Hudson, but whoever it was is listed in the police report as a …concerned citizen. That person was
never identified and strangely, no
one knows anything about how

money orders in the amount of $950
each and that he should cash three of
them, wire the money to her by Western
Union, and keep the remaining money
orders so that the two of them would
have money when she arrived in the U.S.
to set up housekeeping with him. The
man was smitten and the woman soon
had him carrying out her every wish.
He soon received nine postal money
orders in the mail. He went to his personal bank and cash three of them for
$2,850.00 which he promptly wired to
England. However, Honeypoo gave him
a certain name to wire the money to
which was not her name. She claimed

Police Burglar Alarm Calls,
98.9% False Alarms

If you have ever called for police service and
been told that there was no police unit available at the moment, there is a very good
chance that there were one or two officers
somewhere in the city tied up on a false burglar alarm call. It is a fact that in the one year
period ending in June, that Galveston police
officers responded to 1038 burglar alarms
calls, only nine of them proved to be legitimate.
There are many problems that result from
these excessive false alarms, the big problem
being that every time the police dispatchers
receive one of these calls, two officers must be
dispatched to the scene. Since most Galveston
police units are single officer units, two units
must be dispatched to each alarm call. Not
only are two officers out of service for 20-minutes to an hour, but the officers safety is
endangered unnecessarily as they rush to the
scene of what they must assume is a burglary
in progress. Additionally, Galveston taxpayers
are spending thousands upon thousand of dollars each year for police officers and equipment responding to these false alarms.
A city ordinance in Galveston permits the
city to assess a fee to home and business owners for each false alarm that police respond to
over a specified number each year. For some
reason that we have not been able to determine, these provisions have not been strictly
enforced for the past two years. Official
records provided the Galveston Police News
by the City of Galveston indicate that the last
time a fee was assessed was in July 2003.
The same report reveals that since 1999 only
24 businesses and 9 residences have been
billed for excessive false alarm calls.
In nearby Texas City a similar problem was
recently tackled by the police department and
the city administration, resulting in a new city
ordinance which puts more teeth in the
enforcement of alarm regulation and strengthens requirements for obtaining an alarm permit. Texas City Police Captain Russell Laroe

I have been quite
entertained over the
past few weeks as I,
along with a small
portion of the island
population, watched a
couple from the north
side of the bridge, do
their best to create

excitement and controversy over the alleged mistreatment of a
local thug by two of our police officers.
It started when a local rich kid captured
headlines by claiming that she witnessed
officers Mark Davis and James Stewart kick
and beat one of our native ex-convicts while
he was handcuffed. Of course she drove up
on an incident that had been going on for
several minutes and did not see what had
actually transpired.
Anyway, the incident was enough for a
husband and wife team of rabble-rousers
from Dickinson to jump in front of the TV
cameras during a meeting of the Galveston
City Council and proclaim that some of our
Galveston police officers may be criminals
and that the population of Galveston,
Galveston County, and a wide portion of
Harris County were greatly concerned that
the citizens of Galveston were victims of a
bunch of rogue cops. We should be thankful that these two were concerned enough
to make a special trip to Galveston to save
us from the enemy. Galvestonians are so
blind and ignorant that we frequently
depend on those from area cities to come
here and get us pointed back in the right
direction.
After a couple of TV appearances the pair
called for a demonstration in front of city
hall which they had on July 16th. The hundreds that they claimed would show up
turned out to be about 50, mostly a group
of malcontents are that frequently complaining about whatever issue they can
drum up. Some were local police characters who naturally would like to see
Galveston disband the police department
so they can freely crawl through your win-
dows at night, rape your children and steal
your TV. They always show up when the
anti-police show begins. Not one elected
city official appeared either in support or
opposition of the issue.
What was glaringly apparent to me was
the fact that neither the N.A.A.C.P. nor the
A.C.L.U. got involved in this fight. Neither
of these groups ever miss an opportunity to
attack the police. In some cities, leaders of
these groups make their living drumming
up controversies, organizing marches and
demonstrations and bringing lawsuits
against police and sheriff departments.
Where were they for the big demonstration
at city hall? Why didn’t they come to the
defense of Patrick James Woods, the
alleged victim of these two brutal cops? We
don’t know, but it was obvious that they
were having nothing to do with it.
Where was little Miss Muffett during the
city hall fiasco? It was her party. We suspect that she may have developed a case of
bashfulness after those two, big, bad police
officers hired a lawyer and filed a lawsuit
against her questioning her honesty, integrity and motivation. If the officers are successful in the suit, little miss rich girl may
have to call on daddy and his checkbook to
bail her out.
And where was James Patrick Woods. We
didn’t see him at the big, city hall party
either. He may have shown up after I left.
One hour of screaming, hollering, ranting
and raving with bullhorns and amplifiers
was enough for me. Really, it just wasn’t
my kind of party.
I am thinking about staging a demonstration of my own, that is if city hall will give
me a permit. Being a fan of creamy style
peanut butter, I have always been opposed
to the crunchy style and believe that it
should be banned from grocery shelves. If
I can get my demonstration organized, I will
announce it on TV during a city council
meeting. See you there.

