, to see if a lower-­‐cost option is available. This company’s offer would not deliver any savings over the current provider, UMS. Navigator website usage, Jan. 1 to Dec. 31, 2014, according to Google Analytics Total visits: 16,103

All partners • Monthly monitoring of Navigator data for all partner buildings to watch for unusual energy usage and other trends. • Carried out monthly bill processing and uploading to the Navigator website. • Continued work on Building Energy Navigator Installation Manual. Partner-­‐specific services in Q4 Note: Extensive Active Energy Management coaching services were devoted to Colorado Mountain College in Q3 and Q4, using funding from CMC’s membership in GCE and a separate contract for campuses outside Garfield County. Energy coaches had less time than normal to actively seek out service opportunities with other partners. Garfield County • Attended BOCC work session with FD International regarding Facilities Master Plan efforts. • Worked with county staff and Xcel Energy to negotiate rebate for lighting upgrade at Landfill operations building. • Conducted building walk-­‐through at County Jail, and supplied a spreadsheet for jail staff to tally lighting fixtures to prepare for an LED retrofit. (Continued next page.) Garfield Clean Energy 4th Quarter 2014 Report | January 9, 2015 8 Culled unnecessary bills from Garfield County’s batch PDFs for accounts not tracked on Navigator. This saves GCE $7.50 for every culled bill, minus the time spent culling. • Presented on two topics -­‐-­‐ public health aspects of CNG and electric vehicles, and on how governments are using Building Energy Navigator to save energy -­‐-­‐ for a regional meeting of the Western Colorado Association of Environmental Health Officers, hosted by Garfield County Environmental Health Dept. Carbondale • Reset data logger at Carbondale Recreation Center. • Reviewed energy data from Wastewater Treatment Plant showing 40% savings following recent process adjustments. Sent advisory note to town officials highlighting the success. Glenwood Springs • Worked with city staff to Community Center staff to get the Navigator data for the Ice Rink back online following a remodel of the lobby and locker rooms. New Castle • Contacted town manager about high energy use observed at Wastewater Treatment Plant. • Continued to analyze options for buying Public Works solar array from the PPA financer, Hybrid Energy Group, and consulted with town staff on financial aspects. • Continued discussion about seeking a grant for public electric vehicle charging station. Silt • Managed installation of a live data logger at the Silt Water Treatment Plant, taking advantage of on-­‐site electrician expertise during the installation of the solar PV array. Ordered needed equipment, conferred with solar installer, and made two trips to the site to install and connect the equipment. The Water Treatment Plant has not had a live data monitor prior to this time. Access to live energy data will give plant operators a new tool in adjusting processes to achieve energy savings. • Discussed potential lighting and heating upgrades at Water Treatment Plant with public works director. • Continued work with town staff on Town Hall efficiency upgrades and boiler replacement, including available rebates from Xcel and DOLA grant potential. Project is still pending. Rifle • Analyzed Navigator readings to confirm that the city’s request to Xcel for a rate switch on buildings with newly installed solar arrays had not taken effect. Conferred with system installers and town staff to prompt a renewed request for the rate switch and possible refund. • Continued discussion about obtaining a grant for public electric vehicle charging station. •
Garfield Clean Energy 4th Quarter 2014 Report | January 9, 2015 9 Parachute • Conducted initial site feasibility with Sunsense for solar PV array to power the Water Treatment Plant using Xcel Energy’s PPA program. Current site is not large enough; an adjacent parcel could host the array but is not owned by the town. RFTA • Summarized 2014 activities in report for RFTA Board. • Advised RFTA on technical and financial items to consider in the lease-­‐purchase of 2,259 solar panels in a new solar garden being developed at the old Carbondale Landfill site by Clean Energy Collective, under contract with Holy Cross Energy. Attended a RFTA board meeting and answered board questions on how