Shepard, a Durham pharmacist and religious educator, opened the National Religious Training School and Chautauqua for the Colored Race and declared its purpose to be “the development in young men and women of the character and sound academic training requisite for real service to the nation.” the establishment of the School of Education. In 1993, Dr. Julius L. Chambers, a noted civil rights attorney, became the first NCCU alumnus to lead the university. He launched a major capital effort that led to construction of a biomedical/biotechnology research institute and a new School of Education building. The institution struggled financially in its early years. In 1915, it was sold and reorganized, then becoming the National Training School. In 1923, the state legislature appropriated funds to buy the school, and renamed it the Durham State Normal School. Two years later, the legislature converted the institution into the North Carolina College for Negroes, dedicating it to liberal arts education and the preparation of teachers and principals. The college thus became the nation’s first state-supported liberal arts college for black students. Dr. James H. Ammons became chancellor in June 2001, eight months after state voters approved a major bond issue for UNC system capital improvements. NCCU was among the campuses targeted for growth, and under Ammons’ leadership the university experienced a surge in enrollment. Dr. Charlie Nelms succeeded Ammons in 2007. During his five-year tenure, he emphasized student success and focused on improving retention and graduation rates. Nelms presided over NCCU’s centennial celebration during the 2009-10 year. Under his leadership, NCCU was ranked as the nation’s No. 1 public historically black university by U.S. News & World Report for two consecutive years. In 1939, the college offered its first graduate-level courses in the arts and sciences. The School of Law opened in 1940, followed in 1941 by the School of Library Science. In 1947, the legislature changed the name to North Carolina College at Durham. Shepard served as president until his death in 1947. Dr. Alfonso Elder was installed in 1948 as his successor. Nelms retired in 2012, and was succeeded on an interim basis by Charles L. Becton, a prominent attorney and former judge on the North Carolina Court of Appeals. He served until August 2013. North Carolina College at Durham became North Carolina Central University in 1969. On July 1, 1972, all the state’s public four-year colleges and universities were joined to become the Consolidated University of North Carolina. As part of the transition, the chief executive’s title changed from president to chancellor. Dr. Albert N. Whiting presided over the transition, leading the university from 1967 until 1983. He was succeeded by Dr. LeRoy T. Walker, vice chancellor for university relations and an internationally renowned track and field coach. Dr. Tyronza R. Richmond succeeded Walker in 1986; Richmond’s tenure saw 6 On Feb. 8, 2013, Dr. Debra Saunders-White was selected as the 11th and first permanent female chancellor of North Carolina Central University by the University of North Carolina Board of Governors. Chancellor Saunders-White assumed her new duties on June 1, 2013. She was formally installed on April 4, 2014. Before her appointment as chancellor of NCCU, Saunders-White served as assistant secretary for the Office of Postsecondary Education at the U.S. Department of Education. THE FOUNDER JAMES E. SHEPARD was born Nov. 3, 1875, in Raleigh, the son of the Rev. Augustus and Mrs. Harriet Whitted Shepard. He received undergraduate and professional training at Shaw University, from which he graduated in 1894. The next year he married Annie Day Robinson, a descendant of Thomas Day, a famed North Carolina furniture maker. The Shepards had three daughters, Marjorie A. Shepard, Annie Day Shepard Smith, and Marion Shepard, who died in infancy. The family legacy continues through the two daughters of Annie Day Shepard Smith, Annie Day Smith Donaldson and Carolyn Marie Smith Green, their children, and Mrs. Green’s grandchildren. Soon after his graduation, Shepard opened a pharmacy business in Durham, and he continued his education in theology and related studies. From 1905 to 1909, he traveled nationally and internationally as field superintendent for the International Sunday School Association, whose goal was a standardized Christian education curriculum across denominational lines. By 1909, he had decided to start his school to train pastors and educate African-Americans, who were shut out of most opportunities for higher education by Jim Crow laws. The first 130 students arrived in 1910 when the school opened as the National Religious Training School and