When I had the honor of being elected to serve as Mundelein’s leader eight years ago, I told myself that two terms would be my maximum length of service. I figured if this term length was good enough for the President of the United States it should be good enough for the Mayor of Mundelein. I believe change in leadership is good for an organization. With new leaders come new ideas and new energy. I wish to thank the community for allowing me to serve in this important position. I have enjoyed almost all of my time as Mayor. As with any position, there are always a few controversies and antics that detract from the joy but those were, for the most part, far and few between. Together, we – which includes residents, department heads, Village staff , administration and the Village Board - have accomplished a great deal in the last eight years. Here are a few highlights. We eliminated Village vehicle stickers and dog tags; made board meetings available on cable television and the internet; begun to accept credit card payments; quieted the automated train horns and established a real railway quiet zone; truly begun the downtown redevelopment project which will include a newly constructed LEED certified Village Hall as the catalyst for future commercial and residential projects; maintained an increase in funding for residential street repairs; weathered the economic recession with minimal impact to services and property tax bills; organized the electrical aggregation program helping residents save significantly on their electricity cost; converted to a single waste hauler agreement to save residents money and also increase recycling; reestablished the Human Relations Commission; began several community initiatives including the Craft Beer Festival, Farmer’s Market and Annual Art Festival; adopted a new zoning ordinance and comprehensive plan; attracted or retained residential and commercial developments including the Rubloff and the Grand Dominion projects. These are but a few of the changes Mundelein has seen in the past eight years. The future is ripe with opportunity! The wheels are in motion for the new initiatives. (continued on page 2) Mayor’s Message (connued) These include the complete reconstruction of West Hawley Street from Midlothian Road to Route 45 and will include utility replacement, traffic signal at California Avenue, and construction of a multi-use path. Engineering will begin for a grade separation at the Route 60/83 Canadian National Railroad crossing (funding of actual grade separation uncertain at this time). A traffic signal will be installed on Midlothian Road at the Community Park Entrance. Pay-ByPhone will be available at the METRA commuter parking lot. Storm water control will be improved with a number of initiatives including improvements to the Seavey drainage way. Groundbreaking will occur and construction will begin for the new Village Hall in April. Intersection improvements at Route 60/83/176 intersection will occur thanks to a $5 million State grant secured through the efforts of State Representative Sullivan. These are but a few of the exciting things that Mundelein will enjoy in the near future! Please know that I have enjoyed my service to the community, I have always tried my best to do what I thought was the right thing and I wish each of you and the new administration the best in the years to come. 2013 Diversity Award Recipients E lection day is April 9th. Early voting begins March 25th and ends April 6th. The Fremont Library is an early voting location. In this election, Mundelein voters will be voting for Mayor, three Trustee positions, and Village Clerk. Mayor Kessler and Clerk Dahlstrom are not running for re-election, voters will elect new individuals for these offices. There are six individuals running for three trustee positions, three individuals running for Mayor and one person for Village Clerk. The following referendum is also on the April 9th ballot: The 2013 Diversity Awards were presented by the Human Relations Commission (HRC) at the February 11th Village Board meeting. The HRC was established to assure that all residents are afforded mutual respect, cooperation and understanding. The Diversity Award celebrates the actions of individuals and organizations that embody the goals of the Commission. Shall the Village Clerk in the Village of Mundelein be appointed by the Mayor with the concurrence of the Village Board of Trustees, rather than elected? In the Organization Category the 2013 recipient was the Lake County Center for Independent Living (LCCIL), an organization empowering people with disabilities to lead self-directed lives as valued members of the community. LCCIL is located in downtown Mundelein. The Center provides leadership and life skills training, and disability awareness programs countywide. A “yes” vote on the referendum means that the Village Clerk will no longer be elected by the voters after the April 9, 2013 election. The position will instead be filled by Mayoral appointment, with the concurrence of the Village Trustees. The term of the clerk that is elected on April 9, 2013 will end when his or her successor is appointed by the Mayor at the first Village Board meeting in