Historic St. Ferdinand Shrine
As this article is being written one thinks of all
the positive changes at St Ferdinand Shrine.
These changes could not have been accomplished without so many of you who have put
the Shrine on your “to do” list. Your commitment has been shown in your visits to
the Shrine, your donations and your willingness to volunteer. Your interest inspires
those of us who volunteer for the Shrine on
a regular basis, to continue our work.
We want all to know we are now available
on a more regular basis and we encourage
you to continue to visit us and work with us.
We have made ourselves available to you by
establishing regular office hours – Monday
through Saturday 9am-Noon. Tours can be at
your convenience, call the office 314-8312110 – tell us when you would like to visit
and we will have a docent for your tour. From
April 1 – October 30 we are open every
Sunday from 1pm-4pm. Docents are always
in the church to conduct your tour.

Our Gift Shop is open daily from 9am-Noon
and our Book Store is open on Saturdays from
9am-Noon. Our famous Nun Doll Collection is
now with the Book Store. Both are on the second floor of the Schoolhouse. Additional volunteers would enable us to open the Book
Store on a more frequent basis.

If you are looking for a place to host a special
event try using our school hall. Reservations
to rent our hall for your event i.e. birthday
party, shower , reception, family re-union,etc.

will find all the information. The hall holds
100 people and if you come to the Shrine during office hours we will have you view the hall
prior to your rental. Check with the office

We now are able to be the site of your wedding. Again, call the office to get the information and secure your date. The Church
holds 220 people and the wedding must be a
Catholic wedding.
It is a beautiful setting for that very special day.
We now are available for funerals and the
school hall is great for the luncheon following the funeral.
We have many events planned throughout
the year. (We need volunteers for these
events) Our upcoming events include a July
3rd Wednesday Night Out, pancake breakfast in September, our thank you lunch to
our volunteers, Old Town Fall Festival, Feast
Day for St. Rose Philippine Duchesne, and
Christmas activities including our annual
Christmas Concert.

Greetings Everyone,
Happy 75th Birthday to a Place
Called Florissant!
On June 26th, 1939 the City Council
passed Ordinance Number 129 and
Mayor Arthur Bangert signed it into
law to officially change the name of
our City from “St. Ferdinand” to
“FLORISSANT”. In conjunction with
the first Wednesday Night Out we
teamed up with Old Town Partners
and celebrated this milestone in
front of two of our old City Halls on
Wednesday evening June 25th. We
also hosted two 75th Anniversary
City Wide Town Hall Meetings on
FLORISSANT’s birthday on June 26th
at the Civic Center Theater. The day
time meeting started at 2:00 p.m. and
the evening meeting started at 7:00
p.m. After each meeting residents
were welcomed to the Gymnasium
where tables of information and all
of our Department Heads were there
to answer any questions and pass
out information.
The Administration would like to
thank Wedding Wonderland for
sponsoring the 75th Birthday Cake
and congratulate them for having
two contestants on the cable TV
show “The Next Great Baker”. We
were happy to see residents attend
all of the anniversary events to celebrate the past 75 years and to kick
off the next 75 years of progress. We
hope you enjoyed the special 36
page 75 year history edition of the
Florissant Valley Reporter. More
information is on page 15 of this
issue of the Focus for you to cut out
and add to your keepsake paper.
I hope everyone is enjoying the
start of summer. We have had our
share of rain and severe storms this
spring but for the first time in as
many years I can remember we had
three picture perfect days for the
Valley of Flowers and the Queen’s
crowning. Once again the City of
Florissant has many fun and exciting
events and activities planned for
enjoyment this summer. This edition
of the focus newspaper has information to help you enjoy what is happening in our beautiful city. You can