Chautauqua for the Colored Race. It was supported by the philanthropy of Dr. Shepard’s numerous black and white friends in both the North and the South. The institution struggled in its early years and suffered two devastating fires. Undeterred, Shepard would reconfigure the school and press on. He was a constant presence on campus. He demanded decorum and stellar behavior of students and faculty. From his home and from his office, he kept a close watch on the students’ comings and goings. Shepard also played key roles in the founding of major financial institutions that serve African-Americans to this day. He became a sought-after speaker nationally. He lent his influence at the state and federal levels to increasing public aid to African-American education. He died in his NCCU home on Oct. 6, 1947. The tiny enterprise had grown to a physical plant worth $2 million, with state appropriations that year of an additional $2 million. At the time of his passing, African-Americans could earn an array of degrees from then North Carolina College at Durham, including law and nursing. 8 GRADUATE & PROFESSIONAL SPEAKER & HONORARY DEGREE RECIPIENT John Ruffin, Ph.D., is the retired director of the National Institute on Minority Health and Health Disparities for the National Institutes of Health (NIH) and a leading advocate internationally in the field of biomedical research into health disparities. Ruffin served on the faculty of North Carolina Central University as a professor in the biology department from 1977 to 1979, as chairman of the Department of Biology from 1979 to 1986, and as dean of the College of Arts and Sciences and special assistant to the chancellor for research from 1986 to 1990. In 1990, he was named associate director for minority programs at NIH, where he established the Office of Research on Minority Health. Ruffin’s work at the NIH was foundational for the passage of the federal Health Revitalization Act of 1993, which provides funds for minority health research. His advocacy also contributed to the creation in 2000 of the National Center on Minority Health and Health Disparities, which a decade later became the National Institute on Minority Health and Health Disparities (NIMHD). Thanks to the Ruffin’s work at NIMHD, North Carolina Central University was deemed eligible to become a Center of Excellence in Minority Health and thus a recipient of grants through the institute’s research endowment program. He serves as a member of the NIH Diversity Task Force; co-chair of the Federal Collaboration on Health Disparities Research Committee; and as research coordination lead member for the Department of Health and Human Services Health Disparities Strategic Plan Implementation Workgroup, among other appointments. Before coming to NCCU, Ruffin was a Cabot Research Fellow at Harvard, associate professor of biology at Alabama A&M University, assistant professor of biology at Atlanta University, and a biology instructor at Southern University in Baton Rouge, La. Ruffin holds a Bachelor of Science degree from Dillard University, a Master of Science in biology from Atlanta University, and a doctorate from Kansas State University in systematic and developmental biology. 9 BACCALAUREATE SPEAKER Lezli Baskerville, Esq., is an experienced civil rights attorney who has served as president and CEO of the National Association for Equal Opportunity in Higher Education (NAFEO) since 2004. She is the fifth and first female leader of NAFEO, a membership association for the nation’s 105 historically black colleges and universities (HBCU) and 25 predominantly black institutions. As a 2014 Harvard University Advanced Leadership Fellow, Baskerville is leading a project to establish a $1 billion sustainable endowment for degree-seeking students at HBCUs. Prior to becoming head of NAFEO, she served as outside counsel to the association, playing central roles in Supreme Court educational equity and affirmative action cases including the University of California v. Bakke, a landmark decision to permit race as one of several factors in college admissions policies, and Fullilove v. Klutznick, which held that Congress could institute preferences in federal spending to remedy past discrimination. Baskerville previously served as vice president for government relations at The College Board, advocating the board’s legislative agenda and providing leadership to Upward Bound as well as the Educational Opportunity Center Trio programs linking traditionally underserved students to college and opportunity. In the decade before she joined The College Board, she managed The Baskerville Group, which provided legal and government relations advice, advocacy and diversity services for clients including higher education