Public Sector unions are routinely attacked by politicians looking to score cheap political points and more work needs to be done on a range of issues that impact the lives of CSEA members. The politicians who are elected on November 6th will have a tremendous impact on how much progress we are able to make in the coming years. That’s why it’s important that we actively work to elect candidates that appreciate the value of our service. From the top of the ticket to the bottom, CSEA has endorsed candidates who share our values and recognize the importance of public service and the need for a strong and vibrant middle class. The Legislative Action Committee (LAC) has recommended a number of candidates on the General Election ballot for federal and state office for endorsements that have been approved by the Executive Council: Complete list of endorsed candidates is on Page 6 CHRIS MURPHY FOR US SENATE New Haven School Bus Drivers Ratify New Contract With First Student. West Hartford and Shelton Drivers Reach Tentative Agreements. New Haven school bus drivers have ratified a new contract while West Hartford and Shelton drivers reached tentative agreements between CSEA/SEIU Local 2001, and the bus company, First Student Inc. The news of the West Hartford tentative agreement caps an often tense negotiation season with the bus company that saw a strike vote and picket of the First Student bus company in West Hartford and a 3 hour standoff in New Haven that nearly led to a strike over management’s refusal to negotiate. The tentative agreements will be presented to the West Hartford and Shelton school bus drivers for a ratification vote in the coming weeks. CSEA NEWS November, 2012 Page 3 Child Care Providers Update After 6 years of organizing, Connecticut’s child care providers have finally won the right to bargain with the State. Providers who care for the children of low-income workers are gearing up for their first contract negotiations, which are planned to start in the next few weeks. While CSEA’s child care team prepares our contract negotiating committee, an equally important group of member organizers are out knocking on doors getting membership cards signed. Signed membership cards are a sign of strength and support for the bargaining team. Dues will not be required until the ratification of a first contract. Last year at this time, over 95% of eligible family child care providers voted for SEIU as their representative. Due to extremely low wages and lack of health care for many, there is a lot of turnover in this field. So we are out there again, making calls, holding house meetings, and driving up to the stoop, as we must maintain this support during and after the negotiations. We could use your help! As union members, you can be powerful ambassadors. If interested in adding strength to our Local, we could sure use a few more feet on the ground or fingers dialing phones in our efforts to reach out to individual child care providers across the state. Child care providers can be so isolated. No matter where you live or work, we can find someone (or 2 or 3) for you to speak with, or give you a few numbers to call. We have the opportunity to re-elect a president who does not demonize public employees, unlike his opponent, and send to Congress and the State Capitol officials who, not only, listen to our members, but also fight alongside us to win for the 99%. The choice in this election could not be any clearer. CSEA endorsed candidates- President Obama and Chris Murphy support our members, the benefits we have earned, and the vital state services CSEA members provide. Their opponents do not. Mitt Romney and Linda McMahon do not share our values or our concerns. We attempt to highlight for you here some quotes showing the stark contrast between the candidates. STR ONGER Local 2001 TOGETHER Barack Obama on Unions: “It’s working folks like you who fought for jobs and opportunity for generations of American workers. It’s working people like you who helped to lay the cornerstones of middle class security, things that people now sometimes take for granted, but weren’t always there—the 40-hour work week, weekends, paid leave, pensions, the minimum wage, health care, Social Security, Medicare. Those things happened because working people organized and mobilized. “It is unions like yours that helped to forge the basic bargain of this country—the bargain that built the greatest middle class and the most prosperous country and the most prosperous economy that the world has ever known.” —President Obama in Toledo, Ohio President Obama has been very good for working families and for our members, consistently putting middle class concerns first. President Obama has a specific, balanced plan to reduce our deficit by $4 trillion dollars. Through revenue increases and budget cuts, President Obama’s plan puts us on the road to a balanced budget with a strong and vibrant economy that protects and grows the middle class. Mitt Romney offers few if any specifics on his plans for the economy, taxes or health care. What specifics he does offer are the same ideas that messed up the economy