MCI rules for students going abroad to study MBBS
Medical Council of India (MCI) is established under the IMC Act of 1956. For India, they establish standards,
recognize & de-recognize Colleges; register / deregister Doctors and give them permission to practice in
India.
Current MCI Eligibility Criteria are as follows:
No Candidate is allowed to be admitted to the Medical Curriculum of first Bachelor of Medicine and
Bachelor of Surgery (MBBS) Course until:
a. He/she shall complete the age of 17yrs on or before 31st Dec., of the year of admission to the MBBS course;
b. He/she has passed qualifying examination as under: The higher secondary examination or the Indian School
Certificate Examination equivalent to 10+2 Higher Secondary Examination after a period of 12 years
studies.
c. The last 2yrs of study comprising of Physics, Chemistry, Biology and other elective subjects with English at a
level not less than the course as prescribed by the National Council for Educational Research & Training.
d. Obtain minimum 50% in Physics, Chemistry and Biology in average in class 12th Board Examination. (40%
for SC, ST & OBC Students).
e. Pass in English in class 12th Board Examination and overall pass in class 12th Board Examination.
f. Student files for a “Certificate of Eligibility” along with the prescribed fees to the MCI.
g. After the medical student graduates from the foreign country, his/her degree should to be attested by the
Indian Embassy in that foreign country.
h. On return to India, student should pass a screening test with a minimum of 50%. This test is conducted twice
a year, in Delhi; by National Board of Examinations. There are no limits on the number of attempts for this
test. Questions are objective type.
i. MCI will inspect documents and issue a registration for practice.
Using this system, MCI ensures that genuine medical students are registered to practice and eliminate those
with fraudulent degrees or without the requisite knowledge base. After student get MCI Registration, they
can practice in India as a qualified Doctor and apply for a Govt. job as well.
“MCI Act. 2002 Amendment Says”- Primary Medical Qualification - means a medical qualification
awarded by any medical institution outside India which is recognized qualification for enrolment as
medical practitioner in the country in which the institution awarding the said qualification is situated and
which is equivalent to MBBS in India.

Lviv National Medical University was founded in 1784 under the authority of Joseph II, then Emperor
of Austro-Hungary. Current academic staff includes 88 professors, 294 associate professors and about
400 assistant professors, who teach more then 4,400 students. The University library is linked with the
Internet and Medline. Other local libraries provide current medical information and literature. Student
facilities include dormitory accommodations, refreshment and entertainment services.
The Faculty of Medicine provides a 6 year curriculum for becoming a physician with the opportunity to
gain Doctor of Medicine degree. The Faculty of Dentistry is a 5 year learning curriculum, leading to the
degree of Doctor of Dentistry. The Faculty of Pharmacy is a 5 year program of studies (regular, as well as
distance learning) with the opportunity to gain Master of Pharmacy degree. The Faculty of Nursing is a 4
year curriculum leading to Bachelor of nursing degree.
After completing their educational programs, postgraduate students have an opportunity to continue
their clinical specialization (residency) and research projects during 3-6 years of postgraduate training
and obtain the Medical, Dental or Pharmaceutical specialties or Ph.D. degree, under the guidance of
experienced professors.
The University began training medical professionals and scientists for foreign countries in 1961. Since
then, more than 1,500 students from Europe, Asia, Africa and Latin America have completed their
education and received the Medical, Dental or Pharmaceutical degree here. 322 foreign citizens
completed postgraduate training, and as many as 62 foreign citizens achieved their Ph.D. degree here.
Currently more then 546 foreign students study Medicine, Dentistry & Pharmacy here.
Instruction in all Faculties is conducted in Ukrainian or Russian. Nowadays 237 foreign students are
studying at English Medium Program (51% from total amount of foreigners).
Additionally, beginning in the Academic year 1997/1998, a regular course of studies for foreign medical
students is conducted in English. Foreign citizens, who are not strong enough in Ukrainian or Russian,
can enter a one year grounding course, which includes an intense language program, as well as some
basic training in biology, chemistry and physics. Graduate students of these courses can be enrolled for
the first year classes in Lviv National Medical University or any other University School of Medicine in
Ukraine.

INTRODUCTION
The Crimean State Medical University is of the oldest and leading medical higher institutions of Ukraine and the
former USSR; it was founded in 1931. The University is situated in Simferopol. It is fully accredited by the Liaison
Committee on Medical Education of the Health Ministry of Ukraine and Ministry of Education.
The University has become the major hub of training medical specialists for Ukraine and foreign countries. Over
25 thousand medical doctors of various specialties have been trained, including about 2.5 thousand for 60
countries of Europe, Asia, Africa and Latin America. 1600 thesis's for the degrees of Doctors and Candidates of
medical sciences in different fields of medicine of various specialties were defended during this period.
The total area owned by the University is 64826 sq. m, within it the area of study and laboratory premises is
45851 sq. m. The teaching area per one student is 13 sq. m.
The Crimea State Medical University is a self-government (autonomous) state higher educational institution of
the IV (the top most level) accreditation level (conferred by the State Accreditation Committee of Ukraine.
The University trains specialists along the following education/qualification levels: Junior specialist, Specialist,
Master (foreign citizens included), for the following specialties: Medical, Dental and Pediatrics.
The Medical faculty provides a 6-years curriculum for becoming a physician to gain Doctor of Medicine degree

