MTRCB LAUNCHES ITS 2015 TV AND FILM INFOMERCIAL
2015 marks the 30th year of the Movie
and Television Review and Classification
Board (MTRCB). To kick off the celebration of its anniversary, MTRCB formally
launched its new infomercial on 23 February 2015 at 2:00 p.m., MTRCB Building. Directed by renowned film and television director Jose Javier “Joey” Reyes,
Jr., DGPI and conceptualized by Mr. Erlito “Lilit” Reyes, the infomercial features
actors-spouses Ryan and Judy Ann
Agoncillo in atypical morning situation at
home. In such scene, their depicted child
picks up a word from a TV feature and
asks the elders in the house what it
means.
The infomercial aims to challenge parents and responsible adults to be aware
of the media content our children are exposed to, and to be mindful of the
MTRCB’s classification ratings. Parents
are also reminded that the primary duty in
guiding their children as to the media the
latter see still resists in them.
Details of the infomercial were discussed
by Director Joey Reyes, Ryan and Judy
Ann Agoncillo, Lilit Reyes and MTRCB
Board Members Bibeth Orteza and
Manet Dayrit, the latter being Co-
Chairpersons of the Infomercial Committee.
The Board also launched its Film and TV
Ratings advisory translated in three (3)
major dialects: Ilocano, Cebuano, and
Bicolano. The translated advisories aim
for a wider appreciation and understanding of the ratings system especially in
regional areas.
The launch culminated by the signing of
the Memorandum of Understanding
(MOU) with the TV Networks and theater
operators to ensure showing of the infomercial and to continuously empower the
general public towards discerning viewership and thus, among other objectives,
inform parents as to the media and entertainment their children may see.

Robert Ylagan, a.k.a “Robert Arevalo,” gave a short talk

Board (MTRCB), in cooperation with the Ateneo Law
Student Council and Ateneo de Manila Law School
Dean Sedfrey Candelaria, conducted on 29 January
2015 an alternative class activity with Ateneo law students. Under the banner of Matalinong Panonood Para
sa Pamilya at Lipunan nina Juan at Juana, the miniworkshop/seminar kicked off the Agency’s celebration
of its 30th anniversary this year.
The activity provided the students an opportunity to
learn from and interact with the MTRCB in regard to
relevant constitutional principles, media classification
laws, and the dynamics of media literacy and ageappropriate entertainment. MTRCB Chairperson

PANONOOD MEETS LEGAL ETHICS TALK
MTRCB Chairperson Eugenio H. Villareal, in cooperation
with the UP Law Center, represented by Atty. Maybelle
Arevalo, initiated the first developmental activity of the
agency for Fiscal Year 2015. The mini-seminar took place
on the main office of Government Service Insurance System (GSIS) in Pasay City, with selected lawyers of the
GSIS, as well as lawyers of various private companies
and institutions in attendance.

he spoke on various topics regarding broadcast and social media, lawyers’ responsibilities in relation to media,

With the theme entitled “Media and the Legal Profession
(Matalinong Panonood Meets Legal Ethics — with a special topic on Social Media and the Attorney-Client Privilege),” Chairperson Villarel dealt on the relationships and
limitations between the media and the law. He also
mentioned that both parties have common interests,
which are “interest in the truth” and “interest in justice.“
A similar talk, organized as an MCLE activity of the Integrated Bar of the Philippines (IBP)-Makati Chapter, was
held also given by Chairperson Villareal on 13 February
2015.

PARAÑAQUE ELEMENTARY
AND HIGH SCHOOL STUDENTS

showed great appreciation of the film.
The second MTRCB Children’s Classic, in partnership
with the City Government of Parañaque, was successfully held simultaneously at three (3) SM Parañaque
Cinemas in Sucat, Bicutan, and BF on 10 February
2015. Attended by almost 800 Elementary and High
School students, the collaborative activity was held in
celebration of the 17th Cityhood Anniversary.

The screening of Iranian movie Children of Heaven,
directed by Majid Majidi, was offered by the Cultural
Section of the Embassy of the Islamic Republic of Iran
in support of MTRCB’s developmental programs.

MTRCB Vice Chair Emmanuel Borlaza and Board
Members Robert Andrews, Patrocinia Binungcal,
Manuel Buising, Eric Mallonga, Cecilia Nubla, Jay
Revestir and Teresita VIllarama. Officials from the city
government and district office also graced the ceremony.
The schools represented were Paranaque National
High School, Masville National High School, Masville
Elementary School, and Sun Valley National High
School. Residents from Brgy. San Martin De Porres
also took part in the event together with their Brgy.