Pistone's Barber Shop there is a red zone.
This red zone to most seems to not
exist. I guess people to lazy to park at our
famous meters.
The metermaids have been blind to this
for years. In all seriousness we never
know when this red zone is gonna be
needed for a fire.

zone like it does not exsist but it does and
I have chewed people out for years that
park in front of it.

Dear Mr. Porter,
I am familiar with the Rona and Mike
Smith. I don't always agree with them,
but I believe that they are doing the right
thing…speaking up for those who don't
have a voice.
In this instance, however, I fully support
the police. I have been attending the
Citizen's Police Academy Classes and
have come to appreciate the men and
women who represent and protect our
city. Theirs’ is an immensely difficult job.
I have been impressed with their dedication, despite the odds. I have come to
appreciate how hard it is to have to daily
deal with situations and people they must
encounter.
Incidents will occur, and will be interpreted according to not only the facts, but
also the perceptions, needs and fears of
the individuals involved. The police are
not always wrong. The police are not
always right. In any organization there will
be those members who do not, or cannot,
uphold the standards which are required
of them. When that occurs, it sadly
smears the reputation of the whole organization.
Painting any group with a broad brush,
however, covers the core issue here; that
we ALL want to be heard and treated fair-
ly and justly. Being anti-police or propolice, anti-socialist or pro-socialist, does
not provide space for a better understanding or greater justice. Against-ness or Forness doesn't build trust.
I will be out of town on the 16th. I think
that a way to handle the situation might
be not only to show up to be FOR the
police, but to engage and provide information, not argument, to those who believe
there is police brutality. Certainly, there
are unreasonable people on all sides of
the issue who will not be able to hear anything beyond their own limited and fixed
perspective. That is just a fact. But if
there is any chance at all for this to be
anything more a protest and a cheerleading event, a thoughtful and useful plan of
action should be pursued. A speaker from
the Galveston Police might be helpful.
Someone who will say to the protestors,
"we will hear you out, but also hear us
out.” No argument. No defensiveness.
Where there is no fighter, there is no fight.
The reality is that at the present time
there are many non-socialist Galveston
County citizens who are wondering
"what's going on with the Galveston
Police?” Take the opportunity to help the
protestors, and the silent questioners,
understand what the police officers are up
against. The Galveston County News is
often the only news source for many.
People need to hear directly from the
source, not just through a newspaper
which may also have its own agenda....to
sell more papers.
I am forever grateful for having the
opportunity to attend the Citizen's Police
Academy. The officers and personnel
have certainly changed my view of the
Galveston Police, and have created a
greater understanding of the broader picture of their profession.

Not too long ago she was coming back

D.W.I. driving all over the road. She called
the Galveston P.D. dispatcher and reported the D.W.I. After giving the details of
the D.W.I.'s car, etc.she stayed to the telephone line to give its location as it traveled

The dispatcher asked, are you Rebecca

She said yes, and the dispatcher said,
"The D.W.I. is going to have a surprise

up inside the big house and after awhile,
Karen just moved to the cottage outback
rather than invest time cleaning and
homemaking. The cottage had originally
been a garage which was converted into a
greenhouse where Karen gardened, and
finally it was made into a small, efficiency
type cottage.
Karen had been married three times.
Her first husband died when Stephanie
was five years old. Her second husband,
whose last name she continued to use, is
a police officer in the Fort Worth area.

years before marrying her, but divorced
her after less than a year of marriage.

the apartment that night. The 9-year old
daughter of Hudson’s girlfriend who lived
there with her mother. She is being reinterviewed by Detective Sergeant
Matthew Oliver who has been assigned to
reopen the case.
The first officer on the scene that
evening was Officer Joe Salinas, today an
Inspector with the Galveston Fire
Department.
Salinas said that it
appeared to him that Hudson had been
stabbed near the doorway to apartment
165, he then staggered several feet down
the sidewalk where he fell dead. The officer also reported that when he arrived at
the scene there were several people gathered around outside and in the apartment.
One woman seen in the crowd disappeared and later reappeared in a nearby
grocery store claiming that she had just
stabbed a guy down the street. She was
later located and questioned by investigators who determined that she was one of
the local lovelies who was under the influence of alchol and was enjoying a
moment of fame.
To make a long story short, no one was
ever arrested, no one was ever charged
with the murder of Cephus Hudson. Even
with the crowd of people gathered at the
scene and in the apartment, ‘no one saw
nut’n’ as the saying goes, and police were
never able to make a case.
Today, over 21-years later, police are
again attempting to develop new evidence
and hoping to locate at least one witness
willing to talk about who killed Cephus
Hudson, and why.