May, 2017. Residents will elect officials to serve on the municipal, township, park and library district boards, as well as school board members, community college and regional board of school trustees. This year’s recipient in the Individual Category was Valerie Walker, Mundelein AYSO Board Member. Ms. Walker is the Very Important Player (VIP) Program Administrator. This program provides children with special needs the ability to participate in soccer with the help of a buddy (who is trained to work with children that may have mild autism, hearing impairments, cerebral palsy or Down Syndrome). Ms. Walker brought the program to AYSO in 2003. It has grown ever since. Through her efforts the AYSO VIP program has become a model for the Midwest. The Commission thanks all those who submitted nominations on behalf of many other worthy people and organizations. Ϯ ELECTION APRIL 9TH Mundelein Maers ·DƵŶĚĞůĞŝŶ͕/>ϲϬϬϲϬ A “no” vote on the referendum means that the Village Clerk position will remain an elected position, as it is now. There will be no change to the current process if the majority of voters choose this option. Safety Tips &ŝƌĞĞƉĂƌƚŵĞŶƚ Severe Weather Preparedness In our area, the peak tornado ‘season’ is April through June, however tornadoes can occur at any time. Tornadoes generally move from southwest to northeast, but can move in any direction attaining forward speeds from 30 to 70 mph. Tornadoes are often associated with thunderstorm activity. Before The Storm: • • • • Develop a plan for your family for home, work, school and when outdoors. Have frequent drills. Listen to radio and television for information and updates. Plan activities accordingly so you are prepared and don’t get caught off guard. A NOAA Weather Radio is useful as it can provide a warning alarm tone and works on battery back-up to receive warnings. A s the outdoor cooking season approaches, here are some tips to consider when you are grilling. Mundelein Fire Prevention Code prohibits the use of charcoal or gas-fired barbecue grills on combustible decks or balconies or within 10 feet of combustible construction. As these structures age, they tend to dry out and become more susceptible to Fire. Severe Weather Notifications WATCHES: Weather conditions are such that thunderstorms or tornadoes are possible in your area. Remain alert for approaching storms. WARNINGS: A thunderstorm or tornado has been sighted or indicated by weather radar. If a tornado warning is issued for your area and the sky becomes threatening, move to your pre-designated place of safety. Outdoor Warning Sirens: Tornado sirens are only activated when a tornado warning is issued for our immediate area or when an actual tornado has been sighted in the immediate area. Sirens are activated Village wide in order to alert all residents of the weather conditions. Upon notification via siren, residents are expected to take appropriate cover for safety. Exception: Sirens are tested at 10:00 a.m. on the first Tuesday of each month during tornado ‘season’. If sirens are heard at this specific time, please make note of weather conditions to verify that this is only a test. Prior to using a gas-fired grill for the first time this season, check that the burners and gas tubes are all aligned properly and that there is nothing blocking any openings. Also check that no insects or animals have used your grill for a home over the winter. Remove any nesting materials that may cause a fire. As with any open flame or gas-fired device, close adult supervision is extremely important. Be sure that all charcoal is extinguished prior to disposal when cooking is complete. Turn off all gas valves on gas-fired appliances when not in use. Renters Insurance REMINDER With the recent change to Daylight Savings Time……. REMEMBER TO CHANGE THE BATTERIES IN YOUR SMOKE AND CARBON MONOXIDE DETECTORS. A re you among the two-thirds of renters that don’t have renter’s insurance? This is more common than you think, All too often firefighters see renters who lose their personal property in a fire and have no insurance to cover the loss. Many believe that in an event such as a fire, the landlord’s homeowners insurance will cover the cost to replace their personal property. Unfortunately, this is not the case. The Landlords insurance may cover the physical structure, the personal property they own (such as appliances), and loss of rent, but does not cover the renter’s personal property or expenses incurred while relocating. Renters insurance is less expensive than other insurance policies. The cost depends on where you live, and how much personal property you have, but for the typical renter it likely less than $20 per month. DĂƌĐŚ·ϮϬϭϯ ϯ WŽůŝĐĞĞƉĂƌƚŵĞŶƚ Mundelein Ranked Among Top 100 Safest Cities T he Village of Mundelein was ranked as the 52 nd safest community in the country by NeighborhoodScout, for cities with a population of 25,000 or more, based on total number of crimes per 1,000 residents. Crimes include burglary, larceny, theft, motor vehicle theft, homicide, forcible rape, armed robbery and aggravated assault. NeighborhoodScout ranks every city in the United States after gathering final crime report data from all law enforcement agencies. This ranking process produces a more comprehensive analysis than others because it provides an accurate representation of complete number and types of crimes that occur within a community. In Illinois, only Bartlett (#4) and Buffalo Grove (#35) ranked higher than Mundelein (#52). Eric Guenther Selected as Police Chief Effective February 1, 2013, the Vi l l ag e Board appointed Eric Guenther as Chief of Police. 