SCOW project Final Conference Report December 2015 Introduction The Final conference for SCOW project took place on Dec. 2nd 2015 at the Movenpick Hotel/ Ramallah with the participation of local partners including: Ministry of Agriculture, Environment Quality Authority, Local Governments, and experts. Due to the current security situation in Palestine, the European partners were not able to come to Palestine therefore some partners connected to Ramallah via Skype and shared videos. The aim of the conference was to publicize the achievements of the project in Palestine and other regions, as well as to increase awareness of the project .Partners from other regions elaborated on their successful activates with lessons learned, by presenting success stories, the impact of the project and description of the situation in the regions before and after the implementation of the project. At the end of the conference 12 Trophies were given to the SCOW associated partners and professionals from the SCOW composting network, to express gratitude and appreciation for their efforts to make this pilot project succeed. In order to serve the project and ensure full coverage of the SCOW activities and results, wide media coverage was planned and done online and offline as well as press releases in local newspapers (Annex 1), interviews on radio and TV stations. (Annex 2) In total 49 people participated (6 females and 43 males) (Annex 3) Opening Session The opening session was moderated by Mr. Khaled Rajab, a Board member of HWE, who declared the Conference officially open at the end of his statement. The official opening of the conference was done by Mr. Mohammad Shahbari, delivered the statement of the Ministry of Agriculture on behalf of Dr. Yousef Sufyan, Minister of Agriculture. After the statement of the Ministry of Agriculture, opening remarks were delivered by Mr. Paolo Curradi, Head of Section- (Water and Land Development) Office of the European Union, Local partners (Ramallah Municipality, Al Ittihad Municipality, and Jericho Municipality), Ms. Gemma Nohales, BCNecologia (Via Skype) and Mr. Imad Almasri HWE Chairman of the Board of Directors. After the opening sessions, technical sessions were done including: Session 2- Introduction to SCOW Qasem Abdo- Land and Water Expert discussed the Biowaste management in the Meditation shore, regards policies, objectives, drivers, compost needs, etc. Michele Giavini, SCOW expert collaborator, from the Italian Composting Association/ ARSambient, Gemma Nohales from BCNecologia, did a presentation on the objectives, tasks, main results and public outputs of the SCOW project via skype audio call. Session 3- SCOW Project's partners' experience and results Presentations on the project implication and results as well as on projects' monitoring and evaluation were done by the projects' partners: Catalonia, Genoa, Malta, Upper Galilee, and Corsica, all partners made their presentations and sent them as a video which was showed to all participants in the final conference, their experience and comments were valuable. Mrs. Sawsan Al Qudsi did a presentation on the project implementation and results in Palestine. Session 4- Biowaste management and composting for the benefit of agriculture The introductory speaker of this session was Mr. Hussain Abu Oun, from Ramallah and Albireh/Joint Service Council, while the keynote address was made by Mr. Fawzi Abdo, UNDP, on the Green House Gases Inventory of Palestine, solid waste emissions and composting as a potential mitigation measure. Session 5- closing session The introductory speaker of this session was Mr. Imad Al Baba, from The Palestinian Environment Quality Authority in his brief introductory; he spoke of the manifesto for proper waste management and Med compost network. The keynote address was made by Mr. Abdel Jabbar Abu Halaweh from the Joint Service Council/ Jericho. In his keynote address Mr. Abdel Jabbar looked at the challenges that face the biowaste management in Palestine and discussed other aspects such as: The future of biowaste management and policies in the Mediterranean. Lessons learnt from the project. Potential for sustainability and replicability of biowaste management models. Next step and recommendations for future initiatives. ENI projects and other cooperation programs. Recommendations: The following are a summary of the recommendations raised by speakers and participants of the conference: On the legal and policy making level: The development of laws and regulations that promote the production and the use of organic fertilizers in agriculture and land reclamation. The development of laws and regulations that encourage investment in waste recycling and organic waste, including the provision of facilities and incentives for investors in such projects, which will be supporting the national strategy for solid waste sector projects in Palestine. The development of the current strategies and work cross-sectoral strategies, for example: the preparation of a joint strategy between the Ministry of Agriculture and the Ministry of Local Government to recycle organic waste and produce compost that will be used in agriculture and land reclamation. The development of public awareness raising strategies on agricultural extension on the use of compost in agriculture. The development of strategies that support organic products, and find a suitable market for such products both inside and outside Palestine. On the community awareness level: Developing demonstration site of land using the organic compost, and other areas where chemical fertilizers are used, and to compare across these observations, which will provide awareness on the ground. Raise awareness among decision-makers and policy-makers on the importance of supporting recycling organic waste and converting it into organic fertilizer used in agriculture and land reclamation. On the current project level: Provide all forms of support from all partners and related parties to ensure getting the best results from this pioneering pilot project and introduce them as a model. All parties must work on the development of the existing projects and on providing the necessary financial support to ensure the expansion of these projects and increase the production capacity of them, which will lead to economic viability and reduction of production costs. The development of current projects through the use of up-to-date technology in production. Production of liquid organic fertilizers. The development of mechanisms to enable benefiting from the input of these projects (biomass) to produce the energy required to self-run these projects. Utilize technology to produce industrial soil and silage as one of the outputs of these projects. Continuous monitoring of these projects to get the best results. Conduct a market study to open new markets for the products of these projects. Fund and support projects that work on separating organic waste from the source in order to ensure the provision of raw materials for these projects free of charge and as a source of revenue in the future. Set up factories for manufacturing agricultural fertilizers, depending mainly on manure as a major raw material, and improving the product by adding some additives to enhance the quality of the final product.