boat at Pier 7 in
Galveston, and James Franklin Davis
threatened to kill himself unless officers
furnished him a fix of crack cocaine, a cigarette, a beer, and his wife.
19-year old Franklin James Davis was
found loitering around the boat when the
crew arrived to board. The Captain called
police when Davis would not leave.
When Sergeant John Courtney arrived,
Davis climbed up into the rigging and
began shouting demands. “He was holding a knife to his chest and said he would
not stab himself if we would give him a
crack rock and a beer,” Courtney told the
Galveston Police News.
After more officers arrived, Courtney
said a beer and a cigarette were set out on
a crate on the deck of the boat as bait, in
an attempt to coax Davis down from his
perch. Officers, armed with Tasers were
stationed nearby and out of sight. “We set
the beer down on a box on the deck of the
boat and we got off and got on the pier.”
Sgt. Courtney related. “We told him, –
there’s your beer, go get it. He thought he
was safe so he came down to get it.”
As Davis retrieved the bounty, officers
Steve Wilson and Carl Lomax appeared
from their hiding places and downed him
with shots from their Tasers. “He was
deranged from needing crack. He was
having a crack fit,” explained Courtney.
The first shot from Wilson’s Taser only
temporarily disabled him. He recovered in
about five seconds and Lomax administered another dart which grounded him
long enough for the officers to restrain
him.
Courtney had high praise for his officers
and the new Taser technology. “These
officers handled a dangerous, critical incident with calmness, cool-headedness, and
street-cop savy. Two years ago this type of
event could have likely ended up in a
shooting,” Courtney said referring to the
fact that some officers now have the Taser
as an alternative. “Equally important was
their ability to work together, communicate, and for just a brief moment out there
on the end of Pier 7, they were a seamless
team of law enforcement professionals,”
the Sergeant said.
Davis was arrested and charged with
criminal mischief after it was discovered
that he had broken some windows on the
shrimp boat in an apparent effort to gain
entry before the crew arrived.
Sergeant Courtney is a combat veteran
having returned only recently from duty in
Iraq where he served while on military
leave from the police department.

One of the things that local police are constantly observant for is objects washing ashore
on the beaches, objects that include debris
from offshore oil rigs, passing ships, garbage
and litter from shrimp boats and recreational
boaters, dead bodies and drugs.
Everything imaginable comes ashore on
Texas beaches and Jamaica Beach gets its
share.
We recently had occasion to be nearby when
veteran Jamaica Beach Police Sergeant Steve
Hubbell radioed for assistance from the
Galveston County Sheriff’s Beach Patrol.
Hubbell had spotted what he termed a …suspicious buoy‚ floating about 50-yards offshore.
The Beach Patrol would assist by retrieving the
object for Hubbell by use of their jet ski. On
this particular occasion the buoy turned out to
be simply a piece of discarded PVC pipe, however, on previous occasions the retrieved
buoys have born booties of drugs, marijuana
and cocaine.
Hubbell related how earlier this summer a
camper at the Galveston State Park which
adjoins the Village of Jamaica Beach, discovered
a large package washed up on the beach. It was
marijuana. Fifty pounds of marijuana packaged
into 24 individual bricks, and wrapped into one
‘big’ waterproof bundle. Hubbell said “that by
time the park rangers got to the site where the
marijuana lay, one of the bricks had disappeared, there were only 23 remaining.”
“It was obvious that one had been taken,”
said the Sergeant. Each of the bricks normally weights 2.2 kilos, meaning that the bundle
which came ashore was over 50 pounds. The
contraband was turned over to the Galveston
County Narcotics Task Force, an agency of
officers from several area law enforcement
agencies, plus state and federal narcotics
officers. “If it had come onto our beach, it
would have been turned over the Galveston
County Sheriff’s Department,” Hubbell
explained.
He related another incident in which 20kilos of cocaine washed upon the beach at
16-Mile Road. “There were twenty, two-kilo
packages that time,” said Hubbell, “attached
to a Clorox bottle for a buoy.”
Bundles of contraband can come ashore
from several sources according Sgt. Hubbell.
“Just like the seaweed that comes from the
Bermuda Triangle, it gets into the Gulf Stream
and winds up on our beaches. Some may
have been dumped from boats near Florida
or most anywhere. The marijuana that came
up in the state park had been punched full of
holes, so we suspect that a shrimp boat may
have thrown it overboard when the Coast
Guard got to close,” Hubbell said, “the holes
were punched in the bale purposely so that it
would sink quickly.”
We asked Sgt. Hubbell if Jamaica Beach
Police made many arrests for drug related
offenses. “Most of our arrests are for family
violence,” was his reply. That is a common
problem for all police departments, and that
is another story.

Chapter-31 of the Blue
Knights of Texas celebrated
its first birthday on July
7th. With over 100 members, the chapter which is
home-based in Galveston
is the largest chapter in
Texas. Members represent virtually every law enforcement
agency in Galveston County and some from
area counties.
The Blue Knights is a non-profit fraternal
organization of active and retired law enforcement men and women who enjoy riding motorcycles. First formed in Maine in 1974, the
Blue Knights now have chapters across the
United States and in several foreign countries.
A family fraternity, member’s spouses and
children often accompany them on various
rides and functions. Local members often provide assistance, directions and sometimes a
place to stay to fellow members traveling from
out of town. Many Blue Knights work long and
hard to raise money for various charities.
Projects of special interest to them involve
events that benefit children such as Make-aWish Foundation, Toys for Tots, D.A.R.E and
Concerns of Police Survivors or COPS.

