ANNUAL REPORT 2013 YOLO COUNTY CHILDREN’S ALLIANCE A message from our Executive Director Dear friends, It’s been a special privilege to be Executive Director during the Yolo County Children’s Alliance’s 10th year. I have had the opportunity to celebrate our accomplishments and to look ahead to goals in our future. This year we emerged from our Strategic Planning process with a clear vision of communities where all children, youth, and their families have the support they need in order to be healthy, educated, and productive. YCCA 1 NEW LOGO! Our 3 year plan includes leadership, advocacy for families, direct programs and services, and regular communication with our stakeholders. This report itself is part of that plan! We are so appreciative of our Board, Advisory Council, and other community friends and partners for their input. Accomplishments this year include the National Healthy Families America program accreditation of Step by Step/Paso a Paso, an evidence based home visiting program that has shown terrific results. Accreditation was an extensive three year process and validated the results that this program has achieved – healthy babies and knowledgeable, supported parents. Another accomplishment for us this year was the opening of Family Resource Centers in West Sacramento and Clarksburg, due to the First 5 Yolo Expanded FRC Initiative. We regularly serve families with food, preschool experience, free income tax assistance (VITA) and health insurance enrollment, among other programs. As we look into the future, we are pleased to support our Yolo County families through our leadership roles in the Community Health Initiative and with the Yolo Family Strengthening Network. In preparation for the Affordable Care Act, our staff became Certified Enrollment Counselors (CECs) through Covered California. Thank you to the many individuals and organizations who choose to support our children and families through support for the Yolo County Children’s Alliance. Together, we are growing healthy, happy children in Yolo County. Sincerely, Katie Villegas, MSW Executive Director Yolo County Children’s Alliance 361RUN MILES FOR CHILD ABUSE PREVENTION APRIL 2013 328 FAMILIES ASSISTED WITH HEALTH INSURANCE BABIES 89 ENROLLED IN STEP BY STEP BY THE NUMBERS a quick look at our accomplishments this year 5,242 BAGS OF FOOD DISTRIBUTED TO FAMILIES IN WEST SACRAMENTO 2 NEW FAMILY RESOURCE CENTERS IN YOLO COUNTY $496,458 DOLLARS IN TAX RETURNS FILED BY YCCA FOR YOLO COUNTY FAMILIES “During April, we served hundreds of families with free income tax preparation assistance. Part of our intake process is to ask about awareness of and participation in CalFresh and other family assistance programs. Toward the end she asked if they needed assistance with any of the other programs and learned they also were interested in applying for CalFresh. Our staff made a CalFresh appointment for later that week and the family is now enrolled in and receiving $212/month in CalFresh benefits. The CRS who helped prepare the tax return also learned that the family’s 6-year-old daughter had been sleeping in a crib due to not having a bed. One of our partner agencies was able to replace the crib with a full size bed.” - YCCA Community Resource Specialist and certified VITA Tax Preparer, May 2013 PROGRAMS COMMUNITY HEALTH INITIATIVE Through funders such as First 5 Yolo, Kaiser Community Benefits, Yocha Dehe Community Fund, and the Woodland United Way, YCCA works to ensure that every child in Yolo County and all of their family members have health insurance and access to health care. We employ 5 certified Community Resources Specialists who assist families through the process of applying for health insurance, as well as other wellness programs such as the Supplemental Nutrition Assistance Program, commonly known as CalFresh. YCCA also leads the Yolo Community Health Initiative, a collaborative of community organizations throughout Yolo County working together to coordinate outreach and access to health and wellness programs and services. STEP BY STEP/PASO A PASO Made possible by funding from First 5 Yolo and Yolo County, YCCA offers emotional and practical support to pregnant women and the families of newborns through this intensive home visiting program. We serve first time parents who are facing significant challenges or who are overburdened and at-risk. Our team consists of experienced highly trained Family Support Workers, a Licensed Clinical Social Worker, and a Family Assessment Social Worker. Step by Step/Paso a Paso is now nationally accredited by Healthy Families America. BABY STEPS With funding from the Davis Rotary, Sutter Health, and Woodland Health Care, YCCA coordinates Baby Steps, a community awareness campaign to prevent Shaken Baby Syndrome and other forms of child abuse. Parents and potential parents are provided information at three critical points: before or during pregnancy, immediately following birth, and several weeks post-partum. FOSTER CARE RECRUITMENT With funding from First 