On May 17th the police department
held an open house and building
dedication in honor of former Police
Chief and Mayor Robert G. Lowery,
Sr. Tours of the facility was provided
free of charge and everyone got a
chance to see the equipment that is
utilized by various departments. A
large turnout of friends, family, public and political leaders were on
hand as the master of ceremonies,
Kim Tucci of Pasta House Company,
kept the program flowing. It was a
well-deserved honor to a man that
gave his life serving the great people
of the City of Florissant. The police
headquarters is now re-named the
Robert G. Lowery, Sr. Law
Enforcement Center.
The Law Enforcement Torch Run
which benefits the Missouri Special
Olympics came through the City of
Florissant for the first time on
Thursday, May 22nd. Selected runners
from the police department received
the torch from officers from the St.
Louis County Police Department. The
runners from Florissant headed south
on 67 until reaching the city limits of
Hazelwood where the torch was handed off to runners with the Hazelwood
Police Department.
On May 29th the Florissant Police
Department received an award for
the innovation and implementation
of the Police Park Program at the St.
Louis County Municipal League 3rd
Annual “MUNI” Awards Show. Police
Chief Timothy Lowery submitted his
nomination of the newly created
Park Police Program to the voting
committee members with the St.
Louis County Municipal League to be
considered. The Florissant Police
Department’s Park Police Program
was created by Chief Lowery in concert with Park Director Todd
Schmidt and initiated in May of 2013.
It is a program that utilizes two
police officers to patrol the 20 parks
that cover more 400 acres in the city
of Florissant. Additionally they provide police service to our recreation
centers. Both of these police officers
are retired police officers with extensive law enforcement experience.
The Park Police officers are a very
visible part of the department. They
perform foot patrols during summer
sports leagues in the parks and during various events in the recreation
centers during the cold weather
months. With the two Park Police
providing police service to the parks
and recreation areas; the uniform
patrol officers have more time to
provide police service to the residents and businesses. The Park
Police program also saves the City
money due to the more efficient
management
of
personnel
resources. Response time to calls for
service in the parks has also been
greatly decreased with these readily
available experienced officers.
The Park Police Program has also
been a great success with the residents. Positive direct interaction
between these officers and the public
has created a positive impact on citizen/police relations. The high degree
of visibility of a uniform police officer’s presence has resulted in residents have a feeling of greater personal security. This program has
resulted in nothing but positives for
the Florissant Police Department,
Park Department and the residents of
Florissant. Congratulations to the
Police and Parks Departments on a
well-deserved award for the development and installation of the Park
Police Program.
The Fiesta in Florissant which is
sponsored by the Hispanic Festival,
Inc. of Greater St. Louis was a two day
event held on June 21st and June 22nd
and featured entertainment with live
Latino bands and Folk dancers from
various Latin American countries. The
food for this event is from the various
countries in Latin America with something for every palate.
This summer the City of Florissant
has some exciting events coming up:
Wednesday Night Out (WNO) is
sponsored by Old Town Partners
and the City of Florissant. Each event
will start at 6:00 p.m. and end at 9:00
p.m. There will be adult beverages,
food and soft drinks and our warm
Florissant fellowship which makes
everyone feel welcome. The (WNO)
schedule is as follows:
• Wednesday, June 25th in front of
Korte’s Custom Framing across from
two old City Halls located at 610 rue
St. Francois, local artists will be displaying their creations and celebrate
the 75th anniversary of a place
called Florissant.
• Wednesday, July 30th “Movie
Night” at the Old St. Ferdinand
Shrine located at #1 rue St. Francois.
• Wednesday, August 27th in front of
Stems Florist and Bunkers at rue St.
Francois and St. Pierre with a beach
party type theme featuring live music.
• Wednesday, Sept. 24th enjoy an
evening of light jazz on St. Denis
between Hendel’s Café and Sacred
Heart School.
The July 4th celebration is on a
Friday this year. It starts at 7:30 p.m.
with a concert performed by the
Northwinds Concert Band in front of
the James J. Eagan Center followed by
our exciting annual Fireworks display.
The MUSIC UNDER THE STARS CONCERT SERIES is a series of FREE outdoor concerts sponsored by the City
of Florissant and the Florissant Fine
Arts Council. Bring your favorite lawn
chair and your favorite person to
share these delightful evenings. Bring
some food and beverages or buy
them in the park. These concerts will
be held at St. Ferdinand Park by the
Lake and will start at 7:00 p.m. every
Saturday evening from July 12 to
August 24. Please see the schedule in
this latest issue of the Focus to get
details for each performance.
The Mayor’s Senior Town Hall
Meeting- Seniors are invited to enjoy
a complimentary breakfast with me
on Thursday September 18th, 2014
from 9:00 – 11:00am at the James J.
Eagan Center. Don’t miss this important event where I will address the
Senior Citizens of Florissant. All City
of Florissant Department Heads will
be present as well to answer any
questions you may have. A delicious
breakfast of scrambled eggs, bacon,
biscuits, hash browns, muffins/pastries, orange juice and coffee will be
served at 9:00am. Breakfast will be
provided by Bent-Wood Nursing &
Rehabilitation who is celebrating
their 25th Anniversary this year!
Also, at this event, pick up valuable

information from organizations such
as Mid East Area Agency on Aging,
Chamber of Commerce, St. Louis
County Library, The Alzheimer’s
Association, The County Older
Resident Program, AARP, Christian
Hospital, OASIS and the Veterans
Administration. Please call the