At Jarrett Armstrong's house one night at dinnertime last month, the telephone rang.
The Keller chiropractor picked up the receiver
and heard a prerecorded voice announce a collect
call from the Tarrant County Jail. Would he accept
the charges?
Fearing that someone in his family had landed
in jail, he accepted.
An inmate asked to speak to someone whom
Armstrong didn't recognize.
Sounding confused, the inmate told Armstrong
that he had apparently dialed a wrong number.
The inmate said he was only allowed one phone
call and asked Armstrong for a favor, wrapped
with a hard-luck story.
The inmate said he had been arrested and jailed on
an outstanding warrant, but that authorities discovered
that he was wanted in Dallas County, too. The inmate
was about to be shipped to Dallas, but his girlfriend from
Boyd was coming to pick him up in Tarrant County.
Would Armstrong please call the girlfriend and tell her
what happened? Tell her, the inmate said, that he would
call her when he arrived in the Dallas jail with his one
allowed phone call there.
"What's her number?" Armstrong asked.
"It's a special number," the inmate answered,
Armstrong recalled later. "She has a prepaid phone that
requires a special code."
The number began with the code: *72.
Armstrong called the number, got a voice
recording, left a message about the inmate's
problem and hung up.
Within minutes, though, his phone began ringing with one short ring. But every time
Armstrong picked it up, nobody was there.
Armstrong didn't realize it, but he had fallen
victim to a growing scam known as the
Jailhouse Jingle.
What Cops Do That Doesn't Make The News
(GALVESTON) - July 17, 2005 - Two of
Galveston's finest were dispatched to investigate an 'undesirable' person loitering in a
residential neighborhood. During their
investigation officers Jaime Osteen and
Marcus Pitre discovered an elderly man living alone in a small apartment. It was
apparent that the man was distressed. The
windows in the tiny apartment were frozen
shut. There was no working air conditioning, no fan and no fresh air circulation.
Knowing that the health and welfare of the
man were at risk, Osteen went directly to a
nearby store where she purchased, with her
own money, a box-fan which she installed in
the apartment. The fan helped with the ventilation problem but it was still sweltering in
the cramped apartment. Officer Pitre then
retrieved a window air conditioning unit
from his own home and installed it in the
mans apartment.
The actions of Osteen and Pitre were
reported up the line from the field supervisor. In a message to the two officers, Patrol
Division Commander, Captain Michael
Putnal wrote, "The initiative and unselfishness you displayed is exceptional. Such
gestures have a positive impact on the lives
of those who are less privileged or otherwise
unable to help themselves. I really appreciate your efforts."
(LEAGUE CITY) - July 13, 2005 Shortly after one o'clock in the wee hours
of the morning, League City Police Officer
Chris Skendziel was patrolling the area of
the Huntcliff Apartments on St.
Christopher Street, when he smelled
smoke. Stopping to investigate he discovered fire burning from a downstairs wall
and smoke pouring from the roof. Officer
Skendziel's first action was to evacuate all
of the eight units in the building at the
same time radioing for fire and rescue
units.
All of the residents were removed safely
and the fire was finally extinguished by firefighters from League City, Webster,
Dickinson, Forest Bend and Kemah. Two
apartments were completely destroyed by
the fire and the other six received extensive water damage.
The unit where the fire was discovered
was occupied by a couple and three children. A woman and child lived in the
apartment directly above it and there were
other families with children in the other
apartments which were all evacuated safely by Skendziel and other officers and firefighters.
The displaced families were given temporary shelter at the South Shore Harbour
Hotel.
She added, "They're in jail. Why would you
accept a call from a crook anyway?"
Martha said she called the Tarrant County Jail
to complain about the scam, but "the jail man
told me there was nothing he could do about it."
After that, I called Armstrong and played a
recording of Martha's voice for him.
"That's her," he said, identifying Martha as the
woman who originally accepted his forwarded
call. "Her voice sounds identical."
So I called Martha back and told her that
Armstrong identified her as the partner of the
inmate in the scam.
She erupted: "He can think that all he wants
to," she shouted. "You can tell him if he wants to,
he can take it to the prosecutor, take it to court.
"You just tell him the next time, don't be so
darn stupid. Do not press numbers on your
phone if you do not know what they do."
She denied any involvement, but added:
"Obviously, he can't do anything about it
because the cops would have already contacted
me."