5 Yolo and in partnership with the Foster Kinship Care Education program and EMQ Families First Crisis Nursery, prospective foster parents are offered 10 weeks of intensive and practical training and then practical parenting support once a child has been placed with them. The goal of the program is for more Yolo foster children to have the opportunity to stay in Yolo County closer to their families, homes, schools and their local community. YOLO FAMILY STRENGTHENING Supported in part by the Strategies Foundation, YCCA acts as the backbone organization for a network of community organizations, local government agencies, faith communities, and area businesses who have come together to foster strong families within Yolo County. By working together the Yolo Family Strengthening Network aims to amplify our collective impact and strengthen the well-being of the entire community. FAMILY RESOURCE CENTERS “At the heart, a Family Resource Center is people interacting, building relationships, disseminating information, connecting neighbors with their community.” - “Guidelines for Family Support Practice” by the Family Resource Coalition of America While all YCCA staff are cross trained and any of our four offices can assist with a multitude of services, our Family Resource Centers (FRCs) in West Sacramento and Clarksburg have become our premier spaces for community building, assistance with health insurance, CalFresh, housing, or other community resources. Additionally, families come to the WSFRC three days per week for Playschool Experience parent-child pre-school classes, and every Friday to our food distribution where they receive 10 lbs. of seasonal, fresh produce from local growers. During tax season they come, without charge, to have their taxes prepared; our staff are certified preparers through the IRS. Throughout the year we offer parent education classes and the opportunity to consult with one of our staff about their family’s particular circumstances and which kinds of support and resources might be helpful. “Last weekend one of our Early Learning Associates (ELA) was at a grocery store and a little girl came running up to her saying ‘Maestra, maestra (teacher, teacher)!’ She was with her dad, who the ELA had never met. The dad introduced himself and thanked her for being his daughter’s teacher. He said that every time she comes home from Play School Experience (PSE) she tells him about the books they read in class. He also noticed that she shows more interest in letters and often points out to the first letter in her name. The ELA was especially happy to hear that because in class she is quiet and a little shy and was so proud to know she is learning and creating positive associations with school.” -Play School Experience Coordinator, August 2013 Playscho ol Experie nce grad uates wit Associate h YCCA s Lilia and Ear;ly Lea Anna, Su rning mmer 20 13 Through a Healthy Eating, Active Living (HEAL) grant from Kaiser Permanente, the WSFRC supported 20 local women in changing their lives as volunteer Promotoras (Community Health Advocates). YCCA and its partners provided education and training and now, armed with information and confidence, these women are changing the lives of their families and their neighbors. They have instituted walking programs and weekly zumba classes, they present healthy cooking demonstrations, and they help disseminate information throughout the community. YCCA Community Resource Specialist Dalila with Promotoras at California State Fair, August 2013 ABOUT US YOLO COUNTY CHILDREN’S ALLIANCE was established in 2002 by a resolution of the Yolo County Board of Supervisors as a way of addressing a number of community concerns that impact children and their families such as access to quality pediatric health care, childhood obesity, and child neglect and abuse. Our mission is to assess, coordinate and act to strengthen and support the continuum of prevention and intervention services and resources for children, youth and their families. We have a track record of helping families, particularly limited English speaking families, to access services. YOLO COUNTY CHILDREN’S ALLIANCE is a 501(c)(3) organization and an inter-agency collaborative that coordinates needed family support services, convenes child and family advocates to solve community problems, and gathers and disseminates local information about the needs and the wellbeing of Yolo County families. YOLO COUNTY CHILDREN’S ALLIANCE is a known and trusted entity throughout Yolo county. We foster strong relationships with many local and government organizations including: City of Davis Child Care Resource and Referral (serving all of Yolo County), Communicare Health Centers, EMQ Families First Inc., First 5 Yolo, Foster Kinship Care & Education, Woodland United Way and the United Way California Capital Region, Yolo County, Yolo County Department of Employment & Social Services (DESS), Yolo County Office of Education, Yolo Family Resource Center, Yolo Family Service Agency and many others.
