Part I, Page 1 PART I - NOTICE CITY OF MONTEREY DEPARTMENT OF PUBLIC WORKS MONTEREY, CALIFORNIA NOTICE TO CONTRACTORS Sealed proposals will be received in the office of the City Clerk, attention Finance Director, 580 Pacific Street, Room 6, City of Monterey, California, until 2:00 p.m., Tuesday August 11th, 2015, at which time they will be publicly opened and read in the City Council Chambers, for furnishing all labor, materials, and equipment for the construction of a PMSA Project entitled “DMDC Meter Installation: Phase II” to construct a new 12kv electrical service at the Defense Manpower Data Center (DMDC) in Seaside, California, in accordance with these Plans and Specifications. In general, the work consists of, installing a new 12kv-4mw electrical meter, finishing blocked out sections of the meter pad by epoxy anchoring rebar and pouring concrete, pulling conductors and making connections between the existing switch gear and new meter panel, removing and reconnecting existing conductors for the rewiring circuits as needed, coordinating and scheduling the work with PG&E, DMDC, the City of Monterey, meter manufacturer delivering the meter, and solar installation contractors, and removing the feeders from the existing PG&E meter. The power meter has been purchased by the City of Monterey, and will be delivered to the job site for the Contractor to install. At the time of the bid opening, the successful Bidder must be legally entitled to perform contracts requiring a class C-10 Contractor's license. Any Bidder or Contractor not so licensed shall be subject to all penalties imposed by law including, but not limited to, any appropriate disciplinary action by the Contractors' State License Board. All electricians performing work under this contract defined as making electrical connections at or above 100 volt-amperes, shall be certified pursuant to Section 3099 et seq. of the California Labor Code. Contractor shall submit proof of certification, or proof that the requirements of Section 3099.4 (a) of the California Labor Code have been met, prior to electricians commencing work under this contract. METER INSTALLATION SCHEDULE The meter is scheduled to arrive the week of November 15th, 2015. The Contractor shall be prepared to off load the meter when it arrives, and shall be prepared to complete all electrical work for the new meter hookup the following weekend. The DMDC will only schedule one building shutdown for this meter installation. The contractor shall be prepared to delay or change the installation weekend in the event of an act of god, an anticipated weather event, a delay by the meter manufacture, or if for any reason the Engineer chooses. If the delay is announced more than 72 hrs before the shutdown date, there shall be no additional cost to the contract. MANDATORY PRE-BID WALK THROUGH AND SITE INSPECTION A Mandatory bid walk will be held on August 4th, 2015 at 10:00am. All contractors interested in bidding this project shall attend and sign in at the walkthrough. There will only be one walkthrough held for this job. The job walk will be held on site at 400 Gigling Road, Seaside, CA 93955. PREVAILING WAGES This project is partially or completely federally funded. Federal and/or State prevailing wage rates, whichever are higher, shall apply. Contractor and all subcontractors shall be responsible for determining which prevailing wage rate applies to the corresponding labor classification to be used in the execution of this contract and shall pay accordingly. Contractor and all subcontractors shall, if applicable, comply with the provisions of the Davis-Bacon Act and all amendments thereto. DMDC Meter Installation: Phase II