and placing a block on your line that prevents

This listing represents 67 officers that
went home to their families because they
had the wisdom to dress for survival. How
many more police officers can be saved by
the simple act of mandating vest wear?
Two factors for consideration:
The number of reported saves verified by
the Survivors' Club is conservative. For a
save to be recorded a completed application
must be submitted bearing the survivor's
signature and agency endorsement affixed.
Some officers and agencies decline the
opportunity to have a save recorded in the
Survivors' Club databank.
The number of reported saves for preceding years will increase as previously unreported incidents are brought to the attention
of the Survivors' Club. Recently, the
December 23, 1975 save of Seattle Police
Officer (now retired) Robert Johnson was
reported. That was the first documented
save involving a vest constructed by the U.S.
military under contract to the now defunct
DoJ Law Enforcement Assistance Program.
Lastly, a new officer safety paradigm is
called for. The IACP State Associations of
Chiefs of Police (SACOP) created a vision of
"Zero Officer
Injured or
Killed."
This
vision, if
widely
adopted
by law
enf orcement
agencies,
will provide the
shared commitment
needed to further decrease the annual
body count of officers disabled or killed in
the line of duty. The vision is designed to
pull all police practitioners in a common
direction. The measure of success is not
reaching a point but it is the relentless
efforts by all stakeholders to move steadily in the right direction. Keeping police
officers alive and safe is important and
warrants a clear statement of intent. Zero
Officers Injured or Killed is such a statement.

What Are Friends For?
Kelly James of Houston had made big
plans and was all set to cast his line during
the big 8th Annual 100 Club Fishing
Tournament in July. He could already imagine himself with the winning stringer of fish
and the fish stories that he would be able to
tell his buddies back at the Firehouse Saloon
in Houston, of which he is part owner. He
was partnered with Houston Police Officer
John Zurek and as far as they were concerned winning was a cinch. They had the
boat, all the finest, top of line fishing gear,
rods and reels, a nice big cooler for refreshments and another one to ice down their
catch, plenty of suntan lotion, all kinds of
tackle and lures, life jackets. It was all covered, nothing could go wrong.
Well, almost nothing. James and Zurek
were due to cast off from Teakwood Marina
at Tiki Island at daylight on Wednesday, July
13th. Tuesday evening, the day before, Ryan
Wasaff, a longtime friend and buddy of
James’ got a phone call. It was Kelly, he was
talking fast, excited, anxiety exuded. His wife
was going into labor. A trip to the hospital
was imminent and he needed his friend Ryan
to fill in for him at the 100 Club Fishing
Tournament.
“Sure Kelly, old friend, old buddy, I’ll be
happy to go fishing for you. You and Annette
just go on and have that baby and I’ll take
care of catching the fish for you,” is our version of his reply.

The next morning at first light, Ryan Wasaff
and John Zurek launched their boat for a day
of fishing. And fish they did. After the official weigh-in at two o’clock in the afternoon,
Wasaff had captured the first place prize for
landing the biggest Trout, a 6.3 pounder. To
top that off, the team of Wasaff and Zurek
grabbed the first place trophy for bringing in
the heaviest stringer of fish, 22.11 pounds.
Seventy-eight teams, consisting of 265
fishermen participated in the big tournament
which is held annually to raise funds for The
100 Club, the premier law enforcement support organization in the country. There was
a big barbeque dinner served following the
event attended by law enforcement officers
and supporters from throughout the country.
Meanwhile, back in Houston, while the
big tournament was in full-swing, Kelly and
Annette James became the parents of son
Matthew James. We didn’t get the results of
his weigh-in, but we’re sure he’s a keeper.

false alarms by assessing a fee after a specified number of responses. The new operation
is tied into the police computer system which
tracks and records alarm calls. If fees are not
paid promptly the alarm permit is cancelled
and police no longer respond.
Assistant City Manager Lloyd Renderer and
Police Chief Kenneth Mack’s top administrative commander, Captain Phillip Morris, are
tackling the problem in Galveston. Renderer
has experienced similar situations in
Oklahoma and Florida where he has served in
administrative government positions. Both
believe that more responsibility should be
placed on alarm companies to ensure that the
systems they install work properly before placing them in service, and that they should be
properly maintained on a regular basis to prevent unnecessary alarm signals.
Captain Morris says, “There are all kinds of
things that contribute to false alarms. It’s like
any other mechanical device. You put it in and
it’s not going to work the same way in two different houses, so I think that when you put a
system in, it needs to be tweaked, looked at,
and maybe they should consider putting an
alarm in some of these houses and running it
for a period of time, to make sure the bugs are
worked out of it, before they go online with it.”
He adds, “Then there are the people who go
off and leave their cats in the house (which set
off motion detectors), leave a window open or
the air conditioning sets them off and other
issues inside the house.”
In many cities the alarm companies maintain their own private security officers who
respond the alarms. A single police unit is dispatched in support but is quickly returned to
service once it is determined that there has
been no burglary. The alarm company officer
remains at the scene to reset the alarm and
deal with the property owner. This service is
not offered in Galveston. “I think that if you’re
going to provide a service, then you ought to
provide a service,” says Captain Morris. “If
you’re going to provide an alarm, then you
should provide a response to the alarm.”
There is legislature pending in Texas dealing
with these alarms, according to Morris. “It has
stalled a little bit because it has some specific
language in it that says what cities can and
cannot do in the permitting system. It is going
to increase some of the fees we can charge for
having a permit and it is going to assist specifically by statue in determining how many false
alarms one can have before we can enforce a
false alarm ordinance. What we are trying to
decide is, if we adopt an alarm ordinance with
a permitting system, then we cannot refuse to
respond to alarms. If we were to choose not to
adopt an ordinance, then we can choose not to
answer burglar alarm calls. That’s what we
are looking at, is whether we want to go forward with an alarm ordinance or whether we
want to back out of the alarm ordinance,”
Morris concluded.