33 applications were received for the Chief position from across the nation. Candidates were reduced to 18, then 6 and ultimately 3 finalists. After an intensive evaluation process the decision was made unanimously by the selection committee to recommend Guenther for the position. Guenther graduated from the University of Wisconsin Platteville with a Degree in Criminal Justice. He joined the Mundelein Police Department in 1995, was promoted to Sergeant in 2001, Commander in 2003 and Deputy Chief in 2009. He attended the Northwestern University School of Police Staff and Command, FBI National Academy and the Police Executive Research Forum at Harvard University and received his Police Chief Certification from the Illinois Association of Chiefs of Police in 2012. ϰ T he Police Department supports Special Olympics of Illinois with a variety fundraising events throughout the year. In February, the Department’s “Frozen 5-0” Team raised over $2,500 for Special Olympics as a part of the Fox Lake Polar Plunge and took home the Golden Plunger Trophy (awarded to the department that raises the most money) for the second year in a row. The Police Department raises funds for this worthy cause by participating in these upcoming events: GOLF OUTING - Wednesday, May 29, 2013 Golf weather will soon be here, contact the Police Department at 847-968-3770 if you would like to participate in this event. Ball Drop - buy a ball for $5, or 5 for $20. 50% of the proceeds will go to the winner and 50% will be donated to Special Olympics. Raffle tickets are also available $1 each or $20 for arm’s length. The event will take place at the following participating Dunkin Donuts locations: 346 North Lake Street (corner of Route 45 and Hawley Street) 722 South Route 83 LAW ENFORCEMENT TORCH RUN - Sunday, June 9, 2013 As a prelude to the Special Olympics annual contest in Springfield, law enforcement personnel from around the state carry a torch, just like is done for the International Olympics. As the run proceeds through Lake County, Mundelein Police personnel will participate. This is your opportunity to purchase a t-shirt or sponsor a runner. Mundelein Maers ·DƵŶĚĞůĞŝŶ͕/>ϲϬϬϲϬ ƵŝůĚŝŶŐĞƉĂƌƚŵĞŶƚ Reminders Sanitary Sewer Problems S anitary sewer stoppages often lead to bigger problems. If a stoppage is caused by a damaged pipe or tree root infiltration, the sewer pipe becomes clogged. Rodding of the sewer can sometimes free the clog, but sometimes a bigger solution is necessary. Replacement of the pipe section requires an excavation, and can be a very costly repair. The Building Department recommends that the homeowner get three estimates listing the details of the problem and specifically how the repair will be made. All too often, hasty decisions due to the urgency of the situation can lead to selecting a contractor who may not be qualified, or who does not have the equipment to determine the exact cause of the stoppage. A building permit and inspections are required to ensure that the repair is made properly. A licensed contractor is also required to make these types of repairs. Rental Registration Renewals were due on January 31st. All residential properties which are not occupied by the owner are subject to this registration. Applications are available in the Customer Service Department at the Village Hall, or can be found on the Village website at www.mundelein.org under the forms section. The fee for renewals received after March 1st is $50 and renewals received after April 1st. will be $70. Grass Maintenance Village Ordinance requires that grass and weeds be maintained less than eight inches in height. Within two working days of receiving your request, representatives from underground facility owners will mark the location of their underground facilities with paint and/or flags. /ŶƚĞƌĂĐƚŝǀĞ'/^DĂƉƉŝŶŐ T he Village of Mundelein offers its own online interactive G.I.S. (Geographic Information Systems) map, which offers detailed property information and a host of customized tools for our residents. This tool can be used to look up information on your property such as refuse and recycling pick-up days, school districts and polling locations. Residents can access this through a search by address. This online map is powered by an application known as MapOffice™. All residents have access to it because Mundelein is a member of the GIS Consortium, a 21-member organization that unites local governments to share the cost and benefits of GIS technology. To see your property in MapOffice™, click on “Interactive Village Maps” located in the lower left corner of the Village website. This will take you to The MapOffice™ application. Type in an address or zoom in on the map to start exploring Mundelein! Hydrant Flushing F ire hydrants throughout the Village owned water