FACULTY OF MEDICINE
The official opening date of the medical faculty is 10th May 1918. In 1918-1919, 109 students studied at the
medical faculty. It had only four departments, and now there are 60 departments at the faculty. In the under
graduate program, during six years of study the students learn different subjects from fundamental subjects
disciplines to special medical subjects.
Practical skills acquired by the students at classes and through external independent work are consolidated
during field work. The total of the field work hours for the 6 years of studies at the medical department is 1296
hours. The field practice of the students at all the departments and courses is fully furnished with methodical
materials.
Annually 400 freshmen join the medical faculty. In the process of their study, the students under the teacher's
supervision work independently with patients, master the modern medical equipment and computers.

At the end of each term the final control is provided by means of passing tests and examinations in subjects

Before 1993, TianJin Medical University was TianJin Medical College, founded in 1951. The college was the
first Higher medical college which is approved by Administrative Council of People's Republic of China
(PRC). The first headmaster is the endocrinologist Professor Hsien-I Chu.
In 1993, the committee of Educational Department allowed the combination of TianJin Medical College
and TianJin Secondary Hospital. The TianJin Medical University was established. In December 2000, the
university passed the pre-examination of the national "211 Project" and was listed on the 97 Universities and
Colleges which are focused by the "211 Project".
The University covers an area of 400,000 square meter; the total floor space of construction is 358,900
square meter. 8,419 people are working here, including 5,946 specialists with 1,092 having associatedsenior title. 4,672 full-time students are studying here, including 336 graduates, 3,275 undergraduates,
991 training students and 70 abroad students.
In 1981, The Academic Degrees Committee of the State Council has vested the University with full authority
to confer bachelor, master and doctor degrees. In 1988, the Educational Department permitted the TianJin
Medical University to experiment the seven-year system. Now the university has had a powerful team and
structure, including 1 academician of China Engineering Academy, 41 advisors for doctor graduates. The
university has established 34 specialties with the authority to award master degrees and 11 with the
authority to award doctoral degrees, two exchange-station for post-doctoral research, eight Colleges and
four faculties. There are 9 branches in the University: Clinical Medicine, Anesthesiology, Medical Imaging,

Tianjin Medical University :- Tianjin Medical University (TMU), the first higher educational institution of

Which course is best for me?
To a large extent, this depends on the individual's interest. However, there are a number of other factors too, which

Different countries have different names for the same degree. Like Russia & all CIS countries call it M.D (Doctor of

What is screening test?
National Board of Examinations conducts “Screening test” that MCI has introduced has three papers 1. Nonclinical 2. Clinical 3. Para-clinical and is Multiple-Choice type questions. You will have to obtain 50% to pass. Once
you pass this examination, you will be awarded a registration with the MCI. With this registration you will undergo
one year practice at a Hospital in India. After this one year is completed, you will be get permanent registration by
MCI or the State Medical Boards. Screening test is being conducted by National Board of Examination, Govt. of
India twice every year.
How many times can we appear in this screening test?
Unlimited. There is good news for Indian medical students trained abroad. The cap on the number of attempts a
student could make to clear these mandatory screening tests is all set to be lifted. In a bid to introduce a minimum
level of competence among medical practitioners, the government had instituted a system of screening tests for all
foreign trained doctors. Indian citizens with primary medical qualifications (that is a MBBS degree and a year of
internship or equivalent training programme) acquired in any country other than India have to appear for this test.
How many years does it take for study?
MBBS Medicine 6 Years including 1 year practical training. l Aviation/aerospace engineering – 4 years
Commercial Pilot licensing – 6 months to 2 years (Depending on country of your choice.)
What is eligibility certificate?
Before going abroad to study medicine course you need an eligibility certificate from Medical Council of India. As
per MCI, any Indian citizen who has passed the qualifying examination either from India or an equivalent
examination from abroad and is desirous of joining an undergraduate medical course (MBBS) in any foreign medical
institution shall approach the Medical Council of India for issue of an Eligibility Certificate for that purpose.
As per MCI, to save students from any problems on return with medical degrees from different countries, shall
apply with the M.C.I. for an eligibility certificate before going abroad (eligibility in-fact means that the student has
min. Age i.e. He/she has completed the age of 17 years on or before 31st December, of the year of admission to the
MBBS course & percentage of marks in 12th higher secondary examination class is 50% in P.C.B for general & 40%
in PCB for reserved category).
