Established in 1986, we have administered the G-TELP under the motto "A Comprehensive test with Reliability, Validity, and Practicality". We have continuously exerted our best efforts to develop a testing tool which assess English learners' ability more accurately and more precisely over the last 20 years. As we have developed and administered G-TELP Level Test, consisting of 5 different levels, G-TELP Speaking Test, G-TELP Writing Test for adults, and Junior G-TELP for elementary and secondary students, we have come to have complete testing tools in 4 different English skills for juniors and adults. With pride in providing the first synthesized English test in Korea and responsibility as a testing center, we have played a leading role in practical English testing in Korea. Not as a test which assesses limited ability in specific areas but as the only test which assesses general English language proficiency in real life situations, we feel a deep sense of responsibility as an independent testing institution as well. I am convinced that our efforts and investment on testing tools have been the cornerstone of the reliable valid practical synthesized testing system and will be the same in the future. Not for making a discrimination between A and B, but for providing motivation for learners, we will do our best to be a genuine test assessing the course of learning. Keun J. The General Tests of English Language Proficiency (G-TELP) comprise a testing system designed to assess the English Language ability of non-nativee speakers in taskoriented, real-world situations. Evaluation of test-taker performance is based on well defined, functional language tasks. The G-TELP system offers assessment at five levels of proficiency: This level is characterized by minimal control of language that is typical of introductory classroom English and is intended for the person who has had no contact with the language outside of the classroom. This level is characterized by minimal control of language that is typical of basic communicative situations and is intended for the person who has had limited exposure to English in or outside the classroom. This level is characterized by control of language that is typical of basic communicative situations and is intended for the person who has had little or no exposure to English outside of the classroom. This level is characterized by control of language that is typical of real-world situations and is intended for students who can function within a wide range of authentic English language situations. This level is characterized by control of language typical of completely authentic realworld situations and is intended for the person who has probably had extensive contact with native speakers of English. -3- G-TELP Background Starting with initial trials in early 1984 and culminating with the first large-scale test administrations in 1987-1988, the development of the G-TELP system was initiated by a select group of experts in English as a Foreign Language instruction and assessment. A broad needs analysis effort was conducted in various parts of the world through structured interviews with potential users from a variety of settings including companies, universities, private language schools, and secondary (high) schools. The interviews provided information on language assessment needs which corresponded to the needs many teachers identified for a more communicative approach to language instruction. The data obtained indicated an agreement that a testing system which took a functional, task-oriented approach would be welcomed across both academic and business settings and in all areas of instruction. Score users were interested in test results that could supply a clear picture of what the examinee could do with the language, not only what he/she knew about the language. Interview respondents also expressed positive reactions to more detailed score reports that described the strengths and weaknesses demonstrated by the examinees on tasks being assessed. The methodology used to develop the G-TELP basically followed expert guidelines for the development of criterion-referenced tests. First the functional descriptors of the behavior or skills to be measured were defined. Based on these descriptors, detailed specifications were written to guide the writing of test items. These were later reviewed, pilot-tested in cross-level forms, and administered to several hundred adult students in the U.S.A. The times and instructions were revised on the basis of the results. Again, cross-level test forms were piloted with about 1,000 examinees in Japan, Mexico, and Saudi Arabia. Based on the results, complete level tests were developed for levels One, Two, and Three and were pilot-tested with several hundred examinees in a variety of settings-military, secondary schools, universities, and companies in Egypt, Korea, China and Japan. New forms were constructed based on the results. In 1988, The Seoul Olympic Organizing Committee selected the G-TELP as the standard English test for the evaluation of volunteers who would serve as English-speaking interpreter-guides for the Seoul Olympic Games. -4- G-TELP Background Responding to demand, Levels 4 and 5 were added in 1990 and 1991, and a Speaking Test was introduced to meet clients needs to assess oral proficiency. Local teams of experts in English as a Foreign Language have been trained to score and rate test results in Korea, China, Japan, and Argentina. In 1995, Junior G-TELP was also created for use with younger students of English G-TELP is the most well-known English speaking test in Korea and chosen as the English speaking proficiency test for admission and promotion exams for corporations, administrative exams for