Procedures At Galveston Cruise Terminals
1. Passengers may be picked-up after 8:30 am
2. No parking at the Cruise Terminal
3. No unattended vehicles
4. No drop off before 12 Noon
5. No stopping in left lane.
6. Waiting is allowed in the debarkation area.
7. If parking in the downtown area, avoid parking in the red/yellow zones (painted curbs)
8. No weapons of any kind in luggage or in the
terminal
9. Check with cruise lines for amount of beverage allowed to be taken on cruise ship.
10. No one without a ticket is allowed in the
embarkation lobby or 2nd floor of the cruise
terminal
11. No filming or photographs inside the cruise

parking lot, you proceed to the 2nd floor where
security will assist you at the x-ray machines
when finished you will be directed to the checkin counters and then to the ship. If your ship is
at Cruise Terminal 2 from the parking lot, a
shuttle will drop you off at the west end of the
building, security will assist you to the x-ray
machines when finished you will be directed to
the check-in counters and then to the ship.
16. Read & fill out all necessary forms in your
ticket book before arriving, to save yourself
some time.
23. On returning from your cruise, procedures
are reversed. After checking with U. S.
Immigration & U. S. Customs, a porter will
assist you with your luggage when you leave
the building and you will then be directed to
the appropriate shuttle (or bus) location. After
picking up your vehicle you will return to the
terminal for you luggage (& other passengers).
Please be aware that due to limited space you
may not be able to stop exactly where your luggage is located but we will help as best as we
can. Also traffic can be heavy at time and
delays do happen. Please be Patient!
17. All vehicles coming into the cruise terminals
should turn left on 22nd & Harborside Drive if
driving east or turn right if driving west. NOTE:
If your ship is at Cruise Terminal 1 (Pier 23/25);
stay to your right hand side. If your ships is at
Cruise Terminal 2 (Pier 27/28); stay on your left
hand side and continue on the lower road
(blacktop road) near the railroad tracks.
24. If for any reason a ship docks late, it will
throw all of the debark/embark procedures
off. How badly depends on how late the cruise
ship arrives. When this occurs, the embark &
debark traffic conflict with each other and
delays and traffic lanes are unavoidable.
Please be Patient, you may have to loop
around.
18. If you are driving a rental car, be sure to
allow extra time to return the vehicle and still
get back to your cruise ship.
25. If you should have a medical emergency
when your ship is coming in to dock, please
inform the ships crew. They in turn will contact
the Port Authority Police and medical assistance will be dispatched to the ship. If you call
EMS or 911 on a cell phone, we may not be
notified. This may result in the emergency
vehicle being delayed in traffic around the terminal. This is the main reason parking in the
left lane at Cruise Terminal 1 is prohibited.
12. Watch traffic officers for directions
13. Inform traffic officers of special needs for
handicapped
14. Check luggage tags carefully, many bags
look alike.
15. Make sure to have all required personal
documents & be sure they are up to date
19. The Port of Galveston currently has three
(3) parking lots: Lot A on 29th St. - Lot B on
33rd St. and - Lot D aka Dolphin Lot on 33rd
St. - Lot D-1 has covered parking and allows
luggage on the shuttles.
20. On arriving at either cruise terminal, passengers are directed to the next available
porter. The porter will assist you with luggage
and direct you to the appropriate lot. They also
have extra baggage tags if they are needed.

21. When arriving at the lot, the parking attendants will collect the parking fee & give you a
parking ticket to be hung on the mirror of your
vehicle. The parking attendant will then direct
you where to park and a shuttle will return you
to the cruise terminal. You will also be given a

you finding the correct shuttle on your return
from your cruise.

Church and Cops Team Up For Distressed Children
(GALVESTON - July 8, 2005)
Overwhelmed by recent statistics on
family violence and it's effects on children,
local pastors Rudy and Ester Soto of
Temple Emanuel Christian Church

