Living Expenses

What you need to know about setting up your living expenses overseas.
At Service Credit Union, we understand that you and your family may need
to move many times throughout your military career. Our job is to make
your move as simple as possible. Below is helpful information for setting
up your expenses overseas. Your bills in Euro will also vary based on the
exchange rate
is typically less expensive during that time. Also, you may be able
to negotiate a cheaper price if you and your neighbors buy in bulk
and have it delivered at the same time. Be sure to price shop for oil
at several companies including AAFES (Army & Air Force Exchange
Service) prior to purchasing your heating oil.
LANDLORDS AND UTILITIES
Utility costs vary due to size and age of your home, number of
occupants and personal habits. Average monthly costs
are listed below.
Paying utilities overseas is much different than in the United States. Paying
utilities overseas is much different than in the United States. You can pay your
bills using International Bill Pay,* an exclusive Service Credit Union service, or
provide authorization to the company to debit you directly. International Bill
Pay can be set up as a one-time payment or recurring through your online
banking, mobile app, or at a branch In most cases, companies prefer the debit
you for amounts billed.
German utilities are also billed differently. Billing cycles vary with
providers and can be monthly, bi-monthly or quarterly. In addition, bills
will not fluctuate from month to month; you pay a flat amount each billing
cycle. When you first move in, this flat rate is based on the usage of the prior
tenant. After a year, the rate is adjusted based on your average usage. At
this time, if you haven’t paid enough for the year, you will receive a year-end
settlement bill. These can be quite large, so if your utility allowance does not
equal your bill amount, you are strongly encouraged to save the difference.
There are also additional services and costs associated with renting a home
in Germany. You should plan for snow removal, chimney sweep, sewage
disposal, stairwell cleaning and stairwell and basement lighting.
CELL PHONES
Cell phone contracts are typically for two years and are paid similarly to
German utilities. As with utilities, the company may prefer to debit your
Service Credit Union account directly.
OIL
If you live in a house that uses heating oil, the oil is usually paid in a lump sum
when the tank is filled. It is a good idea to set aside money from your utility
allowance for this cost. Your landlord or the current tenant should be able to
provide you with an estimated cost to fill the tank.
You should try to fill your oil tank during the summer months as oil

VALUE-ADDED TAX (VAT)
Take advantage of the Value-Added Tax (VAT)
program in order to avoid the 19% local German
tax. This is a German tax of 19% on everything
purchased. You will need to go to the VAT office
on post and purchase the forms (approx. $5)
to take with you while you go out shopping.
These 3-part forms can be sold individually or in
packages of 10. You will use one form per store
and will be discounted the 19% VAT at check
out. The store will keep one copy of the form,
you keep a copy and you return a copy of the
form to the VAT office on post.
UTILITY TAX AVOIDANCE PLAN (UTAP)
UTAP is a walk-in service that helps reduce utility
costs by providing tax relief for 19% electricity,
19% gas and 7% water. An administrative fee is
charged upon registration. By signing up for UTAP,
you also save on utility deposits and sign up fees on
top of the VAT. A sponsor must register or provide
a power of attorney. You must update your account
if you move after you register. Go through the
Value-Added Tax (VAT) office at your base.

What you need to know about traveling around Europe.
PARIS: Reaching the famed “City of Love” from Germany-based U.S.
Military installations is an easy feat, particularly by taking advantage
of high speed rail options or ICE trains. With speeds reaching 320
km per hour, you can reach Paris from the Kaiserslautern area in
approximately 2:40 or 3:30 from Stuttgart. Upon arrival, you can
easily connect to the city’s underground metro system and reach
the Eiffel Tower, The Louvre, Notre Dame, and the famous Champs
Elysées in minutes. Hop-on, hop-off bus tours of the city are also a
family friendly way of touring the area for first-time visitors. For more

MUNICH: Only 90 km from Garmisch or 230 km from Stuttgart,
Munich offers visitors a broad range of activities for travelers of
all ages. Attractive museums, architecture, shopping, and Bavarian
culture (and food!) keeps Munich on the top of must-see destinations
in Germany. All major tourist sites can easily be reached by
the city’s metro lines, such as the Marienplatz (Mary’s Square),
Englischer Garten (English Garden), Frauenkirche (Church of Our
Lady), Peterskirche (St. Peter’s Church) and the famed Deutsches
Museum. You can also take a day tour from the inner city to nearby
Dachau Concentration Camp or the scenic German Alps region of
PRAGUE: Known as The City of a Thousand Spires, Prague is surely Garmisch-Partenkirchen with its picturesque castles. The worldfamous Oktoberfest also takes place here throughout the months of
one of Europe’s most beautiful cities. The Czech Republic’s capital
and largest city is located only 260 km from Grafenwoehr, Germany. September and early October. For more information, visit Munich’s