Navigator could be used to track electric production from RFTA’s share of the solar garden. Garfield Public Library District • Hid Navigator home page buttons connected to old Silt and Carbondale libraries. • Conferred with Jerry Morris about fixing Navigator data feed outage at Rifle Library following server overhaul. • Relayed utility bill spreadsheets of past utility bill data collected by Jerry Morris to UMS, bringing bill data up to date for all six libraries. • Conferred with UMS and Jerry Morris to develop means of tracking libraries’ solar production on Xcel Energy bills. Colorado Mountain College • Reviewed results of Rifle campus shut-­‐down tests done in September. • Advised Rifle facility manager on LED lighting upgrade and coordinated with Xcel Energy to capture maximum rebates. • Conducted walk-­‐throughs of seven buildings at CMC campuses in Glenwood Springs, Spring Valley and Carbondale. Customized the GCE building walk-­‐through checklist to match CMC’s adopted energy policy. • Worked with CMC staff to develop HVAC zone maps for buildings. • Developed building energy reports for each campus. Evaluated building envelope and HVAC systems and other energy-­‐using equipment, such as vending machines and lighting. Identified no-­‐cost and low-­‐cost operational changes and needed capital upgrades, and discussed findings with CMC facilities staff. • Provided advice on organization-­‐wide energy efficiency goals. Participated in frequent meetings and check-­‐in calls to keep process moving forward and meet CMC goals. Garfield Clean Energy 4th Quarter 2014 Report | January 9, 2015 10 8. Petroleum Independence Project Active Transportation: 2014 Bike and Walk to School Challenge • No activity this quarter. This project was completed in Q2. Western Slope CNG Collaborative • Although the Garfield County FMLD awarded a $25,000 grant to GCE for its CNG work, terms of the grant award were not aligning with the program. After extensive discussions, the GCE Board voted to decline the grant award. As a result, minimal work in the area was planned for the remainder of 2014. • One conference call was held on Nov. 13 to provide an outlook for CNG activity in 2015. This included work by Garfield Clean Energy through the Western Slope CNG Collaborative, the Glenwood Springs CNG fueling station to be developed in 2015, efforts to reopen a CNG fueling station in Rifle, and collaboration with CNG efforts in Durango, Grand Junction, Craig and Steamboat Springs. Electric vehicles The EV Rally of the Rockies was held on Oct. 3. The point was to demonstrate that electric-­‐powered passenger cars can cover long distances on western Colorado’s scenic highways, thanks to the growing network of free public electric vehicle charging stations. Stories and photos from the rally ran on the front pages of the Grand Junction Daily Sentinel, the Glenwood Springs Post Independent and the Vail Daily, and the Associated Press picked up the Sentinel’s story, which appeared across the country. CLEER staff recruited EV owners to drive in the rally, planned the route and calculated the itinerary. The event involved eight electric cars driving 300 miles on electric power, plus five launch events, three ribbon-­‐cuttings and one finish line party. Drivers headed out from Grand Junction, Parachute, and Vail for a fall colors tour along I-­‐70, stopping to charge in Glenwood Springs, while drivers from Snowmass Village and Aspen headed down Highway 82, with a stop for a ribbon-­‐cutting in Basalt. A finish line party was held in the CMC Lappala Center parking lot in Carbondale. Garfield Clean Energy 4th Quarter 2014 Report | January 9, 2015 11 A package of handouts were distributed at all the events: the “Case for EVs” fact sheet, an EV charging station map and list for western Colorado, and a table comparing various features of 10 EV models now on the market. CLEER coordinated with city and town staff in Grand Junction, Parachute, Snowmass Village, Aspen and Vail to hold launch events, and with CMC to host the finish line event in Carbondale. Ribbon-­‐cutting events for new EV charging stations were held in Snowmass Village, Aspen and Basalt. GCE Board Chair Allyn Harvey was a featured speaker at the events in Aspen and Carbondale. A class of students from the CMC Isaacson School for New Media also participated, sending students on each leg of the rally to capture video and audio for a documentary. 9.
