BACKGROUND On April 10, 1965, Elmira celebrated its first Maple Syrup Festival. Instead of the expected 2,500 people, 10,000 people arrived. The success of the Festival has continued, attracting visitors from all over the world. It has been recognized by the Guinness Book of World Records as the World’s Largest Single-Day Maple Syrup Festival with 66,529 people attending in 2000. The Maple Syrup Festival is managed year-round by a Volunteer Committee, and on Festival day, a team of at least 2,000 volunteers make sure things run smoothly. In 2001, the Festival’s Volunteers were recognized by the Ontario Ministry of Citizenship, Culture and Recreation for their outstanding achievement. The Elmira Maple Syrup Festival will celebrate 50 consecutive years of festivals on April 5, 2014. To commemorate this success, the 50th Anniversary Committee decided that since the event is totally Volunteer-driven, recognizing past and present Volunteers is key. The 50th Anniversary Committee asked Council if the Township would provide a staff liaison for the 2014 Festival and consider providing grant funding to assist with the costs associated with the 50th Anniversary celebrations. The Township’s Economic Development Officer (EDO) was assigned to be the Committee’s liaison. The major activities and associated costs with the anniversary celebrations are summarized below to provide Council with an idea of the key expenses that need financial support. 2 Office of the CAO REPORT A03-2013 October 8, 2013 ELMIRA MAPLE SYRUP FESTIVAL 50TH ANNIVERSARY: MAJOR PROJECTS & ESTIMATED COSTS ITEM ESTIMATED COST Souvenir – maple syrup in a designer bottle (100ml, using local syrup with special logo) $ 5,000 Commissioned Original Artwork by Peter Etril Snyder (Limited Edition prints will be produced) $10,000 Volunteer Appreciation Night: Lion’s Hall, May 7, 2014 (Hall Rental, Food, etc.) $ 5,000 COMMENTS Since its inception, all proceeds from the Festival are returned to the community to both charitable and not-for-profit organizations. Traditionally, 40% of the profits are allocated to Elmira District Community Living with the remaining amount shared between selected organizations. By 2002, the total monies raised for community groups by the Festival had surpassed the one million dollar mark. To the best of Staff’s knowledge, the Township of Woolwich has not provided direct financial assistance to the Elmira Maple Syrup Festival at any time. The Township’s assistance has been in the form of in-kind services totalling approximately $4,400.00 (estimate in 2010) and waiving the arena rental fees. In January 2010, Staff presented Report C02-2010 to Council presenting the $5000 grant request received from the Elmira Maple Syrup Festival Organizing Committee. Since the Grants Policy states that Council will not give grants to organizations that in turn, give grants, the Elmira Maple Syrup Festival was not eligible at that time to receive a grant under this policy. However, the Elmira Maple Syrup Festival is a positive icon for the Township, recognized on an international scale. Providing funding for the 50th celebration of this successful, communitybased festival would recognize the importance of the Festival to the Township, illustrate how Volunteers are valued in Woolwich, assist the Festival with continued success, and ensure that the maximum amount of funds are returned to the community. CONCLUSION Staff recommends that Council refer a one-time $10,000 grant for the 2014 Elmira Maple Syrup Festival, to assist with the costs associated with 50th Anniversary projects, to the 2014 Budget process. FINANCIAL IMPLICATIONS $10,000 dollars allocated to the 2014 Elmira Maple Syrup Festival to assist with the costs associated with 50th Anniversary projects. Funding would be determined as part of the 2014 Budget process, which is consistent with Council’s recent decision regarding the skateboard park and Breslau splash pad projects.