- September 15th to make reservations for the Free Breakfast. Also be
sure to contact the Senior Office to
check on what exciting and fun
events they planned for our seniors.
Public Works
The Florissant Fish Swim Team’s
season is underway as they seek to
win the North County Swim league
Championship for the 4th straight
year. I would like to wish all of the
coaches and swimmers the best of
luck and hope they and their many
fans have another great and enjoyable season. Go Fish!
Economic Development continues to
take place with retailers continuing
to show strong interest in locating
new stores here. We are looking forward to the new developments that
are currently in the planning phase:
Walmart has started construction
on North Lindbergh. Construction
time is approximately 12 months.
CVS Pharmacy has started construction on a new facility at New
Florissant
and
Dunn
Road.
Construction time is approximately
6 months. Culver’s Restaurant is in
the Zoning process. It will be located
at the corner of Lindbergh and St.
Ferdinand at the entrance to the
Park. Construction to start in July
and is anticipating to open in the fall.
The City has named Cap5 LLC as the
Preferred Developer for the Plaza
Madrid redevelopment project at
New Halls Ferry Road and Parker.
There is so much going on in our
beautiful city and I hope that you will
take the time to enjoy everything we
have to offer because this is a great

The Miss Metro St Louis/ Miss River City pageants are preliminary pageants to the Miss America Pageant. The Miss America Scholarship Pageant is
the largest scholarship provider for women in America. It's provided over 45

the 25th anniversary of the Missouri Cameo Club. Lovely ladies will compete for the title of Ms. Missouri Senior America. The four areas of competition are a personal interview before the pageant, a talent presentation on
stage, poise in an evening gown and her philosophy of life.

New Day,” “Believe in Yourself” and “Home,” which was featured on both

Everyone can relate to this show’s universal themes: Natural disasters disrupt and disorient lives, whether in Kansas, Oklahoma or Ferguson; most
times, good can emerge from this destruction if we just “ease on down the
road,” remembering we all need the company of good friends on our chosen
path. These friends may not look like us; they may be flawed and vulnerable, but if we work together, we can help each other realize our better selves,

principal. This risk is especially prevalent
when you invest in stocks, because stock
prices will always fluctuate — and there are
never any guarantees about performance. Of
course, a decline in value does not mean you
need to sell; you can always hold on to the
stock with the hope that its value will bounce
back. And this can certainly happen, but again
— no guarantees.
How you respond to this type of investment
risk will tell you a great deal about your own
risk tolerance. Of course, no one, whether he
or she has a high tolerance for risk or a low
one, particularly likes to see declines. But people do react differently. If you’re the sort of
person who can retain your confidence in your
investment mix and can focus on the long
term and the potential for a recovery, you may
well have a higher tolerance for risk. But if
you find yourself losing sleep over your losses
(even if, at this point, they’re just “paper”
losses), becoming despondent about reaching
your goals, and questioning whether you
should be investing at all, then you may have
a low tolerance for risk.
This self-knowledge of your own risk tolerance should help inform your investment decisions — to a point.
Even if you determine you have a high tolerance for risk, you almost certainly should not
load up your portfolio exclusively with stocks.
If the stock market enters a prolonged slump,
you could face heavy losses that may take
many years to overcome, causing you to lose
significant ground in the pursuit of your
financial goals. Conversely, even if you discover you don’t have much tolerance for risk,
you won’t want to invest only in supposedly
“safe” vehicles, such as certificates of deposit
(CDs). During those periods when rates on
CDs and similar instruments are low, as has
been the case in recent years, your interest
payments from these investments may not
even keep up with inflation — meaning that,
over time, you could end up losing purchasing
power, which, over the long term, can be just
as big a risk as market declines.
Ultimately, then, you’ll probably want to let
your risk tolerance guide your investment
choices — but not dictate them with an “iron
hand.” So, if you believe you are highly tolerant of risk, you might have a somewhat higher percentage of stocks in your portfolio than
if you felt yourself to be highly risk-averse —
but in any case, you’ll likely benefit from
building a diversified portfolio containing
stocks, bonds, government securities, CDs
and other investments. While this type of
diversification can’t guarantee profits or protect against loss, it can help reduce the
effects of volatility on your portfolio.
By knowing your own risk tolerance, and the
role it can play in your choices, you can help
yourself create an effective, suitable investment
strategy — one that you can live with for a long
time and that can help you avoid the biggest
risk of all: not reaching your long-term goals.