in the first place. Mitt Romney on Unions: “Over the years, unions have made extraordinarily important contributions to American society. Many of the protections and benefits enjoyed by workers in the 21st century are the result of sacrifices and struggles and hard-won battles fought by unions in an earlier era. But today, the effects of unionization have changed in ways that need to be recognized. Too often, unions drive up costs and introduce rigidities that harm competitiveness and frustrate innovation. The statistics tell an unkind story. Studies conducted by non-partisan scholars have shown that labor unions reduce investment and slow job growth. Right-toWork states have added millions of jobs over the past decade while states with pro-union policies have shed nearly a million jobs. In a recent Gallup poll, a majority of Americans said that labor unions “mostly hurt” the American economy.” From MittRomney.com Mitt Romney, Paul Ryan and Republicans in Congress support dangerous ideas like raising the age of eligibility for social security and cutting back on benefits for recipients. Mitt Romney wants to turn Medicare into a voucher program; a system that would only benefit insurance companies. November, 2012 CSEA NEWS Page 5 Chris Murphy on the Economy “At a time when the private markets are not responding, it is essential that the government aggressively address this problem. First, we must take swift action to assist families as they work through a difficult financial period. Increases to vital health care programs, food and energy assistance, and unemployment compensation are essential for American families. While temporary assistance is vital, we must also focus on making sure a families’ long-term investment - for many, their home - is protected. This means a partnership between the public and private sector to help families stay in their homes through lower mortgage rates and reasonable monthly payments. By protecting this foundation, we can help ensure this economic downturn doesn’t turn into permanent poverty for today’s middle class families. We must also address the current crisis in our financial system. Once the bedrock for the movement capital in our economy, America’s financial system has ground to a halt. Without the credit that it provides to large and small businesses and everyday families, America’s economy can’t work. Without lending, businesses can’t stay open or expand, can’t meet payroll for their workers, and can’t consider hiring. It is essential that we unfreeze this sector of our economy if we are to move forward. Like many of you that I hear from in Connecticut, I was outraged by the wasteful and reckless spending made by many financial institutions that were eligible to receive federal assistance under the TARP.We could not allow these financial institutions to return to a “business as usual” mindset when taxpayer dollars are at stake, so I supported legislation to amend the program to strengthen accountability, close loopholes, increase transparency, and require Treasury to take significant steps toward foreclosure mitigation. And we drew a firm line in the sand on executive compensation; “golden parachutes” are banned for all institutions who took government assistance. And I supported the economic recovery bill, a strategic and targeted law to provide immediate tax relief to middle class families while also driving public investment in railways, energy efficiency, and electrical transmission upgrades to aid consumers over the long-term. Here in Connecticut, we stand to make significant gains from this package that will help to put our regional economy back on track.” —Chris Murphy, from his congressional website Chris Murphy has been one of the most pro-worker members of the United States Congress since he was elected in 2006. He also defended Connecticut working families in the General Assembly, and will continue fighting for us in the United States Senate. Linda McMahon on Social Secuity and Medicare “We cannot continue doing things the way we are doing with Social Security. We’re just simply going to be bankrupt. And I do believe that there are ways to look at what we’re trying to do when we put Social Security in place? We didn’t go back and review it. In other words, I believe in sunset provisions when we pass this kind of legislation, so that you take a look at it 10, 15 years down the road to make sure that it’s still going to fund itself. Social Security will run out of money if we continue to do what we’re doing, if we rob the trust fund, if we think that there’s any money there -- there’s not. But there are, there certainly are (inaudible) securities, banks, backed by the federal government. However, Medicare is again going to go bankrupt if we don’t change it. There’ve been recommendations of block grants, of our seniors looking at choosing what kinds of plans that they want. (Vouchers)” . Linda McMahon speaking at a Tea Party event 4/20/2012 Linda McMahon has based much of her campaign around a proposal she refers to as her “6 Point Plan to Put America Back To Work” The main points are cutting taxes, ending regulation