Request to purchase the renewal of the City’s Microsoft Enterprise Agreement as requested by
the Information Technology Department.
This is a request for Council’s approval for this purchase using SC State Contract #4400003937
from CompuCom Systems, Inc.
This agreement will provide the City with cloud based Office Applications, web conferencing
capability, collaboration tools (SharePoint), and email online (50 GB mailboxes).
This is a 3 year agreement with 3 payment installments. Year 1 total is $438,310.75 and Year 2
and 3 total is $507,435.75 per year.
CompuCom Systems Inc. is located at: 7171 Forest Lane, Dallas, TX 75230
Sec 2-204. (9) of the City Ordinance. Competitive sealed bidding required; exceptions allow the
City to purchase goods and services without competitive sealed bidding when purchasing
through state contracts.

Subject: Microsoft Enterprise Agreement (Office 365)
We will be signing a new 3 year Microsoft Enterprise Agreement that will include Office
365 (O365). Several of these new O365 capabilities will give us additional options and
tools to enhance productivity and access such as a 50 GB mailbox per employee with
email archive capabilities. With our mailboxes hosted in Microsoft’s cloud, we’ll have
financial backed 99% uptime. Office Web Apps will give employees the ability to use
Office products using a web browser.
O365 will also give the City collaboration tools like SharePoint Online for team
document management and sharing. By leveraging Microsoft’s document-level
permissions, we’ll have the ability to securely share documents externally when needed.
OneDrive for Business will be used to store employees “My Documents” data in the
cloud as well. With O365 we’ll also gain the ability to leverage Lync Online for web
conferencing and Skype capabilities inside and outside the City.
Microsoft Office provides built in security services with their cloud based solution. This
includes 24-hour monitoring of data centers, secure access to data centers, customer
controls within the service, security hardening, and encryption at rest and in transit that
protects our data on Microsoft’s servers, threat management, and file/data integrity
prevents or detects any tampering of data.
Office 365 Message Encryption prevents threats that may occur due to wire-tapping,
man-in-the-middle attack, or various forms of digital interception. This mitigates the risk
of data falling in wrong hands either knowingly or unknowingly and provides further data
loss prevention capabilities
All Office 365 Government customers data is housed in data centers located within the
United States. Microsoft maintains multiple data centers in the United States and uses one
or more of these data centers as primary data centers. Backup data centers are used in the
event of a failover and are also located within the United States.