Senior Citizen Town Hall Meeting
Enjoy a complimentary breakfast with Mayor Thomas P. Schneider on Thursday

Citizens of Florissant. All City of Florissant Department Heads will be present as

muffins/pastries, orange juice and coffee provided by Bent-Wood Nursing &
Rehabilitation Center. Bent-Wood Nursing and Rehabilitation Center, who sponsors many Florissant Senior Citizen Activities, is celebrating their 25th

The City of Florissant Senior Office had a report of a Senior Citizen who was
stopped at a red light and another vehicle hit her from behind. Although only a
fender-bender, she got out of her vehicle to exchange insurance information. In
the course of this exchange, her purse was stolen. It is recommended by the
Florissant Police to get your insurance card and anything else you need out of
your purse or wallet including your cell phone, and then leave your purse in
your vehicle and lock your vehicle. If you need to get back in for anything, lock
it after you get in to keep anyone from getting into the vehicle with you.

extensive projects. These projects
include replacing the existing
Northview High School, Additions to
Ackerman Elementary School and
replacing Ackerman School mechanical systems.

Construction of the new $22 million

Northview High School is scheduled
to start June of 2014 and be completed August 2015. The new school will
provide space for 200 students and
100 staff, and is designed to meet and
enhance the schools quality programs. Northview has been recognized for its outstanding curriculum
for students with intellectual disabilities, autism, behavioral disorders
and mobility disabilities.
The facility is planned around an
exterior courtyard and therapy gardens, providing students outdoor
cues to navigate the building. With
suites opening into the therapy
courtyard, it also provides a site for
outdoor classrooms. Suites are
designed to support the needs of students with a variety of learning and
behavioral challenges. The building
will match the goals of the school in
developing life skills by providing
“real world” learning situations for
students. Rooms include a computer
lab, common areas with kitchenettes
and laundry services, and a restaurant where students can gain experience in cooking and serving skills by
taking on restaurant-style roles.
Flexibility is a key component as
classrooms are designed to shift
based on student population needs.
Therapy and tutorial spaces are
located within the suites with larger
shared services at the center of the
facility. The gymnasium has been
designed to serve as a storm shelter/safe room to protect students
and staff from tornadoes and other
natural disaster emergencies.
Ackerman Project:
The $5.4 million, 23,164 square foot
Ackerman School project will include a
new entrance canopy and additions to
the Gym and Administration Building.
Those additions to specifically include:

cost of $676,530. Part of the project
consist of extensive storm water detention incorporation of 2 residential properties into the City of Florissant. This

Are You Ready to Pay More
to Throw Away?
Many of our Florissant residents
grew up in times when things were
reused or repaired and little was
thrown away. Others grew up in a
more recent “throw-away” society.
We need to understand why we must
all value those “old days” of not
throwing so much away, and if we
haven’t already done so, begin to
practice the three R’s (Reduce,
Reuse, Recycle) for the sake of our
environment and future generations.
Most of us could easily REDUCE the
amount of trash and garbage that we
generate. One good way is to avoid
disposables and have more reusable
products at home. Another is to
REUSE plastic shopping bags or stuff
them into the recycling boxes at the
grocery store, use reusable shopping
bags, and donate or sell old clothing
and furniture to charity or secondhand/thrift shops, many of which are
located in Florissant. You can RECYCLE, even if you have not yet done
so, using the easy single-stream
method available in the City of
Florissant. You may say it is too
much trouble to take out two totes a
week, or it takes up valuable time, or
you just don’t know why recycling all
of a sudden is so crucial. Well, here
are some very good reasons why you
need to recycle now:
• Recycling helps reduce our carbon
footprint and improves climate
issues by having fewer burning,
smelly, toxic landfills that send
unhealthy gas emissions into the
atmosphere. Landfills also destroy
wildlife habitats.
• Recycling reduces the need for
landfills. St. Louis County has only
one trash landfill left. When it is filled
up, there is no place to dump trash.
• Recycling improves the economy. It
creates millions of new jobs and new
products on the market. You or one
of your relatives may benefit from
these.
• Recycling paper and cardboard
items saves millions of trees every
year. Trees keep pollution at bay by
cleaning the air. Clean air promotes
good health.
• Recycled production allows companies to cut their product costs in
half by reusing materials and components while saving energy resources,
electricity, water, etc.
• Recycling saves everyone money. It
lowers trash collection fees because
trash haulers have to pay the landfill
to dump trash and even any recyclables that have been put into trash
bins while they get paid many times
over by recycling. If residents don’t
recycle, everyone will see higher
trash bills in the near future. You
save money. Your neighbors save
money. So it pays you to recycle!
Grandparents, senior citizens, persons with disabilities, and residents
who do not use their blue recycle
totes may need some convincing or
help to get started recycling. If residents who are recycling can let them
know its great benefits and maybe
even help them get started, they will
be doing a great favor for themselves,
all residents of the City, and their
grandchildren. The future is now.