Filled with gothic churches, cobblestone streets and the majestic
Prague Castle, most tourist destinations can be navigated via foot,
making it the perfect destination for a long weekend. Be sure not
to miss Old Town Square with its famous astronomical clock,
Charles River and Bridge, the Old Jewish Ghetto and Cemetery,
and Wenceslas Square. For more information on Prague’s many

cz/en. A reminder if traveling by POV: you are required to
purchase a vignette (road usage sticker) that you affix to your
windshield while in the country, which is required for use of
motorways and expressways. This can be easily done at any gas
station shortly following the border crossing.
BENELUX: The Benelux area is comprised of three European
countries in northwest Europe: Belgium, the Netherlands,
and Luxembourg. All three countries are very easy to navigate
from U.S. bases throughout Germany. Those who reside in
Spangdahlem can reach Brussels, Belgium in only 230 km; the
Kaiserslautern area is only a short 160 km from Luxembourg
City. Another good option for easy travel throughout the area
is the Eurail Benelux Pass, which provides rail access to popular
destinations such as Amsterdam, Brussels, and Bruges, and is
typically valid for 3 days travel within a month.

BERLIN: Germany’s capital and largest city can be reached from any
U.S. military installation via car, rail or air. Located in northeastern
Germany, the European metropolis is a city filled with culture,
art, gastronomy, world-renowned museums and rich history. Visit
the Berlin Wall and Checkpoint Charlie, the famed East GermanWest German border crossing turned tourist destination. Other
must-sees are Museum Island, Reichstag, the Jewish Museum,
Brandenburg Gate, or you can opt to get away from the bustle of the
city by visiting Gruenwald, Berlin’s largest forested area. For more

Tips to stay within budget while traveling around Europe.
BASE-ORGANIZED TRAVEL: Organized bus tours can be a
good way to travel in Europe for those who are not comfortable
traveling alone, looking to cut costs, or simply wish to spend less
time organizing their own travel. Check with your local USO Office,
RTT, SATO or Outdoor Recreation Office to get a sampling of the
organized tours they have to offer in your community.

BYPASS HOTELS: Often times, it is much more affordable and
comfortable to rent an apartment versus relying on traditional hotel
stays when traveling. It gives you the opportunity to accommodate
larger groups, families with children, and stretch your dollar all the
while feeling like less of a tourist and more of a local. You are also
rewarded with more space and access to a kitchen (and on occasion,
parking), which can cut back on food expenses. In most cases, you
will deal with the owner (a vast majority speak English), and in other
instances, you work with an agency. A cleaning fee is typically included.
There are many ways to find apartment rentals; here are a few
websites: www.vrbo.com, www.homeaway.com and www.airbnb.com.
FREE WALKING TOURS: Many of Europe’s largest cities offer
walking tours at no charge. The tour guides work on tips, and you
are free to tip what you feel is appropriate. Most last 2-3 hours, and
they are a great way to get a quick city orientation on just about

AIRFARE: Take advantage of many of Europe’s low-cost airliners that
will offer airfare to major tourist destinations at very affordable rates.

TRAVEL IN THE OFF-PEAK SEASON: Travel in Europe
is typically divided into three seasons: low season (Nov-Mar),
mid or “shoulder” season (Apr-mid Jun and Sept-Oct), and peak
season (mid-Jun-Aug). Timing your vacation in the low season has
its advantages, as long as you can brave through some of the offseason weather. Airfare drops by hundreds of dollars, tourist crowds
are thin, hotels are quieter and many top attractions have minimal
wait times.
HOSTEL SITES: While a hostel is not for everyone, it is one of
the most inexpensive ways to travel in Europe. You rent a bed in a
communal area rather than a private room and often times share
a community bathroom. It can be a great way to meet new friends
along the way and mingle with people throughout the world. Not
for you? No problem, but be sure to not overlook hostel sites for
information on some of the most budget friendly tourist sites in
major European cities. Their lists of affordable and even free activities

