However, much work remains before the building is ready for the winter months when the interior work will commence. You can follow the construction process by selecting the Downtown Mundelein avatar at the top of www.mundelein.org and then choose “Gallery” at the top of the page. You will see pictures of the new building and other site improvements. The start of this year’s street repair program was delayed due to late engineering design changes which pushed the bidding period out farther than expected. I am pleased to report that the $1.54 million project, which includes streets in Loch Lomond, Cambridge Country, and Cambridge West, began the last week of August. Recently, the Village Board took two big steps toward repositioning Mundelein in the marketplace in order to advance our economic and community development. First, we hired Business Districts Inc. to help the Village develop a community brand; and second, we have hired a full-time staff member to improve our communications and marketing strategies. A community’s “brand” is how others perceive our Village, and what they say about us. Many thanks to those who participated in our branding survey. We received over 1,000 responses. Our new Communications and Marketing Manager will assist in implementing the branding message that will help set us apart from our neighboring competition. School is back in session; remember to drive carefully, watch for pedestrians, and observe the school speed limits and cell phone restrictions. Finally, be sure to visit the One World Festival on Saturday, September 21st from noon to 5 p.m. at the Metra Station. Communicaons & Markeng T he Mayor and the Village Board are pleased to welcome Dawn Jenich to the newly created position of Communication and Marketing Manager for the Village of Mundelein. Ms. Jenich brings a wealth of communications, public relations and marketing expertise to the Village of Mundelein from a number of different industries including healthcare, finance and education. “Ms. Jenich” Mayor Lentz explained “will work closely with the Village Board and Village departments to ensure effective, branded marketing communications including the Village website, print communication, economic development, and social media. Additionally, she will help to elevate the profile of the Village through media and public relations strategies and initiatives. We are very excited that she accepted the position and look forward to working with her.” Over the past 15 years Ms. Jenich worked as a Public Relations Specialist for Vista Health and most recently as the Marketing Director for Carmel Catholic High School. She is well versed in corporate communications including websites, newsletters, brochures, and press releases; brand management; project and special event management; media and public relations; educational and marketing programming; and short and long-term planning. Village Administrator, John Lobaito commented, “We are fortunate to attract someone with Ms. Jenich’s experience and talent. Aside from her broad work experiences a key factor in selecting Ms. Jenich was that her work history has been entirely outside of government. I am looking forward to her bringing a fresh perspective to our organization.” Earth Day Every Day T he Mundelein Village Board and staff are committed to making the Village as “green” as possible. The recent addition of the multi-family recycling in May of this year is a good example of this philosophy. To reach our goal of 60% diversion of materials from our landfills we need everyone to Recycle First/Trash Last. Nominees must create or be part of a program that recognizes diversity, demonstrates peaceful problem solving, promotes social or cultural understanding, or builds cross-cultural relations. Nominations will be assessed on the level to which the activities are successful, measurable, sustainable, and innovative way to promote tolerance. The nominees must live, attend school, or work in Mundelein. Last year awards were given to Mundelein AYSO Board Member, Valerie Walker. Ms. Walker is the Very Important Player (VIP) Program Administrator. The VIP program provides children with special needs the ability to participate in soccer with the help of a buddy. Lake County Center for Independent Living (LCCIL) is an organization dedicated to empowering people with disabilities to lead selfdirected lives as valued members of the community. LCCIL is located in downtown Mundelein, but serves the whole County. JAWS OF LIFE Fire Department Specialized Response Teams T he Mundelein Fire Department is an active member of the Lake and McHenry County Specialized Response Teams (SRT), which is made up of emergency responders who are extensively trained for specialty rescues and recoveries. The SRT teams serve Northeastern Illinois and are one of the premiere rescue organizations in the State. The team’s mission is to provide a regional firefighter resource group that responds to the request of member agencies, as well as through mutual aid agreements, in order to protect life, property and the environment. Y ou may have seen the “Jaws of Life” at the Fire Department Open House or perhaps you have heard them referenced in a vehicle crash portrayed on television. The history and the function of the “Jaws” dates back to 1963 where they were first used to free race car drivers from their vehicles. This cooperative