STREET WORK
City crews have begun this season's
maintenance of replacing deteriorating concrete slabs and patching
other areas that need repair with hot
asphalt mix.
Several city streets will have a new
asphalt overlay to greatly improve
the look and ride on these streets.
The contracted cost is approximately $700,000.00. This work will begin
in early summer.
Missouri Petroleum will begin to
slurry seal many streets throughout
the City at a contracted cost of
$40,000. Work should be completed
within the next few weeks.
The Street Department continues
to do the excavation work on all
sewer lateral repairs for residents
under the Sewer Lateral Insurance
Program (SLIP).
When work is being done in your
area, keep safety in mind. Drive slow
and use caution. At times, there will
be detours and weather related
delays that cannot be avoided.
Please be patient and be courteous
to the workers. Everyone's safety is
our main concern.

Circus Stars Camp
Mosquito populations grow quickly
when they have standing water for
breeding, cover to hide and warm
blooded hosts. Depending on conditions, and the mosquito species, a
complete life cycle may take a few
weeks to a few days.
It is important that residents help
the City of Florissant stay in control
of this summertime nuisance by
going over the following list and taking necessary actions.
• Get rid of old tires, tin cans, buckets, drums, bottles or drain any containers that hold standing water.
• Fill in or drain any low places (puddles, ruts) in yard.
• Keep drains, ditches and culverts
clean of weeds and trash so water
will drain properly.
• Cover trash containers to keep out
rainwater.
• Keep gutters and downspouts
cleared and draining properly.
• Repair leaky pipes and outside
faucets.
• Empty plastic wading pools at least
once a week and store it indoors
when not in use.
• Make sure your backyard pool is
properly cared for while on vacation.
• Fill in tree rot holes and hollow
stumps that hold water with sand or
concrete.
• Change the water in birdbaths.
• Keep grass cut and shrubbery well
trimmed around the house to discourage adult mosquitoes from hiding there.
There are a number of other ways
you can help control the mosquito
population besides following our
checklist. A number of products are
available for purchase for use in the
yard. Contact your local hardware
store for details and be sure to follow
all label instructions carefully. If you
are going to be outdoors be sure to
wear repellants and read all label
instructions carefully. Those containing Deet, have been proven to be
highly effective. A newer product
called "Picaridin" is in many repellents. Every repellent has different
characteristics and levels of effectiveness. For more information on

Family Fishing Tournament
An annual event put on by the Florissant Parks & Recreation
Department and City Youth Advisory Commission. A current Florissant
Resident Card is required to register. Awards and consolation prizes will be

ages, however, individuals 16-65 years of age are required by state law to have
a Missouri State Fishing License.

2014 National Night Out
The “31st Annual National Night Out” (NNO) campaign has been scheduled for
Tuesday, August 5, 2014. National Night Out is designed to:
• Heighten crime and drug prevention awareness;
• Generate support for, and participation in, local anticrime programs;
• Strengthen neighborhood spirit and police-community partnerships; and
• Send a message to criminals letting them know that neighborhoods are
organized and fighting back.
Florissant residents are being encouraged to lock their doors, turn on outside
lights, and spend the evening outside with their neighbors between the hours
of 6:00 p.m. and 9:00 p.m. Activities such as
block parties, cookouts, visits from police
officers, or scheduling a tour of the police
station are encouraged.
Residents are required to apply for a no
cost “Block Party” permit. Permits may be
obtained in person from the Mayor’s Office
at the Florissant City Hall, or by downloading a permit from the City of Florissant website at, www.florissantmo.com

