This year’s Sales Tax Holiday is Aug. 5 - 7. As in previous years, the law exempts most clothing, footwear, school supplies and backpacks priced less than $100 from sales and use taxes, which could save shoppers about $8 on every $100 they spend. Subject to the criteria explained below, all sales of qualifying items made during the holiday period qualify for the exemption, including items sold online, or by telephone or mail. Shoppers can use layaway plans to take advantage of the sales tax holiday. IT was a celebration of sorts as the W.C. Williams Building, located at the corner of Fifth St. and Commerce in Palacios received its Texas Historical Commission Historical marker in a ceremony on Saturday. (Beacon Photo by Alan Schulman) Last week’s Palacios Beautification & Pavilion Committee Meeting revealed a new targeted completion date of mid-February 2017. The first scheduled event for the New Pavilion has been moved from November 11, 2016 to February 17, 2017, giving the Committee a little ‘breathing room’ to get the facility built and up-andrunning before the Birding Festival. Payment #8 of $181,954.75 brings the total cost of the new Pavilion paid to 49.37%, so it’s all downhill from here. Meanwhile, many funding requests are still in the works. Also, the Mailer Campaign has brought in many donations, and the Brick Paver drive has, so far, resulted in 74 orders. Construction Progress Mike Murray reported that, due to the fabrication company’s failure to follow the plans accurately, hardware was being sent back to them for modifications and corrections. PBPC President Joe Kana commented that “Mike has stayed on it and caught things and brought it to the attention (See PBPC, Page 2) ‘film friendly’ addition to PISD praised over Filings for New PEDC website unveiled to Council MCND#1 web site changes BY ALAN C. SCHULMAN Palacios Beacon - Reporter “Thank you, thank you, thank you,” was Patricia Loving’s comment to the Board at last Monday’s Regular Meeting of the Palacios ISD Board of Trustees. “ The website update, whoever has been responsible for putting all of that together, and doing all of that, it’s a lot easier, you can find things, and I liked all your pictures.” But, it was not all praise from Ms. Loving. During the ‘public comments/audience participation’ portion of the meeting, she urged the Board to begin meetings at the specified time out of respect for the public and students who are there to receive awards and other recognition. Loving also took issue with the wording of “Interrogations” in the Student Rights and Responsibilities policy. Communications/ Presentations Carolyn Kubecka presented the STAAR and EOC test results, and reported that Palacios ISD scored “either at or above the state at all grade levels in all subjects.” She also outlined the Assessment Calendar and reviewed the 2016-2017 Handbooks, which included: Student Handbook, Campus Procedures Manual, Student Code of Conduct, Employee Hand(See PISD, Page 2) underway Filing for applications for a place on the Matagorda County Navigation District No. 1 regular Commissioner election ballot to be held on Tuesday, Nov. 8 began at 8 a.m. on July 25 and runs thru 5 p.m. on Monday, Aug. 22. Pete Charnock, owner of the construction company building the Pavilion, has had some health setbacks of late, contracting a staff infection following routine back surgery, which resulted in a lengthy hospital stay. He is reportedly doing better now and there have been no construction setbacks due to his illness. A ceremony to present the Film Friendly Community certificate to Palacios will be held during the August City Council meeting. Administrative Reports City Treasurer Jackie (Jones) Miller presented the Quarterly Investment Report and the Quarterly Financial Report, and stated that “the summer months are our busiest months for water leaks,” and she expects to see expenses rise for water and repairs. Mayor Glen Smith asked City Manager David Kocurek if water leaks had slowed down, and his response was, “I just take them one leak at a time.” Mayor Smith added, “that’s just old infrastructure.” Jones reported that, in general, the financial picture in Palacios looks good. The Quarterly Investment Report and Quarterly Financial Report were approved by City Council. Appointments Ron Conaway was appointed to the Zoning Board of Adjustments and David McMurray was appointed to the Planning and Zoning Commission. Mayor Smith announced, “We have filled all of our active committees, and I want to thank all the folks who have stepped forward, and all of our citizens who really, really stepped out and stepped forward and wanted to be a part.” Approved Items Council approved the Minutes of the June 28, 2016 Regular Council Meeting and excused the absence of Councilmember McGovern from that meeting. Next Meeting The next Regular City Council Meeting will be on Aug. 9. PALACIOS BEACON Area Briefs Effort to ‘grow’ city shows promise EL CAMPO: Efforts to grow El Campo will continue, City Council said Monday, renewing its contract with a retail recruitment firm and taking other steps in the effort. Retail Strategies, Inc. they said, have already brought