government organizations, and certification exams for pilots. G-TELP's client list includes: The Ministry of Foreign Affairs, The Civil Aviation Safety Authority of the Ministry Construction & Transportation, Hyundai Motor Company, Kia Motors, Korean Airlines, Asiana Airlines, Korea Airport Service, Oracle Korea Corporation, Hanjin Co., Ltd., Hewlett-Packard, J&J and P&G etc. G-TELP KOREA has been developing English Tests for Specific Purposes for companies and organizations as well as involving in research and development of various testing methods available to evaluate language proficiency including a writing test, speaking test, tests for juniors, computer-based tests, and voice recognition technology. Most recently, it has developed an aviation-specific speaking proficiency test, the TELPA (Test of English Language Proficiency for Aviation) for aircrews. -5- Benefits of G-TELP The G-TELP is criterion-referenced, whereas other commonly-used tests are normreferenced. G-TELP proficiency assessments are made according to universally recognized criteria that describe the ability of the examinee in the performance of specific language tasks. In contrast, norm-referenced tests compare the examinee's test scores with those of other examinees. Those scores serve as general indicators of language proficiency relative to that of other test-takers, but provide no objective, diagnostic information. The G-TELP tests provide detailed, task-referenced information on the examinee's performance, contained in a profile report that is formative rather than summative. This diagnostic report indicates what individuals can do with the English language, thus making it possible to better ascertain performance levels of competence, as well as strengths and weaknesses. This information is invaluable for decision-makers in industry and education. G-TELP Levels 1-5, necessarily paper-and-pencil tests, more closely approximate a measure of communicative competence in grammar, listening comprehension, reading comprehension and vocabulary, because they utilize real-world, authentic tasks, situations, and materials. The G-TELP provides a measure of general English language proficiency, instead of focusing on just academic or business contexts such as those tests required to secure university admission or a position in an English-speaking country. The G-TELP evaluates the skills of examinees at five different levels of competence. By focusing on a specific level of proficiency, each test achieves more extensive sampling of performance than a single test that assesses multiple levels. The G-TELP is primarily designed for in-country use in environments where English is not the primary language, and is available from licensed, highly-qualified agents in many countries. -6- Who are taking G-TELP? The G-TELP (Aviation) Test has been developed to help the test-taker meet the ICAO aviation language requirements. The test measures the test-taker's English Language proficiency in aeronautical communications, specifically the communication between pilots and air traffic controllers. G-TELP started Aviation-English language proficiency testing service in 1997. Since then, we have been conducting tests for the personnel of several major airlines. In 2002, we began developing an English Test for Aviation Purposes, and started including aviation-specific questions in the tests in 2003. After participating at symposiums in Luxemburg and Singapore, our company is now ready to administer the tests in accordance with the requirements laid down by the Korean government in March, 2004. The English Proficiency Test for Aviation, or EPTA, is a test of speaking and listening proficiency which has been specially designed to apply to the aviation context and is meant to be taken by aviation personnel who work as international pilots, air traffic controllers, and aeronautical operators. It was designed to comply with the ICAO language-proficiency testing requirements. EPTA is composed of Tape-mediated questions and a Personal interview. The EPTA is a specialized test designed to contain 100% aviation-specific materials, topics and situations. The test assesses the speaking and listening ability of the test taker through his/her responses to various work-related situations and conditions presented. The recorded speech sample of the test taker is evaluated based on the following criteria. Pronunciation Structure Vocabulary Fluency Comprehension Interaction The Requirements of Aviation Language Testing by ICAO - The ICAO language proficiency requirements point towards the aviation context for testing. - Phraseologies-only testing is not appropriate. - Proficiency tests of actual speaking and listening ability are required. - Indirect tests, of grammatical knowledge, reading, writing, are not appropriate. With these requirements in mind, the decision was made to create the test in the form of a speaking test. In order to more closely approximate a measure of communicative competence in speaking within an Aviation context, the EPTA presents real-world (authentic) tasks, situations, and materials. The Requirements of Aviation Language Testing by ICAO - It is a measure of Aviation English language oral proficiency, rather than being a general test of English language proficiency. - Rather than assessing examinees at one level of English language proficiency, it evaluates the skills of examinees according to the six different levels established by the ICAO, with each level reflecting varying degrees of skill acquisition. - Scores derived form the EPTA provide a profile of diagnostic information that is formative rather than merely summative (providing only a total score that indicates where the examinee is at that point in time).
