Revenue Receipts Below Expectations
TOPEKA – A combination of factors including lower than expected corporate, sales and individual income taxes pulled Kansas revenue receipts below
estimates for February.
Tax receipts were $49.9 million below expectation for the month. Individual
income tax receipts were $27 million less than expected driven in part by the
state paying out $8.4 million more in refunds and bringing in $11 million less
in withholding compared to February 2015. Most of the $11 million withholding
shortfall came from the state’s 85 largest weekly filers.
Corporate income taxes were down $7.7 million, and state sales tax receipts
were $12.3 million short of estimates for the month.
“After seeing several months of individual income tax growth and strong withholding, we’ve had a decline in February, which shows that Kansas, as many
Midwestern states, is facing a downturn in the oil and gas sectors of the economy,” said Revenue Secretary Nick Jordan.
Total tax receipts for February, reflecting money collected by the Kansas Department of Revenue and other agencies, totaled $283 million.
Total revenue from all tax sources was $296.3 million, which is $56.7 million
below estimates for the month. Agency earnings were $1.8 million less than expected for the month and insurance premiums were $4 million less than anticipated because payments that were expected in February were received in March.
Total tax receipts for the fiscal year through February are, $3.6 billion or $84.2
million below estimates. Total revenue receipts from all sources for the fiscal
year through February are $3.8 billion or $19.7 million, or 0.5 percent less than
estimates.

Construction Kicks Off Along Kansas Ave.
Construction kicked off for the Kansas Avenue road improvement
project on the morning of March 1, 2016. Currently, road closures are
in place for through traffic on Kansas Ave. from the I-435 south bound
ramp going west to 98th St. Traffic going north and south along 98th
St. will remain uninterrupted at this time. Additionally, Kansas Ave.
400 ft. west of the 98th St. intersection has also been closed. Detour
routes are labelled. This work represents the first phase of construction.
Kansas Ave. has dealt with a number of complications involving
drainage, visibility, and width. The road project will address these issues. The project is primarily funded by grant money awarded by the
Mid-America Regional
Council (MARC) through the 2015-2016 Surface Transportation/
Highway Bridge Program.
The road improvements will be similar to the work done to Edwardsville
Dr. in 2012. The project will improve approximately one mile of road and
three large culverts will be replaced or extended. The roadway will be
curbed and guttered in addition to being widened to 32 ft. from curb to
curb. The intersection of 98th St. and Kansas Ave. will be reconstructed.
Effected driveway approaches will be replaced and new sidewalks will
be installed on the south side of the road. Sight distances will also be
improved throughout the project.
The total length of the project is expected to last throughout 2016.

upon request. Ongoing updates will be provided on the City’s website

U.S. Air Force Airman Nicholas J. Schwab graduated from
basic military training at Joint Base San Antonio-Lackland,
San Antonio, Texas. The airman completed an intensive,
eight-week program that included training in military discipline
and studies, Air Force core values, physical fitness, and
basic warfare principles and skills. Airmen who complete
basic training earn four credits toward an associate in applied
science degree through the Community College of the Air

Notice is hereby given to the
qualified electors of the City of
Bonner Springs, County of Wyandotte, State of Kansas that a special election has been called and
will be held on Tuesday, April 12,
2016, for the purpose of submitting to the qualified electors of the
City of Bonner Springs the following proposition:
“Shall a City General Purpose Retailers’ Sales Tax in the
amount of one-quarter of one percent (.25%) be levied in the City
of Bonner Springs, Kansas pursuant to the authority granted in
K.S.A. 12-187, such general purpose sales tax will be a portion of
the total retailers’ sales tax of one
and three-fourths percent (1.75%)
which will be levied by the City
upon passage of this proposition,
with such tax to be used for the
general operational needs of the
City to provide additional revenue
as required to provide an adequate level of public services with
the City. Such levy of tax to remain in effect for an indefinite period with collection to begin upon
the repeal date of the current City
Public Library Special Purpose
tax of one-quarter percent (.25%)
established by Ordinance No.
2147. Yes or No.”
Notice of the election will be
provided pursuant to K.S.A. 252018(f), as amended. The election
will be conducted in accordance
with the Mail Ballot Election Act,
K. S. A. 25-431 to 25-440, inclusive, as amended, and held by the
City of Bonner Springs, Kansas
under the authority of K. S. A. 12187(e), as amended. The Mail Ballot Election Act provides that the
Wyandotte County Election Commissioner shall conduct the election by mailing an official ballot to
each qualified elector in the City
of Bonner Springs on a date occurring no sooner than the 20th
day before the date of the election
and not later than the 10th day
before the election. Instructions
on how to mark the ballots to vote
either for or against the proposition submitted thereon will
accompany the ballots, together
with a stamped, addressed return
identification envelope in which
the marked ballot must be placed.
IT IS IMPORTANT FOR
EACH QUALIFIED VOTER TO
NOTE THAT YOUR BALLOT
CANNOT BE COUNTED UNLESS
YOU TAKE THE APPROPRIATE
FOLLOWING STEPS:
1.
You must personally
sign and place your correct address on the return identification
envelope.
2.
If you choose to mail
your ballot, you must put it in the
identification envelope and place
it in the United States mail early
enough so that it may be received
by the Wyandotte County Election Commissioner no later than
12:00 Noon, April 12, 2016.
3.
If you elect not to mail
your ballot, you must PERSONALLY deliver it in the return identification envelope to the office of
the Wyandotte County Election
Commissioner, 850 State Avenue, Kansas City, Kansas 66101,
at any time during regular business hours from 8:00 a.m. to 5:00
p.m., Monday through Friday,
but before 12:00 Noon on April
12, 2016.
If the ballot of a qualified
elector is destroyed, spoiled, lost
or not received in the mail by the
qualified elector, a replacement
ballot may be obtained from the
Wyandotte County Election Commissioner. Persons qualified to
receive a replacement ballot may
do so by signing an application