institutions, municipalities, businesses, nonprofits, elected officials and candidates. She has been the executive director of the National Black Leadership Roundtable, Appellate Counsel at the Lawyers’ Committee for Civil Rights Under Law, and the national legislative counsel for the NAACP. Baskerville has also served as an administrative appeals judge for the District of Columbia. She holds a Bachelor of Arts with honors from Douglass College, Rutgers University, and a Juris Doctorate with honors from Howard University School of Law. Among her many honors and recognitions, Baskerville was named by AOL Black Voices as one of the nation’s “Top 10 Black Women in Higher Education” and was featured in the March 2012 edition of Diverse Issues in Higher Education as one of “25 Women Making a Difference.” 10 HONORARY DEGREE RECIPIENT Leon Pendarvis is an accomplished pianist, vocalist, composer, arranger and producer who serves as the musical director for NBC’s “Saturday Night Live.” Pendarvis is the longest-tenured musician in the history of the “Saturday Night Live” television program, beginning his work there in 1980. In 1970, Pendarvis relocated from Durham to New York City, where he contributed as musician, composer, arranger and producer on more than 80 albums, including those by Aretha Franklin, Tracy Nelson, James Brown, Ron Carter, Paul Simon, Roberta Flack, The Ebonys, Chaka Khan and others. From 1975 to 1978, he was the musical director for Roberta Flack and was a vocalist in the musical “The Wiz.” In the 1980s, he continued his recording work, with credits on dozens of productions featuring diverse artists such as Diana Ross, Luther Vandross, the Neville Brothers, Carly Simon, Billy Joel, Earl Scruggs, and Eric Clapton. He also orchestrated music for the 1986 film “Pretty in Pink” and served as musical director for Ashford & Simpson. He also began his work as a musician and composer for Saturday Night Live during this period. In the 1990s, Pendarvis contributed as producer, musician, orchestrator and vocalist on musical recordings by Celine Dion, Luther Vandross, The Blues Brothers, Vanessa Williams, B.B. She also has a master’s in English/minority literature from Simmons College and a bachelor’s in telecommunications and business from Indiana University. 13 THE COMMENCEMENT CEREMONY a perspective: North Carolina Central University owes a substantial debt to its medieval predecessors for its commencement ceremony and academic attire. The Middle Ages gave birth to the academic heritage that provided us with a teaching institution, the university; a method of measuring academic progress, degrees; and a structure for an appropriate ceremony recognizing student achievement, commencement. This One Hundred Twenty-Third Commencement is being held today for graduates who qualified for their degrees with the completion of Spring semester, 2014. This colorful ceremony is the formal climax and recognition of the graduates’ years of study and preparation. academic attire: All participants in the commencement ceremony, except members of the military services, are attired in traditional cap and gown, patterned after the attire of the monks and students in the Middle Ages. Black is the traditional color for all academic gowns. The bachelor’s gown has pointed sleeves; the master’s gown has oblong sleeves with an arc at the bottom; and the doctor’s gown has bell shaped sleeves. The bachelor’s and master’s gowns are untrimmed. The doctor’s gown is faced down the front with velvet and has three velvet chevrons across the sleeves. The facing and chevrons may be black or the distinctive color of the field of study. The hoods recognized for each of the degrees vary in size, shape and length, with the larger and more elaborate designating the doctoral level. 14 The shell of the hood matches the black material of the gown. The lining, which is folded out, bears the official colors of the institution that conferred the degree, maroon and gray for North Carolina Central University. The color of the velvet border on the hood denotes the field of study to which the degree pertains: the procession: The University Marshal leads the procession into McDougald–McLendon Gymnasium. Following the Marshal are the faculty, the candidates and members of the platform party. Platform guests include members of the University of North Carolina Board of Governors and the NCCU Board of Trustees, the guest speaker, the Provost, Deans of the colleges and schools and other members of the university administration. The procession concludes with the Chancellor. The University Marshal at the beginning and the Chancellor at the end of the procession are both attired in the distinctive maroon and gray gowns symbolic of their offices.