children caught up in tramatic situations.
"Several weeks ago I started a ministry
on Family," explained Pastor Soto. "I entitled it, 'Fight For Your Family, Don't Fight
With Your Family.' When we got to the
part about bringing up children, my wife,
Ester, did some research and she saw the
statistics on domestic violence, and was
overwhelmed".
This gave birth to a project they named
Hug-A-Bear. The mission of the project
was to collect stuffed animals and other
stuffed toys which would be given to
Galveston Police Officers to carry in their
patrol cars. Officers will be free to give
any child they wish a stuffed toy when they
respond to a call in which a child is caught
up in a stressful situation.
Police Chief Kenneth Mack said,
"Anytime an officer encounteres a child in
a tramatic situation, such as family violence or even a car wreck, our officer's
may give the child one of these stuffed animals to help calm their fears. A child who
has just been through a tramatic event,
such as a car wreck or they've seen Mama
get beat up, or whatver the case may be,
it's something to kind of dry the tears and
give them something else to focus on."
Lt. D.J. Alvarez, Commander of
Community Services, related an incidence
in which a lady brought her 3-year old
child into the police station to surrender
the child to Child Protective Services,
because she was unable to provide for the
child. "She wanted to make sure that her
child had a home. It was a pretty tramatic situation," said Alvarez who most times
carries a few stuffed animals in the truck
of his police car. The toys played a roll in
calming the 3-year old who was the object
of this extremely stressful event.
Over 200 stuffed toys were turned over
to Chief Mack and Lt. Alvarez Friday during a brief presentation at the church.
Pastor Soto says that his church will continue to collect stuffed toys to replenish
the supply as the officers distribute them

Obstructed Stop Sign Blamed for Two Injuries Beware of Phony "Wal-Mart Shopping Spree"
(GALVESTON) - Tuesday, June 28, 2005
Two persons were taken to John Sealy
Hospital today following a two car collision at
Broadway and 10th Street. One vehicle, a minivan, overturned after being stuck in the side by
a vehicle that reportedly ran through an
obstructed stop sign.
Investigating officers would not confirm the
cause of the wreck but a witness at the scene
told the Galveston Police News that the vehicle
which was northbound on 10th Street failed to
stop at Broadway and struck the van which was
eastbound on Broadway. The van overturned.
One person was injured in each vehicle.

consumers who have been solicited by
telephone with offers of a $500
"Shopping Spree," supposedly sponsored by Wal-Mart. The caller tries to
get the consumer's bank account
number to collect a fee of $4.95, supposedly for the shipping and handling
of vouchers. We urge consumers never
to disclose financial information for
any reason whatsoever to callers making unsolicited offers. In this case, the
promotion described by the caller is a
complete fabrication. Wal-Mart is making no such offer.

Another large contributor to officer
deaths‚ is vehicle related accidents which
accounted for 23 of the deaths this year.
Vehicle related deaths include automobile
accidents, getting physically struck by vehicles and vehicular assault.
Officer Tommy Scott of the Los Angeles
Worlds Airport Police was killed after a physical confrontation with a suspicious man
near the Los Angeles Airport. The suspect
broke free of Officer Scott, took control of
his patrol car and drove off with the officer
trying to pull him out. After reaching speeds
of up to 60mph the suspect drove the car
onto the sidewalk where Officer Scott was
thrown onto a fire hydrant and instantly
killed. Officer Scott had been with his
department four years.
Seattle, Washington Police Officer
Jackson Lone, a member of the harbor
patrol unit, drowned while trying to secure a
drifting tugboat. Officer Lone was transported to the hospital where he was pronounced
dead shortly there after. Lone was an 18year veteran and had been with the harbor
patrol unit four years.
Other causes of officers‚ deaths are stabbings duty-related illnesses and training
accidents.
During the first six months of 2005 67 officers were killed in the line of duty according
to the Officer Down Memorial Page. This
year is on track to be less deadly than 2004.
By June 30, 2004 there were 80 deaths and
the year ended with 154 fallen officers.
California has lost the most officers with
seven line of duty deaths, followed by
Georgia, Missouri and South Carolina with
four each. The average age of this year‚s fallen officer is 39 and only one of these officers was a woman. The deadliest month so
far was March with 14 officers dying in incidents such as the courthouse shooting in
Atlanta, Georgia.
The deadliest year for law enforcement
since the first LODD was recorded is 1974
when 273 officers were killed. The deadliest
year most recently was 2001 with 237 officer deaths. Seventy-two of those officers
died on September 11 at the World Trade
Center terrorist attack which is recorded as
the deadliest day in law enforcement history
according to the National Law Enforcement
Officer Memorial Fund.
The main cause of officer deaths‚ is gunfire with 31 dying from gunshot wounds.

Captain Phillip Morris who commands a
special detail of officers working the long
lines of traffic at the Boliver Ferry landing,
says the arrests were made during the period beginning Friday, July 1st at noon, and
ending Monday, July 4th at midnight.

