BUSINESS MANAGEMENT From January 1, 2014 to September 15, 2014 KID was the responsibility of the Minister of Tourism Parks and Recreation, Honourable Dr. Richard Starke. On September 15, 2014 KID was assigned to the Honourable Kyle Fawcett in Environment & Sustainable Resource Development. GUIDING PRINCIPLES 1 of 5 Effective Community Service Council will communicate effectively, transparently and collaboratively with its residents, ratepayers and visitors. Council will be an advocate for residents, ratepayers and visitors within its mandate of Business Management Services, as outlined in the KID Business & Strategic Plan 2014-2018. OUTCOMES • • • • The KID Annual General Meeting was held February 4, 2014 in the Mt. Allan Room in the Mount Kidd Manor; A very successful Kananaskis Emergency Services Showcase event was held on June 11, 2014 at the Nakiska ski hill; KID assisted the Delta with annual Canada Day celebrations that were held in the Kananaskis Village; At the Annual Firefighter of the Year dinner in December, Fraser Curwin was named the 2014 KID Firefighter of the Year. GUIDING PRINCIPLES 2 of 5 Prudent Financial Management OUTCOMES • • • • • Financial Statements for 2013 were completed, reviewed & approved by the Office of the Auditor General. The Auditor General made no recommendations. The Budget and Audit Committee approved; • $1,200 donation to Bow Valley Victim Services Association; • $500 donation to the Bow River Basin Council; Property Tax Relief Grant Kananaskis Country Golf Course was received Disaster Recovery Program submissions totaling $570,000 was received. Approved a zero percent increase to the municipal property tax revenue for 2014 GUIDING PRINCIPLES 3 of 5 Stewardship of Human Resources Council will support relevant professional training and development of Council members and staff. Council will monitor performance of, and provide ongoing feedback to the Chief Administrative Officer. OUTCOMES Manon Miller joined the KID as the Municipal Administrator in July. GUIDING PRINCIPLES 4 of 5 Strong Leadership Council and the Chief Administrative Officer will demonstrate commitment to their values, mission and vision. Council respects the diversity, opinion and experiences of others. OUTCOMES • The Lower Kananaskis Lakes Association held their AGM in August GUIDING PRINCIPLES 5 of 5 Environmental Sustainability Council will demonstrate commitment to environmental stewardship and demonstrate environmental leadership in the development and management of infrastructure and program delivery. Propane Safety Education - brochures distributed BEFORE AFTER STRATEGIC PRIORITIES 1 of 2 Enhancement of an ongoing and very productive partnership with the Province Council will operate efficiently, while working within our mandate; Maintain and lead the KCICC/KID Working Group; Communicate with, and keep the Minister and local Member of Legislative Assembly, informed; Share information with Partners. OUTCOMES: • An annual business meeting with the Minister; - • • Council met with Deputy Minister Brad Pickering on October 2, 2012 A clear understanding of decision making processes; A clear understanding of Provincial expectations. STRATEGIC PRIORITIES 2 of 2 Sustain and Enhance our Quality of Life • Pursue initiation of upgrades to the Kananaskis Emergency Services Centre; • Continuation of Alberta Health Services Ground Ambulance Service from the Kananaskis Emergency Services Centre; • Pursue sustainable funding opportunities and Government of Alberta partnerships for continuation of FireSmart initiatives; • Maintain solid waste management strategies; • Expand recycling systems and initiatives; • Examine and promote energy and water conservation systems and initiatives; • Maintain and modernize Emergency Services Equipment; • Recruit an individual to coordinate and assist in the promotion of community events; • Foster a business climate that encourages and supports tourism and outdoor recreation opportunities. STRATEGIC PRIORITIES 2 of 2 Sustain and Enhance our Quality of Life OUTCOMES: • • • • • • • • Increased environmental responsibility and sustainability with recycling