structure is a cost effective means for municipalities to providing special rescue resources to residents; avoiding the need for each Fire Department to supply all the staff and equipment required for these special rescues. SRT is comprised of the following special teams: Hazardous Materials, Dive Rescue, Structural Collapse, Trench Rescue, Confined Space, High Angle Rescue, Wildland Firefighting and Side Scan Sonar Teams. CERT Team Training F ollowing a major disaster, fire and medical first responders have to prioritize their resources. CERT Teams work with Fire and Police responders to provide assistance to the community immediately following an incident until more help is available. The Federal Emergency Management Agency (FEMA) encourages the use of Community Emergency Response Teams (CERT). Volunteer CERT members are trained by the Fire Department on disaster preparedness. The training provides basic disaster response skills, such as fire safety, search and rescue, team organization, and medical operations. A 20-hour CERT training program will be held on October 18 (6 – 10 PM), October 19 (8 AM – 4 PM) and October 20 (8 AM – 4 PM) at Fire Station 1, 1000 N. Midlothian Road. Participation is free and open to those 18 years and older, or 16 to 17 years old with a signed parental permission slip and waiver. Upon training completion, participants will be invited to join the CERT team. For applications call the Fire Department at 847-949-3260 or email [email protected]. Applications must be returned by October 1, 2013. CERT meets semi-monthly for refresher training and drills, and also provides a First Aid Station during Village-sponsored events. The team is a part of the Lake County Citizen Corps. For more information about Lake County CERT Teams visit www.citizencorps.gov/cert or www.emcclc.org/citizencorps. The modern day “Jaws” has two partners (cutters and rams) that assist in extricating victims trapped in a vehicle, machine, or even a building collapse. These tools pry, lift, or cut the obstacle that is trapping the person so they can be safely rescued. These tools can remove a vehicle’s roof in just two minutes. The “Jaws” equipment operates with a hydraulic pump and can be operated by hand, foot, enginepower, or even built into the tool. Previously rescuers often used circular saws for vehicle extrication, but the saw had several drawbacks sparks that could start a fire, loud sounds stressing the victim(s), and it was very slow. The Mundelein Fire Department has three sets of the “Jaws” of life with all of the attachments. Firefighters train regularly and they are tested for proficiency with these tools annually. September · 2013 3 Police Department Latino Police Academy T he Mundelein Police Department will host its first Citizen’s Police Academy for Latino residents. The Latino Citizens’ Police Academy will be the first of its kind in Lake County. The Latino Citizens’ Police Academy is scheduled to take place every Thursday between 7:30 p.m. and 9:00 p.m. commencing on September 19, 2014 and ending on November 21, 2013. The program will not only consist of explaining and demonstrating the various aspects related to the police profession, but will also include other educational topics relating to the ever changing laws as they pertain to the immigrant population. Please note that this program will be predominately in the Spanish language. At the conclusion of the academy, a graduation ceremony will be held and each graduate will receive a diploma. Upcoming Events T he Mundelein Police Academy Alumni Association will be holding its fifth annual spaghetti dinner fundraiser on December 6th from 5:30 p.m. to 8:00 p.m. at the Police Department, 221 North Lake Street, immediately following the Village’s annual tree lighting ceremony. Senior Police Academy T he Mundelein Police Department's Senior Citizens' Police Academy provides an excellent opportunity for senior citizens, who live and/or work in or near the Village of Mundelein and are 55 years old or older, to become familiar with the day-to-day operations of the Police Department. Attending the academy will enable participants to gain a better understanding of the procedures, guidelines, responsibilities, demands, personnel, equipment, policies and laws that guide the department's decisions. The next Senior Citizens Police Academy starts on Tuesday, September 17, 2013 at 11 a.m. Classes will run every Tuesday for 10 weeks ending with a graduation on Tuesday, November 19, 2013. The location of the class will be at the Del Webb Community Center located at 3555 Grand Dominion Circle. You do not need to be a resident of Del Webb to attend. To apply for the academy, please contact Beth Fox at 847-968-3770. Concealed Carry Law O n July 9, 2013, the Firearm Concealed Carry Act, became state law (430 ILCS 66). You may view the full text of the law at http://www.ilga.gov/ legislation/publicacts/98/PDF/098-0063.pdf. The Illinois State Police (ISP) and the Mundelein Police will enforce the law. Citizens cannot lawfully carry concealed weapons without a valid Illinois Concealed Carry License. Citizens who carry firearms without a Concealed Carry License issued by the ISP are subject to arrest. All Illinois residents seeking to obtain a Concealed Carry License must have a valid FOID card. Out-of-state residents are exempt from the FOID card requirement. The Illinois State Police (ISP) has 180 days to make applications available to the public. The ISP intends to have applications available via the ISP webpage: http://www.isp.state.il.us/ firearms/ccw/ccw-faq.cfm . 