crossing to Bolivar Pennisular, traditionally
stretch for 2-3 miles. A Galveston city ordinance prohibits cutting in line to avoid the
wait and the Municipal Court Judge may
assess a fine of up to $500 for the offense.
The Galveston Police Department parks a
mobile jail, converted from an 18-wheeler
trailer, at the ferry landing where violators
are detained until bonds are posted. The
115 arrested resulted in bail bonds totaling $60,000 being posted according to
Morris.
that a friend would pick the money up for her so
the wire should be made payable to the friend.
The man still had no clue.
Then the two began having long distance telephone conversations. Honeypoo sweet-talked
lover-boy and lover-boy was chomping at the bit
and in a big hurry to get Honeypoo to the United
States. Visions of sugar plumbs and all sorts of
things were dancing through his head.
Then a change of plans. A disaster happened in
England. According to the story Honeypoo told
lover-boy, she had left her iron on her ironing board
when she stepped out to the store. When she
returned there were fire trucks and police at her
apartment, smoke pouring from the building. Her
iron had caught the place on fire and the police
and the building owners were holding her responsible. She must pay thousands of dollars for the
damage or go to jail. It was imperative that she
send lover-boy more money orders to cash for her.
He should cash the remaining seven money orders
that he was holding, plus the one’s that she would
be sending.
This was a big order. Lover-boy wasn’t sure that
he could pull it off at his bank so he went to his
father’s bank in League City where he had signature authority on the account. His father maintained a large enough balance that there would be
no problem cashing the money orders which
amounted to over $15 thousand.
Here is where we loose track of the story.
According to one of the investigators in the case,
lover-boy finally snapped. He went to bank officials
and talked with them about the deal. Bank officials called in the F.B.I. but since there had been
no federal crime committed, the F.B.I. turned the
investigation over to local police. Local police
called in the U.S. Postal Service Inspectors but so
far is seems like Honeypoo has managed to pull a
slick one on lover-boy and the authorities. There is
no proof that lover-boy had knowledge that the
money orders were counterfeit and he made no
profit from the scam. The banks lost no money.
Lover-boy and his daddy had plenty of money in the
bank to cover any loss and besides, the U.S. Postal
Service guarantees payment of the money orders
even though they were worthless.

JAMAICA ME SWEAT
A car thief that abandoned the stolen car he
was driving and fled on foot was surprised in
the wee hours of the morning on June 6th,
when Galveston police officer ‘Tracker Jack’
found him in short order, hiding under a
house. It should come as no surprise that
Officer Tracker Jack is a canine, a Bloodhound
to be exact, and a new addition to the ranks of
the GPD.
The 5-year old canine was recently received
by the GPD as a donation from a Gladewater,
Texas man who had purchased him from the
Longview Police Department where he had
served for three years. His new partner in
Galveston is Officer Eric Cox. The two have
been training together under the tutorage of
canine training officers of the Port Arthur
Police Department.
Tracker Jacks’ first arrest came about on this
particular morning after Officer Justin Popovich
spotted a stolen car at 33rd and Broadway.
Upon spotting the officer, the driver abandoned
the car. His freedom was short-lived. Tracker
Jack picked up his scent from the stolen vehicle
and shortly thereafter he and the thief were
face-to-face under a nearby house. The thief
was only too happy to surrender.

her failure to appear in a Los Angeles
court to face a misdemeanor theft
charge. Janelle Pierzina, a 25-year-old
cocktail waitress, was charged in
December 2001 with stealing merchandise from Macy's. But when she didn't
show for an initial court appearance, a
Superior Court judge issued a bench
warrant for Pierzina's arrest. Six months
later, a second bench warrant was
issued. In April 2004, a third bench warrant was issued, with a judge this time
setting the warrant's bond at $30,000,
up from $2500. On June 24--two weeks
before "Big Brother 6" bowed--Pierzina
pleaded to the petty theft rap and was
fined $982 and ordered to stay at least
100 yards from the retailer. Who says a
crass reality TV series can't serve the
public good? Pierzina's rap sheet also
includes an August 2000 drunk driving
arrest in Duluth, Minnesota. After initially failing to appear for her February
2001 arraignment (which resulted in
another pesky beach warrant being
issued for her), Pierzina pleaded in June
2002 to a misdemeanor DWI count and
was hit with a 60-day suspended jail
term, placed on a year's probation, fined
$1000, and directed to enroll in an alcohol education program. When Pierzina
failed to timely complete the booze ed
course, a June 2003 violation of probation hearing was scheduled. When she
did not show for that court session, a
District Court judge signed a bench warrant for her arrest. More than a year
later, on June 30, 2004, the warrant
was vacated when Pierzina finally
appeared for a court hearing that ended
with Judge Gerald Maher extending her
probation for six months and ordering
Pierzina (again) to attend an alcohol
education program. Pierzina, who
apparently completed that program in
North Carolina, has since decamped to
Miami Beach, where, according to the
CBS web site, she toils as a "VIP cocktail

Shields was convicted in the September
21, 1994 murder of 27-year old Paula
Stiner during the burglary of her
Friendswood home. Stiner had lived in
her home at 448 E. Castleharbor only
three months. Returning home from work
she was confronted by Shields who beat
her with a hammer and stabbed her
repeatedly.
Sterling was convicted in the May 13,
1988 robbery and murder of 72-year old
John Wesley Carty and 52-year old Deloris
June Smith in Navarro County. The victims were abducted from Carty's home
and driven to an isolated area of the county and killed. Carty suffered blows to his
head with a bumper jack.

Shields had entered the home earlier in
the day and waited inside several hours so
he could steal Stiner's car when she came
home from work. He also robbed Stiner of
her credit cards, using one of them one
hour later at Willowbrook Mall in Houston.
He was arrested three days later in The
Woodlands, still driving the victims car.
The autopsy report revealed that Stiner
had been stabbed 28 times during the
attack.