Welcomes Canine Hugo
Hugo, a two year old German
Shepherd, was born in Slovakia, and he
was purchased by the Florissant Police
Department on December 26, 2013
from the Shallow Creek Kennels in
Sharpsville, Pennsylvania. Hugo takes
commands in both English and Dutch.
Officer Michael Arthur is Hugo’s
handler, and they attended the St.
Louis Municipal Police Canine School
together starting on January 20, 2014.
Officer Arthur and Hugo graduated
the fourteen week course on April 25,
2014 after being trained in narcotics
detection, tracking, building searches, and criminal apprehension.
Officer Arthur and Hugo began protecting the citizens of Florissant
together on April 26, 2014, and they
have already been responsible for
several arrests. Hugo is one of three
police canines at the Florissant
Police Department.

their two agencies will be cohosting
the first annual Public Safety Citizens
Academy starting on August 27, 2014.
The course would be held every
Wednesday from August 27th thru
October 22nd from 6:30-9:30pm at
either the Florissant Police Station or
the Florissant Valley Fire Protection
District, Fire House #1.
The Citizen Academy is a 9-week
educational, citizen involvement
activity designed by the Police and
Fire Departments as part of their goal
to be involved with the residents that
they serve. The goal of this class is to
promote understanding between citizens and police officers and fire fighters regarding their respective needs
and concerns. By promoting this
understanding it is hoped that the
citizens and police and fire departments will work better together.
This is a unique opportunity for citizens to experience a taste of police
and fire training through classroom
participation and practical exercises.
Some areas of training include narcotics investigation, traffic crash
investigation, crime scene processing, firearms, first aid, fire science,
vehicle extraction, fire attack, and
more. Role-playing is done to emphasize the training.
We are currently taking reservations for the next Citizen Academy
class. The Academy is open to residents age 18 and over who complete
the application process and sign a
liability waiver. It should be noted
that physical activity will be
required when doing some of the
practical exercises. The cost to
attend the Academy will be $10,
which includes a Public Safety
Citizens Academy T-Shirt. The class
will be limited to 24 participants.

Official Adoption of the Name “Florissant”
We hope you enjoyed the publication we recently delivered to you about the people and events that helped make
Florissant the great community in the 75 years since the official adoption of the name of our city. Time and space limitations did not allow us to share all of the information we would have liked, so we are devoting this section of our regular city newsletter to share with you a bit more of our fascinating history. I would like to extend my sincere thanks to
Mr. Antoine “Tony” Brockmeyer for his personal devotion to this history reflection and also to Mr. Mark Goldstein for his
cooperation and support for including the Reporter Supplement in this version of the Florissant Focus.
The Role Of City Clerk Has Evolved
Over Past 75 Years
The position of City Clerk is an appointed one by the
Mayor and today the duties include being the official
record keeper of the City of all minutes, ordinances, resolutions, contracts, and other documents. The City Clerk
also authenticates by signature all ordinances, resolutions and attests to contracts, administers the Oath of
Office, prepares and certifies ballots, prepares and
issues liquor licenses, acts as the legislative assistant to
the City Attorney and City Council, researching information for matters when so requested by members of the
City Council. Up until the adoption of the City Charter,
however, the City Clerk was a more powerful position,
being looked on to run the day-to-day affairs of the City
when the position of Mayor was part-time. Henry Koch
went on to serve as Mayor.
From 1938 the City of Florissant has had seven
City Clerks.