4 The dinner also includes a silent auction. The Alumni Association assists the Police Department with events throughout the year and has donated to equipment such as portable breath testers to the department and donated to the Shop with a Cop event. Tickets are $7 for adults, $5 for children 5-12 years old, and children 4 and under are free. Tickets can be bought at the event or in advance at the second floor lobby of the Police Department. T he Police Department will be accepting items for the U.S. Marine’s Toys for Tots toy drive items at the Police Department, 221 N. Lake Street from November 18th until December 20th. Unwrapped new toys can be brought to the lower level lobby. Mundelein Maers · Mundelein, IL 60060 Video Gaming Building Department Sewer Backup Prevention Program T he Village Board recently approved a new program to reimburse the costs for installation of equipment, devices, and plumbing alterations which reduce or prevent sewer backups into homes and basements for single family and multi-family residential property owners. The Mundelein Sewer Backup Prevention Program reimburses eligible homeowners up to 50 percent of the project cost, or a maximum of $4,000. Installation of overhead sewers, sewer backflow devices, battery back-up sump pump systems are a few examples of what can be eligible for a rebate. Improvements to both the sanitary and storm sewer lines are included under this program. The program is limited to the actual cost of the labor and equipment to install the overhead sewer or backflow device and related equipment. The cost for landscape restoration or interior finishes are not eligible under this program. Homeowners interested in taking part in the program must submit a building permit with plans for the installation along with the completed Sewer Backflow Prevention Application. Once the project is completed and inspected by the Village and all waivers of lien are submitted, the reimbursement process begins, and takes about four weeks to complete. T he first video gaming sites in Illinois opened in October 2012. In December 2012, Mundelein approved video gaming after a long period of debate and input from the community residents and businesses. Immediately following Mundelein’s approval, a number of local businesses applied for their State Video Gaming license. The State approval process is long and rigorous, taking approximately nine months from application to approval. The first two Mundelein businesses to receive a State Video Gaming License were Greg’s Olde Town Tap, 522 N. Seymour Street; and Fairhaven Lanes, 711 E. Hawley Street. Both are in the final stages of machine installation and inspection by the Illinois Gaming Board and the Village. We have seen expenses lowered as a result. The majority of the project focused on replacement of obsolete T12 bulbs and ballasts in 25 different buildings with new T8 bulbs and ballasts providing better energy efficient. The project was funded by grants from the Illinois Clean Energy Community Foundation and the DCEO Public Sector Energy Efficiency Program. The Village was able to leverage grant funding from the different funding sources to eliminate any Village cost. In addition to the lighting upgrade, energy efficiency improvements were made at the waste water treatment plant. The early results on the impact of these improvements indicate that energy usage and expenses have been reduced significantly. The energy bill at the waste water plant has been reduced significantly; during May through July 2013 the energy costs have been reduced from $34,000 to $18,000. More improvements are underway in the water distribution system that will also lower energy usage and expenses. Ash Tree Removal I n response to the recent infestation of the Emerald Ash Borer (EAB), the Village is taking steps toward preparing for and managing the impact. Public Works will be assessing the health of ash trees throughout the Village Right-of-Way and marking impacted ash trees for removal. Once removed, the tree may be replaced at a later date with a disease resistant, salt tolerant variety. Residents will be informed prior to removals and provided with a list of potential tree varieties that may be planted, should the tree be replaced. Proper Disposal of Potential Pollutants E very day the average adult uses products like shampoo, toothpaste, sunscreen, and cosmetics that contain certain contaminants that are wastewater treatment plants are not able to remove from the effluent discharge. In addition, minute amounts of prescription and over-the-counter drugs also make their way into water. Wastewater treatment plants do not treat the wastewater for these types of contaminants, focusing more on bacteria and other elemental contaminants. While there is no evidence these traces pose a risk to human health, studies have shown that these trace amounts pose a significant risk to the habitat of local aquatic wildlife. Controlling what goes down the drain is the easiest and most effective way to protect the environment. When disposing of unused pharmaceuticals: follow product recommendations for use and disposal; decrease use when possible; keep water clean by not flushing unused