business to El Campo, including a fast food eatery, a convenience store and the expansion of a major retail store. Other projects including more eateries and a possible hotel are in the works. “They are out in the market every day and know the retail expansion trends. They also have numerous contacts in the Texas franchise market,” said City Development Corporation Chief Carolyn Gibson. The CDC, a city-created agency funded by a portion of sales tax dollars, operates with the mission of economic development. That agency will be paying RSI’s $26,000 fee for one additional year of service. - El Campo Leader-News State Trooper delivers baby NAVASOTA: “This is the light that we needed in a time of darkness. This is something to show that we’re here to help and we are prepared for anything.” Those words spoken by Dylan Duke, who serves Grimes County as a DPS Trooper, perfectly describes the act he performed on Saturday evening while delivering a baby boy in the Navasota Express parking lot. Duke was assisting the Grimes County Sheriff’s Office on a traffic stop when he received the call to respond to a woman giving birth. While en route, Duke remembered his academy training which prepared him for such a rare incident. Duke said when he was in the academy undergoing training for such an event he never thought such a thing would ever happen. Once Duke arrived on-scene, he immediately began assisting the mother while the father was on the phone. Despite the language barrier between Duke and the mother, the trio made the best of the situation until paramedics arrived. - The Navasota Examiner Bringing life back to long-vacant downtown block EL CAMPO: Downtown’s latest redevelopment effort is expected to include a community center, dining, retail and office space. Crews from CStaff Construction have spent the last week and a half tearing out the front of the long-vacant 107 N. Mechanic Finkelstein building, a local icon of the downtown that once was. He purchased the old Finkelstein block about three weeks ago and is now in the process of transforming the 1920 structure. “I want to bring back the magic of the building,” said 1993 El Campo High School graduate, Chris Staff. “The town’s excited. It’s been an eyesore for 20 to 25 years.” Staff’s vision includes a community center/events venue in the two-story portion he’s calling the ”409 Club” - perhaps harkening back to the former El Campo area code. “I want people to walk in and feel the 1960s,” he said. Plans call for retail or office space on the rest of the block. Between the community center and the restaurant, Staff said he’d like to see an antiques store or similar retail establishment move in. “In El Campo, we don’t have antique stores,” he said, adding they have proven to be a draw in other revitalized downtowns. The 409 Club should be open by fall with the restaurant opening sometime between late summer and fall. Project renovation costs are estimated between $400,000 and $500,000. - El Campo Leader-News * Art * Ebay * Resale August 10th - August 17th Call for an appointment today to ensure your child is up-to-date on immunizations. Woodrow “Woody” Wilson, retired and closed the doors of the Palacios Pharmacy on July 31 after 45 years of service. Palacios firemen struggled to battle a spectacular fire that engulfed and completely destroyed the Alvin Schneider residence in the 600 block of First Street. The inferno quickly consumed the two story structure and blown embers threatened an adjacent residence but were extinguished by firefighters. 20 YEARS AGO-1991 The City of Palacios posted bright orange ordinance notices throughout its parks system, informing the public of the ban on alcoholic beverages. A pair of large cranes set the material in place on the construction of the two lane boat ramp/receiving pier project along South Bay. 25 YEARS AGO-1986 R.R. Traylor of Matagorda was honored for more than 60 years of service to the National Weather Service as a cooperative weather observer. Michael Petrisky, Cheryl Green, Carlos Acosta, Kendy Boykin, Richard Colling, John DeFore, Sandy Hunter and Stephanie Shanks attended the 1986/87 Summer All-State Music Workshop. 30 YEARS AGO-1981 Kathy Moore was named director of the newly established Palacios Area Fund. 35 YEARS AGO-1976 Cheryl Chaney, 16 year old daughter of Mr. and Mrs. Carl Chaney of Bay City and formerly of Palacios was crowned 1976 Matagorda County Farm Bureau Queen, The City State Bank of Palacios announced the election of DEADLINE 5 P.M. Eli Mayfield was the high bidder for Matagorda County’s first bale of cotton of the season, raised by the C.C. Ramsey’s. 55 YEARS AGO-1956 An estimated 150 Aluminum Company of America workers from this area joined other Alcoa employees in a strike when contract negotiations between the aluminum industry and United Steel Workers of America continued unsettled. The shutdown at Point Comfort left approximately 950 employees idle. Word was received from Washington D.C. that Highway 35 from Corpus Christi to Houston was eligible for improvements with federal aid primary funds. Town and Country Fashions, a new children’s and ladies’ wear store, was scheduled to open at 427 Commerce. 