Delivering Real Property Potential • Provision of a local centre to accommodate uses such as local convenience shops, a health centre, and community facilities. • Construction related job creation throughout the development period • Creation of approx 50 jobs from the commercial and retail development. • A Community Infrastructure Levy payment to fund key infrastructure identified by the Council as a priority. • New households would generate approx £20m of household expenditure supporting 200 jobs. ? Dealing with Drainage & Flood Risk Two minor watercourses flow through the site, one to the south of Norwood Farm and another to the south of Wood Farm. These watercourses are incorporated within the site’s green infrastructure and all built development will be located in Flood Zone 1, the area of lowest flood risk. Highway Infrastructure for West Northampton Ber ryw ood Roa d Approx. position of ‘watershed’ between River Nene and Dallington Brook catchments The proposals include a range of measures, such as ponds and swales (shallow, grassed channels), to control surface water run-off. Sustainable drainage systems (or ‘SuDS’) such as ponds also provide opportunities to create new wildlife habitat, offer amenity value and contribute to improved water quality and pollution control. By ‘making space’ for water and responding to the potential impacts of climate change, the proposals will not increase flood risk elsewhere. Wood Farm Tributary The consultant team is working closely with the Environment Agency (EA) and Northamptonshire County Council (NCC) - as the Lead Local Flood Authority - and the planning application will be supported by a Flood Risk Assessment, prepared in accordance with EA and NCC requirements. Larkhall Lane OVERALL TRANSPORT STRATEGY The existing Public Right of Way (bridleway KP16/LB1) will be maintained and enhanced as a footway / cycleway through the heart of the development connecting Harpole and St Crispins, including a Toucan and crossing on the Sandy Lane Relief Road. Ber ryw ood The overall transport strategy for Norwood Farm is to: The public transport strategy for Norwood Farm has been developed in consultation with the bus operators and includes: • Reduce the need to travel, with inclusion of key facilities on site such as a primary school, and local amenities/facilities all within walking distance, and good direct connections to existing and planned developments for all modes; and • Bus services to the town centre every 15 - 20 minutes. • All dwellings within 400m walking distance (5 minutes) of a bus stop. • Minimise the traffic impact of the development, by encouraging the use of sustainable forms of transport such as walking, cycling, and public transport, thus reducing dependency on the motor vehicle. • Bus stops will be strategically located on the Sandy Lane Relief Road, Sandy Lane, the secondary road route through the development, and close to the primary school and local centre. • • Deliver the strategically important Sandy Lane Relief Road All bus stops will have real-time information displays and shelters. Roa d PEDESTRIAN / CYCLE STRATEGY Provision of connections to existing and planned developments., including to the Northampton West SUE to the north, Upton Lodge SUE and Upton Park SUE to the south, St Crispins to the east, and the proposed on-site Country Park to the west. A4500 Weedon Road A4500 Weedon Road Site Boundary A B A B Site Boundary Key Landscape Features KEY FEATURES RURAL AND INFORMAL RECREATION AREA ECOLOGY PARK AND ATTENUATION • Proposals for Norwood Farm have been carefully designed with sustainability at their heart to sit comfortably and compassionately within the landscape. • The character of this area is to be preserved in a similar use to protect the setting of Harpole • A flexible, accessible Public Open Space to serve both new and existing residents in the area. • New tree and hedgerow planting is proposed to strengthen the character of the green edge to Harpole and assimilate the development into the surrounding landscape. New flower rich grassland would be established for biodiversity and amenity. Sustainable Drainage System (SuDS) will include areas of permanent water to be managed for biodiversity and amenity value. • Within the proposals there will be areas of permanent water and terrestrial habitat to enhance biodiversity and landscape amenity. A detailed landscape and visual appraisal of the site and its surrounding area has been completed, modelling the parameters of building height, location and the strategic planting necessary to mitigate the visual impact of the development. This has considered topography, intervening built form and established vegetative structures. • • • The proposals present options for two natural barriers which complement the existing landscape character to conceal development from Harpole within the western portion of site. Land at Norwood Farm, Northampton Delivering Real Property Potential The Sandy Lane Relief Road will have a combined footway / cycleway along its length connecting New Sandy Lane to the north, and the existing built section of the Sandy Lane Relief Road within Upton Lodge connecting to the A4500 to the south. SANDY LANE RELIEF ROAD (SLRR) The Norwood Farm development will deliver the long awaited Sandy Lane Relief Road (SLRR). This section will provide the critical missing link between New Sandy Lane to the north, and the existing built section of the Sandy Lane Relief Road (SLRR) within Upton Lodge connecting to the A4500 to the south. This key piece of infrastructure for west Northampton will link and support emerging communities to the north and south of the A4500, and improve orbital movements around Northampton. Furthermore, the delivery will significantly reduce traffic flow on the existing Sandy Lane which currently carries approximately 10,000 vehicles a day along a narrow road used by lorries. The SLRR will be designed as a 40mph single carriageway urban boulevard road with development frontage. Specific key items: • three traffic signal controlled junctions which will aid accessibility for all users, and public transport priority. • controlled pedestrian / cycleway crossing facilities will be provided along the Sandy Lane Relief Road on key desire lines.