of business, cutting government spending while “empowering workers” by ending federal job training programs, and increased drilling for oil and natural gas. Feel free to read about it at her campaign’s website, www.Lindasplan.com Linda’s plan highlights her world view that government is always the problem and business is always right, which should give all public employees pause. While this plan to cut government resources and enforcement might sound attractive to some pro-business individuals, it is unlikely to benefit the economy and very likely to reduce federal funding to the state, which will eventually affect our state members. Simply put, Linda McMahon’s plan is bad for CSEA members. Fortunately, it is unlikely that any proposal from a freshman senator in the minority party would ever see the light of day in the Democratic controlled senate chambers. Williams Dave Roche James Crawford Steve Fontana Daniel Dauplaise CSEA NEWS November, 2012 McCusker Schollarship Fund Butterbraids CSEA Annual Turkey Drive Are Back With the Thanksgiving holiday right around the corner, our Union’s McCusker Trustees are once again organizing a pastry fund-raiser to benefit our Unions scholarship fund for 2012. We are once again selling delicious Lyman Orchards Butterbraids and cookie dough to help cover at least one of the $1,000 scholarships to be awarded to members’ children and grandchildren next year. There are 7 different pastries to choose from, including 5 cookie dough flavors, all listed Tuesday, November 20th 9am-2pm CSEA Hartford Office 760 Capitol Ave on the form below. Clip it out and use it to take orders from your friends, family and neighbors for the holiday. All orders and payments must be in by November 9th, and the orders will be delivered to our Union hall in Hartford on Monday, November 19th for pick-up, just in time for Thanksgiving! Page 7 On Tuesday, November 20th, CSEA/SEIU Local 2001 will be holding our annual Thanksgiving meal drive at our Union Hall in Hartford (760 Capitol Avenue). Each year we ask that Councils and Chapters donate to this good works event. On Tuesday, November 20 starting at 9AM we will gather to create food baskets to be distributed to our brothers and sisters in the Community. Please send Dawn Mckay ([email protected]) any suggestions for brothers and sisters that may be in need of Turkey Baskets this year before October 31, 2012. Help us fill food baskets for Thanksgiving. How can you help? Please have your Council or Chapter donate money that we can use to purchase turkeys, stuffing, potatoes, corn, green beans, and other tasty treats for baskets. November, 2012 Page 8 CSEA NEWS Early Voting Information For Our Members in Florida State Employee Retiree Health Care Trust Fund Update As part of the 2009 and 2011 SEBAC agreements, many State Employees have begun contributing towards their eventual retiree health care. After several media outlets reported that the Malloy administration had been using our retiree health care contributions to cover their general operating expenses, CSEA and SEBAC reviewed the situation. Retiree health insurance contributions are not in the common cash pool as reported in the media. The retiree healthcare funds are segregated, protected and will be moved into an irrevocable trust as required by the 2011 SEBAC agreement. Our contributions towards our retiree healthcare are not being raided, and the Malloy administration is in compliance with the 2011 and 2009 SEBAC agreements. Per the SEBAC 2009 agreement, the state has until July 1, 2013 to move all of our contributions, made to-date and going forward, into the irrevocable trust fund. The amount of money slated to be moved into the trust fund totaled $75 million dollars as of October 22, 2012. While the deadline to move the health care contributions into the irrevocable trust fund is July 1, 2013, there is nothing in the contract preventing the state from moving the funds into the trust fund early and we encourage the State to do at the earliest date possible. While Connecticut has absentee ballots, we do not have early voting. CSEA has over 1000 retiree members living in Florida, an important swing state with early voting. If you are registered to vote in Florida, avoid the rush of election day itself and cast your ballot early. Please contact your local Supervisor of Elections for dates, times and location. Early voting may be held for a maximum of 12 hours, but no less than 6 hours, a day. The hours for each day for each early voting site during that period are set at the Supervisor’s discretion. Supervisors of Elections designate early voting sites 30 days prior to an election. Early voting is held in the main or branch office of the Supervisor of Elections. Supervisors may also designate any city hall or public library geographically located so that all voters in the county will have an equal opportunity to cast a vote. Please contact your Supervisor of Elections for dates, times and location. Voters who want to vote early should present the following at the early voting site: • a valid photo identification; and • a signature identification.