60 YEARS AGO-1951 Matagorda Countians had been asked to contribute to the current Red Cross drive for funds to help alleviate the heavy personal and property damage wrought by the Kansas flood, the worst of the century. By Jennifer Newton BACODA Communications Coordinator (832) 741-8241 • www.bacoda.com Summer is for barbecues, days at the beach, and family vacations. Did you know it’s also a peak time of year for adolescents to experiment with using alcohol and other drugs? According to data from the Substance Abuse and Mental Health Services Administration (SAMHSA), more than 11,000 youth a day use alcohol for the first time during June and July (December rates are comparable). By comparison, between 5,000 and 8,000 youth a day first try alcohol during the rest of the year. Another concern for the summer months comes from the National Highway Traffic Safety Administration (NHTSA), with statistics showing during May through August, nearly twice as many teens die from traffic crashes. While alcohol-impaired driving among teens is on the decline, their risk of dying in an alcohol-related crash is much higher than the general population. Additionally, underage drinking contributes to other popular summertime activities such as boating and swimming. Centers for Disease Control (CDC) report that alcohol use is a factor in up to 70 percent of adult and adolescent deaths associated with water recreation, almost a quarter of emergency department visits for drowning, and about one in five reported boating deaths. The Office of National Drug Control Policy assembled these prevention tips for S-U-M-M-E-R: Set Rules: Clear rules are needed about activities and friends. Involve your teen in setting limits and consequences. Understand and Communicate: Keep lines of communication open. Sunday, August 7th 10 a.m. Come & Be Blessed by God’s Word ent involvement is the most important factor in preventing drug use. Monitor Activities: Know each day what your teen has planned, where they will be, and with whom. Have planned “check-ins.” Unmonitored teens are four times more likely to engage in drug use or other risky behaviors. Make sure you stay involved: Know who their friends are and have a relationship with them. Talk to other parents, coaches and adults involved in your teen’s life. Encourage involvement in summer activities: Teens who are involved in Scouts, 4-H, sports, church or other youth activities have a focus for the summer. Reserve time for family: Even though teens may seem like they don’t want to spend time with their family, it is beneficial to have meals together, take a vacation and do other family activities. L S DEADLINE 5 P.M. FRIDAY Palacios Beacon IFE TYLES • The Kitchen Table • Go Fund Me page set up to help By Debbie Mosier Quiche or Pie? A quiche is an open pie made with an egg custard. If you are serving a group of ladies who appreciate the classic French dish, call it a quiche. If you are serving hungry children or the man of the house, you might choose to call it a pie to make the dish sound heartier or dare I say, manly. Quiche actually began in Germany in the medieval kingdom of Lothringen while under German rule. Later, the kingdom was renamed Lorraine by the French hence the coming of Quiche Lorraine, the best known quiche, made with cream, eggs, and bacon, but originally without cheese. The bottom crust would have at that time been made of bread dough. “Quiche” comes from the German word “kuchen” which means cake.(foodreference.com) The popularity of quiche spread in the U.S. during the 1950s as it became a popular egg dish often found in cookbooks of the time period. Nowadays, we see new lighter and more contemporary versions appearing on the food scene. This week’s recipe for Quesadilla Quiche has a crust that forms as the dish bakes instead of the common pastry crust. The ingredients take on a Southwest flair as its name reflects. Quesadilla Quiche 1 – 4 oz. can of chopped green chilies 1 T. freshly chopped cilantro 1 c. grated cheddar cheese 1 c. grated Monterey Jack cheese ¾ c. biscuit baking mix 1½ c. milk 3 eggs 1/8 t. pepper ¼ t. salt 2 -3 drops of Tabasco ¼ t. garlic powder ½ c. Mexicorn Preheat oven to 400 degrees. Spray a 9-inch deep dish pie plate with nonstick spray. It is important to use a deep dish pie plate to avoid overflowing of the filling. Place the chopped green chilies, chopped cilantro, and grated cheeses in the bottom of the pie plate. In a bowl, stir together the biscuit baking mix, milk, and eggs using a whisk or fork. Add the salt and pepper, Tabasco, garlic powder, and Mexicorn. Mix well. Pour the mixture into the pie pan covering the cheeses. Bake for 2530 minutes or until a knife inserted in the center comes out clean. Cool slightly before serving. To serve, slice as you would a pie. If desired, top each piece with a dollop of sour cream and a spoonful of salsa. A gluten free version of this quiche may be made using a gluten free biscuit baking mix. Both Bisquick and King Arthur brands produce gluten free baking mixes. I personally recommend King Arthur brand gluten free products. Send your questions and comments to [email protected].