distribution system will be flushed between mid-April through late May, weather permitting. This annual task is necessary to ensure that every fire hydrant works properly and to clear the water distribution system of unwanted debris and sediment. After the hydrants in your neighborhood are flushed, please check your tap water before using it for cooking, drinking or laundry as some rust or other stain producing particles may remain. These particles remain only briefly in the water, giving your water a slightly rusty tinges. The rusty-looking water may look unsettled, but the water is safe to drink. The rusty tinges should disappear within a few minutes if you leave the tap on. Be careful as these particles may stain your laundry. For information about hydrant flushing, call (847) 949-3273. Notice signs will be placed in neighborhoods as flushing occurs. ϭϮ Mundelein Maers ·DƵŶĚĞůĞŝŶ͕/>ϲϬϬϲϬ C urrently, there are about 3,000 ash trees in the Village of Mundelein on public and private property. The Emerald Ash Borer (EAB) is a relatively new infestation, but has been spotted in several locations in the Village. The insect is small, green and metallic and infests only ash trees. The larva does the major damage by destroying the innermost bark layer of the tree. To date, there has been no confirmed method of eradication other than tree removal. In a proactive approach, the Village Board adopted the Emerald Ash Borer Management Plan, which provides a framework for managing this invasive insect and replacing infested parkway trees. Residents should be aware of the following signs of possible infestation: • Small, "D-shaped" exit holes from the trunk • Serpentine feeding pattern galleries in areas of the trunk with bark removed • Increased woodpecker activity • Sprouting at base of trunk • Canopy die back If you think your ash tree is demonstrating signs of EAB, please contact Public Works at 847-949-3270. Infested parkway trees will be removed by the Village, while private trees will be required to be removed promptly or treated for infestation by the property owner at their own expense. o ƵƚŽŵĂƚĞĚ,ŽƌŶƐ^ŝůĞŶĐĞĚ n February 28th the CN Railroad silenced the automated railroad horns that have been a fixture at seven Mundelein railroad crossings for over ten years. The equipment will be removed in mid-March. Before the horns could be removed the Village had to make improvements to the Route 60 and Allanson Road railroad crossing; and, all crossings had to be approved by the Federal Railroad Administration (FRA) for addition to the Lake County Train Horn Quiet Zone. The process involved the cooperation of the CN Railroad, FRA, the County of Lake, and all the municipal members of the WŽƐƚĂůĂƌƌŝĞƌ&ŽŽĚƌŝǀĞ ^ĂƚƵƌĚĂLJ͕DĂLJϭϭ͕ϮϬϭϯ Lake County Quiet Zone Task Force. The automated horns were initially installed on an experimental basis in 2001 as an alternative to locomotive train horns. At that time, horn disruption was viewed as a serious quality of life concern. There was no alternative to train horns acceptable to the Illinois Commerce Commission (ICC) and the FRA until the automated horns were developed. Mundelein was the first community in Illinois to use automated horns to silence train horns. In 2005 the FRA established new procedures for creating Quiet Zones as an alternative to train horns and automated horns. The Lake County Quiet Zone was created in January 2007 silencing train horns on the Canadian National line from Lake Cook Road to the Wisconsin border. Mailbox Replacement Spring is a good time to check the condition of your mailbox, rotting posts are the primary reason mailboxes get knocked down by snow. If you plan on installing a new mailbox, please install per United States Post Service regulations which require the front face of the mailbox be set back 12 inches from the curb. The bottom of the mailbox must be 48 inches above grade level. These dimensions allow the snow plow blade to go under the mailbox while still maintaining the proper distance for mail delivery by truck. During this period, Village of Mundelein residents may set out household items and other refuse items (that would normally be collected for an additional fee) for free. These items should only be set out on your regular collection day. Refrigerators, freezers, air conditioners, and other appliances containing Freon will not be collected unless refrigerants have been removed and the appliance is properly tagged confirming removal. The following are not collected: electronics, oil, gasoline, chemicals, 35 and 55 gallon drums, fuel containers, tanks, pesticides, asbestos, railroad ties, paint and large quantities of construction debris and tires. MUNICIPAL AGGREGATION Through the Mundelein Municipal Aggregation Program, all Mundelein electricity customers (other than those who opted out) have been switched to First Energy for the aggregated rate of .0477 cents per kilowatt hour (or slightly higher rate of .0486 cents for “green” energy). First Energy’s name will appear on your electricity bill along with the rate. Most companies do not use deceptive tactics to lure customers, however many companies continue to legally solicit customers covered by municipal aggregation to switch.