SALLE UNIVERSITY—TAFT
An invocation was led by BM Jay Revestir, followed by
opening remarks by Tourism Division Officer-inCharge Bernadette Berenguel.
SM City BF Mall Manager Mariano Arroyo gave the
welcome address, and congratulated the officials of
Parañaque City and MTRCB for conducting such an
activity that educates and entertains students. The
office of 1st District Representative Eric Olivarez also
extended its warm welcome, with his Chief of Staff Leo
Buenaventura delivering a message. Parañaque Vice
Mayor Rico Golez also gave his warmest greetings to
all students and emphasized that the film showing was
part of the city’s anniversary celebration. He said that
he was also looking forward to a more expansive Children’s Classics to be conducted in various schools.
MTRCB Vice Chair Emmanuel Borlaza gave an inspirational talk while MTRCB BM and Children’s Committee Chair Eric Mallonga gave an overview on the film
Children of Heaven. BM Mallonga also emphasized
that the event was just an initial collaborative activity
between MTRCB and City Government of Paranaque.
There will be more film showings and similar activities
to be conducted in the coming months in various educational institutions within the city to further educate
the youth through films.
After the film showing, Mayor Edwin Olivarez gave a

University in Taft Avenue on 10 February 2015. The
seminar is under the flagship project of “Matalinong
Panonood Para sa Pamilya at Lipunan nina Juan at
Juana.” His talk sought to broaden the scope of
knowledge and understanding of the film and television classification system and media literacy among
the Filipino audience, especially the parents and the
youth.
Gathered in the university auditorium were around
sixty (60) participants composed of faculty members,
parents and students who actively participated in the
discussion. Chair Toto also shared various information about the functions and undertakings of the
agency and its commitment to further strengthen the
information campaign of the MTRCB.
The event was made possible through coordination with De La Salle University-PUSO in
celebration of its University Week.◘

TO SUMMIT MEDIA

As part of MTRCB’s initiative campaigns, DZMM radio
anchors led by Mr. Neil Badion took time out from their
busy schedule to visit the MTRCB office on 11 February
2015. This time, the DZMM radio anchors found themselves attentively listening to Chair Toto Villareal.
The MTRCB Chairperson discussed the Matalinong
Panonood with the radio anchors who were also considered partners of the Board in its advocacies and information dissemination through broadcast media. The
Chairperson said that since teleradyo has migrated into
cable, they have become part of the television family.
He added that under Presidential Decree No. 1986,
aside from review and classification, the MTRCB has a
developmental function, which means the agency must
seek ways on how to help the film and television industries.
Committed to its continuous engagement with its
stakeholders, the Movie and Television Review and
Classification Board (MTRCB) conducted a Matalinong Panonood mini-session at Summit Media.
Thirty editors and writers from different magazines
and web-exclusive sites participated enthusiastically
in the session about Media and the Law. It focused
on discussing the nature of law and media, as well as
relevant rules and norms for the proper exercise of
press freedom and journalistic guidelines.
During the discussion, Chairperson Villareal also explained why straight news and shows imprinted by the
Chair Toto and Summit Media’s Editor-in-Chief
Jo-Ann Maglipon during the Open Forum.
Philippine government are not covered by MTRCB’s
jurisdiction. He also elaborated on the film and television classification system being implemented by the
agency and added that MTRCB is not a censors’ board
as others think, but a review and classification board.
Other topics discussed in the seminar were respect and
proper treatment for persons with Down’s syndrome,
Chair Toto Villareal discussed key issues in practice,
such as legal court issues especially with regards
annulment, the child witness rule, and contemporary
media coverage, inclusive of social media platforms.
The initiative for the mini-session came from Summit
Media’s Editor-in-Chief Jo-Ann Maglipon.
The editors and writers who participated were from
different magazines and websites under Summit Media, namely, Men’s Health, FHM, Cosmopolitan, Real
Living, Top Gear, Town and Country, Entrepreneur, Good Housekeeping, Smart Parenting, Esquire, Yes!, Pep.PH, Spin.ph, and.

SAFETY PROMOTION OF FOOD PRODUCTS

FDA and ASC in protecting consumers from misleading ads and sales promotion practices and in the monitoring and regulatory advancements of food supplement or dietary food products. He stressed that
MTRCB is also committed to protect its Filipino audiences and consumers since home TV shopping channels are under the jurisdiction of the Agency, which
has a developmental function.◘
The Movie and Television Review and Classification
Board recently joined forces with the Ad Standards
Council (ASC) and Food and Drug Administration
(FDA) to raise awareness on the promotion of food
products especially in the context of Home TV Shopping. This transpired in a seminar on FDA Rules Regarding Advertisements and Promotion of Products.
The activity aimed to promote greater cooperation and
engagement with relevant government and nongovernment institutions and implementors of the advertisements in ensuring the safety of products made
and sold in the Philippines.

Chair Toto discussed the powers and functions of
MTRCB, its guiding principles, and the revised classification system for films and in television. He also interacted
with the students during the open forum when he was
enthusiastically asked various questions, from MTRCB’s
post-review on teleseryes to interest in the movie Fifty
Shades of Grey.

Organized by Philippine Association of Communication
Educators (PACE), ABS-CBN Inc., and St. Paul University Manila, the Pinoy Media Congress gathered almost
one thousand students from 44 educational institutions