TO START, SIMPLY SIGN UP IN PERSON OR BY PHONE
IF YOU MEET THESE ELIGIBILITY REQUIREMENTS:
• Participants must be on active duty, or retired from, any branch of the U.S. Military, the Guard or
Reserve component, or a Government Service (GS) employee
• Must have direct deposit of net employment earnings from Defense Finance and Accounting Service
specials
(DFAS) into a Service Credit Union checking account in each of the previous three months
• Must be enrolled in the Service Credit Union Courtesy Pay program. Courtesy Pay is an overdraft
protection service on Service Credit Union checking accounts. Guaranteed Pay increases your
Courtesy Pay limit from $1,000 to $2,000 with direct deposit, based on your available balance
TO ACTIVATE GUARANTEED PAY:
• Be enrolled for 90 days prior to accessing Guaranteed Pay
• Contact Service Credit Union (in person, via telephone, e-mail from a registered military address,
or by secure chat) prior to the next scheduled deposit to activate, if you are enrolled and you fail to
receive your usual payroll direct deposit from DFAS
GUARANTEED PAY LIMITS:
• Service Credit Union will only provide Guaranteed Pay for one missed DFAS payroll
direct deposit

Must be a member of Service Credit Union or eligible for membership.
FREE ATMS AND INTERNATIONAL VISA FEES
The number of free withdrawals from non-Service Credit Union ATMs is 20
monthly. ATM surcharges from other financial institutions will be refunded
up to $20 a month and Visa International Service Assessment (ISA) fees on
debit and credit cards combined will be rebated up to $20 monthly. Eligibility
requirements are direct deposit of entire net pay into a Service Credit Union
(SCU) checking account (not allotment) and maintaining a positive balance in all
your SCU accounts. Refunds will be applied to account on first business day of
the following monthly cycle that the rebate eligibility requirements were met.
The rebate benefit is only available for SCU checking account holders. Excludes
No Fee Checking.
KIDS ACCOUNT FREE GIFT
Deposits must be made by the child and awards are only made when child is
present.
GET PAID UP TO TWO DAYS EARLY
Must maintain direct deposit of entire net pay into a Service Credit Union
checking account to qualify. Immediate credit of your direct deposit to your
Service Credit Union checking account up to two (2) days early is based upon
when we receive your payroll from your employer. Service Credit Union cannot
assume any liability for not depositing these funds to your account early.
GUARANTEED PAY
Qualified military or government workers with direct deposit of their net
employment earnings from the Defense Finance and Accounting Service (DFAS)
into a Service Credit Union checking account in each of the previous three
months, and who are currently enrolled in Courtesy Pay, are eligible to enroll
in Guaranteed Pay. Service Credit Union will extend the regular available
Courtesy Pay from $1,000 to $2,000 for Guaranteed Pay, at the end of a 90-day
enrollment period, which must be repaid in full within 33 days of activation.

MILITARY RELOCATION LOAN
Maximum term is 36 months. Maximum loan amount equals $2,500.
Loan applications must be received within 120 days before or after the
member’s reporting date to new assignment. Direct deposit of net pay to
Service Credit Union is required. Military and civilian personnel with PCS orders
or deployment orders to any overseas duty stations are eligible.

Student Checking Account available for those age 13-25 years. Parent/legal

member of Service Credit Union or eligible for membership to order a V PAY
card.
VETERANS
Must have served in the military and maintain direct deposit of your entire net
pay (not allotment) into a Service Credit Union checking or savings account. See

WARRIOR PROGRAM
Warriors are defined as members who are assigned to or who have returned
in the past 120 days from peacekeeping operations, hostile environments, or
combat/war zone areas where our troops are in imminent danger of enemy
attack (PCS does not qualify) or service members decorated with the Purple
Heart, Bronze Star, or a higher combat-related award and military members
currently on active, Reserve, and Guard duty. Warrior Rewards benefits are
extended indefinitely to active, Reserve and Guard duty as well as retired
military and DoD civilians, both with 20 or more years of service. Direct
deposit of entire net pay must be maintained (not allotment). See servicecu.org/
warriorrewards for rate discounts.
WARRIOR SAVINGS
Active duty military, Reserve and Guard members deployed in combat
zones may deposit all or part of their pay up to maximum of $10,000 into a
Service Credit Union Warrior Savings Deposit Program Account (WSDP) to
earn the Warrior Savings rate. Service member must be serving in a combat zone
as defined by Service Credit Union. Orders of deployment to a combat zone
must be provided. The Warrior Savings account is part of Service Credit Union’s
Warrior Rewards Program. No minimum is required to earn dividends, $5.00
must be deposited to open the account. Qualifying deposits include direct
deposit or an allotment, or the transfer of funds from a Service Credit Union
account. Such transfers must not exceed net military pay deposited with
Service Credit Union within that month. Transfers of lump sums from other
sources and funds already on deposit with Service Credit Union do not qualify
for this program. Receipt of E-statements is required. Account will stop accruing
dividends per redeployment orders plus 120 days.