medication down the toilet. There is no entry fee, and most entertainment and activities are free. Ample free parking is available. A wide variety of cultures will be represented with crafts, kids’ games, music, dance, food and drink including Korean, Mexican, Indian, French, Italian, Polish, Irish, German, Japanese, and English. Participants include the Fremont Library, Mundelein/Vernon Hills Rotary Club, the College of Lake County, Origami Artwear, American Refugee Committee, the Korean Cultural Center and more. Sponsors for the event include K. Hovnanian Homes (Town & Country Homes), Consumers Credit Union, and Northfield Block Company and Mundelein Firefighters Association. Minimum Water Bill Units Reduced B eginning with the June 1, 2013 water bill, the Village reduced its bi-monthly minimum water/sewer bill charge from 7 units to 6 units. The minimum charge is used to help offset the meter maintenance, readings, and other fixed costs of the water/sewer system. Energy efficiencies and lower supply costs in the water/sewer system have allowed the Village to reduce the low consumption users’ bills by 14%. The water/sewer rate for the year ending May 1, 2014 was set at $6.57 per unit (100 cubic feet). This is the same rate as the prior two years and ranking Mundelein as one of the lowest water rates in the area. Renewal registration is $30 per street address as long as the contact information has not changed. Otherwise, the fee is $35. New registration is $35 per street address, plus $2 for each additional unit located at each address. On July 8th, the Police Statue Planning Committee was established. This committee was formed in response to a request from the public for the installation of statue to commemorate the men and women of the Police Department, and to add public art to the Village. Resident Jack Forshaw was appointed Chairman along with members Sue Foreshaw, Don Hansen, Holly Kim, Jim Nutschnig, Tom Ouimet and Marilyn Sindles. The Committee is charged with studying options for installing a commemorative statue, making recommendations regarding design, acquisition, location and cost. The Committee will develop a fundraising plan, which is to be approved by the Village Board, and is authorized to raise funds for the costs related to the project. On August 26th, the Fire Truck Preservation Committee was 2013 F Prect W formed to provide for annual maintenance and repair of the Village’s antique fire truck, Old #1. The Centennial Committee raised over $60,000 in 2009-2010 to restore the original 1926 Stoughton Fire Truck donated to the Village by Cardinal Mundelein. Members of the original committee suggested that a plan be established to raise funds to provide for the long term maintenance of Old #1. The vehicle makes numerous appearances at parades, community events, and special occasions each year. The operation and travel are hard on the 87 year old vehicle. It is estimated that approximately $3,000 is needed annually for maintenance and repairs. A reserve for more costly repairs that are needed periodically is also be contemplated. Upcoming Community Events ith the progress on the new Village Hall moving ahead of schedule, the Village Board moved up the reconstruction of North Archer Street from Spring 2014 to Fall 2013. North Archer serves as the west entrance to the Village Hall and the main entrance to the offices of Weston Solutions. Design engineering was approved on August 26th and construction is scheduled for early October, with completion by the end of November. The work will include new sanitary sewer, gas main relocation, new street surface, curb and gutter, and sidewalks. On September 9th the Village Board approved the extension of Chicago Avenue from the north lot line of the Metra Station to Division Street. The project will improve traffic flow through the Metra lot. The design engineering is complete and the project is anticipated to be complete this Fall. In addition, the final surface will be added to Chicago Avenue from Hawley to the Metra lot and the first phase of public improvements will be completed this construction season. oin the Mundelein Park and Recreation District on November 3rd for the 6th Annual Pumpkin Drop from 12:30 p.m. to 1:30 p.m. The event is free, bring your pumpkin (1 per person) and watch the sled hill at Keith Mione Community Park go green as pumpkins soar and smash all in the name of composting and recycling at this award-winning event. Pumpkins will be launched with the Mundelein High’s School’s “Big Red” catapult (technically a trebuchet). Enjoy snacks, take a chance at prizes and learn about recycling. In an ongoing effort to improve the appearance and “walkability” downtown, Public Works and Engineering will begin working on streetscape improvements that include new benches and trash receptacles, street light pole painting, brick paver remediation, and enhanced landscape features. The project will run through Spring 2014 and will include North Seymour (Hawley to Park) and Park Street (Lake to Seymour). The Mundelein Park and Recreation District also offers a Polar Express Train Ride on December 14th from 3:10 p.m. until 5:45 p.m. This holiday train will run from the Prairie Crossing Metra Train Station in Mundelein to the North Pole (Fox Lake). A story reader will read The Polar Express, there will be songs, treats and more. Children one and under are free.