Rosemary Straub Davison had
a fascinating career beyond
her service as City Clerk. She
was the first female lawyer
from
Monroe
County,
Missouri. She and husband
Leslie Springer Davison
worked for the Department of
Justice in St. Louis moving to
Florissant in 1958.
Rosemary was elected to the
Board of Freeholders that drafted the first city charter.
She then served for seventeen years as City clerk. She
was a founding member of the Missouri Heritage Trust,
Florissant Valley Historical Society, Friends of Old St.
Ferdinand, Heritage Foundation, Friends of Brush
Creek St. Peters Church, and Historic Florissant Inc.
She also served as the Democratic Committeewoman for
Florissant Township, President of the Landmarks
Association of St. Louis, and Chairman of the St. Louis
Archdiocesan Human Rights Commission. She is author
of a history book Florissant Missouri published in 2002
and was a columnist for the Florissant Valley Reporter
under the pseudonym Lee Mercer.
Florissant, Colorado
The Territory of Colorado was part of the Kansas
Territory until 1861 when the first Colorado
Territorial assembly created 17 counties. There
were no settlements west of Colorado City on the
Ute Pass Road until the small town on Twin Creek,
named Florissant, was established in 1870 by
James Castello. Castello named the new town
after the hometown he had known and loved back
in Missouri. James Castello had moved to Fairplay
in Park County, Colorado in 1863 and was then
joined by his wife, Catherine, and seven of their
children. Castello saw the business advantages of
having a trading post on Twin Creek. The town
today has approximately 140 people and also
gave its name to a famous nearby fossil bed,
Florissant Fossil Beds National Monument.
Our current City Clerk, Karen
Goodwin, has served since
2002. Karen is a member of the
International Institute of
Municipal Clerks having served
on the board representing the
states of Missouri, Illinois and
Kansas. She is also an active
member of the State and Local
Municipal Clerks Association
and has served that organization in many capacities. As a
member of the National Association of Parliamentarians
she has taken on the responsibility of teaching parliamentary procedure, through classes, to many elected and
appointed officials. She is a member of the local
Chamber of Commerce, St. Louis and Missouri Municipal
Leagues, Florissant Old Town Partners and has chaired
the Florissant Fall Festival for the past 8 years.

and Honor
Florissant has been blessed with a distinguished list of
Municipal Judges over the past 75 years. The earliest of
these was Joseph LePage, but unfortunately we have little available information on his service. In the early
1950s the Florissant Municipal Judge was John J. Kelly,
Jr. Judge Kelly served the residents of Florissant as
Municipal Judge until he was appointed a St. Louis
County Circuit Court Judge in 1956. In 1972 Judge Kelly
was appointed a Missouri appellate court Judge.
The next judge for which we
have information was Robert T.
Ebert Sr., an attorney who was
born and raised in St. Louis. He
graduated from Beaumont High
School in 1945, and immediately
went into the U.S. Army.
Following his military service,
he enrolled in college, graduating
from the St. Louis University
Judge Robert T. Ebert.
School of Law in 1951. He and his
wife Dorothy bought a home in Florissant in 1962 and
raised six children there.
Judge Ebert practiced law for more than 50 years and
beginning in the 1960s, he served more than a decade
as Florissant’s Municipal Court Judge. Judge Ebert
helped found the Florissant Optimist Club and belonged
to St. Rose Philippine Duchesne Catholic Church. He
passed away in 2009 at the age of 81.
Judge Timothy Kelly was elected in 1979, the same
year Mayor Thomas P. Schneider was first elected to the
City Council. Kelly’s brother said that Judge Kelly was
inspired to become Municipal Judge by their father, the

Association in 1985 and 1986.
From about 1988 to 2003, he
also worked as the municipal
judge for Ferguson. He is
remembered for taking extra
time to try to help young offenders break the cycle and not fall

further into a life of crime. Judge
Kelly passed away soon after winning reelection in 2011.
The current Municipal Judge, Dan Patrick Boyle edged
out Kevin Kelly, brother of the late Judge Timothy Kelly in
a special election. Boyle and his father, Patrick Boyle,
have their law offices in Old Town. Dan is a graduate of
McCluer High School, Greenville College and Washington
University School of Law. He served as Provisional Judge
in Florissant prior to running against Judge Kelly in 2011
and in the special election in November 2011.

State Representative
Clint Zweifel attended St. Ferdinand grade school in
Florissant and graduated from Hazelwood West High
School. He earned both a BA degree in political science
and an MBA from the University of Missouri-St. Louis.
Prior to running for office, Zweifel was the research
and education director for Teamsters Local 688. Clint
ran for State Representative in 2002 representing
Florissant in the General Assembly until his election as
Missouri State Treasurer in 2008. When he was elected
State Treasurer, he was the youngest person elected to
that office in over a century. Clint was reelected in
2012. His wife, Janice, works with children with special
needs in the public schools. They are the parents of two
teenage daughters.
Michael O’Mara

Michael O'Mara was elected to the
St. Louis County Council in 2000
and remains the 4th District
Representative. With his wife
Carol, the couple have two children and are members of
Sacred Heart Parish. He is a McCluer High graduate
and has an MBA from SLU. Mike was a professional
soccer player for the Kansas City Comets and the St.
Louis Steamers in the 1980s. Mike is an International
Representative United Association of Plumbers,
Pipefitters and Sprinklerfitters.