programs; Infrastructure upgrades for street lighting, water meters, curb stops and lift stations throughout the Evan Thomas by using grant funding; Ensure continuation of FireSmart initiatives and received $50,000 in grant funding for Camp Cadicasu; Decrease and divert garbage from landfill through recycling initiatives; Increase in community events, involvement and support by hiring Sondy Szymanis to provide local activities; Enhanced long term tourism, investment and economic growth, sponsorship with the Kananaskis Mountain Festival; Currently studying a Septage receiving station for the Evan Thomas Area. Awarded the replacement pump / rescue fire truck to Alberta based company Rocky Mountain Phoenix of Red Deer. COMMUNITY INITIATIVES 2015 Events Chinese New Year – February Emergency Preparedness Week – May Canada Day in Canmore - July Fire Prevention Week - October Abstract Painting Workshop - November Patchwork Quilting - November Clay and Casting - December Natural Journal Making – December Flu Clinic - December FINANCIAL RESERVE Financial Reserve Programs Kananaskis Improvement District has established, and maintains a comprehensive operating reserve program and a comprehensive capital reserve program. The purpose of these funds is to replace, restore and update assets. In addition, Council has committed to establishing and maintaining a Community Initiatives Fund to assist in the development of community relations as well as the Water Reduction Strategy to assist residents and businesses in reducing their overall water consumption. KID GRANT PROGRAMS OUTCOMES • Federal Gas Tax Fund • Street lighting, water meters, curb stops, lift station upgrades • AB Municipal Sustainability Initiative Capital • Fire truck was ordered in November 2013, delivered in January 2015 • Emergency replacement of Water Tender Truck • FireSmart Community Grant • Camp Cadicasu and Camp Adventure was completed in 2014 • Forest Improvement Association of Alberta • • William Watson Lodge and Lower Kananaskis Lake Cabin Area Fireguard maintenance University of Alberta Field Research Station PUBLIC WORKS - WATER • Replacing several large diameter manual read meters with remote read meters. • Repaired faulty hydrants at the Kananaskis Village and the Nakiska Ski Hill. PUBLIC WORKS - WATER Continued participating with Alberta Infrastructure and EPCOR regarding the construction of the Evan Thomas Water Treatment Plant and distribution system (P3 Project). Construction completed in Summer 2014. PUBLIC WORKS - SEWER • Repaired water infiltration issues at the Mount Kidd RV Park Loop C lift station and the Boundary Ranch Lift Stations. • Installed a new lid on the Boundary Ranch lift station. • Installed new alarm Autodialler’s at the Mount Kidd Loop C lift station, Mount Kidd staff housing lift station and the Boundary Ranch lift station. PUBLIC WORKS – SOLID WASTE • KID solid waste management contractor removed approximately 700 tonne of solid waste in 2014. • Coordinated with Alberta Parks staff to install 20 new garbage containers in the Sheep area. •KID awarded a 3 year contract to Foothills Disposal of Okotoks for solid waste removal. PUBLIC WORKS - ROADS Coordinated with Alberta Tourism, Parks and Recreation, Volker Stevin & Alberta Transportation to overlay new pavement in the Mount Kidd RV Park main road. PUBLIC WORKS – STREET LIGHTING Continued with light bulb and ballast repair / replacement for street lighting in the Kananaskis Village, Mt Kidd and Golf Course subdivisions. Commenced the LED street lighting retrofit throughout the Evan Thomas area, this project will continue through 2015. PUBLIC WORKS - WEED CONTROL Monitoring & Control ACE Vegetation completed the annual weed survey through all lands and provided weed notices to land owners were appropriate. Grant extended through 2015 to be used at the Canmore Nordic Centre and the South-Winds Wildfire Exercise (June 11th). Forest Resource Improvement Association of Alberta (FRIAA) • KID awarded $720,725 FRIAA Grant for various fuel modification projects throughout the Kananaskis Improvement District and revision of the KID Wildfire Mitigation Strategy.
