NUMBER 409 PARISH COUNCIL NOTES RETIREMENT OF CHAIR AND FINANCIAL OFFICER It was with a lot of sad feelings that that Anne and Fred Mogridge decided that it was time to retire from Littlemore Parish Council. Each has worked hard representing Littlemore for about thirty years. Their influence goes far outside the Parish and both are respected throughout the City. We will miss them. Ann is also retiring from being Chair of the Parish Council. She has represented the Parish throughout Oxfordshire, and has steered us through good and bad times. Using her gentle sense of humour, she has kept Councillors and visitors in order in a calm yet firm way. We know that the influence she had had here will live on in the new Parish Council. Lynda Comber, new Chair JUNE/JULY 2016 NEW CLERK Paul Isaacs, who has over 26 years of local government experience, took over as Clerk in April. You can pop in to see Paul between 2 and 5pm most Monday afternoons at the Littlemore Community Centre, Giles Road. NEW: PARISH COUNCIL WEBSITE The new Parish Council has agreed to establish a new user-friendly community website and this will hopefully be up-andPARISH COUNCIL ELECTIONS running by the end of the summer. The mosaic celebrates some of the history, houses and people of Littlemore - and of course Oxford United! A real range of people came together: it gave new confidence to some. The class was run by the Workers Education Agency, and funded by the Skills Funding Agency: materials and fitting costs were covered by Oxford City Council. Rita Bevan SWIFT WORK at BBOWT Swifts, the acrobats of the skies that spend almost all their lives flying, will soon be seen & heard in Littlemore thanks to Southern Electric Power Distribution. Swifts have declined in number by @40% since the mid 1990’s, partly because of loss of nest sites. So The Berks, Bucks & Oxfordshire Wildlife Trust decided to put several swift boxes on their HQ in Littlemore. Because their building is so tall and they had no funds to pay to have boxes installed they asked the electricity network operator to help. Without hesitation SEPD lent people and equipment from their Yarnton Depot, and the nest boxes were installed in time for the birds’ return from Africa. Look and listen out for them! Thrive had made bird box kits from scratch for BBC Spring Watch, and needed extra hands to assemble and package them. The call for support was very last minute and Thrive was hugely impressed by the cadets that volunteered. Over 100 students and staff took part with 6th Former Owen Karau setting the pace for the whole race. Dejan Tetek (Year 9) finished 1st for the boys and Jessica Tyrell (Year 7) finished 1st for the girls. *Year 10 student Harley Giles was awarded the Kevin Durham Memorial Trophy at the Oxford United vs Wycombe league match in May. Named after a former U’s player, the award recognises the most promising under 15 player in Oxfordshire. Retiring Chair’s Report from Anne Mogridge. Anne thanked Pauline Jones, and the Minutes Secretary, Margaret XXXXXX, both of whom have recently retired. Both she and Fred wish the PC well for the future. She offered a warm welcome to Paul Isaacs who she knows has knowledge of Littlemore, and fresh ideas about how the PC might move forward. She is confident that the Parish Council will continue to be an accessible unit of Local Government. The work of the Parish Council is mostly concerned with Amenities, Finance and Planning. The largest amenities project of the year was the provision of new play equipment and a BMX track at Herschel Road Recreation Ground, and benches and bins at Herschel Crescent and Oxford Road Recreation Grounds. Anne congratulated our groundsmen on their excellent work. Littlemore Community Association: report from Dorian Hancock. LCA is a registered charity for Littlemore: it runs the Council-owned Community Centre, and raises money through offering space for hire in the refurbished rooms. The new Parish Clerk Paul Isaacs will offer a weekly community surgery there. (See note on front page). Planning Committee: report from Dorian Hancock. A busy year with plans agreed for more than 400 new homes on the Oxford Road side of Littlemore, and distress at the visual impact of redevelopment of the DHL site on the Sandy Lane West side of the Parish. Money from this latter development will be used for a pedestrian crossing in SLW: it is hoped that this will slow traffic speeding on and off the ring road in this 20mph zone. Half of the money is already available. City Council: report from John Tanner. At the recent elections Labour won two seats from the Greens and now holds 35 of the 48 seats. John will continue to campaign for more houses and a better bus service in Littlemore. County Council: report from Gill Sanders. Gill has been campaigning to keep the children’s centres open: closure has been delayed until February 2017, after which there will be Family Hubs. One will be at Rose Hill, and will serve Littlemore. The hope is to continue to offer a drop in service to local families so that people can refer themselves as soon as they recognise need. Littlemore Local History Society: report from Sue Stewart. LLHS has a membership of about 30, and a varied programme of talks and both summer evening and occasional weekend walks. The Society has joined a county-wide project recording all gravestones, the results to be published on a CD, and connected to the Parish Register. LLHS continues to undertake archeological investigation with metre-square test pits in private gardens in the Parish. The Oxford Academy: report from Katie Screaton. TOA continues to try to make contacts in the community, and has recently featured on BBC TV. in March it launched a new Sixth From programme which offers a wide range of academic and vocational training, and contacts with local employers. The recent successes of the new Year 12 students have set a precedent for other year groups. They wish to build a 6th form that contributes to the life and learning of the school and the wider community. The Brownies: report from Maggie Willis. Littlemore Brownies is for girls between 7 and 10 years of age, and they have links with Cowley Girl Guides so that members can make an easy transition. They have a varied programme including art, craft, drama, adventure and cooking. They took part in OxClean this year, and the RSPB Bird Watch. A theatre visit was funded by Nigel Woodley at The George. Littlemore Village Hall: report from Maggie Willis. LVH Management Committee has purchased more upholstered chairs, a projector, and a screen, so the hall now has more use in the day. There have been improvements to the garden and some internal rearrangements to make the entrance less cluttered. Plans for a greater refurbishment, and transition to Charitable Incorporated Organisation Status are in place under its new Chair Claire Drinkwater. The Baptist Church: report from Andrew Bevan. The Church has about 25 members who meet on a regular basis. At Open House, which runs every Thursday, it offers weekly conversation & refreshments to whoever would like to come. The Littlemore satellite of the Community Emergency Food Bank operates there at the same time. This is a referralbased service: clients obtain a blue slip from a clinic, doctor, social worker, minister, advice or children's centre. Seventy-eight people have used the service since mid December, including 37 children.
