Fraud Detection Solutions - To combat the growing concern that the Medicare Trust Fund may not be adequately protected against erroneous payments through current administrative procedures, CMS tasked QSSI to conduct a demonstration to test the feasibility of pre-payment solutions, automated edits, and predictive modeling as additional protective mechanisms for Medicare Program Payments. Automated Edit System (AES) is intended to be a significant part of CMS efforts to streamline the Medicare claims review in order to reduce the number of inappropriate payments. Enterprise Identity & Access Management Solutions - QSSI created a high quality, scalable, and secure identity management & authentication enterprise service called Individuals Authorized Access to CMS Computer Systems (IACS). A critical component of the CMS IT Modernization Initiative, IACS was created as the common security service to control the issuance of electronic identities that allow access to CMS applications without regard to where an application is housed. It serves as the front-end authentication service for CMS applications and is one of the largest and most complex Logical Access and Authorization Control Service (LAACS) implementation of Sun IAM suite in the Federal Government. Through QSSI's close collaboration with Sun, IACS has shown to scale to millions of users. Software Engineering & Testing Solutions - QSSI performs independent validation and performance testing of the Health Information Technology for Economic and Clinical Health (HITECH) National Level Repository (NLR). The NLR collects information on all eligible providers and hospitals, processes and delivers incentive payments, prevents duplicate payments, and coordinates technical assistance and reporting. In addition, QSSI is the Single Testing Contractor (STC) at CMS for a portfolio of five key Medicare claims processing systems: Part A Institutional claims; Part B Professional claims; Part B Durable Medical Equipment claims; Common Working File; and HIGLAS general ledger. We deliver world-class technology-enabled solutions to support CMS’ mission to ensure effective, up-to-date healthcare coverage and promote quality care for beneficiaries. NHIN CONNECT Solutions - As one of CMS’ Health Information Handlers (HIH), QSSI enables Medicare Fee-For-Service (FFS) Review Contractors and healthcare providers to exchange electronic medical documentation securely via the Nationwide Health Information Network (NHIN) CONNECT-compatible gateways. We have adopted a 2-phase approach to exchange electronic medical documentation using the NHIN CONNECT between Medicare FFS Review Contractors and healthcare providers. In Phase 1, Medicare Review Contractors will continue to send paper requests to providers, and participating providers will then electronically submit supporting medical documentation via NHIN. In Phase 2, both the request from the Medicare Review Contractors and responses from the providers will be electronic using the NHIN. Web-Based Health Insurance Exchange Solutions - QSSI supports the Center for Consumer Information and Insurance Oversight (CCIIO) in creating new marketplaces or “Exchanges” where individuals and small businesses can learn about health plans, compare prices, and ultimately make selections. The Exchange requires robust information systems that can seamlessly compare and transmit data, offer a dynamic user interface, and provide timely customer service. Starting in 2014, improved choices will be offered through Health Insurance Exchanges – new, competitive, state-run and consumer-centered health insurance marketplaces. The Exchanges will make purchasing health insurance easier with “one-stop-shopping” where consumers can compare and purchase health insurance coverage. Enterprise Data Warehouse Solutions - QSSI developed, enhances, and maintains Medicare’s Integrated Data Repository (IDR). IDR is an enterprise data warehouse built on the Teradata platform that integrates Medicare & Medicaid data to enable CMS and its partners access to data from a single source. QSSI supported the creation of a CMS Dashboard, an award-winning effort by CMS to make Medicare datasets available to the public and researchers over the internet. The Dashboard uses cutting-edge business intelligence tools and won the 2010 Government Computer News Award. QSSI migrated a legacy system to a secure hosting facility and supported a nationwide rollout and expansion of the Recovery Audit Program. The Recovery Audit Contractor Data Warehouse (RACDW) is the repository for all claims reviewed in the Recovery Audit Program at CMS, as well as a critical CMS management tool for overseeing RAC activity, tracking collections, and reimbursements.
